A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

Stratiform lead-zinc mineralization at the Pegmont prospect occurs as a 4-6 m thick body interbedded within arkose, schist, amphibolite, and pegmatite of the Kuridala Formation in the Eastern Belt of the Lower Proterozoic of northwest Queensland.The overall structure of the body is that of a strongly crumpled east-dipping sheet. In detail it is subjected to complex and irregular deformation.Gossaneous outcrops of the mineralised body are anomalous in Pb-Zn-Ag content and have been traced, discontinuously, over about 36 km2 in a NNE-trending belt.Below the zone of oxidation, which reaches 25-40 m below the surface, the primary sulphides are galena, sphalerite, and pyrite.Drilling on a 2 km2 area near the discovery outcrops indicates fairly uniform grades of lead and zinc.Changes in thickness of the mineralised body are gradual.

An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

Faced with a severe disposal problem of their fines from a coal mine in the heart of the Appalachian Mountains of extreme eastern Kentucky, Eastern Coal Corporation has built a special plant to pelletize the fines into high quality coal pellets meeting the requirements of the metallurgical market. These low-ash, low-sulfur pellets measuring 3/4 x 3/8 in. contain less than 1.5% moisture and have the same stability as raw coal of the same size. Although Eastern Coal is mining 6000 tpd, the company had, until recently, no provision to recover the fine coal which was included with the plant effluent pumped to a 12-acre refuse pond. The pond, impounded behind the coarse refuse dump, rose 15 ft last year and obviously no pond can stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method.

Iron ore concentrate is not easily transported to, or processed in, ironmaking plants, therefore it is necessary to agglomerate. This paper will determine the possibility of agglomerating Sishen concentrate into suitable ironmaking feedstock. Pelletizing is one of the conventional and preferred agglomeration processes for iron ore concentrate investigated at Kumba Value-In-Use Laboratories. Sishen concentrate was mixed with binder, and then pelletized using a laboratory pelletizing disc; afterwards the green pellets were indurated at high temperatures to give strength high enough to survive handling and lessen disintegration in the shaft during ironmaking. Sishen pellets have satisfactory physical and metallurgical properties which make them suitable feedstock for the direct reduction processes. These were tested under Midrex shaft operational conditions and performed well, with a metallization of 94.47% being attained.

Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

Productivity improvements over the years with these two drilling techniques has taken some of the bite out of the transition, while improved fragmentation and more uniform muck due to the tighter patterns can help offset increased explosives costs.

An accurate estimation of mining block grades continues to be a challenging task for ore reserve practitioners. Two of the factors that affect the accuracy of the estimates are the estimation method used and the variability of the mineralization in the deposit. The objectives of the study are twofold: Firstly, to see how different estimation methods perform on a given deposit. Secondly, to determine the impact of particular nature of the mineralization on the results. The comparison of several estimation methods for the prediction accuracy is performed using the conditional simulation results as the basis.

SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. "The Louvicourt Mine located near Val d’Or, Quebec has been in operation since 1994. It produces copper and zinc concentrates. The tailings generated from the ore processing operations have a strong net acid generating potential. Louvicourt Mine, a grass root project, was designed for closure with the best available technology at the time of design. In order to inhibit short and long time acid potential generation, sub-aqueous disposal was selected at the design stage. Given the fact that disposal in a natural lake was ruled out up front for obvious reasons related to loss of natural habitat and risks of permitting delays, a man made facility built with dams was planned. This mine includes therefore the first fully man-made sub-aqueous tailings disposal facility built in Canada. The requirement of using sub-aqueous disposal had serious implications on the placement of tailings. This tailings facility located about 9 km from the mine site has been selected based on the available natural confinement, the favorable foundation and hydrogeological conditions. This paper describes the site and the design criteria that were used. A presentation is also made on the placement technique to maximize storage and its impact on the operation of the basin. The performance of the basin, the dams and the decant structures is reviewed.Résumé : La mine Louvicourt, située près de Val d’Or, Québec est opérationnelle depuis 1994. Elle produit des concentrés de cuivre et de zinc. Les résidus générés par les opérations de traitement du minerai possèdent un fort potentiel net de génération d’acide. Le parc à résidus de la mine Louvicourt, implanté dans un milieu naturel intact, fut doté dès sa conception initiale de la meilleure technologie de fermeture disponible à l’époque, soit la déposition sous couverture aqueuse et ce, dans le but de bloquer le potentiel de génération d’acide à court et à long terme des résidus. Etant donné que la déposition dans un lac naturel fut mise de côté dès le départ pour des raisons évidentes reliées à la perte d’habitats naturels et au risque d’introduire des délais dans l’émission des permis, un étang artificiel délimité par des digues a été conçu. Cette mine fut donc la première au Canada à être dotée d’une installation anthropique de disposition des résidus sous une pleine couverture aqueuse. L’exigence d’une déposition sous couverture aqueuse a eu des implications sur le mode de mise en place des résidus. L’emplacement de l’installation de gestion des résidus a été choisi en un lieu situé à environ 9 km du concentrateur sur la base du confinement naturel disponible et des conditions hydrogéologiques et géotechniques favorables. Cet article décrit le site et les critères de conception utilisés. Une présentation est faite sur la technique de mise en place utilisée pour maximiser l’entreposage et son impact sur l’opération du bassin. Brooklyn Basin Project is a multi-billion-dollar development of the former Port of Oakland 9th Avenue Terminal located along the Oakland Estuary of California. A centerpiece of the development is the 10-acre shoreline park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. Prior to constructing the wharf, a rock dike was placed to protect the shoreline. The presence of the rock dike increased the hazards from lateral spreading of the underlying bay mud and non-ductile shear failure of piles driven through the dike. To open the park to the public, the wharf required a seismic retrofit in compliance with the California Building Code. The paper presents the results and conclusions of the following topics: • Structural condition assessment and repair strategies for the existing wharf deck, piles and jackets • Application of the California Building Code (CBC Ch31F) for the performance-based seismic evaluation of existing piers and wharves • Nonlinear pushover analysis of the wharf including the combination of inertial and kinematic effects • Impact of rock dike on lateral spreading and kinematic effects and the significance of existing piles in stabilizing the lateral spreading of the rock dike • Retrofit strategies for the wharf to meet the required seismic performance requirements per the California Building Code and reduce the demands on existing piles which were driven through the rock dike INTRODUCTION The 65-acre Brooklyn Basin Development project is located in Oakland, California. The project consists of 3,100 housing units, 200,000 sq. ft of retail and commercial space, along with various parks and public access improvements along the Oakland Estuary. A centerpiece of the development is the 10-acre Shoreline Park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. As shown in Figure 1, the wharf deck and piles support the 9th Avenue Terminal Building.

Geogrids can be used as surface control on both the roof and rib in underground mines to prevent the fall of small pieces of rock and material from between the primary supports. The use of screen material such as geogrid can significantly reduce the number of ground fall injuries caused by these small rock falls. Because of the potential for reducing injuries through the use of screen, the National Institute for Occupational Safety and Health (NIOSH) has conducted tests on screen materials including geogrid to determine their support characteristics and identify parameters that can affect their performance with respect to maintaining broken or failed rock. A specially designed test frame installed in the NIOSH Mine Roof Simulator (MRS) has been used to evaluate the load and stiffness characteristics of the screen material. Two types of geogrids with various designs have been tested-a polyester yarn and a polypropylene grid. The load-displacement characteristics of these grids were determined and the load capacity and stiffness were calculated through 20in of displacement. The load capacity and stiffness of the geogrid in general are shown to be related to the ultimate tensile strength of the screen material.

Video techniques for monitoring exposure, such as NIOSH’s “Helmet-CAM,” employ both real-time dust monitors and mobile video cameras to assess workers’ respirable dust exposures. Many real-time personally worn dust monitors utilize light scattering sensing elements, which are subject to measurement biases as a function of dust type (size, composition, shape factor) and environmental conditions such as relative humidity. These biased and inaccurate dust measurements impair the monitor’s ability to properly represent actual respirable dust concentrations. In the testing described, instrument mass concentration data was collected using three different types of commonly used commercial off-the-shelf personal dust monitors and compared to a reference standard. This testing was performed in a calm air (Marple) dust chamber in which three units of each make and model (for a total of nine monitors) were used for each test. Equivalency factors (EF, a multiplier to match the Thermo TEOM 1400a reference instrument) ranged between 0.746 and 1.879 across all dusts and environmental conditions tested, and between 0.821 and 1.519 on the ISO test dust.

"Economies of scale and the variable characteristics of many large ore deposits have resulted in grinding installations having large SAG mills fitted with variable speed drives. Problems associated with effective operation of this equipment has created the need for better operator knowledge of mill load behavior and the need for new instrumentation capable of providing accurate information about load movement and composition. This paper discusses two performance enhancing instruments available to address these needs.INTRODUCTIONThe economic demands of new mining projects has resulted in increased equipment sizes and this is particularly evident in milling where there are now many SAG mills operating in the range of 28’ – 40’ diameter with installed powers of 8 – 22 MW. These mills are designed to process very high capacities of ore daily2 and the variable characteristics of many of the deposits mined results in the need to vary the mill speed during processing to cater for the changes in ore hardness. Mill speed changes often result in operational problems associated with high-energy impacts striking the mill liners reducing energy efficiency as well as degrading the grinding media through breakage, accelerating liner wear and in extreme cases even breaking liners. These operational problems have given rise to the need to have instruments aimed at providing operators with accurate information in real time about the load composition and movement within SAG mills.The original concepts for operating SAG mills were derived from past experience of operation of conventional fixed speed ball mills. However, the relatively stable conditions that applies with fixed speed and constant ball charge in ball mills supports theoretical approaches to the grinding process based on energy calculations such as Bond’s Work Index concept. Later a set of parameters Si and Bij were used for describing load kinetics, but all of these methods neglect the details of load movement and how the energy is actually used inside of the mill. It is now commonly accepted as a basic rule that SAG mills grind by impact whilst ball mills grind by attrition and consequently SAG mills are designed and operated to generate a large amount of impacts by the cataracting load without paying sufficient attention to where these impacts are actually occurring. Many mills are operated on the basis that as long as the mill is consuming the expected power there is little attention given to the class of bodies using this energy and this often results in the inefficient use of energy."

Although two-entry yield pillar-based gate roads supported by wooden cribs have been commonly used throughout longwalling in the Wasatch PlateadRoan Cliffs coalfield of central Utah, a three-entry yield-abutment gate road configuration was recently trialed in the Hiawatha Seam at the Genwal Resources (GRI) Crandall Canyon No. 1 Mine, near Huntington, UT. Pillar, entry, and cable bolt performance were monitored through second panel mining using a fairly extensive array of geomechanical instruments installed over a span of four crosscuts. Ground pressure and entry closure measurements confirmed that the 9.1-m-wide (30-ft) yield pillar was partially shielded from first panel longwall loads by the 36.6-m-wide (120-ft) abutment pillar, and consequently, experienced only minor yielding until the approach of the second panel face. Complete yielding of the 9. I-m-wide (30-ft) pillar occurred when the second panel was approximately 6.1 m (20 ft) inby the instrumentation site. Average cable bolt loads and differential roof sag remained low through second panel mining and tailgate entry ground conditions were excellent; however, very high ground pressures in the abutment and yield pillars, and second panel rib strongly suggest a high potential for coal bumps utilizing this gate road configuration at mining cover depths in excess of 396 to 457 m (1300 to 1500 ft). This conclusion is supported by the suspected occurrence of small coal bumps along the abutment pillar ribs, observed indirectly as fresh debris in the middle entry just behind the second face. This paper presents a case history developed from the geotechnical measurements and on-site observations of this unique application of a yield-abutment gate road configuration and cable support system in the Hiawatha Seam.

Nowadays, technology has improved to extract dimensional stone blocks at quarry sites and also to process these at processing plants for making slabs and tiles. In the process of quarrying and processing, performance evaluation of machinery is very important to achieve optimum output at minimum cost with improved technology. Cost analysis of improved technology includes parameters such as manpower, energy consumption, tool consumption, depreciation, maintenance and also others. The chainsaw machine with long boom and rail in marble quarries and multi-diamond wire saw machine for slab making from granite blocks at processing plants have recently been introduced in India. Thus, a study was carried out under a research project on these machines to assess their suitability. In this paper, performance evaluation and cost analysis of chainsaw and multi-diamond wire saw have been carried out with existing machines on the basis of research findings.
