THE purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electro- static separators and air flotation or air tables. MAGNETIC SEPERATORS In general, separating is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 980, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. I am deeply sensible of the honor you have conferred on me in electing me your president for this year. It is difficult to understand why I have merited such distinction at your hands, except that I may possibly have helped, in some small way, in the develop ment of metallurgical practice in the West. I fear, however, that I shall fall far shirt of the expectations you may have in regard to my fitness for such a position. The responsibility of preparing an address for this occasion has caused me considerable thought and anxiety. Unlike my predecessors in office, many of whom have dealt in their presidential addresses with subjects covering a wide field, which they could survey with the confidence born of their own extensive knowledge, I have been confined by my experience, during the last twenty-five years, almost wholly to that portion of metallurgical science which bears especially on the treatment of gold and silver. Yet perhaps some sort of general review of the progress of this branch of metallurgy in the West, besides being the contribution I feel myself best qualified to offer, may prove acceptable to many of the members of the Institute. Some few of the gentlemen present will remember the crude condition of metallurgical practice as it was conducted in Colorado only twenty-five years ago. My own personal experience covers a period of eighteen years; and during this comparatively short time I have seen the most astonishing changes in the conduct of metallurgical works. In all probability the marked progress which this country has exhibited could hardly be reached anywhere else, and this result has been achieved mainly by the activity and enterprise so characteristic of the men of the West. The first little successful attempt at smelting made at Black Hawk, in 1867, by Ex-Senator N. P. Hill, representing the Boston and Colorado Smelting Company, proved a great boon to the miners,

George IV. Goetz, Milwaukee, Wis.: Mr. Campbell deserves much credit for his interesting paper. The literature of the development of the open-hearth process is distributed in many technical journals, and is difficult of access to many engineers. Since the development of the basic process, the open-hearth furnace has been raised from a subsidiary to an independent position. Certain high grades of soft steel can be produced in the basic open-hearth furnace, which cannot be produced by any other known process. In the United States the charges for the acid process generally consist of either scrap and pig-iron or so-called wash-metal and scrap : the pig-and-ore process, as carried out in England, is practiced but very little. The introduction of the basic process has made it possible to use about four times as much pig-iron with scrap as can be used in the acid mixtures. The availability of a cheap pig-iron, very low in silicon and sulphur, and carrying several per cent. of manganese, is one of the reasons why the basic open-hearth process has developed so rapidly in Germany, as regards the output per furnace and the excellent quality of the material produced. The acid Bessemer steel has an inherent stiffness, which is plainly shown when spring steel is made by the Bessemer and by the openhearth processes. In order to get them of about equal stiffness, the open-hearth steel must have about 0.60 per cent. carbon ; whereas, the Bessemer steel must then have ahout 0.45 carbon, the remaining constituents being apparently about the same in each product. It has proved impracticable, with American coke-pig-iron, to interrupt blowing at a certain point in order to make hard steel; and experience has therefore shown that it is best to eliminate nearly all the carbon, and then to recarburize to the desired point. C. H. MATHEWSON, New Haven, Conn. (written discussion *).-In a recent discussion of Dr. Jeffries' paper on tungsten,1 J. C. W. Humfrey,2 after taking exception to certain of the author's ideas relative to the cohesion of A and C metal, expresses the opinion that future research is likely to develop a method of preparing tungsten possessing "mechanical properties in line with those of other metals." The present paper by Dr. Jeffries begins with a determination of comparative properties of tungsten, copper, and iron, in which much dissimilarity is apparent, and ends with a coherent explanation as to why much of this dissimilarity is natural and inevitable, thereby supplying theoretical means for visualizing the changing properties of metals in general, once certain fundamental facts are known. The author's reasoning is primarily from the standpoint of the amorphous theory and his principal achievement is the development of an idea f differential cohesion according to conditions of temperature, etc., between A and C metal (which was first plainly suggested by Rosehain and Ewen, in their papers on Intercrystalline Cohesion of Metals) along with associated ideas, so as to give us a really useful working theory. I have come rather reluctantly to believe in the amorphous theory, or some theory admitting a modification of the ordinary crystalline phase so as to permit differential properties within the conglomerate, mainly because in no other way does it seem possible to account for observed changes of properties with temperature, etc. The very best illustration f the competency f the amorphous theory in this respect is seen in this and other recent papers by the author. All fractures through normal or healthy metal that have been preceded by deformation are supposed, by Dr. Jeffries, to take place either through the amorphous phase or at certain boundaries between amorphous and crystalline material; his reference to fractures, both members of which are similar in appearance and do not reveal a preexisting coarse-grained structure because of a coating of amorphous metal, indicates his preference for the former interpretation.

INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. Pit slope failures are very similar to some types of landslides. (1) (2) (3) (4) In one sense there are many causes of landslides. Terzaghi lists 19. This means that there cannot be a standard solution to a stabilization problem. In another sense, it can be said that there is only one cause, which is gravity. ONE of the problems studied by the U. S. Bureau of Mines in cooperation with the University of Washington has been the re-treatment of table middlings. Hydraulic classification has given the best results. Instead of using the classifier to prepare the feed to the tables, as has been the practise for many years in ore dressing, it is used to separate part of a middling product that cannot be re-treated successfully on the table. Middlings are desirable in a table plant because the separation according to specific gravity is incomplete; that is, in the products of the table there is always an overlapping of free particles of coal and refuse that can be distinguished with heavy liquids such as are used in the float-and-sink test. The causes of this overlapping may be divided into two groups, those outside the table separation itself and those inherent in the table separation. The first of these groups includes, among other causes, the following: (1) poor adjustments of the table, (2) overloading or underloading the table, (3) irregularities in the quantity and quality of the feed, (4) irregularities in the power and water supply, and (5) a vertical danc-ing motion of the table deck due to weak foundations. These causes of overlapping are largely unnecessary in a properly designed and constructed plant; but whenever they are present they materially affect the character of the middling product, and hence the problem of re-treatment. The other group includes three additional causes: (6) small differences in specific gravity between coal and impurities, (7) a size-specific-gravity relationship of the coal and refuse particles in the table feed such that the sizing action of the table opposes the separation according to the specific gravity, and (8) shapes of particles that prevent a separation. The sixth, small differences in specific gravity, may be a very important reason for an incomplete separation. The change in specific gravity from coal to shale is always gradual and the designation of one part as coal and another part as refuse is arbitrary. THE amount of published literature in the field of mechanical proper-ties of magnesium alloys is not great; particularly with respect to rolled alloys. Haughton and Prytherch1 have summarized most of the articles to 1937, including their own work on sheet. Although many papers can be found dealing' with the technology of magnesium and the alloys now in commercial use, there does not seem to be any work dealing exclusively with the variation in properties of rolled alloys as caused by changes in alloy composition. Comparison of published data reveals considerable discrepancies in, properties of alloys of the same composition, probably due to differences in the details of working and heat-treating followed by different workers. The purpose of this paper is to study the proper-ties of alloys in conditions where the effect of such differences have been eliminated. It is well known that the strength and ductility of metals are functions of the working and heat-treating they have received, as well as of their chemical composition. In comparing alloys with respect to these proper-ties, therefore, all possible combinations of the variables of the fabrication procedure ought to be carried out on each alloy. One or more of these treatments will produce the highest ductility, or strength, or both. These highest properties would then be selected as characteristic of each alloy, and alloys would be compared on the basis of those properties. Thus a separation of the effect of composition and that of working and heat-treating would be achieved. In this paper, however, a compromise with completeness has been made by carrying out a restricted number of treat-ments. As a consequence, the properties obtained are not necessarily the best that the alloy is capable of exhibiting; but since all alloys have been treated by the same method, the results ought to be comparable. The elements selected for the study comprise a class that will alloy easily with magnesium, and that are relatively cheap. Each was added in different amounts, up to a limit that varied with the element.

Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the lengt of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel-per-day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel-per-day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable-yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. This is quite different from she commonly understood barrel-per-day value, in that the conditions turrounding the sale of one lease or property at a fair market value may

The primary purpose of the Institute is to advance the technologic and engineering arts embraced by it through interchange of knowledge. This can best be clone by the presentation and discussion of technical papers by its members. Short practical papers are especially welcome. An author should always satisfy himself that his material is of a quality that will he a credit to him and to the Institute. The preparation of a good paper frequently leads to a reorientation of the author's thoughts, and publication contributes much to the professional standing of the author. Members are urged to submit papers presenting the results of their work. Attention to the following suggestions will greatly further the prompt and efficient handling of manuscripts. 1. SUBJECTS: The subject must be within the field of the Institute. Original work, the results of field, plant, laboratory or theoretical investigations, new views on old but important problems and occasionally reviews of timely and important subjects of wide interest to our members may constitute the basis of a paper. The mere fact that the work is original does not necessarily justify publication: it must be of a substantial nature, of value to a reasonable number of our members and worthy of permanent record. It is seldom desirable to subdivide the results of a single research for publication in a variety of journals. Previous publication is usually a bar to acceptance. If any part of your paper has been published elsewhere and you regard repetition as absolutely necessary please so state in your covering letter. 2. CONSTRUCTION: Papers should be clearly and concisely written in good English. Care in this regard ensures wider reading and the saving in space permits the Institute to publish more papers. It is the experience of the Papers and Publications Committee that most papers can he improved by condensation. "Readers" who are asked to recommend acceptance or nonacceptance put particular emphasis on the length of the paper and the elimination of unnecessary or any extraneous material. The terminology and units employed should be those current in the particular field. An examination of Institute publications will afford useful guidance in such matters. Webster's New International Dictionary, 1935 edition, is the Institute's authority for spelling and style. Various abbreviations are used habitually; for instance, lb., pound; bbl., barrel or barrels; ft., foot or feet; hr., hour or hours; in., inch or inches; Fig. 1 but Figs. 2 and 3.

The classification and preparation of non-ferrous scrap mctals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accurnulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to indivitluals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost whicli with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using thc Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can he readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it rrlay he desirable to give these scrap materials to put them in the best niarketable condition. Grinding costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionatry, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actually done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. Introductory.-There are many interesting and important events connected with the petroleum problem. The remarkable men who conceived the thought of transporting petroleum by pipe line, conserving the by-products of the commodity, and conducting extended investigation and research whereby the flash point of the oil was raised, its cost reduced and its Supply assured, are deserving of the gratitude of this nation. It was primarily the success attained by Captain Lucas, after his comprehensive search for oil in Texas and Louisiana, that was the impelling cause. which 'prompted the Navy Department to conduct the extensive series of liquid fuel-oil tests that were made from 1901 to 1903. The sensational discovery of oil at Spindle Top made a deep impression upon Rear Admiral George W. Melville, then Engineer-in-Chief of the Navy, and the discovery of the vast oil field in Texas convinced him that, within a generation, if not within a decade, crude petroleum was going to play a very important part in warfare, and that the commodity might possibly develop into a necessary munition of war. The United States' Commanding Position as a Petroleum Producer.¬ In the study of the various problems relating to the world's production of crude petroleum, the position of the United States is one of commanding importance, whether viewed from the industrial or the military aspect. The present yield of this country is practically double that of the rest of the world, and, in view of the productive and prospective fields possessed by various countries, together with the comprehensive and exhaustive search that has been made throughout the world for petroleum, it is extremely probable that this lead will be maintained for the next decade. As regards the character of the crude-oil yield of different countries, America possesses the greater part of the supply that contains a paraffine base, and therefore a considerable portion at least of the American product produces the best illuminant. Of all the crude-oil distillates, kerosene is in many respects the most important, and the Appalachian product for this purpose is favored, particularly in the Far East, above that of any other petroleum yield of the world.

THE rate of elimination of carbon largely controls the time required to make a heat of steel by the basic open-hearth process and to an important degree determines the cost of refining. Practical experience has led to the generally accepted belief that the use of slags relatively high in iron oxide, such as are required to bring about rapid refining, leads to a certain sacrifice of quality in the product. As a consequence, a compromise must be made between the exceedingly slow rate of carbon drop which would correspond to the ideal case and the rapid rate which would best satisfy the condition of minimum cost. An increase in rate of refining necessarily implies an increase in the concentration of iron oxide dissolved in the metal. However, even for the infinitely slow rate that corresponds to slag-metal equilibrium, the metal would contain a certain definite concentration of dissolved iron oxide. It is a matter of great practical importance, therefore, to determine the quantitative relation between the minimum or equilibrium concentration of iron oxide in the metal and the higher concentrations which must actually obtain in practice. The present paper is devoted to the development of certain equations, derived from the established laws of physical chemistry, which will enable this relation between rate of refining and the degree of oxidation of the metal bath to be computed from operating data. No attempt is made to exhaust the possibilities of this general method of treatment. In considering rate of refining, attention is mainly confined to rate of carbon elimination. However, the equations are of a more general nature and their application may readily be extended. The results of the preliminary calculations given herein indicate that increased rate of refining may have a decided effect in increasing the concentration of iron oxide dissolved in the metal. The uncertainty. which attaches to the calculated value for this relationship arises in part from probable errors in experimental data on which the calculations are based, and in part from the lack of complete or favorably disposed information on basic open-hearth practice.

Curiously enough, considering the relative accessibility of the two places, coal was reported at an earlier date in Saskatchewan than in British Columbia. Henry and Thompson were on the Saskatchewan River in February 1811, and on the 4th of that month recorded, while on Jack's Branch of North Brook, "I observed in one of the bends on the north side a bank of yellow clay, on which there appeared several horizontal veins of pure coal, of the best quality I have seen along this river." Later at Rocky Mountain House it was said: "a quantity of coal is tumbling into the water, as the current washes away the earth underneath. This coal abounds along the Saskatchewan, in some places forming solid beds several feet thick for several acres, which are washed by the river. In its pure state our smiths use it for the forge with equal proportions of charcoal made of birch or aspen, which answers every purpose for making and repairing our axles and other tools."1 It is needless to say that it was many years before this coal was used for any commercial purposes. Coal was first found on the northern end of Vancouver Island in British Columbia in 1835 at Beaver Harbor, where later Fort Rupert was established, where Indians had advised some of the Hudson Bay Company officials it would be found.2 The coal was used by smiths, and later on by the steamer plying along the coast.3 A report to the government in 1845 called attention to the coal reported in the neighborhood of Puget Sound and on the Cowlitz River, and that probably the samples used by the Hudson's Bay Company were obtained from the surface and. were not good. THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis- charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed arid built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, anti not a few were directly initiated by them. Excellent cooperation was afforded by the Hollinger staff to the engineers helping to conduct the grinding and classification test program. It was the author's privilege

The negative charges on diaphragms of quartz, tungstic oxides, stannic acid, acid dyestuffs, soaps, and glass have for a number of years been explained on the basis of chemical equilibria—a hydrogen ion or light metal ion passes into solution leaving the solid complex ion negatively charged. While there are a number of observations which indicate a proportionality between the ( potential and the streaming potential it should be recognized that all the experimental evidence thus far presented shows that if hydrogen ion concentration is kept at a constant value, electrokinetic phenomena are influenced by salts. The multivalent ions exert the greatest effect on the reduction of osmotic flow. In the interpretation of all electrokinetic data the assumption is made that the potential of the solid remains constant. That this is not true is evidenced by the values of [ potential for quartz in contact with conductivity water as reported by the several investigators and by the authors of this paper. It is apparent that the nonreproducibility of surfaces will always prevent the obtaining of exactly comparable data. At best the experimental technique described depends on a theory which is capable only of showing a trend—another quartz surface should exhibit similar but not identical potential curves. It seems entirely reasonable to assume that the negatively charged laurate ions should have little or no attraction for a negatively charged quartz surface. The weight of previous experience in selection of flotation activators points unerringly to the usefulness of the multivalent metallic ions. The primary reason why the divalent barium ion is not available to two negative charges on the quartz surface might easily be that of distance between such adjacent negative charges. Otherwise activation could not occur, and the quartz could not assume the remaining unit positive charge of the barium ion. For this case no electrical double layer theory seems necessary. Clearly this is, at the negatively charged quartz surface, a case of partial chemisorption of the cationically divalent barium ion followed by the anionic neutralization of the remaining cationic charge by the freely moving laurate ion. THE accounting system or bookkeeping methods of any company are principally the concern of that company and of those who are in control of its affairs. Its published financial report is, however, primarily intended for those who are not already fully informed regarding its operations and finances. Whatever may be the advantages of standardization of accounting and bookkeeping methods, it must be admitted that a company has a certain right to handle its accounts and keep its books and records in whatever manner may seem to it best adapted to its affairs, even though such methods may differ materially from those generally adopted by others. In its financial reports it should not, however, either ask or expect that the statements it makes or the terms which it uses will be given in its case a meaning and interpretation different from that which they are ordinarily considered to have inn similar reports and statements of other companies. The particular form and arrangement of such reports is a matter concerning which there may be much difference of opinion. It is of little importance whether current assets come first or last in the Balance Sheet, but it is important that there should not be included under this designation any items which are not properly current assets within the generally accepted meaning of that term. The extent to which stockholders or others interested are to be made acquainted with the full details of a company's business is a question which the proper authorities must in each case decide. It should, however, be recognized that there are certain facts regarding a mining company which must be set forth in a financial statement if it is fully to cover the conditions and affairs of the company. For example, a financial statement which does not include or is not accompanied by a statement of the ore reserves of the company does not fully set forth its financial condition. This is true whether the absence of such a statement of ore reserves is because it is not desired to make public the figures or whether it is because the ore reserves themselves are not definitely known or accurately measured.

It cannot be said that this whole subject is a new one in respect to its presentation to the Institute, but the minute discussion of it has been looked upon as lying more strictly within the field of study of the societies which have to do chiefly with the construction and management of machinery as such. It must be true that the importance of close limits in steam-economy is as fully recognized among the members of this Institute as by any body of men who have to do with steam-machinery. In all directions, nevertheless, among manufacturers as well as among metallurgists, there may still be found those who do not give the same attention to exact methods in fuel-consumption as devoted to steam, as to other technical uses which, to say the least, are not more important. The study of the most efficient methods of use of fuel in operations which are more strictly metallurgical has been long-continued, and in some directions nearly or quite exhaustive. This has led to a rather close bringing-up, in those particulars, all along the line of technical work, of the establishments (and their managers) which had lagged behind. Yet, in the steam-departments of those works, there are too many reasons for believing that the name may still be legion of those whose methods and results are far from the best. If there be room in any given case to suspect any imperfect working or waste of fuel in the steam-supply, the search for the evil, the clear fixing of its cause, and the application of the remedy are, or certainly ought to be, too obvious in their pressure for attention upon a manager to call for even so scanty a mention of them as can be accorded in this paper. It is natural that men should be incredulous as to imperfections which may be noted as existing in their machinery or methods. Still more are they likely to be altogether disinclined to admit that there may be thus an actual and palpable leakage in the compartment of their money-drawer devoted to coalsupplies.
