THE Caletones copper smelter of the Braden Copper Co. is in the " Teniente" mining district about SO km. (49.7 mi.) southeast of Santiago, Chile. From the seaports of San Antonio and Tralparaiso, the property is reached via the Chilean State Railway (66-in. gage) to Rancagua, whence the Braden railroad (30-in. gage) leads to the smelting plant at Caletones, 60 km. away at 5100 ft. elevation, and continues on to the mine and concentrator at Sewell, at 7000 ft. elevation, 12 km. farther into the Andes. The smelting plant was completed and put into commission in February, 1922. At the start, it smelted daily 750 tons of concentrates produced at Sewell from 10,000 tons of ore; later, its capacity was increased to 900 tons of concentrates from 12,000 tons of ore per day; and it is now being increased to 1100 tons of concentrates from 15,000 tons of ore per day. WITHIN recent years people have begun to realize the importance and significance of the mining and allied industries. The leading part the engineer plays in civilization is becoming recognized. However accurate quantitative knowledge of the industrial importance of mining is still seldom possessed except by those close to this business. It is true that there are a few who go to the extreme and represent the whole progress of civilization as a reflection of man's gradual mastery of mineral utilization, but on the whole, the magnitude of the-industry is underestimated. In this paper I shall call attention briefly to the importance of mining in the United States, in Canada, and in the world. Ordinarily, the annual primary mineral production of the United States is about $5,500,000,000. The average for the last 5 years has been a little over that, but last year, sadly enough, it was less than 31/4 billion. Just now, we are on the decline, and have been for the last two years. In Canada, the 5-year average was about $268,000,000, and last year it was 227 million. Due in part to gold mines (in 1930, for the first time, Canada's gold production exceeded that of the United States), the Canadian average is holding up better than ours. Average world mineral production over the last -5 years has been estimated at about $12,000,000;000 whereas in 1931 it was less than than 8 billion.

The potash mine of the International Minerals and Chemical Corp. is about 18 miles east of Carlsbad, New Mexico, in sec 1 and 12, T 22 S, R 29 E, N.M.P.M. Potash is produced from two zones in the Salado formation of late Permian age. The lower zone, consisting of a mixture of sylvite (KCI) and halite (NaCl), lies at a depth of about 900 ft, and the upper zone, in which the principal potassium mineral is langbeinite (K2SO4 2MgSO4), lies at a depth of about 800 ft. Because of the plastic nature of the material, fractures in the Salado formation are extremely rare and have been noted only on the 800 ft level of the International mine. The open fracture described below is almost unique. Only one other open fracture has been noted, and it was on a working face in the same general area as the one described, but was destroyed before the writer had a chance to examine it. According to J. E. Tong, foreman on the 800 level, this fracture was similar to, but smaller than, the one herein described. The saline strata are nearly flat-lying and comprise interbedded layers of halite, anhydrite (CaSO4), and poly-halite (2CaSO4.MgS04.K2SO4-2H2O), with halite predominating. The halite layers contain local concentrations of sylvite, carnallite (KC1.MgCl2.6H2O), and langbeinite. The principal marker in the potash mines area is a bed of anhydrite about 8 ft thick, and 70 ft below the 800 level. This bed contains varying amounts of polyhalite, and locally a few blebs of sylvite. Two principal marker beds are present over most of the 800 level. The lower is the "Middle Salt Marker," a bed of bright-orange halite, which ranges in thickness from a knife-edge to about 0.6 ft, and is usually bounded above and below by thin seams of green or reddish-brown clay. In langbeinite-rich areas, this marker usually contains abundant blebs of langbeinite. The upper of the two principal markers is a green clay seam, containing abundant halite, which ranges in thickness from 0.1 to about 0.5 ft. It is 2 to slightly more than 5 ft above the Middle Salt Marker. No langbeinite of minable grade is found above this clay, and it

(communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.

The effects of composition on the mechanical properties and aging characteristics of several alloys in the Ti-V-Cr system, with and without aluminum modifications, were evaluated. Increasing the chromium, vandium, or aluminum content increased the strength of quenched structures with chromium being the most effective strengthener. Appreciable aging response was obtained with low chromium alloys, but high chromium alloys age softened rather than. hardened. High vanadium contents had a similar effect. Aluminum additions shifted the aging behavior toward that observed in lower chromium alloys, enabling high chromium alloys to be age hardened. DURING the course of titanium alloy development many a and a-ß alloys have been evolved to commercial status. However, only one all-ß alloy has achieved this same stature. This is the Ti-13V-11Cr-3Al alloy. It is characterized by a very sluggish ß-phase decomposition reaction such that very slow cooling rates can retain the 0 phase at room temperature. In addition, very high strength levels can be obtained by long-time aging treatments. Combinations of cold or warm working followed by aging produce even further improvements in strength. This paper describes the results of a research program in which the effects of composition on the mechanical properties and aging characteristics of several alloys in the Ti-V-Cr system, with and without aluminum modifications, were evaluated. EXPERIMENTAL PROCEDURES Electrolytically refined, high-purity titanium was used as the alloy base for these studies. Iodide chromium, electrolytically refined vanadium granules, and high-purity aluminum sheet were used as alloying additions. The compositions of interest were melted as 250-g ingots in a direct current arc melting furnace under a flowing atmosphere of argon. The ingots were hot forged to 3/4-in.-diam bars, vacuum annealed for 6 hr at 1800°F to reduce residual hydrogen content, and then hot swaged to 1/4-in.-diam rods. Fabrication history, and interstitial analyses after fabrication are given in Table I. All specimens to be heat treated were sealed in Vycor capsules under a partial pressure of argon. Samples used to define the ß transus were quenched from temperatures ranging from 1350° to 1100°F after holding at temperature for 15 min. Samples for aging studies were quenched from above the ß transus temperature and then aged for up to 64 hr at 750°F and for 100 hr at 850°, 900°, and 950°F. The effects of straining prior to aging were also investigated. The results of these studies were used to select the heat treatments for the tensile specimen blanks. Heat treatments of the tensile specimens are described in Table 11. Alloys were aged after solution heat treatment or after solution heat treatment and cold swaging to 50 pct reduction in area. IN recent years the use of high sulphur fuels and charges in steelmaking has necessitated rapid methods of slag control in order to insure the production of high quality steel. Several systems of control have been discussed in the literature, and of these the method described by Philbrook, Jolly, and Henry' has received the most attention recently. In their process the hydrogen ion concentration of an aqueous slag suspension is determined under controlled, but arbitrary conditions. The basicity of the slag may then be derived from a previously established pH-V ratio curve. Thus, by measuring the pH, some indication of the V ratio is gained, from which significant properties of the slag may be deduced. Philbrook et al. made no claims as to the theoretical justification of their treatment, but simply offered it as a rapid means of slag control. Encouraging results caused others to study the method and publish their findings.2-5 Although there was fair agreement on the efficacy of the method, no common parameter was evolved against which pH readings could be plotted. The results of the various determinations were related to such V ratios as CaO/SiO2 and CaO/ SiO2 + P2O5 by some,'-3 while others" plotted against "excess lime." Rivet,' however, found a simple proportionality between the hydrogen ion concentration and the sulphur content of the molten steel beneath the slag. Since slag control in North American practice is largely directed toward the efficient removal of sulphur from steel, Rivet's approach to the problem had the advantage of connecting directly a property of the slag with the impurity being removed. In view of the diversity of parameters used it seemed probable that some fundamental point was being overlooked in seeking a relationship. Examination of the literature revealed that much emphasis had been laid on experimental detail but scant attention paid to the fundamental aspects of the hydrolysis of the aqueous slag suspension. Consequently the present investigation was undertaken with the object of rectifying this deficiency and deriving, if possible, a parameter of general application. Petrographic studies on several matured Canadian open-hearth steel slags have shown that their major constituents are dicalcium and tricalcium silicates set in a complex matrix of iron oxides and ferrites. These phases are shown in Figs. 1 and 2. Free lime is frequently encountered in slags, but is not an equilibrium phase since on continued heating it dissolves forming silicates or ferrites. Thus, it appeared that a study of the hydrolysis of the major phases in steel slags would be profitable. The experimental technique used in the present work was a modification of that described by the other workers.'- Electrical conductivity measurements were also made on the suspensions, since Smith et al." had claimed advantages for this method in their paper on slag control. Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region com- prises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1 ). Topographic relief is low, ranging from sea level at the Gulf of Mexico to 300 ft or more in northwestern Harris County.

IN his highly interesting paper on "Piping and Segregation in Steel Ingots,"1 Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable "In general, the. solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 238.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. Ge-Si N-N heterodiodes hare been built recently which show promise as high-speed logic devices. Low-resistivity germanium is deposited on silicon substrates held at temperatures above the germanium melting point and an alloyed heterojunction formed. The diodes are fabricated from this material using conventional mesa techniques. Over-all device qualify has been greatly improved by the use of epitaxial silicon substrates, that is, a subsirale consisting of a film of thin, high -resistivity silicon on a thicker Piece of low-resistirily silicon crystal. A semimpirical device design equation has been devised which predicts switching performance fairly well within the range of resistivitics and geometries employed. Switching times 01 0.9 ns and PIV 's of —20 v are typical of the better 10-ma diodes. Switching times as low as 0.5 ns have been observed for 10-ma diodes and as low as 2.8 ns for 200-ma diodes. With further development it should be possible to improve switching speed by a factor of four. IN our laboratory, Ge-Si heterodiodes have been built recently which show promise as high-speed logic devices. The diodes have been built using a process reported in some detail in an earlier publication.' The process in short involves alloying a thin film of low-resistivity germanium into a silicon substrate. the germanium having been transported and deposited by the well-known Theuerer halide reduction process.2 This process contrasts with that reported earlier by Oldham who used an essentially conventional direct epitaxial deposition technique.3 Oldham's process, unlike ours, requires cleavage of the silicon sample inside the reactor furnace the instant prior to deposition. Our process has the advantage of yielding large-area macro-scopically plane heterojunctions. Heterodiodes in general have several interesting properties. Without attempting to summarize the theory of heterojunctions.4 two of these properties which have direct relevance should be mentioned. First, N-.V and P-P heterojunction diodes rectify alternating current. Provided that either the band gap or the electron affinity of the two materials is different (which in general is the case), electronic barriers will exist in the junction band structure. When the device is sufficiently forward-biased, the barriers shift so as to permit current flow, and when it is reverse-biased. the barriers block current flow. Second, for N-N and P-P heterodiodes. the foward-conduction process involves majority carriers only. Consequently. when such a device is turned off. there is no minority-carrier storage and hence the diodes switch on and off quite rapidly. As we have reported earlier. N-P and N-N Ge-Si heterodiodes have been built in this laboratory. As one would predict from theory, the N-P heterodiodes were rather slow in turning off while the N-N's were quite fast. Similarly, the turn-off time of the N-P's increased rapidly with forward current while that of the N-N's was independent of forward current. Both N-N's and N-P's were moderately photosensitive. Photocurrents resulting from normal room illumination were as high as 1 µa at 1 v for small-area devices. The most disappointing parameter of the early N-N devices was reverse leakage.' The reverse characteristic was invariably "soft" and leakage at only several volts reverse bias was intolerable. The reverse characteristic was greatly improved by using higher-resistivity silicon substrates. Leakage becomes large at voltages about one third of the avalanche voltage one would expect of a P-N homo-junction formed on silicon of the same resistivity. Thus leakage could be reduced to reasonable limits by using unconventionally high-resistivity silicon. Medium-power diodes formed on 30 ohm-cm substrates leaked typically 15 to 50 µa at 100 v reverse bias. The use of high-resistivity silicon substrate material, however, created a new problem. In order to have an acceptable forward-conductance characteristic. the area of the diodes had to be increased. With this increase in area, the capacitance increased. Switching time for N-N heterodiodes is essentially a linear function of capacitance. Thus when the resistivity was raised. so was the switching time. IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.
