Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

Magnetic separation is an age-old technique for mineral beneficiation operations. The existing mathematical models for magnetic separators are quite complicated, and it is very difficult to measure the theoretical separation efficiency. The connectionist approach of modeling, to establish the relationships of the inputs and outputs, is preferred for this kind of problem. Experiments were carried out on a high-intensity roll magnetic separator to develop a database using four input variables (magnetic flux intensity, particle size, splitter position and roll speed) and two output variables (weight recovery and Fe recovery). The artificial neural network (ANN) and statistical methods (MLRG) were used to model the magnetic separation process. For the ANN, the regression coefficient (R2) values between the predicted and measured results were 0.89 and 0.94 for Fe recovery and weight recovery, respectively. Compared to ANN, the multivariable linear regression analysis showed inferior performance in predicting the weight recovery and the Fe recovery. The ANN models for the roll magnetic separator can predict the separation efficiency up to an acceptable limit. These models can be used to modify the operational parameters at mineral beneficiation plants to minimize the effects of variations in the raw material characteristics.

A tectonic interpretation of the Coromandel Peninsula which suggests that the basement underwent tensional collapse at its northern and southern ends would permit more ready penetration of late stage magmatic fluids. This hypothesis is consistent with regional trends of the chloride content of low grade geothermal waters and of the yield of gold and silver per unit weight of quartz worked. The consequences of such a model are that mercury should not only be a good pathfinder for Coromandel gold, but that it should be correlative with ratios of base metals high in the zoning or paragenetic sequences to those lower in the sequences. This is demonstrated successfully in an area of mineralisation in the southern Coromandel.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low- and high- rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

There are a number of hurdles that must be negotiated in order to design an effective gold ore treatment facility such that the expectations forming the basis of project economics are valid and can be achieved in practice. Selecting samples based on geometallurgical context, performing and interpreting testwork relevant to the selected process flowsheet are essential considerations towards achieving this aim. Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

New ZealandÆs largest gold producersÆ OceanaGold Macraes Mine is characterised by a large tonnage and relatively low grade operation. To survive in diminishing real gold prices, the operation must focus on a culture of continuous improvement. This paper presents the outcome of a supplier sponsored continuous improvement project known as the Orica Advanced Mining Services project.   In March 2004 OceanaGold (then GRD Macraes) entered into an Advanced Mining Services (AMS) project with Orica Mining Services. The motivating factor behind OceanaGoldÆs need to improve bulk waste productivity and SAG mill throughput was the planned increase in production from five million to 5.4 million tonnes per annum. A stripping ratio of ten to one meant that optimisation of the drill, blast and production functions was paramount.   The primary focus of the project was to optimise the drill and blast parameters to suit the variable rock conditions throughout the mines main operating pit (Frasers Pit). Fragmentation of the ore for presentation at the SAG mill, and cost reduction on the mining of bulk waste movement, were the primary objectives. A number of additional initiatives complimenting the interface between drill, blast and ore production were also established. These included; +        reduced ore loss through delineation of ore boundaries to allow for blast movement; +        established blasting parameters for variable geological conditions, resulting in improved fragmentation; and +        improved asset utilisation by establishing a blasting regime that angled grade control holes to be used as blastholes in the stockworks area.   A year into the project, the philosophy of continuous improvement is now in-grained at the Macraes minesite. As the project continues, the focus is on the further refining of those procedures established, to ensure a continued focus on lower unit mining production costs.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. "HudBay’s Constancia project is a copper molybdenum concentrator located in southern Peru. In 2010 Ausenco was contracted to perform a feasibility study optimization review which resulted in an improved design with significantly increased throughput capacity at a minimal increase in capital cost. Construction began in 2012 with commercial operation commencing in May 2015. This paper outlines the process plant design as well as describing the plant’s major equipment selections, start-up and early operations experiences.IntroductionHudBay Mineral’s Constancia project is located at 4200 meters above sea level (masl) in southern Peru, approximately 630 km south-east of Lima, Peru. The property can be accessed by road from Cusco, Peru, (approximately 110 km to the north), or from Arequipa, Peru (approximately 215 km to the south). Matarani, accessed via Arequipa, is the closest port.Constancia is located within the Yauri-Andahuaylas metallogenic belt. The region contains several large copper-gold-molybdenum porphyry deposits such as Antapaccay (by Glencore) and Los Chancas (by Grupo Mexico), and copper skarn deposits such as Tintaya (by Glencore) and Las Bambas (by MMG). Constancia’s ore reserves contain copper and molybdenum with trace amounts of gold and silver.Ore is mined by an open-pit operation. The process plant recovers copper and molybdenum concentrates, storing tailings in a conventional tailings management facility. Infrastructure at the site includes a grid power supply (via a 70 km overhead transmission line from Tintaya), water supply, workshops and an accommodation camp. Mine life is 22 years.Site construction works began in 2012 with first copper concentrate produced in late 2014. The project was executed for approximately 1.75B$USD.Ausenco’s design approach focussed on developing a capital efficient copper molybdenum concentrator. This paper outlines key features incorporated in the concentrator design, plant layout and equipment selection, as well as start-up experiences and early operational results."

Some 800 analyses for Cu, Zn, Pb, Ag, Fe, S, CaO, MgO, C02, Si02 and Al203 were used to examine the elemental constitution of the Mount Isa ores, and, for comparison, those of the Northern Leases area.Lead: zinc relations show little order from sample to sample, but means of large zones (Le. individual orebodies) show a highly linear inverse relationship. Lead: silver ratios are fairly constant from sample to sample, and means show a highly linear direct relationship.Sulphide sulphur appears to be related to carbonate and alumina abundance, sulphur decreasing systematically with increase in the ratio CO2:AI203. In all graphs involving members of the group CO2-A203-S the lead-zinc and copper ores conform to the same simple trends, confirming that the two ore types and their host rocks are genetically closely related. The earlier deduction of a volcanic-sedimentary origin for the sulphides of the Black Star orebodies appears compatible with present findings.On the basis of such an origin, the pattern of sulphide occurrence and mineralogy in the Mount Isa district is possibly related to the configuration f the upper surface of the "Eastern Creek Volcanics", the facies patterns of the overlying sedimentary rocks, and to the oldest faults affecting the two.INTRODUCTIONStanton (1962) described and interpreted the chemical constitution of the Black Star No. 2 lead-zinc and the 650750 copper orebodies at Mount Isa. The investigation has now been extended to the other principal orebodies of the area.The earlier study showed that the host rocks of the two adjacent Black Star orebodies were constitutionally closely related, and suggested that this was probably due to their original formation in contiguous zones of sedimentation. On this basis the silica-dolomite of the copper ore appeared to represent the slightly more shoreward, "limey" member, probably a fairly massive algal calcareous sediment laid...

A numerical modelling approach was developed to explicitly simulate geomechanical characteristics of intact rock: mineralogy, grain size and fabric. The approach involved creating a representative constitutive model for each of three common rock-forming minerals: mica, quartz and feldspar. The constitutive models developed are valid within the low confinement realm of excavation boundaries, where tensile fracture processes dominate. The mineral types were assigned to numerical elements, which were associated with each other through an algorithm created in a finite difference model, FLAC 2D (Itasca 2007a), to simulate real crystal geometries and orientations. The numerical models were used in a parametric investigation of the geomechanical characteristics and compared with published observations of the rock yielding process in laboratory testing. This approach has allowed the explicit grain-scale investigation of the impact of geomechanical characteristics on rock yielding at low confinement, leading to an improved mechanistic understanding of excavation-scale rock yielding processes at excavation boundaries.

"A 15 cm diameter by 732 cm height, fully automated pilot column was installed in the Agnico-Eagle’s Laronde concentrator (Québec), for evaluating the performance of newly developed sensors and advanced process control algorithms. For eventual comparison purposes, the pilot column is continuously fed with the same slurry feeding the copper-circuit third cleaner column. It is equipped with electrical conductivity-based sensors for estimating the three variables used in the multi-variable control algorithm under evaluation: froth depth, fraction of wash water underneath the interface and gas hold-up. Froth depth is regulated using a PI controller while a predictive controller is formulated as the minimization of the tracking errors of gas hold-up and bias rate, keeping several operating constraints between their practical upper and lower limits. In particular, an unreachable high set point of gas hold-up can be selected in order to maximize the bubble surface area available for particle collection, while maintaining bias rate above a minimum value required for froth cleaning. The proposed strategy may indirectly help optimizing flotation column operation by using these secondary variables, without the implementation of a real-time optimization layer.INTRODUCTION Flotation columns have already been used for more than 30 years, mainly in cleaning stages, as a result of their froth washing capabilities. Despite their widespread usage, the measurement of some pertaining variables and their use for automatic control is rather scarce. Among the most important variables directly related to the process metallurgy (concentrate grade and recovery), froth depth (hf) is the only one normally monitored and controlled. Even though commercial sensors are available, gas hold-up (eg), a variable directly related to concentrate recovery, is seldom measured and never controlled. Another important variable, bias rate (Jb) responsible for concentrate cleaning, is simply not measured at all, as there is no commercial sensor available. Therefore, besides froth depth, continuous monitoring of process variables is limited to flow rates (gas, feed, tailings, wash water), i.e. to manipulated variables. Some new available sensors have been industrially tested, e.g. the Sonar-TracTM for eg (O'Keefe, Viega & Fernald, 2007) and the McGill hold-up sensor (Tavera & Escudero, 2002). Others, for bias rate and frother concentration, have been successfully validated at laboratory scale by Laval’s LOOP researchers (Maldonado, Desbiens, del Villar & Chirinos, 2008b; Maldonado, Desbiens, del Villar & Aguilera, 2010a). Some devices have been extensively used for monitoring bubble size and space distri-bution, e.g. McGill bubble viewer (Gomez & Finch, 2007) and others."

Tiedback walls are now recognized and accepted as a good solution for a variety of structural problems: ? Retaining Walls and Bridge Abutments in cut situations ? Landslide stabilization ? Repair/support of existing walls Acceptable techniques have been developed for anchoring in cohesive and granular soils and in any kind of rock. Methods have been developed for adequately protecting tieback tendons against corrosion and for testing every tieback to verify its long-term load-carrying capacity. However, the major problem that the industry faces today is how do we get constructable and economical tiedback walls contracted for and built with minimal claims. This paper will explore the issue of "constructability" through a look at specific problems from actual projects. From a research report from the Construction Industry Institute, Austin, Texas (1986), constructability is defined "as the optimum use of construction knowledge and experience in planning, design, procurement and field/operations to achieve overall project objectives." Maximum benefits occur when people with construction knowledge and experience become involved at the very beginning of the project." The design and installation of tiebacks has been developed primarily by specialty contractors; each contractor has evolved its own methods of performing the work, and consequently, many of the techniques are patented and proprietary. The real question is, how do we make effective use of this knowledge and experience during the design phase of the project?

INTRODUCTION Content of this Report The 1300m long twin-bore 8.1m diameter Airside Road Tunnels (ART) were excavated beneath the busy taxiways and stands of Heathrow Airport between 2002and 2003. The tunnels were fully completed and handed over to the client for use early in 2005. This paper will describe the purpose of the tunnels, and the measures put in place to minimize the impact of construction on the daily activities involved in running an international airport. Terminal 5 Construction Heathrow Airport is the busiest international airport in the World, with a current capacity of circa 67 million passengers per year, based on existing infrastructure of4 passenger terminals, 1 cargo terminal, 2 runways and 170 aircraft stands. Terminal 5(T5) is being built to increase Heathrow’s passenger capacity by providing the following: 12 additional aircraft stands through redevelopment of the south apron area, in the autumn of 2004 A main terminal building (T5A) and a first satellite (T5B), and 43 additional stands by the spring of 2008, most of which will be able to receive the new generation large aircraft (Airbus A380) A second optional satellite (T5C) by year 2010 A third optional satellite (T5D) by year 2015 The total value of the project is approximately 4.2 billion pounds for the main phase of the works spanning from 2000 to 2007. Purpose of the Airside Road Tunnel The ART has been constructed to support the internal road traffic of the airport between terminals, aircraft stands, runways and taxiways, for passenger buses, service and technical vehicles. The majority of the traffic will be buses transporting passengers between the terminals and their aircraft.

During the SME Board of Directors’ midyear meeting in Monterey, CA Aug. 25, I discussed trends in the construction aggregates industry. Many construction-material suppliers may not have yet fully internalized the changes that are taking place. But the changes are significant. And they have shifted the focus in the aggregates industry from “assets” to “people and innovation.” Construction-material suppliers serve many customers. A typical quarrying operation at Graniterock would have more than 1,000 customers, mostly civil engineering contractors. Along with the push toward people and innovation, there is increased emphasis on vertical integration from aggregates to ready-mix concrete and hot mix asphalt, to final construction. If a company is not vertically integrated, it will at least have strong partnerships with other firms, to deliver a high-quality finished project on time.
