In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Bulk density and grade were determined on a variety of ore samples from the Mount Tom Price iron ore mine and the interrelationship between these properties and porosity deduced.Variable porosity is responsible for the wide scatter of data points and low accuracy of prediction in the grade of a single sample from grade/bulk density relationships.However, with a sufficient number of such data points, as from a nuclear geophysical borehole logging operation, the mean ore grade in an exploration-type drill hole (~63 per cent Fe) could be determined by regressionanal~sis with 95 per cent confidence intervals of approximately ± 1 per cent Fe. From the same logging operation, utilizing core data for calibration of the probe, the -mean fractional porosity for the drill hole (0·19 ± 0·016 at 95 per cent confidence interval) was deduced. This is less accurate than the corresponding result obtained on core material in the laboratory (0·20 ± 0·005).The range of porosity was from 0·08 for dense, high grade sectIOns of the ore, to 0·28 for friable ore of high grade or goethitic ore of lower grade. Shale band porosity ranged from 0·15 to anomalously high values of 0·48 believed to be caused by leaching of iron minerals from the shale. Porosity values for the iron ore component of the deposit are comparable to those found for the Cockatoo Island (W.A.) mine, and for sections of the Krivoy Rog (Ukraine) iron ore deposit of the Soviet Union.

Urban development to the south of Sydney is approaching areas of current and proposed coal mining. Already some structures and residential areas are affected by mining subsidence.Subsidence resulting from either conventional pillar extraction methods or longwall mining has been monitored for 15 years to enable the characteristics of the surface deformation to be determined.The vertical and horizontal displacements of survey stations on the surface are monitored and the results arc used to calculate subsidence, changes in slope of the surface, curvatures along the subsidence profile, and the ensile and compressive strains. These features are in turn related to the underground extraction to give a description of surface subsidence and the development of subsidence with time.Subsidence investigations have been carried out over all or part of the workings of six collieries in the Southern Coalfield.Two case histories illustrate the procedure in the investigation of subsidence phenomena. The first example is the study of the subsidence over a series of longwall panels in one seam and the second is a study of subsidence over pillar extraction in two seams one above the other. From the results of the investigations the effects of panel widths on subsidence are determined.This and other information assists mine planning in areas where surface movement and deformation are important considerations.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Patterns of quartz veining in epithermal gold-silver deposits at Wharekirauponga, Neavesville and Ohui in the Hauraki Goldfield, have been analysed to determine the effects of different lithologies on vein distributions. At Wharekirauponga, quartz veins are hosted in rhyolite and minor andesite, with the andesite containing slightly higher gold grades. Local basement andesite, rhyolitic tuff and silicified black shale host gold-bearing quartz veins at Neavesville. At Ohui, quartz veins are hosted in rhyolite, rhyolitic tuff and andesite. Fractal analysis was used to quantitatively describe the distribution of veining. The fractal dimension (D) of veining in silicified tuff is 0.25, moderately silicified rhyolite has D = 0.23 - 0.26, clay-altered andesite has D = 0.3, strongly silicified rhyolite has D = 0.3 - 0.39, silicified andesite has D = 0.4, and silicified black shale has D = 0.43. The D values are related to the composition of the host rock, and appear to be controlled by its competency. Hydrothermal silicification results in increased competency and higher D values. Vein thickness frequency plots for different lithologies show that andesite at Ohui, and to a much lesser degree at Wharekirauponga, contains more thick veins than rhyolite and tuff. Gold grades show a strong to fair correlation with higher vein density in three drillholes at Wharekirauponga. The fractal dimension of veining is an important control on fluid flow and gold deposition within an active epithermal system. Vein systems with higher D have a greater density of veining which would have favoured increased fluid-rock interaction. Lower D vein systems have more clustered arrays. The increased fluid-rock interaction induced by a high D vein system, when combined with a reactive host rock, results in an environment which is highly favourable for gold deposition. This situation is seen in the andesite at Wharekirauponga.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

A wide-ranging base of jig data was collected from various types of commercial jigs in 9 coal preparation plants in China, and a complete data analysis was made. It was found that the sharpness ofseparation was very variable, which demonstrates the complex interplay of the many factors which influence jig performance. Tests showed that there exist optimum frequency ranges in each compartment of a jig. Stepwise regression analysis indicated that the sharpness of separation is most sensitive to the intake fraction ofthe air cycle, the frequency, and the feed rate. By means of non-linear curve fitting techniques and statistical analysis, several mathematical models were developed to describe both partition curve and the jig performance, for simulation purposes.

New Zealand Steel's Taharoa titano-magnetite mine, south of Auckland, set two national load records when it transported around 2000 t of mining equipment three kilometres overland on time, under budget and without safety incident. It was the first time in New Zealand that four platform trailers were assembled end-to-end to transport a load. It was also the first time that a single load of 1000 t was transported on platform trailers. The need for the relocation of all equipment was realized five years ago. It took two years of planning and specialist advice to relocate the mine's 250 t dredge, 500 t surge bin, 1000 t concentrator plant and ancillary equipment from the Southern Mining Region across a specially designed haul road to the Central Mining Region. The project was carried out during a six-week shutdown in early 2001. Two dry docks were constructed, one at each end of the relocation route. The equipment was floated into a dismantling pond that was interconnected with the dry dock in the Southern Region. Through pumping, the water levels were controlled to allow transfer of the separated units from the dismantling pond into the dry dock. Once drained, sets of self-elevating platform trailers were used to transport the main units, one at a time, between the dry docks. Five prime movers were used to pull the loads. At the receiving end, the units were off-loaded in a dry dock interlinked with ,the first mining pond. The equipment was relocated because the reserves in the Southern Mining Region were mined out. A natural watercourse û the Wainui Stream û defines the northern boundary of the Southern Region and the objective became to relocate the mining plant to the other side of the stream and re-establish in the Central Region. The project team selected the trailers as the most effective means of transporting the equipment, particularly given the non-invasive means of crossing the Wainui Stream. Negotiations with prime contractor Tranzcarr Heavy Haulage Ltd commenced in mid-2000. The remainder of 2000 was spent in developing concepts with the contractor, detailed designing, preparing the dry docks, haul road and initial mine plan for the Central Region. These activities occurred with no conflict to the normal site production.

Continued regional uplift has overprinted these events. Prospecting by drilling and bulk sampling has demonstrated a complex alluvial gold resource which is now being mined.

The train haulage system being designed for PT Freeport Indonesia’s Grasberg Block Cave (GBC) will be located within the mine at an elevation of almost 3000 m above sea level on the west side of the island of Papua, Indonesia. The developing block cave is beneath the active Grasberg Open Pit and will transport 160 000 t of ore per day from multiple chute galleries to the underground crushing plants. The design entails 28 km of rail and 119 ore chutes, which will be brought online over the course of ten years.The train haulage system will be driverless and fully automated. Sequentially, the system includes remote controlled rock breakers at the top of the chute grizzlies, followed by remote controlled chute loading of the trains, then autonomous train haulage and autonomous unloading. An overhead catenary system (OCS) will power the locomotives, which are equipped with on-board batteries to drive through the loading and unloading sections. Service locomotives with drivers move material-laden freight cars in and out of the service shaft, destined for workshops, the magazine and batch plants. Service locomotives are also used for haulage level maintenance. Highly reliable and redundant control and communications systems are required to manage 12 trains in simultaneous operation.This paper provides an overview of the train haulage system’s technical complexities and the associated support systems interactions. Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Even though every engineer is not a patentee, nevertheless his interests in patents must always be direct and powerful, and ignorance or apathy in regard thereto must inevitably injure either his own interests or those of his employer. Final mine sealing of BMA’s Crinum North mine, near Emerald, Queensland was undertaken in December 2015. Due to the benign atmospheric environment at Crinum North, the Queensland Mines Rescue Service (QMRS) Górniczy Agregat Gasniczy (GAG) unit was utilised to reduce oxygen levels throughout the underground atmosphere as part of the final sealing process.The GAG was utilised by way of a vertical borehole from the surface to seam to successfully reduce oxygen levels throughout the underground mine workings. Application of the GAG unit enabled the underground mine to be classified as stable and inert within days of the GAG operation, and subsequently cease gas monitoring at Crinum North. The data and information obtained from this activity provides valuable information to the underground coal mining industry on successful application of the GAG in realistic situations.This paper discusses the strategy used for sealing, the assisted inertisation and the results obtained from the application of the GAG unit. It discusses both the overall results and gives a detailed review of the gas monitoring data obtained via the tube bundle and real-time system, both during and following the use of the GAG unit.Gas monitoring results obtained and the strategy used are critical to share with the industry to obtain a better understanding of how the GAG unit works, and how it can be applied for emergency preparedness, emergency response or planned inertisation.CITATION:Westthorp, E, 2017. Development of Process for Beneficiation of Low-Grade Iron Ore Samples from Orissa, India The paper deals with the results of characterisation and beneficiations studies undertaken on two low-grade Indian iron ore samples (IO-1 and IO-2) with a view to develop process for beneficiation of composite of the two samples to a high-grade concentrate, suitable for iron making through pelletisation. Indian iron ores contain relatively high iron but cost effective reduction of alumina within the specified limits has been a challenging task. Characterisation of the samples revealed the ore to be laminated and fine grained with hematite as the major mineral. Clay is the dominating gangue in most of the ore pieces followed by silica. Occasionally goethite and quartz/jasper were recorded. Clay occurs either as patches within the hematite mass or as cavity/fracture fillings. Liberation studies on the representative samples crushed to 2 mm indicated that around 95 per cent of the grains are liberated below 105 micron. Beneficiation of the two individual samples and their composite based on gravity and magnetic separation techniques resulted in products with varying yield and grade of the products. The effects of various process parameters were studied. Granulometry of the feed was observed to be important for improving quality of concentrate. The results of bench-scale studies were validated through pilot-scale continuous trials. Based on the studies undertaken a suitable process was developed for beneficiation of the composite sample, comprising 60 per cent IO-1 and 40 per cent IO-2, to a high-grade product assaying over 65 per cent Fe and material balance was computed. A commercial plant for beneficiation of low-grade iron ore to produce DRI pellet grade concentrate is proposed to be installed.

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

The Old Man Range, south of Alexandra, in central Otago consists of a package of highly folded greenschist facies schist of the Wanaka lithologic association. The range is crosscut by several east to ENE-striking high angle gold-bearing quartz veins, (eg Whites Reef and Grays Reef), which were extensively worked in the late 1800s. The range is bounded on its east side by the Old Man Fault, which separates these rocks from generally flat lying and planar Caples Terrane schist. To the west of the Old Man Fault, about halfway up the range, a large subparallel, 100 m wide fault zone strikes NNW and appears to cut off the historic veins. The fault zone consists of highly sheared and folded rocks and numerous high angle cataclasites and centimetre-scale clay gouge zones. Hydrothermal alteration is not apparent and the individual faults and shears are clay altered, possibly due to weathering, without visible quartz veins. Gold, limonite pseudomorphs after pyrite and rutile are concentrated in some of the narrow cataclasites and gouge zones. These mineralised structures are texturally similar to the gold-bearing reefs and may be structurally related. It is postulated that the NNW-striking shear zone and ENE-striking veins may be a conjugate array formed during a period of Cretaceous normal faulting.

At a regional scale, the Otago Schist has been divided into textural zones, metamorphic zones, structural transposition zones, and terranes and lithologic associations. Each of these subdivisions reveals aspects of the internal structure of the lithologically monotonous Otago Schist but, to date, a map of the schist derived directly from structural data has not been made. In the present study, digitised structural data from the QMAP GIS were used to make a form line map of Schist foliation which, in turn (and using certain non-unique guiding assumptions), was used to construct a provisional foliation thickness map of the Otago Schist. Contours of dominant foliation (Sp) thickness have been drawn from 4 kIn above to 16 km below the reference level of the Caples-Torlesse terrane boundary in the schist structural pile. A recent revision of the Otago Schist textural zone classification has shown that the grain size of metamorphic white micas increases progressively with textural grade. There also appears to be a correlation between schist mica grain size and foliation thickness. Using mica grain size, it may eventually be feasible to establish the vertical structural position of samples in greenschist facies parts of the schist pile to a precision of ¦ 1 km or better, even if they are in inliers or fault-bounded blocks. Foliation thickness and mica grain size are thus potentially useful tools for research and exploration in the Otago Schist in that they assist with structural interpolation and extrapolation. Even at this early stage of application they can be used to provide hitherto unobtainable, semi-quantitative estimates of displacement on Mesozoic and Cenozoic faults and folds.

Mineralisation processes in epithermal deposits in the North Island of New Zealand are best illustrated by considering the two most productive deposits: Waihi and the Thames Bonanza Zone (TBZ), which have different mineralogies and ore shoots geometries. These two deposits can be taken as typical of certain styles of epithermal deposits worldwide, and recognition of their differences can be used to develop mineralisation models of predictive value. Waihi, the major economic producer in the Coromandel Volcanic Zone (CVZ), has laterally near-continuous ore shoots over a vertical interval of 600 m which consist of quartz, chalcedony, pyrite, base metal sulphides and electrum. They are found in the foot wall of earlier quartz veins which contain quartz pseudomorphs after platy calcite and adularia. The Thames Bonanza Zone which was the second biggest producer in the CVZ has discrete near-vertical ore shoots over 300 m vertically, which consist of quartz, pyrite, base metal sulphides, electrum and in their upper parts barite, that are enclosed in veins of quartz.   The gold mineralisation in both deposits is considered to be a co-precipitate with pyrite, with that at Waihi produced by prolonged boiling in an upflow of a hydrothermal system. That at the TBZ was produced by mixing a deep water primed for gold deposition by prior limited boiling, with an oxidised condensate of the steam released by the boiling, in an outflow proximal to the system's upflow.

The C.S.I.R.O. acid alumina process employs the essential steps of digestion, hydrolysis and calcination to produce pure alumina from ores too high in silica or too low in grade for the Bayer process. The two latter stages have been described in some detail previously but the digestion stage requires separate discussion since ores vary widely in composition and reactivity. Kaolinitic clays require roasting to 800°C to render the alumina soluble in the 11 per cent sulphuric acid used in the process while some ferruginous laterites require roasting to reduce the reactivity of iron minerals.The iron content of pregnant solutions is kept at a low figure by digesting at temperatures where the solubilities of ferric oxide or basic ferric sulphates are small. A two-stage, counter-current digestion is necessary to extract a high percentage of alumina from the ores and to produce a basic pregnant liquor with an SO3 : AI 203 ratio of 1'\1 suitable for high temperature hydrolysis. The second stage of digestion, called the modification stage, treats slightly acid liquors with excess of ore in the temperature range 1200-1400C.The first stage operates at 170°-1900C to extract further alumina from modification residues, using recycled acid obtained from later steps of the process. Both temperature ranges are critical for economic operation and for proper control of the iron content of solutions. In batch experiments, 30 min is regarded as a suitable retention time for digestion and modification; ores which require much longer than this are less suitable for the process. Impurities such as silica, and titanium and vanadium oxides are discarded in the residue along with iron oxide, and do not contaminate the final product. Bivalent metallic sulphates such as MgSO4, can build up in the circuit to a very considerable degree without affecting product purity.Comparison with other processes shows that the C.S.I.R.O. process is superior for control of contamination by iron, which is the major problem in acid processes. The pure intermediate product (3Al203.4S03.9H20) is also more convenient for calcination to alumina than the hydrated aluminium sulphate usually recovered in other processes. Detailed cost comparisons must await pilot-plant evaluation of the C.S.LR.O process.

The coal measures of the South Wales coalfield contain at least 50 horizons at which coal seams are known, to occur. More than 300 samples of coal were collected from these coal measures and this paper outlines thefindings of an investigation of the pattern and distribution of 12 trace elements in South Wales coals. A comparison of trace element contents of the South Wales coals is made with trace element values found elsewhereand an attempt was made to establish the organic affinity of the elements in different seams and in the coalfield 'as a whole. An important function of such an analysis is to determine the order of abundance of trace elements and this was performed for individual seams and for the whole coalfield.The interrelationship of certain elements in some seams is also examined with a view to understanding the effectiveness of such an approach to seam correlation.Ranges of values are quoted together with the mean values of the various elements. Variations of elemental values within a seam section and over the coalfield as a whole are discussed.
