Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

"INTRODUCTIONOn November 10, 1982 Nor and a Inc signed an agreement with Golden Sceptre Resource Ltd. and Goliath Gold Mines Ltd. to construct a mine and milling facility.The Golden Giant mine is located in the Marathon area of north - western Ontario, immediately north of Highway 17 and about- 3.5 km west of Highway 614.With the exception of selected unit processes, the mill was designed for a nominal throughput of 2500 tonnes per day with early operating data to be used to identify sections requiring possible expansion to achieve an ultimate throughput of 3000 tonnes per day.Commissioning of the highly instrumented milling complex which includes crushing, grinding, cyanidation, and carbon in pulp processes commenced in February 1985. After water testing various sub-circuits from grinding through tailings, waste ore was introduced to ensure proper mechanical and electrical operation of process equipment.The first ore was milled as a mixture with waste on March 4, 1985. The first gold bullion was poured April 6, 1985.Initially, ore was only available from mine development at a rate of 700 t/d, which was milled at a minimum rate of 1200 t/d. While regular weekly shut downs of two to three days was useful for mechanical maintenance, changes, and modifications, process tuning was more difficult due to the non-steady operation. As increased quantities of ore became available, regular weekly shutdowns tapered off and process operation improved accordingly. For testing purposes and as ore was available, mill throughput was increased regularly to 2300 t/d and for very short periods of time to nearly 3000 t/d.No major design or operating problem has been encountered to date. The following is a brief description of the milling process and various operating highlights. Process flowsheets are shown in Figures 1 through 6."

During the late 1990s Anglo American PLC was evaluating the Gamsberg zinc deposit in the Northern Cape Province. As the primary South African metallurgical technology provider, Mintek became involved in the evaluation of a pyrometallurgical process for the recovery of zinc from the Gamsberg deposit. eloping DC arc furnace technology for the metallurgical industry. This includes the patented Enviroplas® process for the treatment of zinc bearing waste materials. As a consequence Mintek has developed extensive expertise in the pyrometallurgical processing of zinc bearing materials. However, Mintek?s technologies stopped with the production of Prime Western Grade (PWG) zinc. Early on in the evaluation of the Gamsberg project, it became evident that the refining of PWG zinc would play an important part in the economic viability of the project. At the time the only pyrometallurgical technology available for the refining of PWG zinc to Special High Grade (SHG) zinc was the New Jersey process. This process represents 50-year-old technology and has not undergone significant refinement since the technology was developed. In order to provide a complete pyrometallurgical flow sheet for possible implementation at Gamsberg, Mintek assessed the New Jersey process with a view to either improving the technology or developing a new technology appropriate to the 21 century. In 1998 Mintek convened a consortium consisting of Mintek, the University of Cape Town, Eskom Enterprises, Bateman Metals and Anglo American PLC. The consortium successfully applied to the Innovation Fund for funding to develop a new process for the pyrometallurgical refining of PWG zinc to SHG zinc. The main aims of the project were to develop a new technology for pyrometallurgical zinc refining that conformed to the following: ?Decrease the production cost of SHG zinc metal to stimulate the development of the Gamsberg deposit. ?Be compatible with the current Enviroplas® process, preferably as an add-on to that process. ?Should use electrical energy to benefit from local price tariffs. The project commenced at the beginning of 2000 and consisted of three phases: ?an initial technology search and assessment of the fundamental aspects of zinc distillation. ?the design of a pilot plant for zinc refining. ?the manufacture, commissioning and operation of the pilot plant. A new technology based on a DC arc boiler feeding a packed distillation column was developed and during 2003 the project culminated in the successful operation of a 200 kg/h pilot plant. Ultimately, all of the aims of the project were met and the main outcome is that an advanced process for the pyrometallurgical refining of zinc (the Zincref process) has been developed. The main innovation of the technology was the switch from an energy transfer limited process to a mass transfer limited process (for which a patent has been registered).

The pile capacity gain with time evaluated and implemented for the construction of the Route 21 Viaduct in Newark, NJ, U.S.A is discussed in this paper. The project consisted of the replacement of more than 3.2 km of viaduct and ramps. The project site consists of thick residual materials deposited by the Wisconsin Glacier over sedimentary rocks. The upper portion is glacial-lacustrine deposit underlain by marginal morainic till and stratified drift. Subsurface investigations identified significant variations in layer thickness and grain size consistency. The site was characterized into 4 Soil types, based on subsurface soil behavior. Closed end 600 mm and 450 mm diameter driven pipe piles were used for the foundation. Loading tests conducted during an advanced construction contract, established that a significant soil set-up could be expected. For the first construction contract, a pilot loading test program consisting of 112 dynamic loading tests and 77 re-strikes (at 2 to 4 weeks) using the PDA (Pile Driving Analyzer) with CAPWAP (Case Pile Wave Analyses Program) was conducted to establish the soil set-up behavior. Nine (9) quick static loading tests were conducted to substantiate the long-term pile capacity. Based on the loading test results, average set-up factors were established and utilized for developing production pile driving criteria. Bearing resistance with depth was analyzed and reviewed. The set-up factors varied significantly, ranging from 1.05 to 1.89, and averaged about 1.30. Conclusions are derived. Set-up factors behavior for each soil type plotted by linear regression are presented and discussed. An appropriate set-up with time relationship for a glacial soil is suggested.

The efficiency of a coal mine ventilation circuit is usually measured by the ratio of the sum of the face quantities divided by the quantity supplied by the fans. Other types of systems use the power delivered to the power supplied to measure efficiency. This paper argues the case that the current measure may be inadequate and that by also looking at the power ratio, ventilation may be better managed. Problems associated with failing ventilation systems would be highlighted earlier so that crisis management could be avoided.

The supply of clean copper ores, which have high copper concentration and low impurities like arsenic, has declined year by year. Therefore, both mine and smelter sides have to consider how to remove impurities like arsenic. We focus herein on arsenic as an impurity because it is an extremely important issue from the environmental point of view. Approximately 150,000 t of arsenic is input into the copper industry every year. A small part of it is mainly treated in the smelting side. For instance, Ministro Hales Limited, which is a mining corporation in Chile, has performed the calcination process to remove arsenic from ore with high-arsenic content. In the process, flue gas is washed by water, and the final residue is treated by a hydrometallurgical process. Many processes for arsenic removal in various stages have been proposed, and several bottlenecks exist to achieve it. One of the difficulties encountered is getting an assessment of the process, which depends on the countries and/or areas of operation. The standardization of the assessment procedure will be desired in the near future to keep the same environment standards all over the world, and now is the time to start making discussions on this matter. This will be the first step in making an international assessment procedure for arsenic treatment in the copper industry. INTRODUCTION Using the term “sustainable development” without any scientific basis can give people a false sense of security. Engineers and scientists must analyze the total mass flow of energy and materials and estimate local drain on the environment as well as the global impact of a particular industrial activity to ensure sustainability on this planet. The operations of the mining and smelting industries have a strong effect on the environment even if they provide useful materials for human beings. The copper mining and smelting industries have brought about serious environmental problems in the past. For example, the Ashio mine pollution caused big damage to the agricultural sector near the Ashio area in Japan in the late 19th century. One of the most serious problems at that time was SO2 emission because copper ore is sulfide, and the smelting process basically results to sulfur oxidation. The resource balance from a copper smelter in a year, assuming a total production of 16 million tons, can be summarized as follows: discarded minerals, 30 billion tons; sulfur, 16 million tons; iron oxide, 8 million tons; additional smaller amounts of other metals, electricity, and fuel.

"The handling and transportation of explosives and explosives supplies are inherently hazardous owing to their sensitiveness to impact and flame or electric arcs and sparks. Many accidents have occurred in the past during transportation of explosives, especially when they were carried by individual miners on man-trips. When electric haulage became the usual mode of transportation and shots were fired electrically, the hazards of carrying explosives and supplies on man-trips were fully realized, and in some mines all explosives were placed in one car, usually at the rear of the trip. Far-sighted managers saw the danger of this practice and provided separate trips for delivering explosives. This step was a definite advance in safety, but the latest achievement is the construction of special, rugged, nonconducting cars.Many coal-mining men have shown considerable interest in the construction of safe cars for explosives during recent months. Undoubtedly many others are interested in this phase of safety, therefore this circular is issued to give information on cars of this type now in use.Car A (fig. 1) is essentially a closed inner box separated from an outer box by an insulating lining of rubber. The double box is attached to a standard steel chassis that has spring journals and electric welding instead of certain rivets. The chassis is equipped with roller bearings. The over-all length from pin to pin is 11 feet, 9 inches; the wheel base is 54 inches, the track gage 42 inches, and the capacity eighteen 50-pound cases of permissible explosives. The box is 10 feet long, 6 feet wide, 3 feet high at the top of the arched roof, and 2 feet 9 inches at the edges. The top of the car is 46 inches above the top of the rail.The inner box is insulated from the outer box by two pieces of 1/4-inch switchboard.-insulating matting cemented together. To cover the top, two ends, two sides, and the bottom of the box requires 320 square feet of the l/4- inch matting.The walls are well-seasoned tongue-and-groove oak, 1 1/4 inches thick and 2 3/4 inches wide. A 1 1/4-inch air space is maintained by oak strips between the outer wall and the two thicknesses of 1/4-inch rubber matting. The inner box is made of 7/8-inch, well-seasoned, tongue-and groove oak fitted closely against the insulating matting. No nail, rivet, or bolt extends through the rubber insulation.The floor of the outer box is secured to the chassis by two sets of bolts through an intermediate piece of well-seasoned oak. One set of bolts is countersunk from the top of the intermediate piece of oak, and the other set is countersunk from the bottom. The countersunk portions are filled with ""insulate,"" an insulating compound. Adjacent bolts are at least 6 inches apart.The bed of the inner box is divided into six compartments by transverse strips of wood at the bottom and partitions near the roof. Each compartment accommodates three 50-pound cases of explosives. This arrangement prevents cases in adjacent compartments from touching, so that there is no possibility of end thrust of the entire load of explosives. Each inner compartment is 21 inches high, 5g inches long, and 16 1/4 inches wide. Separating strips at the floor are 3 inches wide and 1 1/4 inches thick. The outside dimensions of the 50-pound cases of explosives used are 17 1/2 inches long, 13 1/2 inches wide, and 12 1/2 inches high."

Bag stackers who use semi-automated palletizing machines and air slides may be exposed to high concentrations of dust. To reduce dust exposure, use an exhaust ventilation system in conjunction with an envelope of clean air over the bagstacker provided by an overhead air supply. Description of Hazard Mineral processing plants in the United States and throughout the world process material that is finely ground and placed into bags for shipping to the consumer. These bags normally range from 50 to 100 pounds in weight. Once the material is placed in these bags, a bag stacker loads the bags onto pallets. A bag stacker is exposed to a lot of dust that is mainly released by the force from loading the bag onto the pallet. The two main sources are the dust on the outside of the bag and the dust that escapes from inside the bag as it is loaded. The Mine Safety and Health Administration's (MSHA) records indicate the bag stacker's dust exposure is one of the highest of all workers at mineral processing operations. Ways to reduce the dust exposure and strain to the bag stacker are in constant development. Recently, automated systems have been built. These systems range from fully automated, which totally remove the worker from the bag-stacking process, to semiautomated systems, in which the bag stacker still performs some of the functions. This Hazard Control deals with controlling the bag stacker's dust exposure during use of a semi-automated palletizing machine. The worker slides the bags into position on the palletizing machine. Once an entire layer of bags is positioned, the bag stacker operates the controls on the palletizing machine to lower the layer of bags onto the pallet. An air slide is built into the semi-automated palletizing machine so the bags are easier to move. This slide uses a metal table with air jets that exit through small holes at high velocities, similar to an air hockey game. The dust problem occurs because the air slide causes dust to blow up onto the bag stacker, significantly increasing the dust exposure.

Recent regulatory changes in the United States make it mandatory to conduct structural analysis of coal mine seals used to isolate abandoned workings from active mining areas. Different loading criteria are available for seal design depending on whether gob composition is actively monitored and maintained or not and whether the gob conditions lead to deflagration or detonation type loading. Since the loads involved in seal designs are dynamic in nature, the structural analysis must be made using dynamic stress analysis techniques. However, because of the significant complexities involved in conducting dynamic analyses, some designers use approximate simplified techniques to address the design problem. In this paper two such simplified methods are critically evaluated for their suitability to design coal mine seals. The benefits and limitations of the simplified methods are also outlined. Some comparisons are made to show the differences between sophisticated three dimensional dynamic analyses and the simplified methods and to delineate the problems associated with the latter approaches.

Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. Keywords: Furnace, decommissioning, care and maintenance, re-start, funding, nickel Bindura Nickel Corporation (BNC) operates two nickel mines, and treats concentrates from these mines as well as toll concentrates from the region around its Bindura Smelter and Refinery (BSR) complex. At the smelter, concentrates of at least 5% nickel content are blended and dried to 4% moisture in a coal-fired rotary kiln. Matte smelting of concentrate is carried out in a six-in-line electric arc furnace, where the furnace slag is granulated and discarded. Furnace matte is transferred via ladles into Peirce-Smith converters, where, after granulation, a leach alloy containing 68%Ni, 20%Cu, and 6%S is produced. Converter slag is recycled via the matte-smelting furnace. The onset of the global economic recession towards the end of 2008 resulted in a collapse of metal prices, worsening the local situation that was already marred by unfavourable macro-economic conditions in Zimbabwe. As a result, BNC mines were put on care and maintenance in November 2008, followed by Bindura Smelter and Refinery in February and March 2009 respectively. The business environment has since changed, and BNC is getting ready to re-start the plant. This paper describes the decommissioning of the Bindura furnace, asset preservation during the care and maintenance programme in the past two years, and preparation for starting up of the Bindura smelter in the near future.

Mining operations today are characterized by a high degree of mechanization and single machine automation. However, their potential for cost cuttings and increase of productivity in the future is quite limited. Enabled by newest IT and networking technology, the operation of underground mines more and more can be seen from a process related point of view: Standardized Ethernet and Wireless LAN are the basis for a seamless and unified communication backbones providing an integrated infrastructure for data, telephony and video. All the components are available as off-the-shelf devices leading to an excellent cost efficiency. Basing on this standardized infrastructure, the equipment is able to become part of the infrastructure. To enable machines to be integrated smoothly into IT networks, the machine also has to have enhanced networking capabilities. This results in a new system architecture for the on board machine electronics separating real time control from IT and networking level functionality which can be implemented by a Machine Server. This machine server communicates with all kinds of above ground systems using mainly standardized formats like html or the IREDES standard. This information is made available mainly in 3D mine visualization tools. The paper explains this technology and shows implementations by two working examples.

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.

The author would like to refer to his contribution to the paper `Design of pillar systems in South Africa' by Ozbay et al. 1. The authors agreed `wholeheartedly that further research, together with carefully planned field trials, in pursuit of this potentially highly rewarding concept' of the small span small pillar method is warranted. On 30 September 2010 the author went underground at the Kroondal Chrome Mine to observe how the concept of smaller spans was being applied. He was pleasantly surprised to find that the typical coal mine bord and pillar sytem was being used very successfully. Although the deepest mining was taking place at a depth of only 450 metres, Kroondal would be an ideal mine to do further research together with carefully planned field trials. At Crown Mines Gold Mine, where the author worked, he was informed that the first recorded rockburst took place at a depth of 635 metres below surface. The depth of the platinum and chrome mines is increasing, with the risk of an excalation in injuries and fatalities due to 'backbreaks' and siesmic activity. The rock engineer at Kroondal was not aware of backbreaks occuring on the mine. It is important that the rock engineers of the base mineral and gold mines get together and give more serious attention to the host rock environment in which the pillars are situated.

Over the past few years developments in heavy minerals processing have concentrated on the mineral separation portion of the business. The best example of this would include new developments in rare-earth magnetic separators and associated flowsheet modifications. Except for some minor modifications in spirals, the æwetÆ side of the separation business has lagged behind the ædryÆ side. Basic concentrator design has not changed in 20 years. Recent pilot trials by Outokumpu Technology have shown the benefits of a new gravity flowsheet that combines density separation and spiral concentration on a variety of heavy mineral deposits. This concept is already well utilised within the iron ore industry. The synergistic combination of these two technologies allows smaller, simpler, and controllable gravity concentrators to be built while providing equivalent or better grade and recoveries of valuable heavy mineral. This is contrasted to the all spiral flowsheet characterised by the diminishing returns of multiple stages of spirals and associated recirculating loads. Examples of the flowsheets and associated benefits will be presented from a variety of cases.

SAG Mill Grinding Design Versus Geometallurgy - Getting it Right for Competent Ores Smarter processing for the future, in the area of SAG mill design involves accurate grinding test data, completing final mill design in less than three months, and at a cost of less than US$80 000. More detailed variability testing on the other hand takes longer, is more expensive, and is used for throughput optimisation for an existing or newly purchased mill. This paper shows that SAGDesignTM testing is excellent for new SAG plant design due to relatively low cost per test and the ability to do more testing for a limited budget on larger projects.
