W. R. Ingalls, since 1905 editor of the Engineering and Mining Journal, retires from that position with the issue of Mar. 22, to open offices in New York City as a consulting engineer. The severing of this connection .will not be complete, however, as Mr. Ingalls will continue as consulting editor, and will handle the metal-market quotations in the Journal which are now the accepted authority for the government settlements of ore importations and the basis of practically all the ore settlements between miners and smelters throughout' the country. No greater compliment can be paid to Mr. Ingalls than this, unless it is the recognized fact that these quotations have been made what they are by his ability and his integrity, which secured for him channels of information vital to the accurate estimating of the market, but denied to anyone else. The Journal, under the. strong hand of Mr. Ingalls, has always been the acme of ethics in technical journalism, and the best wish that can he given to his successor, not yet announced, is that the Journal may long continue to live up to the standards not originated, but so consistently maintained and strengthened by Mr. Ingalls. His spelter statistics are accepted as authoritative wherever the English language is read and zinc ore is mined. He has found time during his very arduous years on the Journal to he the author of several works on the resources and metallurgy of zinc, lead, cadmium, etc.; for 5 years was the editor of Mineral Industry; and was consulting engineer for the Bureau of Mines and joint author of their voluminous and authoritative work on mine safety rules. His retirement from the Journal is a distinct loss to every one of the Journal's readers individually and to the profession as a whole. Universal good wishes go with Mr. Ingalls to his new field, which has for a long time been offering him professional attractions that his confining editorial work has not permitted him to accept.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. W. ROWLAND Cox,* New York, N. Y. (written discussion?).-The process described by Mr. Malcolmson undoubtedly represents a great stride toward conservation of our natural resources. Without discussing the subject from an economic standpoint, I wish further to emphasize the fundamental principles of the Smith process in order that its economic value may be fully appreciated. The process is essentially a means of producing an ideal fuel, as regards its combustion qualities, by the removal of the so-called volatile matter from the coal, in the form of byproducts, which have value for other purposes far in excess of their fuel value. In other words, coals which contain. large amounts of gas, tar, and ammonia, and are not suitable for domestic or industrial fuel, or for treatment in byproduct coke ovens or gas retorts; because they possess poor coking qualities, can he prepared for commercial use by the. Smith process with a very high degree of efficiency. Much work has been done along this line, both in this country and in Europe, in developing a means of preparing coal, as the economic advantages have long been recognized. To the best of my knowledge, the Smith process is the only one that has proved its commercial adaptability. Distillation of coal at 900° to 1000° F. (480° to 540° C.) yields a large amount of tar and oils. The residue of the distillation, however, is a very friable semi-coke, wholly unsuitable for use as a fuel, unless it can be charged directly into a byproduct gas producer. The problem which confronted the inventor was then to convert this carbon residue into a commercial product, and it is in this step that the Smith process has overcome the obstacles which prevented a number of other methods from becoming commercially practicable.

SINCE the discovery of von Laue, that a crystal forms a natural grating for X-rays, our knowledge of the structure of solids has gone forward with rapid strides. This progress is not only of purely scientific interest, but has also yielded direct technological results. One of the most valuable results is the broadening of our knowledge of the structure of pure metals and alloys. To promote these studies it is often desirable to have at our disposal pieces of metal consisting of one single crystal. As is so often the case in the natural sciences, we obtain the best results by making our earliest experiments on pure, simple materials and avoiding unnecessary complications. The Cryogen Laboratory at Leyden followed this method with much success, because the work was done at such low temperatures that the heat movement of the atoms was almost absent. Similarly we can simplify the studies of metals by leaving out of consideration the influence of the grain boundaries and the mutual influence of the crystals by using unicrystalline instead of polycrystalline metal. Methods of making single crystals have been scientifically studied during the past few years. Some methods were already known in the arts, but these have been improved and new methods have been developed. The methods for making metallic single crystals may be divided into the following groups: A. From the liquid state B. From the gaseous state C. Electrolytically D. George W. Maynard, New York, N. Y.:—It is well known that there are many magnetite-mines of which the ore is too low-grade for direct use in the blast-furnace. For carrying out the sintering process, the preliminary step, in the case of magnetites, is the separation of the ore from the gangue by magnetic concentration. The resulting fine-grain product is very objectionable in the blast-furnace, and when used must be a very small percentage of the charge. The sintering process has saved the situation by furnishing a product which is absolutely ideal on account of its cellular structure. (In reply to questions by W. J. Tudor, and Joseph W. Richards, the following additional information was given by Dr. Maynard.) The percentage of iron in the product is determined entirely by the degree of concentration of the raw material and is practically not increased by the sintering operation. The magnetic concentrates at Port Henry and at the Benson and one or two other mines contain from 65 to 67 per cent. of metallic iron. The cost of sintering is from 39 to 41 cents per ton of product, including superintendence, depreciation, and repairs. The itemized figures are about as follows : Mixing (including labor), 24; power, 9; ignition, 5; repairs, 3; total, 41 cents. Prof. J. W. Richards, South Bethlehem, Pa.:—From a metallurgical standpoint I question the accuracy of the statement on p. 374: " C.—An increased reducibility of the iron so treated. (This has been conservatively estimated as 5 per cent. better than the best available ore.)" It seems to me that when a material is' sintered in this way, the constituents present, as lime, silica, and alumina, have a chance to form a compound with the iron oxide; that such a compound, if formed before the material goes into the blast-

INTRODUCTION A greater understanding is required about the factors which control tunneling operations if we are to meet the expected demand for tunnels. Much of the needed information can best be achieved by the proper use of instrumentation and advanced engineering concepts. Tunnel measurements and their analysis may prove to be the key which will give the insight necessary to understand the relationship of rock, tunnel supports, and linings. There are three main areas which can be improved through the use of tunnel instrumentation. First, and of prime importance, is safety for men and the project. When unstable conditions occur, sets become distorted. Even without measurements, it is sometimes possible to tell when trouble is approaching. In effect, the set acts as a load cell. Distortions in the set indicate reinforcements may be required to maintain stability. Additional sets or rock bolts, if they are placed soon enough, may provide this stability. However, when large rock displacements occur in short periods of time, it could be too late. Figure 1 is an example of the difficulties encountered in stopping moving rock. To stop the movement and possible failure, large props were placed above the spring line and the massive concrete gravity buttress was constructed along the legs. Rock bolts from the buttress deep into the rock were also used in an attempt to stabilize the rock mass. However, this work is for a highway tunnel and eventually these props and buttresses must be removed.

This paper gives the results of an investigation of the specific resistance and temperature coefficient of the electrical resistance of nickel and its important alloy, monel metal. For most of the pure metals, the temperature coefficient of resistance is approximately 0.004 per degree centigrade at 20" C. Nickel and iron, however, are exceptions. This property is important as it gives us good material for the construction of thermometers and other instruments involving electrical control. A summary of information on this subject has been publishcd by the Bureau of Standards.l The present experiments antedate this publication by several years and as the information obtained is not contained in it, the results of the experiments arc published as additional information. Electrical Properties of Pure Nickel It is generally conceded that the lowest values for electrical resistance are obtained in the purest metal. In the case of nickel, the best material obtainable is electrolytic nickel, which contains approximately 99.80 per cent. nickel, 0.15 per cent. iron, and 0.05 per cent. copper. Any cobalt that may be present is included in the nickel figure. If the elcctrolStic sheet has been deposited without intermission, it is possible to cut a section from the sheet and roll it into wire without melting. By this means a nickel wire may be obtained that is uncontaminated by any of the impurities always taken up by nickel during melting. FOR many years the treatment of mine timbers with preservatives was confined to a few pioneer plants in the United States, and it is only in the past few years that the practice has grown appreciably. In a field study of the mine timber situation in Illinois, Pennsylvania, and further study of the situation in the country as a whole, I found that most mine operators did not keep records on mine timber that would afford the necessary data for determining the possible savings from preservative treatment. Some primary questions the mining engineer should be able to answer before making his decision on preservative treatment. for a particular mine are: (1) Quantity and cost of timber going into permanent workings annually; (2) quantity and cost of annual replacements due to decay; (3) life of untreated timber in different places; (4) desired life of timber. With the necessary facts in hand, he can then con-fidently select a method of treatment and preservative that is best suited to his needs. In former years when timber was cheap and an abundant supply could be had close at hand, as was the case in the majority of mining regions, the mine op-erator did not concern himself much except to see that enough was supplied to keep the workings safe. The cost figure for timber and labor, distributed to cost per ton of ore, was all the bookkeeping necessary. With present costs of timber, labor, and increasing length of haul to the mine, many operators are paying closer attention to timbering costs and studying them in. more detail. Some of the larger and more progressive opera-tions now keep detailed' figures that give information on all phases of their timber problems. THIS topic was discussed at the meeting in St. Louis in September, 1917, and at the meeting in New York in February last, but in the interval the war has accentuated in measurable degree the necessity for considering human relationship, not only as between nations, or in the treatment of our returning soldiers, but with respect to the relations between labor and capital in industry. It is my firm conviction that no other subject will have so large a place in industrial and political life during the next decade as this. Heretofore, the employer has been so engrossed with the financial, mechanical, and technical aspects of his business that he, has been willing to muddle through 'his relations with labor as best lie might and, on the other hand, the laborer has been so engrossed in his endeavors to secure a livelihood under whatever living and working conditions might be offered him that he has given little thought to his relations to his employer, until some misunderstanding has ended in disagreement and strike. No thinking man doubts that were the machinery available for friendly, personal, face-to-face consideration of the problems confronting employer and employee, there would he fewer disagreements, fewer strikes, and a better and more settled industrial situation. The necessity for some such medium for exchange of views has resulted in the organization of labor and, in some measure, of capital. Each party, engrossed only in defending its own viewpoint, has generally tried to gain its point by might rather than by right. Gradually, however, the representatives of both elements are beginning to appreciate that when the machinery for bringing them together in friendly communion is available their differences frequently settle themselves. There remain yet vast numbers of employers and of employees who are not organized and to whom the opportunity of friendly discussion of differences is not available; for these the machinery should he provided.

THE task of recovering most of the contents of an oil and gas reservoir economically presents many and varied problems. In order to attempt intelligently a solution to these problems, an understanding of fundamental physical laws is essential. As the pertinent facts needed in applying these laws to recovery problems are not readily obtainable, observation must be made and the data tabulated. Here, good judgment must be exercised, for at best the information is meager. The engineer is well fitted to undertake the task of solving this problem. In my opinion, the decision on the part of some production executives to allow the engineer to cope with the oil recovery situation and other problems, is an outstanding example of improvement in production methods. The executive head must make this decision or the qualified engineer will be working under a severe handicap with the present system of supervising the production of oil and gas. A qualified engineer should have not only the required technical training but also enough field experience to enable him to understand the difficulties encountered in producing oil and gas. Such a man tactfully cooperating with the practical oil man can greatly improve present methods of oil recovery. The realization that nature's forces have not been efficiently controlled in past recovery of petroleum deposits has recently brought distinct improvement in production methods. Papers are to be presented at this meeting discussing in detail improved methods of conserving gas in both flowing and pumping wells, and also methods of lifting oil after Nature's supply of gas has proved inadequate. The application of back pressure to producing oil wells has not, to my knowledge, been extensively applied in Oklahoma or Kansas up to the present time. Most of the flowing wells are allowed to flow through the casing until the rock pressure has been dissipated. However, some flowing wells have been tubed before the well stopped flowing through the casing. Recording pressure-gages can be installed to study well performance.

P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

THE problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancellation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and lack of any immediate prospects of the copper market opening, have led to a universal reduction of forces; and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancelation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the returning soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and who have offered the supreme sacrifice. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Ariz., found it necessary, along with all of the-other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. Schack (U.S. Bureau of Mines, Salt Lake City)—We have watched with considerable interest Three Kids development of Manganese Inc. and have been impressed by the ingenuity with which management and staff have solved their many obstinate handling problems. Mr. McCarroll has been lenient in describing the difficulties faced by the company in developing a process for beneficiating Three Kids ore. The operation, equivalent in size to a 20,000-ton sulphide ore plant, is treating a unique ore by a flotation process pioneered by Manganese Inc. Perhaps the magnitude of the conditioning and flotation problems peculiar to Three Kids ore can be better appraised when it is pointed out that two-thirds to three-fourths of the ore is floated in the rougher step and that the four stages of cleaning which follow are equivalent to floating the whole plant feed two to three times. Our experience in both laboratory and pilot plant flotation of Three Kids and other manganese ores leads us to agree with Mr. McCarroll that suitable conditioning is a prime requisite for successful oil-emulsion flotation. The difficulties of proper conditioning were demonstrated in pilot plant processing of Artillery Peak manganese ore at our Boulder City, Nev., experiment station. Over three months of experiments and extensive plant revision were required before satisfactory conditioning was obtained in the 25-ton-per-day plant. Such factors as time, type and intensity of mixing, aeration, surface to volume relationship, and power input are still being studied by the Bureau of Mines in hopes of learning how best to condition manganese pulps for oil-emulsion flotation. It is impracticable to prepare for the present number of the Bi-Monthly Bulletin a detailed account of the memorable Joint Meeting of the Iron and Steel Institute and our Institute, held in London, the last week in July, and of the, innumerable festivities, entertainments and excursions which accompanied and followed it, in England, Scotland, Wales and Germany. This preliminary sketch, from which all " useful particulars "' have been carefully omitted, is published unofficially, as a convenient answer to the manifold inquiries of members who did not go, and who are now trying to alleviate their unavailing regret by indulging their curiosity. Perhaps they secretly hope to hear that they did not lose so very much, after all-that the affair was not all that could have been desired or dreamed; that there were serious drawbacks, shortcomings and disappointments; and that it is just as well to have stayed it home, and now to hear about it. Let them lay no such flattering unction to their souls. The month they have missed would have been the time of their lives. They will never, never know how good a time it was, or adequately repent of their folly, if they could have gone with us, and voluntarily did not go of course, those who would but could not, have our immeasurable pity, without blame. I shall present here no consecutive and minute story, but only a series of general paragraphs concerning different aspects and stages of our experience. THE WEATHER. The proverbial good fortune of the Institute attended its visiting members and guests at every stage of the late London meeting and the numerous excursions which accompanied or followed it. RECENTLY, Messrs. Mills and Wells1 published a thorough chemical study of the waters associated with oil in parts of the Pennsylvania, Ohio, and West Virginia region. Many of their conclusions are of general application and the writer wishes to discuss some of these: Messrs. Mills and Wells show that the composition of the deep brines of the Appalachian fields is such as would be produced by the evaporation of sea water and the precipitation of sodium chloride, combined with reactions with hydrocarbons and other substances. The brines are altered, also, by considerable mixing with meteoric water. They give good reasons for believing that the concentration of the brines was produced by evaporation in the rock pores induced by migrating gas, much of which probably escaped to the surface of the ground. This hypothesis was considered by the writer in a former paper,2 in which main stress was laid on a second hypothesis, that the excess of chlorine in the deep brines may have been due to the entrance of solutions rich in magnesium and calcium chloride which ascended .from a deep, possibly intratelluric, source. Messrs: Mills and Wells present good arguments for the first hypothesis. Underground evaporation by ascending gases probably will be accepted as the best available explanation of the concentration and composition of deep well waters. They have not considered the possibility that, salt waters in deep sands may be concentrated by the diffusion of water vapor through gas into shale. The writer has given reasons3-for believing that capillary forces concentrate gas and oil in the larger openings of rock, such as the pores of sandstones embedded in shale. One of the most interesting as well as important factors connected with the petroleum industry is the consumption of motor fuel. A few years ago we always spoke of "gasoline," but when natural gasoline and benzol became more important it seemed desirable to include all of these products in the petroleum statistics and so there was adopted the term "motor fuel," which embraces these three products in their entirety. Gasoline always included all stove and motor gasolines, high-grade naphthas, cleaning naphthas, solvents, varnishmakers' and painters' naphtha and gas-machine gasoline. "Motor fuel" includes all of these products also; therefore, technically the term "motor fuel" is incorrect, but as the total quantity of these non-motor naphthas is small their inclusion does not distort the results to any appreciable extent. When the Federal Oil Conservation Board appointed its first semiannual forecasting committee early in 1930 to project the demand for gasoline and crude oil into the year 1930, it was necessary for that committee to formulate a method of forecasting. It adopted the system in use by some of the oil companies at that time, of using automobiles and per-car consumption. Six months later the American Petroleum Institute also formed a committee for forecasting, which adopted the committee principle of asking each member to produce his own forecast of demand by any method he thought best and to give a full explanation to the committee. The result of the latter method was to get the benefit of as many different methods of forecasting demand as there were members. The writer does not recall any two members ever using exactly the same method. By studying the different forecasts and their methods, there evolved a composite opinion, which was presented to the industry as the committee's estimate. The same method has been followed by the American Petroleum Institute or Planning and Coordination Committee ever since.
