Comminution and flotation circuits are frequently perturbed by disturbances, such as feed particle size variations, ore hardness and varying mineral liberation, which can have a significant impact on the recoveries and grades. Although advanced control strategies can neutralize many of these disturbances, few such systems have been implemented at present. One reason is that it is only recently that the requisite sensor systems have been developed and used to control froth flotation systems. Another is owed to the complexity of these non-linear interactive systems. In this paper, a plant-wide control strategy is considered, wherein both unit operations have a single overall control objective. The automated design of the controller is based on an advanced evolutionary algorithm viz., Symbiotic, Memetic Neuro-Evolution (SMNE), for developing neural network controllers in a reinforcement learning framework. A rigorous phenomenological comminution and flotation model was used to develop suitable neurocontrollers, which used all possible sensor inputs and available manipulated variables. The neurocontroller managed to identify optimal or near-optimal operating conditions consistently and showed robust performance in the presence of significant disturbances. The results suggest that evolutionary reinforcement learning offers a very competitive approach towards the development of integrated non-linear controllers for mineral processing plants. On the Kinetics and Equilibrium Models for Biosorption of Ni(II) onto a Gram-Positive Bacteria Strain, Rhodococcus opacus, for Environmental Applications The aim of this fundamental study was to evaluate the biosorption of Ni(II) from aqueous solution streams onto a Rhodococcus opacus strain through kinetics and equilibrium isotherms studies. The biosorption of nickel achieved its highest value in a pH around 5. The experimental data evaluation was carried out focusing three two-parameter models, as: Langmuir, Freundlich, Dubinin - Radushkevich. In order to determine the best isotherm fit, three error analysis methods were used to assess the data: correlation coefficient (R2), residual root mean square error (RMSE) and Chi-square test. The error analysis established that the Freundlich model fits better the nickel biosorption data. Maximum uptake capacity of nickel reached a value around 7.63 mg.g-1 for R. opacus. The biosorption rate was fast and achieved a removal of around 79 per cent of Ni(II) in the first 5 minutes at room temperature (25 ¦ 2¦C). The experimental kinetics data was evaluated considering two models (pseudo-second order and pseudo-first order). The error analysis established that the pseudo-second order model better fits the data.

The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

Mining coal in deep, gassy strata is difficult, particularly in deep mines of the west. Dynamic failure (bumps, bounces, etc.) is commonplace, particularly where strong sandstone strata are encountered in the overburden. The disaster potential posed by dynamic failure in these mines is examined and found to be significant. Recent trends in MSHA reportable bumping of deep western coal mines have been increasing. Recent clusters of bumps are explored, a number of which have ended badly. The mechanisms of these bumps and their interactions with geologic structures are explored. Significant progress in controlling these hazards depends on a full understanding of their interaction with geologic conditions. It is apparent that not all MSHA reportable bumps have the same mechanism. These reports describe bumping of pillars, rolling of ribs, outbursts of coal, heaving of floor, shaking-induced roof falls, etc. Progress depends on understanding the underlying mechanisms of these events, and then determining which are potentially active at a particular location. Designs and other protective measures can then be adapted and deployed appropriately. Explicit consideration of mechanisms also supports extrapolation beyond experience as design extends into new mine geometries, geologies, mining methods and increasing depth. Finally, the goal should not be only to design hazard out of mines, but also to provide assurance that this, in fact, has occurred. Pursuit of this goal has been taken up by a major NIOSH research project. The centerpiece of this project is development of a Dynamic Failure Control Program to monitor evolution of dynamic failure hazards with changing geologic conditions to assure that control and protective measures are appropriately deployed.

The Construction of Tunnel and Edison Force Mains contract involves the installation of two new force mains to provide a redundant means for sewage conveyance from Middlesex County Utility Authority?s (MCUA) Edison Pump Station on the northern shore of the Raritan River to the Central Wastewater Treatment Plant on the southern shore. The force mains will be installed in a 1,192 m (3,910 lineal foot) long tunnel with a 4.09 m (13'-5') inside diameter, fully gasketed precast concrete segmental lining, which is to be tunneled underneath the Raritan River utilizing an Earth Pressure Balance TBM. The tunnel is anticipated to encounter flowing soils near and beneath the river. Two new 60-inch diameter Centrifugal Cast Fiberglass Reinforced Polymer Mortar force mains will be installed within the tunnel leaving an open utility corridor above the force mains for future consideration. The project also includes the design and construction of two slurry wall shafts with associated piping. The paper will provide an overview of design and provide a case history of the construction of the tunnel and highlights of the construction methods implemented to date.

Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

Head-of-hollow fills or valley fills have gained national attention due to increasing environmental concerns, particularly with regards to headwater stream loss. Researchers at the University of Kentucky in conjunction with outside scientists and consultants in the fields of stream restoration, wetland restoration, and mined land reclamation have developed new design methodologies for creating a headwater stream system for a head-of-hollow fill in eastern Kentucky. The design was largely built on the Forestry Reclamation Approach (FRA), which encourages a non-compacted spoil medium to promote tree growth, in an effort to address concerns related to water quantity and quality as well as habitat development. The major components of the design included 1) modifications to the crown geometry, 2) compaction of the crown to control infiltration, 3) utilization of natural channel design techniques, 4) use of the FRA to promote tree growth, 5) creation of ephemeral channels and vernal ponds, and 6) implementation of a novel bioreactor-wetland treatment system to improve water quality.

In response to the mandates in the MINER Act of 2006, NIOSH conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the research, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This document highlights NIOSH's research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers, and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan, and if appropriate training is provided. Pre-driven recovery roads are used to speed up the longwall recovery process by reducing bolt-up requirements and by improving ground conditions on the face during the removal of the powered supports. To lower the geotechnical risks associated with the use of pre-driven recovery roads, and so improve its overall acceptance in the industry as a viable alternative to more conventional, potentially difficult and costly longwall recoveries, this paper outlines (i) a geomechanical model for the use and design of pre-driven recovery roads, (ii) an updated version of the worldwide database on pre-driven recovery roads, (iii) a summary of the various methods of holing a longwall into a pre-driven recovery road and (iv) a series of relevant ground support and strata management guidelines.

Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. This Bureau of Mines report gives a detailed study of water usage in the Montana mineral industries, along with projections for the future. The mineral industry of Montana in 1963 used 36.5 billion gallons of new water, and reused or recirculated an additional 53.5 billion gallons for a total water requirement or usage of 90 billion gallons. The petroleum industry was the major water user, followed by the copper and zinc industries. Many mineral industry operators provide their own water, and new water is withdrawn largely from surface sources. At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.

New information on possible resource value of sea floor manganese nodule deposits in the eastern North Pacific has been obtained by study of records and collections of the 1972 Sea Scope Expedition. Nodule abundance (percent of sea floor covered) varies greatly, to judge from bottom photographs from 8 stations and data from other sources. All estimates considered reliable are plotted on a map of the region. Similar maps show the average content of Ni, Cu, Mn, and Co at 89 stations from which 3 or more nodules were analyzed. Variations in nodule metal content at each station are shown graphically in an appendix, where data on nodule sizes are also given. Results of new analyses of 420 nodules from 93 stations, for Mn, Fe, Ni, Cu, Co, and Zn, are listed in another appendix. Relatively high Ni+Cu content is restricted chiefly to four groups of stations in the equatorial region, where group averages are 1.86, 1.99, 2.47, and 2255 weight percent. These and a few other areas may warrant more exploration. It is hoped that this report will stimulate new interest in North Pacific nodule deposits and that the maps and quantitative data will aid future exploration.

The fundamental chemistry of zinc smelting, especially that part dealing with the chemical reduction of the zinc-oxide content of a roasted zinc ore, has been discussed by metallurgists in some detail, but, in the light of present knowledge, unsatisfactorily. A considerable portion of the information available has been qualitative, or quantitative in a sense that could not be interpreted chemically. A number of attempts to elucidate the physical chemistry of zinc oxide reduction have been based upon unsubstantiated and, as is now known, incorrect equilibrium data. To write upon the chemistry of zinc smelting at this time, when electrolytic methods for the production of zinc metal from ore are becoming increasingly widespread, may seem a belated effort. So, for example, C. A. Hansen,3 in the communicated discussion of an article by the author,4 writes as follows:

Continuing progress in a petroleum and natural gas research program of world-wide significance makes it difficult to pinpoint accomplishments within definite time limits, and it is helpful to look back as well as forward in attempting to introduce and summarize the petroleum work of the Bureau of Mines in the fiscal year 1953. The 1952 report2 / indicated progress in a long-range program applicable in large part to both defense and peacetime requirements. The present report indicates a continuation of that program, modified partly by new demands and interests of government and industry, and is highlighted by a number of significant contributions to the knowledge of petroleum and natural gas and their production and utilization. The intent of the program was clearly epitomized in a statement made near the end of the fiscal year at a general conference of Bureau of Mines personnel where the record was critically reviewed:

Polaris Operations, a Cominco Ltd. lead-zinc mine, is located on Little Cornwallis Island, Northwest Territories, at Latitude 75°23' N and Longitude 96°75' w. When the Polaris Mine went into operation in late 1981, it became the world's most northerly base metal mine.The Polaris Concentrator, housed in a unique process barge, is a basic lead-zinc concentrator where flotation is used to produce the lead and zinc concentrates.The paper describes the ""coarse lead"" flotation feature incorporated in the concentrator flowsheet and describes the start-up problems and continuing operation of this circuit.
