At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

Project delivery strategies are determined by project context, business case requirements, scale of project, market conditions, ownerÆs capability and preference, contractorÆs experience, resource and skill availability, project location and type of project or facility.Successful project management requires the setting of coherent, effective and realistic business objectives and success criteria. The management team needs to lead, prioritise, resource, align, plan, track and communicate the processes that enable the realisation of these business objectives and success criteria.For any given project there is a unique balance between selection of a simple project delivery strategy that minimises interfaces and a complex strategy that necessarily engages the use of expertise and experience from numerous parties. The right balance for a project between these "book-end cases" is a function of how the project owner or managing contractor defines its objectives and chooses to manage risk, cost, schedule and project quality, in the context of the conditions affecting the project.Selection of an effective project delivery strategy requires a detailed appreciation of the range of external and internal environmental / shaping factors which influence the project. These factors include the project constraints imposed by the business, market or operational environments and the selection of an effective mix of primary (head contract), secondary (mix of vertical and horizontal packages) and tertiary (type of individual contract) strategies. The selection of the primary, secondary and tertiary strategies also shapes the project, the size and responsibilities of the ownerÆs team and the framework for delivery of outcomes.How does an owner or prime contractor decide? What is the optimum for a given project? Those with operations management backgrounds will have different views to those with project and construction management backgrounds.Is the simplest practical approach the best approach? Each and every interface needs to be managed.The owner will want a very experienced team that is engaged directly with the owner. The team will have a track record of successfully performing projects using contractors skilled in their respective disciplines and selected using competitive tendering on brilliantly designed scopes of work and good contract terms, with a fully defined project scope and appropriate schedule, for which all significant risks have been addressed and no scope changes are outstanding. Budget and schedule will be expected to have been developed with a full understanding of the scope, situation, risk management requirements etc.The problem is that these conditions rarely exist. The challenge in selection of a project delivery strategy is to resolve how best to address the inadequacies between the ideal case and the present reality. The financing of large mining projects in developing countries is often achieved, at least in part, by limited-recourse financing methods. Financing agreements are affected by the basic accord that is struck between the host government and the sponsors of the project. It is concluded that governments and project sponsors should take into account the requirements of lenders when structuring such mineral development agreements to maximise the potential for attracting project financing. Lenders are likely to be most interested in aspects such as fiscal arrangements, calculation of taxable income and general accounting rules, royalties, transferability of payments/dividends overseas, corporate structure and control, staged development, financing, loan support and state guarantees/approvals, political risk, provisions for default, product marketing, settlement of disputes and environmental issues

Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

Paper written on project work carried out in partial fulfilment of BSc Engineering (Mining) The aim of this project is to determine whether certain pillars occurring within the no. 1 shaft and no. 2 sub-shaft ground are feasible for extraction. The extraction of these pillars is essential in prolonging the life of Kloof Main Shaft as its VCR resource becomes depleted. Extraction of these pillars will require a combination of designs and factors, with rock mechanics and ventilation being the main considerations. Primarily for the pillar extraction, an initial production target of150 kg gold, mine able in one year from commencement of ?opening up? was set. The planned target has been exceeded and the feasible pillars identified are expected to yield an additional 1 390 kg of gold to the shaft?s production profile. However, not all the required ventilation designs have been completed to date, the reason being that at the time of the project, many of the pillar areas were inaccessible and thus ventilation conditions are unknown. This project is therefore an ongoing process and will require further design once all targeted pillar areas have been opened up. A preliminary costing analysis of the pillar mining was performed and it was found that all targeted pillars with the exception of 38?61 pillar are profitable.

Jusqu?à maintenant, NIOCAN a investi plus de 7 millions de dollars dans le développement de sa propriété minière de niobium située à quelques 40 kilomètres au nord-ouest de Montréal. Le haut rendement économique des deux gisements principaux que compte exploiter la compagnie, le S-60 et le HWM-2, a été établie par des études de faisabilité effectuées par le consortium Met-Chem/SNC-Lavalin. La mission que s?est donnée NIOCAN inc. consiste à mettre en production ses deux gisements et à devenir ainsi productrice de ferroniobium dans les plus brefs délais. Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

Some large-scale mining companies in Ghana have adopted proactive management strategies in dealing with small-scale (galamsey) miners who have encroached on their concessions. This has been mainly achieved by ceding portions of the concessions held by the companies to the Minerals Commission of Ghana for licensing to the small-scale miners. This development has created an amicable relationship between the mining companies concerned and the galamsey miners in their host community. "This paper discusses how to effectively conduct energy efficiency studies during the design of new mineral processing plants and plant expansions. Energy management studies for new plants are ideally conducted as part of the feasibility study, but can also be done at the detailed design stage prior to the purchasing of equipment. Energy management engineers work as part of the mineral processing plant design team.Such studies usually result in energy savings of approximately 3-8% of the predicted plant’s energy consumption and energy demand. Potential cost savings can be significant. A variety of mineral processing systems – crushing/grinding, pumping, materials handling, fans/blowers, compressed air, and others – are assessed within this study.Energy Management Information System (EMIS) studies can also be performed for the new plant or plant expansion, as an independent study. EMIS can be incorporated into the electrical and controls design of the plant.Most Canadian Utility companies fund new plant design studies and provide financial incentives based on the predicted energy savings and incremental cost of the more energy-efficient design. A new plant energy efficiency study improves the potential for energy reduction because only the incremental equipment cost is included in the project return-on-investment calculation. After the design and construction phases, energy efficiency projects must justify the entire cost of the upgrade, which is significantly higher than the incremental cost alone.This paper outlines the major steps of a new plant/plant expansion energy efficiency study, the available utility company incentives, and the areas yielding the largest potential energy savings.IntroductionThis paper discusses energy efficiency studies and energy management systems with regards to mining operations. The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

Tyres account for 25-30 per cent of the operating costs of large capacity haul units as used in open-cut mines.Tyre operating costs can be substantially reduced and often contained in real terms by applying knowledge that is now available.This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

"A study of five commercially available solvent-extraction diluents in combination with three commercially available extractants under sub-Saharan African copper solvent-extraction conditions yielded intriguing results. A variety of physical and chemical property analyses showed that the diluents have some property differences, but overall the properties are similar and provide comparable solvent-extraction performance. Although each physical chemical property technique provides useful information, no individual test result suffices for prediction of diluent performance. Furthermore, a diluent should be evaluated within the conditions for which it is targeted to determine a true measure of performance. Overall, the diluents studied possess appropriate physicochemical properties for sub-Sahara Africa copper solvent-extraction conditions and can be utilized to achieve efficient, safe and reliable operations. INTRODUCTION Background Today, commercial SX diluents are available globally from a limited number of manufacturers. Production quality and consistency of these diluents have improved tremendously over the past 20 years. For example, diluent flash points have been increased incrementally to improve transport and handling while reducing fire hazards. In addition, properties have been successfully modified to minimize evaporative losses, ultimately reducing SX plant raw material costs. Diluent manufacturers have also focused on meeting performance requirements of SX plants, including eliminating components detrimental to SX operations, such as olefinic groups that can react with various species resulting in changing phase-disengagement properties over time, as well as ensuring that proper hydrocarbon components are present within diluent mixtures to maintain good reagent–metal complex solubility. These challenges have been met in the midst of ever-increasing stringent environmental regulations. Sub-Saharan Africa copper SX operations pose a unique set of conditions for diluents due to inherent ore compositions and the associated high reagent concentrations required for complete copper extraction. Chevron Phillips Chemical Company, LP has been manufacturing hydrocarbons and hydrocarbon-based diluents since the mid-80s, applying this experience to identify the physical properties considered crucial for proper performance in SX operations. This paper documents the findings of a study utilizing commercially available diluents in combination with extraction reagents commonly utilized in African SX operations to evaluate the relative performance of the diluents under sub-Saharan Africa copper SX conditions."

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

This paper describes a proposal to reopen the Sylvia gold mine for underground exploration and development for an initial production of 10 000 tpa. A combination of trackless mining equipment and railtrack would be utilised for development with ore extraction being carried out by undercut and fill methods. The use of the smallest LHD units for mucking, and rail track for the main haulage together with airleg drilling will form the basis for development and stoping. The proposal has been subjected to an environmental impact assessment report to evaluate the impacts of the proposal on the natural and social environment in the area.

High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.

Field portable X-ray fluorescence (XRF) and near infrared (NIR) instruments are proven technologies in the minerals industry. The in-field results of these instruments can add value early in the project life, leading to cost-effective decision-making compared to their equivalent laboratory based techniques. However, in order to add value to a project, it is crucial that the instruments are employed correctly.Orientation studies should be carried out prior to initiating a sampling program to achieve the highest level of quality assurance and control for the results. Hence, an appropriate sampling workflow begins with considering what outcomes are required, including level of precision, accuracy, reliability for elements and minerals of interest, and sampling errors. The workflows proposed include soil sampling and reverse circulation and diamond drilling sampling techniques, and laboratory based techniques. They are practical and flexible workflows using available portable XRF and NIR technologies that can be applied to current sampling and drilling methods.The combined technologies have the ability to create large, integrated geochemical and mineralogical data sets that can provide cost savings for every stage of the mining chain from exploration to prefeasibility, mineral processing and environmental remediation.CITATION:Jansen, N H and Bridgwater, H L, 2017.
