There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

Aruba, formerly a. part of the Netherlands Antilles, separated on January I, 1986, and became an autonomous part of the Netherlands. Full independence of the island from the Netherlands is scheduled for 1996. In this chapter, however, Aruba's statistics are included with those of the Netherlands Antilles. Tourism continued to be the main industry of the island, which continued to depend heavily on imports, mostly from the United States. During the year, the Government was preparing legislation to regulate the exploration of oil deposits in the relatively shallow sea around Aruba.

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. The granulites and related "dry" igneous rocks tend to be passed over during exploration for metals. Preliminary data show that high trace concentrations of eu, Ni, and other metals of economic interest are commonin orthopyroxene and some of the other granulite minerals. During retrograde metamorphism of granulites, pyroxenes are converted to amphiboles or phyllosilicates, and significant quantities of metals are released andbecome available for incorporation into new mineral phases, or may be transported elsewhere. S-rich scapolite is the normal scapolite of granulites. Its retrogression to secondary plagioclase provides much S which scavengesCu and Ni, from pyroxenes undergoing retrogression, thus producing ore-fluids. A full analysis of a scapolite with 5·10 per cent SOg is given.Beryl is unstable in granulites but the rare Be mineral taaffeite (Al4Mg(Be, FeII)Os) with 5·50 per cent BeO occurs in central Australia as a pale green tabular mineral easily confused for chloritoid in hand-specimen.Metamorphic differentiation and mobilization of primary ore concentrations are major factors controlling their post-granulite attitude and grade.Zones of retrograde metamorphism are commonly found cutting or engirdling granulite terranes. As the "volatiles" for the new hydrous minerals of many of these zones are of deep-seated origin and may be juvenile, sulphide mineralization in them may also be of mantle origin. However, it is likely that much of the metal content could be scavenged from the granulites as they are down-graded by juvenile volatiles. Major Bouguer gravity anomalies delineate some granulite terranes (e.g. Fraser Block, Western Australia), and are related to deep-seated geosutures and mantle disturbances.Many granulite terranes are linear belts and appear to be welded to older cratonic blocks.

The Northland region of New Zealand has a complex geological history which has long been the subject of considerable controversy. Small mineral deposits have been discovered in the past, and some have been mined. Except for aggregates and very high quality china clay, mining is virtually nonexistent at present. Mercury mining is proposed from small deposits in the Kaeo area. Intensive exploration for epithermal precious metals deposits in the past seven years, combined with some recent geological mapping undertaken by the Geological Survey and University thesis students has added greatly to an understanding of Northland's geology. Mapping of the Whangaroa-Kaikohe map sheet at a scale of 1:100 000 by Brown and Laurenson Limited has enabled new geological information to be collated for the first time since 1961, when the last geological map was published. The 'Northland Allochthon' is now observed to be a series of four or more thrust sheets each containing predictable formations. High angle faulting contemporaneous with overthrusting has modified the thrust sheets, and established a series of horsts and grabens. The Pirau Fault is considered to be a major earth fracture.

ALL history testifies that the mineral resources of a region have furnished both the impulse for its first development by man, and the foundation for its subsequent occupation by civilized and prosperous communities. In the pre-historic ages, the hunters, fishers, shepherds and gardeners of the world may have wandered or tarried without regard to the attractions of the mineral deposits which they could not utilize, and therefore did not value. But with the rise of civilization, as expressed in manufactures and commerce, the national value of such deposits began to be realized. Barbarous and remote tribes, possessing the sources of such supplies, won recognition in trade long before they could attain it through any other means. Thus, the North American Indians of Lake Superior exchanged their native copper for the mica of North Carolina; the ships of Tyre sailed all the way to Spain for lead and to Britain for tin; and the fleets of Solomon brought gold from Tarshish. In more modern times it has been chiefly the precious metals that have stimulated exploration and conquest. The inherent qualities and the traditional value of gold and silver sufficiently explain this historic fact, the continued existence and potency of which is evidenced, even in our own times, by the occasional rush of eager adventurers to new districts where gold and silver have been discovered. The history of North and South America has been peculiarly influenced by this factor. In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

The mineralogy, textures, and genetic significance of a silver-rich siderite vein and an apparently co-genetic galena vein from the South mine, Broken Hill are discussed.Both veins cut sharply across the Main Lode Horizon and appear to be coeval with thc A.B.H. Consols lode.The minerals of thc siderite vein apparently result from the preferential leaching of silver from Main Lode Horizon ore with a demonstrable "breakdown series" commencing with tetrahedrite, passing through silver sulpho-salts, and ending with simple binary compounds or with elemental silver.The siderite vein has been deposited by metahydrothermal fluids along the lines of Schneiderhohn's "secondary hydrothermal" mineralization.

Several factors contributing to the loss of fibre during treatment are a function of the paragenesis of the veins. The occurrence, of magnetite from the cap rock within the veins prevents complete fiberization. There is a marked similarity between these veins and those in the Koegas-Westerberg area of South Africa.INTRODUCTIONAn investigation of the mineralogy of the Wittenoom Gorge crocidolite veins was undertaken in the latter part of 1962 at the request of the Colonial Sugar Refining Co. Ltd. It was anticipated that such a study might reveal the cause or causes of the lack of recovery of some asbestos during beneficiation. Some interesting features of the mineralogy and paragenesis of the crocidolite veins become apparent, but it is emphasized that the investigation is far from complete, as the study did not extend to the field occurrence.The samples examined were selected from the mill and from the untreated ore.GEOLOGICAL SETTINGWittenoom Gorge is situated on the Fortescue River in the Hammersley Ranges of Western Australia and is one of several gorges in these ranges, on the sides of which 'crocidoIite asbestos is known to occur. The Hammersley, Ranges consist essentially of a series of quartzites, shales, ferruginous quartzites and dolomites. These' rocks are part of the Nullagine Formation (Proterozoic) and are usually either horizontal or gently folded. In some 'areas small beds of riebeckite as well as crocidolite are known to occur interbedded in the sequence.Riebeckite is a monoclinic amphibole, the formula of which may be stated as Na2Fe2"Fe2" (OH) 2Si8O22, and crocidolite is a fibrous variety of this mineral. The commercial extraction of metals from manganese nodules on an industrial scale requires more than 50% of the investment necessary to realize manganese nodule mining. This is mainly due to the fact that a completely new metallurgical processing scheme for the extraction of both base metals (Ni, Cu, Co) and high-tech metals (Mo, Li, Ga) has to be developed and upgraded to industrial scale. There are a number of conventional processing technologies that combine hydro- and pyro-metallurgical approaches such as the INCO and CUPRION processes which have been developed in the 1970s and 1980s. Today, new approaches based on selective leaching with chelating agents and bioleaching try to minimize energy consumption and waste production. All of these extraction methods require knowledge how the metals are structurally bound in the manganese oxides. In this contribution we will review the current knowledge about the mineralogy of iron and manganese minerals in the different marine oxide deposits, present our results, and discuss the possible consequences for metal extraction.

In the 1980s and?90s the gold mining industry in South Africa came under pressure from the continued poor dollar gold price and escalating Rand based costs, furthermore the external impacts on the industry were changing. Thus, the Chamber of Mines (COM) shifted its focus away from many historical areas of support towards the new industry challenges in safety and health, labour markets, environmental responsibility, mineral rights legislation and social responsibility. During 1997 the lack of funds and the changes facing the tertiary institutions were often subjects of discussion at the various sub-committee meetings. The Metallurgical Sub-committee of the Chamber Education Fund or the Sub-committee of Consulting Metallurgists as it was known identified the need for the funding structure to change with the times. Up to this time the Chamber of Mines operated an Education Fund that supported mining industry academic departments at various South African tertiary institutions; these funds were derived exclusively from the country?s gold and coal mines the basis of Chamber membership. Funds of less than R5 million per annum were available for distribution by the three disciplinary sub-committees of mining, metallurgy and geology.

Low-grade, complex mineral deposits have resulted in the need for complicated large-throughput processing plants delivering increased productivity, reliability, and utilization, together with reducing operational costs. Complex mineralogy has resulted in complicated process flow sheets designed to recover minerals as efficiently as possible. In addition, the remote location of many minerals-processing plants, continuously rising energy costs, and fierce competition pose significant challenges to the modern mine, compounded by a global scarcity of qualified and experienced operational personnel. Over the last decade the Internet and automation technologies have undergone major advancements. Automation technologies, solutions, and concepts that existed, but were considered risky or unreliable prior to the year 2000, have now gained acceptance and matured. Furthermore, new technologies and different collaboration schemes have appeared, offering innovative solutions to the mining industry to address many of the challenges described. These advancements in reliable remote systems that access technology through the Internet provide significant opportunity to support mining operations, enhance process performance, provide engineering services, and proactively anticipate and execute maintenance services. This paper references a global survey of automation trends in the mining industry and the potential for an intelligent collaborative environment using automation technologies to exploit opportunities in operating the plant of the future, increasing effectiveness, and reducing operational costs. A variety of possibilities are described, including asset management solutions, remote access capabilities, performance monitoring solutions, advanced process control technologies, and the formation of an intelligent collaborative environment. A real example where this technology is used to support the operation and maintenance at a cement plant in Egypt is given to underpin the concepts described in this paper.

"The South Bay Division of Selco Mining is located fifty-four miles northeast of Ear Falls Ontario on Confederation Lake. The concentrator operates five days a week and processes six hundred tons per day of copper zinc silver sulphide ore. The concentrator is comprised of crushing, grinding, differential flotation, thickening and drying circuits. The major constituents of the concentrator feed are: chalcopyrite 7%, sphalerite 20%, pyrrhotite 3%, pyrite 25 - 30% and felsitic volcanics 40 - 50%. The mine went into production in March 1971 with an anticipated three year life and is now scheduled for closure in the summer of 1981. Recent mine production has been limited to three cut and fill stopes which have widely varying ore grades, therefore mill feeds vary from 0.25 to 4% copper, 3.5 to 27% zinc, 0 to 0.4% lead and 15 to 30% iron.In mid 1977 Selco negotiated a six month rental purchase agreement with Outokumpu Instruments Canada Limited for a five stream analyser system. The Minexan 202 probes were the first Outokumpu probe type analysers installed in Canada although Outokumpus' Courier systems are well known. Installation of the system took place in April 1978 and after numerous hardware faults the six month evaluation began in August. By December it was obvious that the Minexan 202 probes with proportional detectors did not have adequate resolution to determine low copper values in either of the tailings streams. Outokumpu offered to replace the tailings analysers with a new prototype solid state detector probe the following summer. The evaluation on the five Minexan 202 probes continued until August 1979 when the new solid probe was installed. The Minexan S (solid state) probe was evaluated with the three remaining Minexan 202 probes until December 1979 when Selco elected to purchase the system."

This paper explores the structural/physical and policy based issues that have lead to the apparent resource conflict between Forestry and Mining on the West Coast. Both industries are important to the West Coast and bear many similarities, particularly at the corporate end of the mining scale. However there are very distinct structural differences which set the scene for friction at the boundaries. Examples of how mining impacts upon forestry illustrate where some of the friction arises and provides some insight as to where some solutions are or may be found.

Your Excellency, on behalf of the Council of the Australasian Institute of Mining and Metallurgy, and, indeed, on behalf of everyone present, I extend to you a welcome, and our thanks for your gracious acceptance of the invitation to be here to-day and, later on, to present Honorary Membership Certificates. I also welcome the several official representatives of our Allies, of Great Britain and our sister Dominions.To Messrs. E. C. Driffield and E. J. Rigby, two of the original Foundation Members, who are with us to-day, I extend greetings.The present occasion is opportune to express, on behalf of a representative body of professional men, deep appreciation of the sacrifice which His Majesty the King has made, and will continue to make, by appointing His Royal Highness the Duke of Gloucester as Governor General of Australia and, therefore, His Majesty's senior personal representative in this country.I suppose, that as the primary reason for our assembly to-day is to celebrate the Fiftieth Year of the Institute's existence, I should properly on this occasion, give an account of its history and development. However, as this subject was ably covered by Mr. L. V. Waterhouse, in his Presidential Address in 1938, I trust I may be excused for selecting some other subject. I shall, therefore, exercise my privilege as President and give you a short history of the Mining and Metallurgical Industry of this country with special reference to its effect on the development of the Commonwealth and on the national economy. I apologize in advance for any statistics which I inflict upon you; some of these will be three or four years out of date, because of censorship restrictions. I shall as far as possible refer firstly to the industry prior to and including 1893, the Institute's foundation year, and then to subsequent development.Australia, is pre-eminently a pastoral and agricultural country and it leads the world in the production of wool. Nevertheless, it has an international reputation as a producer of gold and various metals and of minetal products.The development of gold mining in the decade 1840-50 was an epoch-making event in Australia's history, because, to quote one writer's apt phrase, "it precipitated Australia into nationhood." It was certainly responsible for a rapid increase in population. Thus, during the period 1841-1861 the population of Australia increased fourfold, from 221,000 to 1,170,000.The effect of the discovery of gold in Western Australia was even more striking. The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.
