State mining regulations in Queensland stipulate that a mine be provided with an earth installed on surface and that all underground equipment that needs to be earthed should be connected via a copper conductor to this surface grounding point. The regulations further require that all exposed metal surfaces in underground substations be connected to an earth. In a study of earthing conditions at Mount Isa mine it was found that the physical anchoring of metal work at substations (with rockbolts and associated steel mesh) also provides an excellent electrical connection to the country rock. It was established that not only is the mine's earthing system grounded at numerous underground locations but also that such anchor points offer, in general, a path to ground with lower resistance than does the legally required grounding point on the surface. It is recommended that metalliferous mines should utilise a multiple-earth system and not a run earth connected to a single, above-ground earth point

INTRODUCTIONThe faults described in the following paper are of a somewhat unusual character, and have presented a serious problem both in the development and mining of many ore-bodies on the Eastern side of the Boulder Belt. They are mentioned only briefly in the literature of the field, but were observed by, both Stillwell (1)t and Gustafson (2), and have been studied by other geologists and operators in various parts of the "Belt." Their effect on the lodes of Hamilton Section, Great Boulder Mine, was described by King (3) in 1937, and, during recent years, they have been encountered in most of the Great Boulder workings extending east of the Boulder Dyke.Although this paper is based mainly on a study of faulting and development problems on the Great Boulder mine, the general conclusions reached may be applicable to the solution of similar faulting problems in other mines throughout the field.In order to arrive at a clear understanding of the somewhat complicated relationships which the east-dipping faults bear to the lode systems it will be necessary to give a brief outline of the salient geological and structural features of the "Belt" before proceeding to describe the faults themselves.2. GENERAL GEOLOGYThe most recent descriptions of the geology of Kalgoorlie are those by Stillwell (1) and Gustafson (2) and the reader is referred to these as representing the basis of current knowledge of the geology of the field.The Boulder Belt is comprised of a central core of altered quartz dolerite which is flanked on either side by fine grained greenstones and lavas, usually referred to as the calc schists. Down the centre of the quartz dolerite mass there is an infolded bed of slate (2, p. 105) which has been intruded in lit par lit fashion by albite porphyry; the composite body of slate and porphyry so formed is known as the "Boulder Dyke." Numerous smaller porphyry dykes intrude both the quartz dolerite and the calc schist; these vary in composition and range from chloritised hornblende porphyrites to albite porphyries.The whole of the rock assemblage has been subjected tG a considerable amount of folding, faulting, shearing and fracturing, the greater part of which took place before the formation of the lodes.

Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

"Abstract The economic and safe design of deep foundation systems in difficult soil conditions is based on a reduction of construction material used, construction time spent, energy consumed and a high-level modelling of the soil-structure-interaction. The special foundation system Combined Pile- Raft Foundation (CPRF), in-situ load tests on the construction site and a sufficient soil investigation allow cost optimised constructions. In any case at challenging projects the observational method has to be applied for verification and quality control of the design. Regarding the 4-Eye-Principle as basis of the quality control management an independent peer review of the planning, design and construction phases is the guarantee for safety, serviceability and optimisation of all projects. Main execution standards for the construction of deep foundations based on the Eurocode 7 are summarised and discussed. The paper presents the basics of the safe and qualified design and construction of foundation systems including quality assurance. What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

"Granular activated carbon is widely used in the gold mining industry for gold extraction from aurocyanide-containing slurry. The extraction process can employ carbon as part of the gold recovery operation for various circuit designs including carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) circuits. However, various qualities of activated carbon exist and the durability of the material can change significantly from source to source. Handling this expensive reagent can pose challenges when fine carbon losses occur in the CIP, CIC, and CIL circuits. Additionally, any gold that is adsorbed to these carbon fines can also be lost by various mechanisms including carbon attrition and fracturing, inefficient coarse-fine separation, and poor carbon fines capture. With the above in mind, a series of tests were conducted to investigate standardizing simple laboratory methods for testing carbon quality. A standard procedure beyond or enhancing ASTM methods can serve as additional starting points for evaluating carbon specific to the gold industry. The investigation focused on size distribution, flatness, wet attrition resistance, surface area, gold kinetics, and gold loading. The final results provided information to generate an equation for ranking carbon samples to plant performance.IntroductionActivated carbon for use in gold extraction is amongst the most commonly found processes in modern gold-milling plants. Although gold losses are inevitable in the milling process, operators often focus on the importance of maximizing gold recovery. One focus area that is important in gold recovery is optimizing the use of activated carbon and examining potential changes to realize improved economics for carbon-in-pulp (CIP), carbon-in-column (CIC), and carbon-in-leach (CIL) processes."

Between February and August of 1986, Dr Alfred Petrick visited New Zealand sponsored under a Fulbright grant administered by the New Zealand-United States Educational Foundation. The grant supported a research project completed by Dr Petrick having as an objective, the preparation of a preliminary economic evaluation of the mining of six Otago lignite deposits as a source of energy for steam power generation or in liquid fuels. The research is limited to consideration of preliminary geological and engineering data on the six deposits and to the time constraints of the Fulbright visit. This paper is a summary of the final Fulbright report. The complete report including the listings of the computer programs is available from the Otago School of Mines.

The Wolgan Seam of the Upper Permian IlIawarra Coal Measures of the Western Coalfield of New South Wales consists of high volatile, low sulphur, medium hard coking coal with high fluidity. This seam, 1·8-2·4m thick, in the Wolgan area, dips gently at 1°_20 ENE and lies at 160-440m below the deeply dissected surface of the western margin of the Blue Mountains plateau.A detailed study of the deposit has revealed that the Wolgan Seam consists of four main coal plies separated by three distinct stone bands. Each of these subunits is lenticular and displays individual physical, chemical and mineralogical characteristics which exhibit distinct spatial distribution patterns across the area. Most noticeable is the presence of long linear ESE-trending zones of low ash - high volatiles - high fixed carbon - high fluidity which delineate the major distributary pattern within the deltaic environment of coal formation.This seam contains some of the highest fluidity coal in the world.The Wolgan area, close to the western margin of the Sydney Basin, is characterized by:I. a regional, closely spaced, homogenous joint fracture pattern dominated by an orthogonal pair set trending 3400 and 0700, to which the face- and butt-cleat directions respectively of the Wolgan Seam are sub-parallel, and2. a more widely spaced, heterogenous, cross-cutting pattern of regional structural fractures. Zones of bad roof conditions are probably associated with these lineaments which are subvertical and trend in three majordirections, viz., 005°,035° and 115°.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

All industrial processes are economically driven, resulting in the ever increasing need for process optimization in order to stay competitive and profitable. Numerous models has been published depicting the optimization of the raw material usage in an arc furnace, as well as the thermal and electrical efficiency; however, to obtain a holistic view of the cost-effectiveness of the process one needs to expand the model to include the cost of all the operational variables. This project therefore aimed to not only include the raw material feeds and power consumption as input variables, but also the labour, maintenance, and environmental costs to generate an all-inclusive financial balance. In the end, the model was able to mathematically optimize the ferrochrome (FeCr) production process through evaluating the effect of a specified combination of input parameters. It could therefore be used as a tool to aid in managerial decision-making; to appraise and correspondingly adjust certain operational variables in order to achieve a maximum return on investment. This paper fully describes the reasoning behind the choice of the essential model components, the assumptions made during the models development, the calculation approach, as well as the advantages, limitations, possible applications, and areas for expansion of the final model. Through running simulations with plant data, it was found that the accuracy of final model remained fairly constant when applied to stable furnace conditions, but was met with a number of limitations when applied to more complex situations. These limitations could, however, be overcome through further development and expansion of the existing model to include a larger number of process variables.

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

"As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flowsheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particular under threat. The economics of these operations are far more susceptible to metal price, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most cost effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is normally overlooked is how a hydrometallurgical process could also be integrated in the overall flowsheet to achieve higher overall recovery at the mill. In the base metals environment, this is mainly because hydrometallurgical processes are associated with production of metal or use of expensive and toxic precipitating agents once the minerals of interest are solubilised. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams.Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams as well as tailings streams to compliment a concentrator flowsheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middlings concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows plants to operate on a more favourable part grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added on with no process interruptions.Two case studies are examined showing flowsheets and costings to arrive at the value proposition of the GT low grade treatment flowsheet."

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. EPA NRMRL Mine Waste Technology Program and Region VIII Superfund office are jointly conducting an in-situ technology demonstration at the Anchor Hill Pit Lake, Gilt Edge Mine Superfund site. The goal is to develop in-situ treatment cost/performance data for potential application in long-term water treatment/management at Gilt Edge and similar sites. The pit contained 77,000,000 gallons of pH 3water with elevated metals, sulfate, and nitrate. The Green World Science® patented process for in situ treatment was implemented to isolate and sequester metals; create stable long-term water quality and restore a sustainable ecosystem. COCs have decreased more than 99%, and dissolved discharge standards were attained.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.
