La Bolivie possède tout pour réussir. Son vaste territoire de plus d'un million de km2 et qui occupe une position stratégique au coeur du continent sud-américain recèle des ressources naturelles (forêts, minéraux, gaz naturel, etc) variées et abondantes. Elle a une frontière avec pas moins de 5 pays dont le géant que constitue le Brésil ainsi qu'avec l'Argentine, l'autre puissance régionale. Pourtant, malgré tous ces atouts, la Bolivie demeure l'un des pays les plus pauvres du continent. Ce paradoxe n'est nulle part mieux reflété que dans le secteur minier. Celui-ci fait face à une situation de crise en dépit d'une tradition minière de plus de quatre siècles et d'un potentiel géologique indiscutable ayant conduit à la découverte et à l'exploitation de fabuleux gisements d'argent et d'étain. Les habitants des districts miniers vivent dans des conditions de pauvreté extrême et les indicateurs de développement humain de ces régions sont parmi les plus bas en Amérique du Sud. La Bolivie réussit difficilement à attirer les compagnies minières alors que, chez les voisins, et particulièrement en Argentine, qui n'a pas de tradition minière, les investissements miniers majeurs affluent. Dans cette conférence, nous chercherons à expliquer les causes de cette situation et proposerons des solutions possibles.

[This paper describes preliminary tests at the Bureau's Experimental Mine to determine, under conditions that may prevail ira bituminous coal-mine heading, how small a quantity of fire damp may bring coal-dust into suspension and ignite to it. The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion Of coal-dust. This is a very small volume, of gas, to cause such a result. Let us suppose that this amount of exclusive mixture, was at the face of an entry which was 10 feet wide and the face was overcut to a depth of 6 foot and an upper layer of coal 2 1/2 feet thick had been removed, the recess so made would save a volume of 150 cubic feet. Furthermore, only 13 cubic feet of pure methane is needed in this volume to produce this 9 per cent explosive mixture.]

The material that composes the roof in coal mines differs in strength according to variations in its physical nature and characteristics. Some material such as limestone and massive sandstone, (free from slits) and carbonaceous shale or bone, will often remain in place in narrow work without the use of timber or other means of support, but in wide places the use of supports becomes a real necessity. Roof material composed of shale, fire clay or small laminations of sandstone, or shale or sandstone interspersed with laminations of thin coal, presents conditions that call for timber support in both narrow and wide work. However, in narrow work such unstable roof material may be taken down until the strata assume an arch that is self-supporting for overlying firm strata such as a roof coal, a touch weather-resisting, shale, sandstone, or limestone. The proper support of the roof in roadways used for haulage or travel adds to the economy of operation by preventing delays in transportation and increases the safety of those who travel these roadways.

A study of a static demolition agent that can be used underwater has been carried out. A new type of granulated static demolition agent with rapid reaction has been tested in several hundred experiments. It can be used conveniently and simply in the field. It demonstrates a fast reaction rate with high expansion pressures. The important characteristic of the new type of granulated static demolition agent is the ability to function underwater. It will destroy rock and the other brittle material without flyrock, vibration, shock wave, toxic gas or noise. The reaction rate can be controlled within 30-60 minutes. It is difficult to use these products when the reaction rate is less than 30 minutes and it is less efficient when the reaction rate is longer than 60 minutes. The reaction rate is slightly increased after the material is kept in storage for two years. A new type of the hydraulic device that is used to measure the expansion pressure of solid materials has been designed. The expansion pressure of the granulated static demolition agent has been tested with the device. It is shows that the expansion pressure of the granulated static demolition agent can get to 80~120MPa in 60 minutes. Also included is a discussion of the thermodynamics of the static demolition agent.

The oil-shale deposits of the Puertollano basin in the Spanish province of Ciudad Real appear to have been give little consideration in discussions of oil-shale resources throughout the world. A small, integrated oil-shale operation has been conducted at Puertollano since about 1922 by a French company, Sociedad Mimora y Metalurgica de Penarroya, hereinafter referred to as "Penarroya", but only within recent years have the potentialities of the Spanish oil-shale deposits been recognized. Empresa Nacional "Calvo Sotelo" do Combustibles y Lubricantes, hereinafter designated as "Calvo Sotelo," which was created in 1942 by the National Industrial Institute of Spain to produce liquid fuels from oil shales, has made marked progress in the design and construction of a complete oil-shale plant at Puertollano. Penarroya is mainly a coal-mining company, and the oil-shale operations were on a small scale of approximately 220 tons a day in October 1947. It is an integrated operation comprising oil-shale mining and retorting and shale-oil refining. Motor gasoline, Diesel fuel oil, light burner fuel oil, lubricants, paraffin wax, cresols, and ammonium sulfate are manufactured.

This petroleum-engineering report of the Atlanta oil field in BO them Arkansas reviews reservoir conditions and pressure-production history of one of the important Smackover limestone fields in southern Arkansas. The study of the field was made and the report prepared to aid operators in this and similar fields to increase the efficiency of recovery through the application of better engineering practices. A similar study of the Magnolia field in Arkansas by Carpenter and Schroeder was the first of these reports prepared under a joint agreement between the Arkansas Oil and Can Commission and the Bureau of Mines. The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing oil field; emphasize the importance of conserving known reserves of oil and gas. In recent years vast improvements have been made in the technique of oil recovery, both by better utilization of the natural energy stored in the reservoir and by improved methods of applying external energy to the reservoir system. This report may aid in oil conservation by careful evaluation of the several factors that did or did not contribute the greater recovery in the Atlanta field and by suggesting improvements in production methods and applications.

Monazite sand is the only commercial source of cerium, other rare-earth metals and thorium. Although used in rather small quantities, it is essential to many industries. The United Unites is entirely dependent upon British India and Brazil for its supplies. Monazite sand or sand imported under the tariff classification for monazite was shipped to the United States in greater quantities, in 1940 than ever before. About 75 percent of our imports was from British India and most of the remainder from Brazil. If need be, Brazilian production can be expanded to supply all of our essential requirements, and the theater of war expands in the Pacific Brazil may supersede India as the principal source. PHYSICAL PROPERTIES The mineral monazite is generally honey yellow or may vary from greenish yellow to clove brown. This paper is a preliminary report of the results of the Bureau of Mines' twenty-second semiannual survey of motor gasoline marketed in the United States. A more detailed discussion of the whole survey is in preparation and will be published as a companion, report. The second paper, in addition to giving a more complete summary of the data included in this report, will present results of the determination of copper-strip core lion (method 530.22), color (method 10.11), sulphur content (method 520.11) evaporation residue (method 530.1), and gum content as given by the Bureau of Mines steam oven method.9 The retail price at the time the sample was taken and tax will also be stated for each sample. The present paper deals specifically with data relating to gravity, vapor pressure, and distillation. It has been the feeling of some investigators that the practice, followed in previous semiannual surveys, of grouping all types of motor fuel together without discriminating between "competitive price gasoline," benzol blends, Ethyl gasoline, "high-test" fuels, etc., has detracted from their usefulness because the data did not permit drawing conclusions in regard to any one type of fuel, and tended to obscure differences between fuels of the various types. Therefore, in order to remedy this condition, the samples of the present survey have been divided into two groups; one called "competitive-price gasoline" and a second group called "premium-price motor fuels."

"IntroductionTHE OPINION is held by many persons outside the mining industry, and by some within it, that mine •operators customarily find it advantageous to mine •only the richer parts of orebodies and to leave behind, perhaps permanently, leaner material which could be mined only at a lesser profit. This opinion and the inference which might be drawn from it that 'gutting' of mineral resources is a common feruture• of the mining industry are prejudicial to the intertsts of the industry and deserve careful scrutiny. Oddly enough, a theory of mine economics which gives much support for the opinion was advanced first by members of the mining profession itself, has been repeated •several times in mining literature, and to my knowledge has never been adequately refoted.According to the theory, selective mining of the rich ore first on a large scale will yield substantial gains and these gains do not merely reflect the desire of 'money minded investors' for a quick return but derive from the logical application of compound interest rates and the concept of ;present value. W. O. Hotchkiss and R. D. Parks (1) illustrate the reasoning with a hypothetical example in which an orebody of 4,000,000 tons may be mined either in its entirety in forty years at $1.00 per ton profit or selectively with the recovery of only the richest half in twenty years at $1.50 per ton profit. They show that, with Hoskold rates of 4 and 8 per cent, the present value of profits from mining only the richer 2,000,000 tons exceeds the present value of profits :from mining the whole orebody by about 20 per cent."

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

Diamond, drilling of some blast holes in stoning operations is practised in at least two iron mines in the Lake Superior district - the Soudan mine of the Oliver Iron Mining Co., on the Vermilion range at Soudan, Minn., and the Anvil-Palms mine, operated by Pickands, Bather & Co., on the Gogebic range at Bessemer, Mich. Diamond drilling, at the Soudan nine has partly replaced percussion drilling because of the extreme hardness of the ore and of the lean formation. According to Wolff,4/ the jasper or lean formation in this mine is the hardest rock regularly drilled in any commercial operation.

The presence of goethite in a hematite ore has been shown to strongly affect the time of heating to the firing temperature. The investigation of spalling of single pellets and of packed beds has enabled free water and goethite spalling to be identified as separate phenomena. In addition, it has been shown that even for an 18 inch deep bed of green balls the free water and goethite drying periods can be considered separately. Based on this observation, a method of predicting production rate and hood temperature profile is presented. The method required knowledge of the ore goethite content, ore grind and the green pellet bulk density. Laboratory results were found to be in good agreement with actual plant practice and have led to improved process performance.

I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. Low-grade, complex mineral deposits have resulted in the need for complicated large-throughput processing plants delivering increased productivity, reliability, and utilization, together with reducing operational costs. Complex mineralogy has resulted in complicated process flow sheets designed to recover minerals as efficiently as possible. In addition, the remote location of many minerals-processing plants, continuously rising energy costs, and fierce competition pose significant challenges to the modern mine, compounded by a global scarcity of qualified and experienced operational personnel. Over the last decade the Internet and automation technologies have undergone major advancements. Automation technologies, solutions, and concepts that existed, but were considered risky or unreliable prior to the year 2000, have now gained acceptance and matured. Furthermore, new technologies and different collaboration schemes have appeared, offering innovative solutions to the mining industry to address many of the challenges described. These advancements in reliable remote systems that access technology through the Internet provide significant opportunity to support mining operations, enhance process performance, provide engineering services, and proactively anticipate and execute maintenance services. This paper references a global survey of automation trends in the mining industry and the potential for an intelligent collaborative environment using automation technologies to exploit opportunities in operating the plant of the future, increasing effectiveness, and reducing operational costs. A variety of possibilities are described, including asset management solutions, remote access capabilities, performance monitoring solutions, advanced process control technologies, and the formation of an intelligent collaborative environment. A real example where this technology is used to support the operation and maintenance at a cement plant in Egypt is given to underpin the concepts described in this paper.

The development of pelletizing during the last ten years has continued, however, self-fluxing pellets have not been regularly and commercially produced for use in blast furnaces, except as Kobe Steel, Ltd., Japan. This paper tells about unique developments for self-fluxing pellets, and their effects when used in Kobe Steel's No. 3 blast furnace at the Nadahama Works (inner volume 1845 Nm3, hearth diameter 9.5 m)., Several phases of the pelletizing process are discussed individually, and also their relation to performance in blast furnace operation. Special emphasis is placed on proper preparation of the limestone added to the raw materials, and indurating at optimum conditions. Means of improving pellet quality by correct control of size distribution of the raw materials used in pelletizing, and indurating temperatures, are also discussed. As basicity (CaO/SiO2) of pellets increased 0. 1, coke consumption decreased 3. 8 to 4. 2 kg per ton of hot metal, when using 70% pellets in the iron burden.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.
