THE Sub-province of Benguet is in the North Central part of the Island of Luzon. Baguio, the capital, is situated on a piateau 5000 ft. above sea level, and is the main health resort of the Philippines. It is rapidly becoming the favorite resort for the China Coast as well, and has many miles of beautiful, curving drives with nearly every pine-covered knoll surmounted by a summer home. The United States Army has a recreation post here, known as Camp John Hay, with a well-equipped hospital, and there is a Country Club with a good golf course adjacent. The weather during the winter months and until late spring is ideal. The business center consists mainly of Chinese and Japanese stores, several hotels, and a large public market, in which are displayed all of the vegetables of the temperate zone, which are flown near Baguio, and many tropical and other products brought up from below. This district is reached from the Coastal Plain either by the old Benguet road built in 1904 by the United States Government, or by the Naguilian road, built some years later. The former is now a toll road, with a line of stages operating over it to and from Des Mortes in connection with the government-owned rail- road. Auto travel from Manila is also along this road, the trip from Manila to Baguio requiring about seven hours, following up the great valley north of Manila for nearly 150 miles to the lower end of the Benguet road, and thence to Baguio, 25 miles. This is an interesting, scenic trip; the road is especially famous for the zig zags where it climbs out of the canyon of the Bued River to the plateau. In the September number of the National Geographic Magazine, a fine aerial picture of this road, as well as of other interesting points in various parts of the Philippines, appears. Freight for the district is taken in mainly over the Naguilian road connecting with the railroad at Bauang. This route follows the ridges of the mountain slope with broad vistas and views of the coast.

In the summer of 1909 the Boston & Montana reduction department of the Anaconda Copper Mining Co. completed a new flue system, at a cost of about $1,100,000, and as this includes the largest and highest chimney in the world, and some new features of flue construction, a description will be of interest. At the Spokane meeting of the Institute in September, 1909, a brief mention was made of this flue system, in discussing Mr. Brunton's presidential paper on the Progress of Metallurgy in the West, and a promise was given that when a long enough time had elapsed, so that operating results could be given, a paper would be offered. The smelting plant includes blast furnaces, MacDougall roasters, gas-fired reverberatories, and converters.

EVERY man connected with the mining industry should take a significant pride in the fact that he belongs to an industry and to a profession that, from the beginning, has been constructive. The miner digs his ore and he gives the metal to art, to industry, and to commerce. The nature of our business is destructive only in that we deal with a wasting asset. That should be a source of great pride to those who belong to the profession. But unfortunately, the product of our mines, our smelters, and our re- fineries does not always go to constructive purposes. There are times when, in the administration of the affairs of men, our product chiefly goes to purposes which are destructive. When we look upon the panorama of horror that is being enacted throughout the world today, we wonder whether any effort toward the development of civilization and culture and education and well-being has been worthwhile. We are appalled to see the things that have been developed, through the application of science, toward progress and efficiency, now used for the catastrophic destruction of those things which are the most valuable that man has built. We must find hope that this is but an episodic thing; that it must, in the infinite wisdom of the Almighty, usher in a period of peace and progress, of civilization and development that will make man's existence upon earth worthwhile.

Several new methods have been developed on the Iron Range to remove the material adhering to truck bodies in freezing weather. A machine known as a Gradall, incorporating the features of digging both above and below the horizontal, digging angle of blade control, full revolving, travel almost anywhere, and operated by one man, has proven successful in trials at body cleaning. Several of these units are in use with great saving in box-cleaning costs and improvements in efficiency of the truck operation with full capacity boxes. In addition to their winter use, the same machines have been used for ditching and excavating in the summer with great saving. The latest method of combating this freezing problem is to carry the exhaust from the engine through the body, making use of the tremendous heat that is now being wasted. To do this, the present wood sandwich which is used between the bottom of the box and the wear plate is removed and replaced with angles or channels run lengthwise of the box and spaced to permit gases to flow between or through them and also provide a good sup- port for the wear plate. The channels or angles are cut a little short on each end to form a cross passage that permits the gases to flow through the area. In the front end, openings are made in the wear plate and connect to a manifold created by welding a plate across the whole front of the box, spaced from the original end by the original vertical reinforcing angles at that point. The body being described is for a Euclid truck which is the only truck that has been adapted to this body-heating idea to date. At the rear of the truck, the holes from the cross passage are made in the bottom plate of the body and lead into a triangular-shaped body cross member under the scoop end of the truck.

The course of the transformations on cooling in a series of Cu-A1 alloys has been followed by means of thermal analysis, X-ray diffraction, and optical metallogrAphy. Specimen size was found to have a pronounced effect on the time of completion of the pearlite transformation due to modification in the unmber of nuclei. The ordeving transformation zvas observed for all cooling rates for all alloys studied, and is considered insuppvessible. At intermediate cooling' rates, a transitional struchire for 011 alloy compositions and based ox the bainite reaction was observed. The alloys of aluminum and copper possess a eu-tectoidal region at from about 9.4 to 16 pct Al. Above the critical temperature, the disordered bcc phase, 0, is stable. At subcritical temperatures, the 0 phase decomposes under equilibrium conditions into the stable phases, a and y,. At the eutectoid composition, these phases develop a lamellar pearlite structure, in appearance much like that found in steels. During rapid quenching from supercritical temperatures, the diffusion processes required for the formation of the equilibrium phases are suppressed, and the 0 transforms to an acicular martensitic phase, designated B or y' depending on the aluminum content, or to a mixture of the two. Early investigators of this system concentrated on determining the equilibrium phase diagram, ''' the structure of the equilibrium phases,3 and later the isothermal decomposition of the 0 phase at subcritical temperatures, or the decomposition of the martensite on tempering. Other work which treated the nonequilibrium transformations concentrated largely on the martensite transformations and the structure of the b and y' phases.15"17 Since the pearlite and martensite transformations in this system resemble those in steels, the one being formed by nucleation and growth of adjacent lamellae of the equilibrium phases, and the other by a diffusionless, shear-type transformation, the present study has been undertaken to investigate the structures formed on continuous cooling, with the objective of constructing cooling transformation diagrams analogous to those derived for alloy steel systems. In particular it was desired to determine whether parallels between the A1-Cu and iron-iron carbide systems on continuous cooling extended to encompass the intermediate phase, namely the bainite structures, which form by a combined martensitic-diffusion mechanism,'' but which are supersaturated with respect to the equilibrium phase upon which their crystal structure is based. To this end the transformations in representative alloys of the Cu-A1 B eutectoid system have been followed, using the methods of thermal analysis, X-ray diffraction, and optical microscopy. EXPERIMENTAL PROCEDURE Materials. The materials tested were those used by Klier and Grmko 5 in their study of the isothermal decomposition of these alloys. The alloys were melted in graphite crucibles and chill-cast into 5 by 2 by 1/4 in. ingots. The ingots were then hot-rolled to sheets 1/8, 1/16, and 1/32 in. thick. The compositions are given in Table I. Specimen Preparation. Specimens for thermal analysis were in the form of small squares approximately 1/4 in. on a side. For the 11.9 and 13.5 Al-Cu alloys, the sheet thickness was 1/16 in. and for the 10.5 A1-Cu alloy the 1/32-in. sheet was used. One lead of a chromel-alumel thermocouple was spot-welded to either face of the square with the specimen itself thus forming the hot junction of the thermocouple. Specimens for X-ray analysis were prepared as filings from martensitic sheet stock and were sealed in glass ampoules under 1/2 atm of argon. Metallographic examination of the powder specimens was carried out on a portion of the heat-treated filings mounted in lucite. All specimens were examined metallographic ally after etching

There were present twelve- Directors, the Secretary and the Assistant Secretary of the Institute, and fifteen guests. A committee of three was appointed to draft a suitable resolution of memorial of the services of Joseph Esrey Johnson, Jr. The committee consists of Joseph W. Richards, Chairman, J. V. N. Dorr and Allen H. Rogers. William R. Walker was elected a Director in place of J. E. Johnson, Jr., and Edwin Ludlow was elected a member of the Executive Committee in his stead. George C. Stone was appointed Chairman of the Committee on Membership in place of Mr. Johnson. The following resolutions were then adopted: RESOLVED, That a special business meeting of the Institute be and the same hereby is appointed to be, held at the office of the Institute, No. 29 West 39th Street, Borough of Manhattan, City of New York, on the 27th day of June, 1919, it 8.30 o'clock in the P. M. to consider and take action upon the proposal to change the name of the Institute to "American Institute of Mining and Metallurgical Engineers, Incor-porated," and the further proposal to extend the corporate purposes of the Institute so that it shall, in addition to its other powers, be empowered to promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of, those employed in these industries, by all lawful means.

THE campaign now being waged to improve the quality of the rock-drill bit is the natural outcome f the scientific development of the drilling machine during the past twenty years. In this development there has been a great increase of power output per unit of weight of machine. But the development of the rock drilling engine has been seriously hampered by the need of a drill bit that would withstand, without undue wear or breakage, the heavy rapid blows of the improved pneumatic hammer. This problem was difficult to solve because an increase in the weight or section of the drill-steel bar resulted in decreased cutting speed and higher operating costs of both the bit and its actuating engine. The solution, therefore, is to make the bit of steel that, for a given weight or section, will be more shock and wear resisting. In the attempt to meet these requirements, many of the drill-steel manufacturers alloyed the steel with vanadium, chromium, nickel, etc., on the assumption that such elements would improve the rock-drill bit but due to the sensitiveness of such steel to forging and heat treatment, higher cost, and lack f continuity of effort on the part of the steel manufacturer to perfect this product, but little progress has been made in the adoption of these steels and the so-called straight carbon steel is today recognized as the standard material for all rock-drill bits. The first step in improving drill-bit efficiency is the determination f the cause of breakage and wear. For this reason, in 1917, certain rock-drill manufacturers, in conjunction with some of the larger mining interests, conducted exhaustive tests in both the field and laboratory. It was then found that, in the main, the cause of drill-steel troubles is not attributable to the duty imposed upon it by the normal operation of the drilling engine, but to improper forging and heat treating of the bit and to the subjecting of the bit to improper use. The fact that it is possible to minimize the troubles attributable to improper heat treatment of the drill steel has been demonstrated and it is recommended that such knowledge be made available by teaching those interested in the production, use, and up-keep of drill bits the principles on which success in this direction may be achieved.

CAST-STEEL runners, while not interesting from a commercial standpoint, furnish valuable material for microscopic study. Foley1 found not only the usual ingot structure, but zones of Widmannstattian structure, which he explains as due to differential crystallization. The writer, in examining nickel-steel runners, found a type of pro-eutectoid ferrite that is unusual and most probably new. The runner in question was 8.75 cm. (3.5 in.) in diameter and analyzed at its center 2.69 per cent, nickel and 0.350 per cent. carbon and at its edge 2.62 per cent. nickel and 0.359 per cent. carbon. The macrostructure, which is the usual type, is shown in Figs. 1 and 2, which are a cross-section and the longitudinal surface, respectively. Slight segregation of ferrite can be seen near the center of the segment and at other points near the edges of polyhedral grains. Stead's reagent brings out the dendritic structure within the grains as shown in Figs. 3 and 4. This texture is what would be expected of such a steel. Figs. 5 to 10 show the peculiar swirls of pro-eutectoid ferrite, the finding of which prompted this paper. These swirls, or eddies, if such a term can be applied, occur in all parts of- the runner and in all parts of the individual grains. I he tipper left-hand figure shows this ferrite at a grain boundary; the middle left-hand figure shows the inner portion of a grain; and the lower left-hand figure shows these swirls at the edge of a grain which is also the outer edge of the runner. Straight-lined ferrite associated with swirls is found in the areas of Figs. 11 and 12. The texture of the carbon-bearing constituent of the runner is shown to- some extent in Fig. 12, the pearlite being very fine or sorbitic. Higher magnification does not bring out any new features either in the peculiar ferrite or in the pearlite. Figs. 13 and 14, at 240 diameters, show the curved and straight-lined ferrite.

(Canal zone meeting, November, 1910.) A DISTINGUISHED engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men-the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data ; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom does a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left o$; and to be able to carry it forward without retracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. These chapters by Sticht practically constitute the: best literature of the art of pyritic smelting. The accuracy of observation,

In recent years the Homestake mine has been served by three shafts, the B. &. M., the B. & M. No. 2 and the Ellison, supplemented by an inside shaft, the Milliken, extending from the 2000-ft. level to the 3200-ft. level. In 1932, when a new operating shaft was under consideration, the bottom of the mine was at the 3200-ft. level. The B. & M. and the B. & M. No. 2 shafts were down to the 1550-ft. level and the Ellison was being deepened from the 2600 to the 3200-ft. level. All ore was hoisted at the B. & M. and Ellison shafts. Levels below the 2600 level, which were under development only, were served by the Milliken shaft. Below the 1550-ft. level, the mine was served only by the Ellison shaft from the surface. Within a few years, when ore reserves above the 1550-ft. level would be depleted, operation would be limited to the Ellison shaft and the auxiliary underground shaft. The Ellison shaft alone was not adequate for hoisting the entire output from the deeper levels and also handling all men and supplies. Furthermore, assurance of safety and uninterrupted operation required two fully equipped shafts to the deeper levels. Therefore a new operating shaft was authorized in November, 1932, and was named for A. J. M. Ross, the mine superintendent. Plans for New Shaft The B. & M. shaft, begun in 1878 before much was known of the form and extent of the orebodies, was too near the ore and was endangered by ground movement. In 1924 this shaft was seriously threatened and sinking of the B. & M. No. 2 shaft, to supplant it, was begun. The latter was completed to the 1550-ft. level in 1928. From the historical account of the coal industry set forth in the preceding pages the reader will have learned that coal is extremely widely spread throughout the United States, and in most places it has been easily found, that it has been remarkably easy to develop, and, where the deposits were available to streams on which it could be transported to markets, it was opened almost as soon as the country was settled. Such were the mines along the James, Susquehanna, Monongahela, Ohio, Kentucky, Cumberland and Big Muddy Rivers. In other localities where such easy means of transport were not convenient, the early production was confined to local use, or to places to which it could be hauled by wagons, but everywhere small mines were established almost as soon as the country was settled, and these increased both in number and size as the available markets grew. These early mines were nearly always opened by local people, and the industry was so far-flung that its growth attracted little or no attention excepting when a labor disturbance or a breakdown in transportation occurred. Had it been concentrated in a few places as most metal industries were, or as the petroleum industry was for many years after it started, it is probable that much better records of its progress would have been kept. When the canal era began, in the eighteen twenties, coal was at first not considered as a valuable source of freight revenue, and much surprise was expressed that the receipts of the Schuylkill Canal were very largely from coal after the first few years, as was the case of the Union Canal though not to such an extent. Even the early railroads to the coal fields did not realize the extent to which the products of mines would figure in their revenues, and it was many years before railroads were built practically solely for prospective coal traffic; indeed this did not happen until some years after the Civil War. Map 12 shows the extent of the canal system in the United States in its relation to the coal fields at the time of its maximum development. It will be seen that only the coal areas in Pennsylvania, Ohio, and to a very small extent in Indiana were able to ship by canal at all, and that only a very small portion of such fields could do so. IN my review a year ago I pointed out that a small coal-mining companies as well as large had decided that the so called ?central shop? was a benefit. These central shops replaced in a large measure the commercial shops operated by those who have no direct connection with production of cod. Central shops in this time of salvage and major repairs have proved their worth. In addition, many of the larger companies had in their central shops equipment available for the production of many thousands of parts for our vast war machine and, as subcontractors, are doing this type of work. This is a real contribution to the war endeavor. Lack of new supplies has resulted in exhaustion of those stocks formerly stored or hidden in underground shanties. WITHOUT QUESTION the Commonwealth of Pennsylvania contains the most remarkable coal deposits of the whole world. Within its borders ,are to be found excellent coals ranging in rank from the high volatile bituminous of the western part of 'the state through the low volatile or semi-bituminous of central Pennsylvania to that aristocrat of solid fuels, anthracite, found in the East. . . . But while other states and even the Federa1 Government have recognized the needs of the coal industry, Pennsylvania has not. Though bituminous coal represents one of the most important industries in the state, far more important in annual productive wealth than agriculture, for example, hundreds, of thousands of dollars have been spent on agricultural research whereas little or nothing has been spent on coal investigation.

DEEPEST hole in the earth, and deepest producing oil well in the world-such is well No. K.C.L. A-2, of the Continental. Oil Co., completed on April 12 in the San Joaquin valley about four miles west of Wasco, Calif. It penetrated the earth's crust to a depth of 15,004 ft.- almost three miles-a depth that exceeds by over 2200 ft. that of the previous record holder in western Texas. It is now producing oil from sands at a depth from 13,092 to 13,- 175 ft., which is about 1500 ft. deeper than the record formerly achieved in Louisiana. Continental's new well was bottomed in what is possibly Domengine-Avenal Eocene sand, and is producing from the Middle Miocene equivalent to the Rio Bravo sand.

THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.
