The exingencies of a world war have brought home to the American public, especially the people of the. Eastern States, the urgent need for conserving fuel. Transportation problems in the East have created an unprecedented situation wherein fuel-oil supplies are greatly restricted, and the consequent increase in demand for coal further complicates the problem of transporting and storing that commodity. People should awaken to the need for utilizing every possibly means of conserving to fuel, even to the extent of reducing the temperature in their homes.

More than twenty years ago Sasol, ISCOR, and some parastatals played a major role in ensuring that South Africa had sufficient technical skills. When the economy became tight and business and government were pressurized to decrease costs, the first budgets that were reduced were the training budgets. It seemed to be too expensive and too time-consuming to train apprentices. According to Stacey2, this is a major strategic issue facing the mining industry in South Africa. Two factors added to the shortage of skills challenge: ? Skills erosion and job losses ? Artisans ? currently the economy produces 5 000 but the need is 12 500 ? Level of mechanization in South Africa less than 10 per cent ? Average age of operators and artisans is 50 ? Greater awareness of occupational health effects of hand-held drilling. ? Workplace challenges ? The impact of HIV/AIDS and other employee wellness issues ? Changes and challenges in workplace environment i.e. the mining industry.

This paper discusses the technical issues and stakeholder collaborative processes which resulted in achieving a balance between the reclamation of abandoned mine sites, providing affordable housing, and preservation of open space at the French Gulch Site. Through this process, it was discovered that mine site reclamation would need to be conducted in conjunction with two priorities for community sustainable development: providing affordable housing for locals who work in the resort town of Breckenridge, and open space preservation. It was found that conducting these activities concurrently would result in providing resources necessary to complete mine site reclamation. The first phase of the affordable housing development is almost completed. This development resulted in redevelopment of mining impacted lands and was recognized by the U.S. Environmental Protection Agency (EPA) with a National Smart Growth Award in 2002.Negotiations are also underway to preserve the remaining 1,800 acres of land held by the mining company as open space. This transaction will in turn provide resources to address water quality issues associated with mine discharges.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

"IntroductionThe Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes reports and articles published during the period January I, 1965, to December 31, 1969. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January I, 1960;' the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January I, 1960;3 the 5-year list of Bureau publications and articles from January I, 1960, to December 31, 1964.' Consumption and intensity of use trends for 12 metals, by industrial end use, were estimated for 1972 through 1982 by the Bureau of Mines and U.S. Department of Commerce. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following 4 of the 12 metals increased from 1972 to 1982 as follows: aluminum, 1.00%; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83%; titanium, 7.82%; and tungsten, 6.09%. Consumption for the remaining eight metals decreased at average annual rates ranging from 0.58% (copper) to 5.37% (manganese).

"INTRODUCTION The Bureau of Mines began a broad program of exploration of various proportion in the Pine Creek area of the Coeur d'Alene mining region in the fall of 1943. As a part of this project, exploring was done at theLittle Pittsburg property in 1945. The work included driving a 500-foot crosscut from the No, 6 level and drilling four diamond core drill holes to test the behavior of the Little Pittsburg vein at depth. This report presents the data obtained by the Bureau.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

The Kilmar dolomitic magnesite deposit~ in sourhwesr Quebec lie in Grenville Province sedimentary rocks that strike north and dip steeply west. The sediments comprise quartzitic, carbonate and argillaceous members. The middle or carbonate member hosts the magnesite and, like the two other members, has been intensely mewmorphosed. Magnesite occurs as lenticular shaped zones of altered limestone and is mixed with 5 to 30% dolomite crystals. Diopside, serpentine and mica are common accessory minerals. Magnesite appears to have formed from merasomarism of all or part of the carbonate member due to intrusion of hot magnesia-rich solutions. Magnesite is mined from a 490 m vertical shaf1 and is milled and burned into clinkers, which then are shipped 10 pyroprocessing industries around the world.

This Bureau of Mines report describes the deployment, 5-month operation, and lessons gained from a continuous gas monitoring system using sampling-tube bundles at an underground mine fire in West Virginia. Research information gained indicates the utility of relating certain gas concentration ratios to events during fire development, mine reventilation, and mine recovery. In addition to monitoring the quality of remote fly ash seals, the system provided timely warning of dangerous gas concentrations which developed during surface and underground recovery activities. An evaluation of system components is supplemented by recommendations for improvements.

Converting small-particle lignite to a stable, storable fuel of relatively high heating value was investigated. The fuel was prepared by thermal pretreatment of the lignite in an 8-inch i. d. rotary-drum retort, then the pretreated material was pelletized in an experimental 15-inch-i. d. rotary-drum pelletizer. Pelletizing tests were made with both starch and bituminous binders. During the first phase of the project, the quantity, composition, and heating value of products from the thermal processing of Kincaid lignite from Burke County, N. Dak., in an B-inch i. d. rotary-drum retort were investigated at a series of temperatures from 250° to 950° F. to establish optimum conditions for preparing feed material for pelletizing. To determine the response to thermal treatment of different lignites, 5 other lignites from Divide, McLean, Mercer, and Stark Counties, N. Dak., and 1 lignite from Saskatchewan, Canada, were processed at 700° F.

During 1995, the estimated consumption of lithium minerals in the western world was 139 kt (153,000 st).This amounted to 18 kt (20,000 st) of lithium carbonate equivalent (LCE). Overall tonnage demand for lithium minerals increased by 10.8 kt (11,900 st) during 1995from 1994. From 1992 to 1995, overall tonnage demand has increased 62%, from 85.5 to 139 kt (94,240 st). There are four major producers of lithium minerals. Gwalia Consolidated in Western Australia is the largest producer of spodumene. It supplies high-grade spodumene concentrate, fine-spodumene concentrate, glass-grade spodumene and chemical-grade spodumene.Tantalum Mining (Tanco) of Manitoba, Canada, produces high-grade spodumene concentrate, fine-spodumene, concentrate and montebrasite. Bikita Minerals in Zimbabwe is the largest manufacturer of petalite. It supplies high-grade and container-glass petalite.

An optimized long-term mine planning determines the best order of material extraction, so that the Net Present Value (NPV) becomes maximum. In the case of oil sands surface mining, one of the key constraints in NPV maximization is the volume of tailings slurry that will be generated downstream. Specifications of tailings slurry are also important from environmental perspective. Moreover, most of the material that will be used for the reclamation of tailings ponds in later periods is generated in extraction and processing of oil sands. In this paper, an integrated optimization framework is proposed to maximize the NPV of the produced oil sands, with respect to tailings capacity constraints and reclamation material requirements. A mixed integer linear programming (MILP) model is developed to find the optimal solution for long-term mine planning problem. The proposed model is coded in Matlab and has been run using CPLEX for verification. The results for real-case oil sands dataset show that the optimal production schedule meets material requirements for reclamation, tailings volume is within tailings capacity range in all periods and the production schedule follows the predetermined horizontal direction.

"THE COAL INDUSTRY of the United States• and Canada has made great progress in recent years. Coal mining in •the old days represented one of the most arduous tasks for labour and industry, but over the years great progress has been made in reducing the effort required from labour. Also, the tonnage produced per man, the cost of the coal per ton, and the overall safety of the operation, have been greatly improved.Looking back over the past fifty years:, the era can be divided into four principal parts: (a) hand-loading, (b) track mining methods, (c) off-track mining methods, and (d) continuous mining. For many years, all of the coal was won by hand-mining methods. The first forms of mechanization •resembled the move from the horse •and buggy to the automobile. Early track mechanical mining methods were usually adaptations of the direct methods involved in hand-mining, with each improvement directed toward some specific process. A revolutionary development came about with off-track mining methods. The first efforts in this direction were provided by off-track mechanical loading machines, which loaded the cars •on track and differed from conventional track mining methods only in that the loading machines themselves operated on the mine floor. With the advent -of the shuttle car about ten years ago, true off-track mining came into being, and real progress in this direction began to be made.At the present time we •are at the beginning of a new era -.the era of continuous mining. There will be a period of development with some time needed before the system is generally applied throughout the industry, but -already enough •has been done to indicate rather dearly what the future holds in this direction."

This paper discusses the time-dependent behaviour of rock when it involves the presence of several layers of rock strata in the vicinity of mine openings, mining in sequences and the placement of backfill. The paper describes numerical techniques which proved useful when such situations are encountered in practice. The model is elastoviscoplastic. At given time stations, short term loading or changes can be made to the creep behavior of the rock. The modelling technique is first described and is followed by simulations of stresses and displacements in a potash mine with the primary objective to demonstrate the effect of such aspects as mining and fill sequences in 3-D. This involves cutting finite elements representing the strip of the mining face and simultaneously filling those elements representing the newly placed fill. The stiffness of the fill varies with the degree of compaction at each point. In this way, the effect of the time of fill placement, the gap between the top of the fill and the back as well as the degree of compaction are simulated. The second example is a 2-D problem simulating the long term effect of backfill, as a material compacting with time, on the settlement of the layers above it as well as the closure of the room.

"This paper examines the economic advantages of adapting the production grade and recovery targets of a flotation circuit as a function of metal prices. The study is periormed using a steady state simulator for a Cu-Zn differential flotation circuit operating under the following strategies of 1) Maintaining constant operating targets, 2) Maximizing individual circuit Net Smelter Return and 3) Maximizing the global Cu-Zn circuit efficiency. Results are compared to assess whether or not one of the strategies produces benefits significantly higher than the others. The purpose of this paper is to indicate some of the benefits that have been derived in the Zeigler No. 3 mine by using roof bolts under extremely adverse roof conditions J with the thought that much better results could be obtained in other mines with more normal roof conditions by applying some of the practices that were developed in this mine. Some of the benefits that have been obtained in this mine, which will be shown in this paper, are: 1. Increased tonnage per man-shift at the face when roof bolts are used, as compared to the tonnage under similar conditions when conventional timbering methods were used. 2. Increased efficiency of roof bolting by giving the foremen a definite plan to follow. 3. Reduction in delays caused by failures of the trailing cables of loading, mining, and drilling machines. 4. Reduction in the number of accidents after roof bolting was adopted. Inasmuch as the success that followed roof bolting in this mine was obtained under one of the most treacherous roofs in the Middle West, it is reasonable to suppose that correspondingly better results could be obtained under more favorable roof conditions by using the same procedure.

"This report describes the trend of developments in electric brass-furnace practice in the last two years, and supplements Bureau of Mines Bulletin 202, ""Electric Brass-Furnace Practice"", which was published in 1922. In that bulletin it -as pointed out that some of the lines on which electric brass-furnace progress would take place were clear, but others were less so.Developments in foreign countries.Foreign brass-melters have not yet adopted electric melting to an extent comparable to its use in the United States. It is doubtful Whether all foreign countries combined use 100 electric brass furnaces; of these about 35 are of American make (Ajax, Detroit, Baily) and are operating in Canada, Mexico, England, France, Japan, Sweden, Switzerland, Spain, Norway, Germany, Argentina and Czecho-Slovakia.`The Rennerfelt furnace finds some use in Sweden (1)c, notwithstanding its high metal loss on alloys high in zinc, Two German firms are reported(2) to be using the Rochling-Rodenhauser induction furnace on bronze, the average energy consumption being given as 400 kw.-h. per ton. No comment is made on any trouble from the ""pinch effect"", A firm in Switzerland is reported (3) to use three 600-lb., direct-arc furnaces of its own design to melt babbitt, antimonial lead, coinage silver, nickel, copper, and brass. The metal loss on yellow-brass turnings is high. Use Of a direct-arc furnace in England, with precautions aimed to prevent surface overheating, vas abandoned (4) in favor of an Ajax furnace."
