The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

Workers at the Consolidated Aluminum Corp. primary aluminum smelter at Lake Charles, LA walked out at midnight March 31 when their contract expired. Management personnel operated the smelter and prebaked carbon anode facilities until an agreement for a new 3-year contract was reached April 18. The Aluminum Company of America (Alcoa) began operations at its can recycling facility at Taylor, MS. The facility can process 3 million pounds per month of aluminum and steel cans. Alcoa announced plans to increase the capacity of its aluminum paste and flake production plant at Logan's Ferry, PA by 50 percent. Completion was scheduled for mid-1980.

"This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

Twenty-three companies mined kaolin in nine States in 2004. Production was estimated to be 7.6 Mt (8.3 million st) valued at $912 million, based on preliminary data. This was a slight decrease from 7.68 Mt (8.46 million st) valued at $939 million in 2003.Georgia was the leading producer state with an estimated 6.5 Mt (7.1 million st) in production. It was followed, in decreasing order of tonnage, by South Carolina, Alabama, California, Texas, Arkansas, Nevada, Florida and North Carolina. Georgia accounted for nearly the entire domestic water-washed, delaminated, and pigment-grade calcined kaolin production. Consumption Sales to the paper industry accounted for 49 percent of domestic sales and 64 percent of total sales. Other major markets for domestic sales were refractory products (10 percent), paint (5 percent), fiberglass (4 percent), catalysts (3 percent) and rubber (2 percent).Paper coating and filler markets accounted for about 87percent of export sales of kaolin.

This report describes the development of an electronic system which detects unsafe slack and overload conditions in underground mine hoist ropes. The Slack and Overload Rope Protection System (SORPS) includes a fail-safe load cell inserted between the rope and the conveyance, and an accelerometer mounted on the conveyance. Signals from these transducers are telemetered via a radio link to the hoist control room, where they are combined with drum speed and chair status in a microprocessor-based decision and display unit. Abnormally high external force levels are detected as discrepancies between rope tension and cage acceleration; conveyance weight is inferred continuously. Hazardous conditions are displayed to the hoist operator, along with general hoist status. The system has been tested in a working mine for approximately two years. The report contains specifications, design data and field test experience generated under the SORPS program. It also includes information on dynamic modeling, vibration environment, the status of existing slack detection systems, and applicable control strategies.

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. The following note on the mineral association in the ores of the Tennant Creek Goldfield, Northern Territory, is largely based on Mineragraphic Reports Nos. 49, 89, 117 and 193 of the Council for Scientific and Industrial Research. These reports are the results of the examinations of auriferous specimens from a number of mines of the goldfield and are now supplemented by the examination of further specimens from Mt. Samuel forwarded by Mr. V. G. Martin.The Tennant Creek Goldfield lies in the central portion of the Northern Territory, about Lat. 190 35', Long. 1340 15', on the Overland Telegraph Line and about 369 miles north of Alice Springs. It comprise an area extending about 50 miles east and west, by 30 miles north and south.The geology of the goldfield has been described by Woolnough. (2)The rocks of the area are of pre-Cambrian age, and consist of talcose, chloritic, micaceous and siliceous schists of sedimentary origin, interbedded with flows or dykes of schistose quartz porphyry, and of granites which were intruded subsequent to the regional metarporphism of the area. The rocks are moderately folded, but the beclding tends to be obscured by a pronounced east-west cleavage. The most continuous orebodies run east and west, parallel with this cleavage.Numerous lenses of hematite occur in the schists, with their long axes, parallel to the cleavage, and the gold values of the field are frequently associated with such hematite bodies. The dimensions of these hematite bodies are variable but rarely exceed a length of 300 ft., with an average thickness between 10 and 30 ft.; the original vertical dimensions are thought to be comparable with their length. The lenses tend to occur in groups when they are arranged en echelon both horizontally and in depth; and erosion has exposed individual lenses to different degrees, ranging from incipient exposure to complete removal. The existence of unexposed hematite lenses at depth has been proved by geophysical surveys, coupled with drilling tests. (3)A few of the bodies are pipe-like. Many are surrounded by a casing of brecciated rock, composed of fragments of hematite and shattered country rock, and presumably caused by subsequent earth movements which crushed the country rock against the resistant hematite bodies. In the early days of the field most of the important gold occurences were found within these crushed zones, or, to a less extent, within the hematite bodies themselves.These occurrences appeared to be associated only with those hematite lenses which were intersected by quartz veins or other lines of weakness, of later origin than the crushing. This investigation was undertaken with the idea of studying a number of unconventional methods for making chromium to determine whether production cost could be lowered and to discuss some of the more recently described processes. These comprise carbon reduction of the oxide in vacuum, nitride dissociation, fusion electrolysis of the chloride, amalgam method, iodide dissociation, calcium reduction of the oxide, hydrogen reduction of the chloride, and reduction of this compound with zinc and with magnesium. Preference is given this latter method, which is shown in a flow sheet. Special attention is given purification of the chloride and separation of the vacuum at about 900° C. A reduction method for the elimination of traces of oxide contained in pure chromium by pure hydrogen obtained from the dissociation of zirconium hydride is described. The various methods are compared in a table in the appendix. Aluminothermic and silicothermic methods for the reduction of chromium oxide and the aqueous electrolysis have been disregarded in this investigation.

In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

"INTRODUCTION The Cranberry magnetite deposits occur in pre-Cambrian granite-gneiss in a belt extending from 3 miles southeast of Cranberry, N. C., to about 6 miles southwest of Magnetic City, Tenn. The belt forms a curve, elongated to the north, approximately 26 miles in length.The Bureau of Mines investigation has been confined to the eastern part of the belt, comprising the area from Fork Mountain, Avery County, N. C., to the Hcupscup Knob prospects in Carter County, Tenn.The deposits were worked at least as early as 1820. The Cranberry Iron & Coal Co. and its successors operated the Cranberry mine intermittently for about 50 years until 1930, when operations were abandoned.The magnetite rock is amenable to concentration. Numerous laboratory tests and pilot-mill operations have proved that a high-iron, and low-phosphorus concentrate can be obtained by fine grinding and magnetic, separation, the quality of the concentrate depending upon the extent of grinding. The principal objectives of the Cranberry project were threefold.The primary consideration for beginning exploration of the deposits was the need for developing additional deposits of high-grade iron ore during the war and for replenishing the war's depletion of iron-ore reserves for the peacetime economy. The emergency did not permit logical sequence bf development, and it was necessary to begin drilling before the geophysical survey was completed. The first drilling was begun at the Cranberry mine; and the holes were located from the geological data, coordinated with the position of the mine workings."

[For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

"INTRODUCTION The technical studies conducted by the Explosives Division of the Bureau of Mines have been summarized in a series of publications issued annually for the past 10 years. 3/ The following account covers studies undertaken from July 1, 1944 to June 30, 1945. The work is set forth under a number of main headings to correspond to the organizational structure of the division, the various activities being under the immediate direction of unit chiefs, who report to the author. Specific credit it due to the unit leader and his assistants.Determination of Ignition TemperaturesThe ignition temperature of mixtures of isobutane and air were determined by the static method using a 131-cc. quartz bull. 5/ The results obtained follow: Prevention of Benzene-Air Explosions by Addition of Nitrogen and Carbon Dioxide The elimination or mitigation of the explosion hazards of combustible gases is a part of the work undertaken by the Bureau of Mines in promoting safety. Explosions can be prevented by the maintenance of concentrations that lie outside the inflammable limits. A procedure has been developed whereby the inflammable limits of many complex gaseous mixtures may be calculated in a rather simple manner without requiring toilsome laboratory experiments. This procedure has been outlined in a number of previous publications. 6./ During the fiscal year under review, essential data required for the calculations of complex combustible gas mixtures containing varying percentages of benzene were obtained. Benzene vapor is a normal constituent of many manufactured gases and is widely used in the solvent industry and in the manufacture of high explosives."

In the stretch-bend or bending-under-tension test, a strip is rigidly clamped and restrained at each end and bent by central transverse loading using a radiused punch: The strip deflection at failure has been used as a measure of formability for high-strength low-alloy (HSLA) steels by other investigators. In this work, a detailed study is made of strains developing during stretch bending of an 80,000-lbf/ in 2 (552 MPa) yield stress steel using different punch radii. It is shown that toward the end of the process, the bending strains at both the inner and outer surfaces are tensile and suddenly increase at a rapid and approximately equal rate. The strain ratio in the failure region departs significantly from plane strain , even using a large width-to-thickness ratio of about 10. The effective fracture strains appear to be independent of bend ratio (punch radius/thickness) and significantly below the fracture s train in simple tension. Metallographic and tensile data were obtained for the subject material and, for one bend ratio, the effects on stretch-bend parameters of annealing both on this material and a. carbon steel were compared.
