LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. One aspect of this problem was discussed in the second report6/ of this series, which presented the results of tests in which a Diesel engine was operated with mixtures of normal air and exhaust gas supplied to the intake of the engine. Atmosphere .of this type were studied first because they will be present whenever the exhaust was is discharged into the atmosphere of underground workings in which an engine operates. (written discussion?).-As the die-casting process is so very different in character from the process of making sand molds, it is often considered that entirely different methods of pouring, gating, venting, etc. should be used. There is really, however, no essential difference in the making of (lie castings and sand castings, and similar methods should be used in each process. In the matter of gating, the metal should be introduced at a central point, as nearly as possible, so that it will have an equal distance to flow from the point of entrance to the most distant points of the mold. This will cause a uniform rate of congealing of the casting and prevent streaks and cold shuts. The venting should be done in such a way that a free exit of the air in the molds can occur. It should be less difficult to take care of the venting of a die-casting mold than to vent an ordinary sand mold. In the case of a sand mold, the venting is left, to a considerable extent, to the judgment of the molder, and it is possible that no two molds will be vented in a similar manner. Further than this, after a vent has been made in a sand mold, it may become clogged by the sand and for this reason be inefficient. There is also quite a variation in the pressure of the metal entering a sand mold, due to varying heights of the pouring gate. In a die-casting mold these factors can be controlled more closely. The vents should be so disposed that the air in the mold compressed by the entrance of the metal may be able to leave the mold at a uniform rate and by exits located symmetrically. These exits are made quite small on molds at first, as they can he easily enlarged if necessary, and they are tapered so that a free flow is guaranteed without danger of the metal spurting out from the die. Uniformity of pressure of the metal as it enters the mold is very important and, as the pressure is mechanically applied, its control is not difficult. It is true that a sand mold has much less of a chilling effect on the metal poured into it than has the die-casting mold, but, outside of this point, there is a great similarity between the die-casting process and the process of making castings in sand folds. It is suggested that much would be gained by regarding these two processes as not essentially different.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. The success of any blast is dependent on the accuracy of the blast design and the field controls used on the shot. This point cannot be over emphasized because when the geometry is not measured and/or field controls are not properly implemented, it can often have devastating effects on the final blast results. Thus drilling accuracy, tiont row burden control, explosive confinement, energy distribution, explosive selection, timing and structural geology become critical parameters in the design of successful blasts. Understanding the actual dynamics of the blast and why certain results were achieved is the fast step in optimizing a blast design. As stated by R. Frank Chiappetta, “Of all the blast monitoring systems available today, high speed videography still remains as the best stand alone instrumentation system for blast diagnostics.” Over the past years I have analyzed hundreds of blasts using either high-speed lowcams (500 frames per second) cameras or standard digital (30 frames per second). These analyses confirm, without a doubt, that shot geometry, in combination with structural geology, is the most important factor in overall blast results. Drilling accuracy is the single most important component in efficient blasting. Having equal mass associated with an equivalent energy is the basis in which blasts are designed. When drilling inaccuracy or borehole deviation occurs, not only is the energy unevenly distributed, but the basis of all design calculations becomes invalid. Over the past several years, quarry and mining operations have employed the use of boretracking measuring devices to measure borehole deviation and hole toe locations. In cases of operations using top hammer drills, it was discovered that the amount of deviation was significant and far greater than they believed they had. Set up error, improper drilling techniques and bit wear were some of the contributing factors. Through video anaysis of boretracked blasts, blast results were directly linked to drilling ..accuracy. The comparisons here took into account blast design, energy factors and hole sequencing.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. As shown in Table 9, consumption has risen steadily for the period November through April, reaching its highest level since June of 1974. Imports remained at a relatively high level in spite of decreased imports from Zaire and Belgium-Luxembourg. Award prices for cobalt sold by the General Services Administration on June 17, 1976 ranged from $5.058 to $5.41211 per pound of contained cobalt. The high bid was about $1 per pound above the current market price set by the major sales agent in the U.S. for cobalt on April 15, 1976. COPPER: Eight domestic producers on July 1 hiked refined copper prices by 4¢ to 74¢ per pound for cathode and to 74.625¢ for electrolytic wirebar. New York Commodity Exchange (COMEX) June pricing of prompt contracted copper averaged 70.6¢, with daily quotes registering between 67¢ and 72.5¢ per pound. In June, London Metal Exchange (LME) cash wirebar prices averaged 70.3¢, trading between a low of 65.5¢ and a high of 73.6¢. End of the month copper stocks totaled 108,758 short tons for the COMEX and 539,350 metric tons for the LME.

That the maintenance of proper air conditions is a most important factor in the control of occupational hazards is shown by the large amount of material presented each year through the technical journal's on the effects on workers of injurious dusts, gases, and variations in temperature and humidity.. SUMMARY OF RECENT LITERATURE ON EFFECTS ON WORKERS OF EXPOSURE TO DUSTS The subject of the control of dust and dust diseases continues to be a matter of serious concern in most of the industrial countries of the world, as indicated by the following summary of reports published in a number of foreign countries as well as in the United States. Australia. The Workmen's Compensation Act of 1920 for New South Wales3 provided for the promulgation of schemes for the compensation of workers dis- abled by silica or other dust. In 1924 the prevalence of silicosis and tuberculosis among Sydney stonemasons, quarrymen, sewer miners and rockchoppers was investigated by a Technical Committee of Inquiry, appointed upon the recommendation of the New South Wales Board of Trade. The findings of this committee were published by the Government in 1925. No scheme was promulgated by the Government and in 1926 the Act was amended limiting its scope to workmen disabled by disease caused by silica-dust. This was promulgated and gazetted on September 16, 1927, and applies to men working in sandstone as stonemasons, quarrymen, rockchoppers, and sewer miners in the County of Cumberland.

IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasechatch and Weewoka, both in the; vicinity of Wintorboro, 50 miles east of Birmingham. The deposits were investigated by the Bureau of Mines in 1945 and 1944. Approximately 15,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.

LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.

The first bulletin (245)3 in this series, which appeared in 1932, summarized the entropy values then available for the elements and inorganic compounds, results being listed for some 150 substances. In the interim advances in the realms of spectroscopy applicable to the determination of thermodynamic properties and in the development of methods of calculation therefrom have added many highly accurate values. Moreover, through the efforts of Prof. W. M. Latimer (286) and his coworkers, satisfactory entropy values are now available for all but a few of the common inorganic ions in aqueous solution. At the same time rapid progress has continued in the study of low-temperature heat capacities in several laboratories, In addition, compilation and correlation of data pertaining to vapor pressures (247), thermodynamic properties of carbonates (258), thermodynamic properties of sulfur and its inorganic compounds (250), and the thermodynamic properties of metal carbides and nitrides (251), which were published as members of this series, have yielded many values. As a result, over 500 usable entropy values for inorganic substances may now be tabulated. This bulletin originally was planned as a second revision of the first member of this series, the first revision (249) having appeared in 1936; however, because of requests for the explanatory section of the first bulletin from those teaching thermodynamics, it was decided to com¬bine the information in the first bulletin and its revision with the data that have appeared since 1935 and to repeat the explanatory material in somewhat more detail. The purpose of this bulletin is therefore to give the available values of the entropies at 298.1° K. of the elements and inorganic compounds, together with enough explanation of the methods employed in calculating entropies to make the results comprehensible.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent no improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver-bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores char because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.
