The use of High Rate Thickeners has gained wide acceptance in the mineral treatment industries. The design of these units is characterized by an efficient deaeration and flocculation chamber, and introduction of the flocculated feed solids into a preformed floc bed zone. By these means the settling process is accelerated and consequently High Rate Thickeners achieve a significantly higher throughput per unit area than conventional thickeners.   The object of a control system on a High Rate Thickener (HRT), as on a conventional thickener, is to obtain the required underflow density and overflow clarity at all feed conditions. The feed conditions which may vary include volumetric and mass feed rate, pulp density, particle size and particle type. A conventional thickener has a large volume and cross sectional area, and changes in performance occur slowly û the operator has time to observe and react to these changes to maintain control. On a HRT, there is a much reduced residence time and therefore control parameters need to be reset more frequently. Although manual control is possible, the use of automatic control systems is therefore desirable to avoid excessive operator attention, while optimizing control of density and clarity. Automatic control of a conventional thickener is usually achieved by an underflow density loop which regulates the rate of withdrawal of underflow. A turbidity meter is sometimes used to measure overflow clarity and regulate the addition of a coagulant or polymer flocculant. These measures are not adequate on a HRT, because they would not give optimum control and could lead to excessive flocculant use. To achieve optimum operation in a HRT, the floc bed level should be maintained above the feed inlet point in the thickener. This bed level has become the key variable around which most control systems have been designed. However, a number of problems have occurred which has resulted in poor control, or only partial control of thickener performance. We will describe some of these problems, and a solution which is simple and effective.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimization of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimization, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterize cell hydrodynamics, gas dispersion properties, froth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimization of the Red Dog flotation circuit. IntroductionThe traditional methodology for flotation scale-up and plant design is based on the ruleof- thumb with safety factors and dimensionless hydrodynamic group similitude considerations. With the recent trend toward larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-ofthumb and trial-and-error, the probability of failure would then increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimization of the circuit to meet its metallurgical target. This results in a plant design, which may be incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

In general, overall experience has shown that the approach to the appointment of a project manager is given much attention, but little specific attention is given first to the risk associated with the project conceptual design and its overall executability within either the new legislative framework or the sustainability of the outcome. The risk in project executability and sustainability within the ?new age? legislative framework of the Mining Charter, etc, is itself however, of far greater importance. The degree of importance being defined by the intended projects impact on the business going forward. This is particularly the case where the intention of the implementation is effectively to turn around or even enhance a loss-making strategic investment like a mine or process plant operation in an ?old-order rights? or Brownfield?s operation. This paper attempts to highlight the importance of a ?pre-project project? (PPP) to mitigate the risk in the ?new age?, with specific reference to operational due diligence (ODD) and project conceptual design.

Hoover, an honored Vice-President of the Institute, on the occasion of his present temporary return to his native land, the cordial welcome of his colleagues, and their congratulations upon the noble work splendidly done by the Commission for Relief in Belgium of which he is the head. It is understood that a leading purpose of Mr. Hoover's visit to America at this time is the collection of additional funds, to be administered by his Commission in the care of the destitute children of Belgium. To this enterprise endorsed by both the belligerent parties, as well as inspired by the purest and tenderest sentiments of humanity, contributions are solicited from engineers, especially through an organization known as the "Belgian Kiddies Limited," which this Board, heartily approving its object and method, recommends to the consideration of the members of the Institute. A method is proposed for the continuous calulation of a rock mass in real time while tunnelling with a TBM. Rock properties are investigated through models of the fracture stress under the disc cutters, the quasi-shear stress between the disc cutters and the specific energy of cutting under the disc cutters. Comparison of theoretical and monitored data of cutting specific energy can be used to determine theoretically the prevailing shape and size of the bulk debris. The shape and size of the chips from a given rock vary with the boring parameters. Introducing shape and volume corrections into the models of the evaluated stresses suppresses the influence of the boring regime and allows the rock properties to become dominant

Five sewer connections were required to divert Combined Sewer Overflow (CSO)from existing outfalls to an old underutilized large diameter brick sewer (the Easterly Interceptor). The connections were part of an on-going CSO control program by the Northeast Ohio Regional Sewer District (NEORSD) in the City of Cleveland, Ohio. Each connection was made by pipejacking and hand-mining a fiberglass-reinforced polymer (FRP) pipe through soft glaciolacustrine clays and silts. Jet grouting was utilized to stabilize the soils and fill the voids surrounding the interceptor prior to making the underground connection. Reinforced concrete liners were constructed inside the aging brick sewer to provide structural stability during ground improvements and connection work. The project also involved micro tunneling two approximately400 foot lengths of FRP pipe through soft ground using a slurry pressure balanced machine.

The Bureau of Mines has estimated helium resources of the United States at 727 billion cubic feet as of January 1, 1979. These resources are divided into four categories in decreasing degrees of assurance of their existence: (1) Helium in storage and in measured natural gas reserves, 185 billion cubic feet; (2) helium in indicated natural gas resources, 150 billion cubic feet; (3) helium In hypothetical natural gas resources, 186 billion cubic feet; and (4) helium in speculative natural gas resources that makes up the remaining 206 billion cubic feet. The identified helium reserves, which are made up of that in measured and indicated natural gas categories, are further divided into depleting, non- depleting, and stored classifications. The depleting resources are those that are associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered natural gas resources are included in this classification. These depleting resources comprise 600 billion cubic feet of the total resource base. The nondepleting helium resources are estimted tototal 88 billion cubic feet. There is 39 billion cubic feet of helium in storage in Cliffside gasfield near Amarillo, Tex.

A series of in situ pull test were performed on a new design friction stabilizer bolt with the objective of determining its performance characteristics. The bolt is installed while drilling, thus improving safety and significantly reducing the installation time. An optional expansion element can be inserted into the bolt to provide an end-anchorage, which further increases the bolt’s capacity. In situ tests show that the pull capacity of the 2 m long new design bolt is about 15 tons. When installed with an expansion element, the pull capacity of these bolts becomes as high as 30 tons.

Preparation, understanding and use of soils reports must be a team effort to be fully effective. The soils engineer must know what is to be built and exactly where. The structural engineer and owner must be fully informed on the foundation problems of the site. There must be frequent team review of information obtained from subsurface investigation and of design as details develop. The soils engineer should be available on a continuing team basis as design proceeds and should be directly involved with inspection and interpretation of site conditions as construction continues.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation's defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. The Bureau of Mines has programmed for publication a series of Reports of Investigations of studies it has undertaken on low-temperature phase equilibria of several helium-bearing natural gases. This report is the second of a series of papers of the same general title; it is anticipated that additional reports of this series will be published. The advent of a helium conservation program and the prospect of production of helium by private industry, make it especially desirable to publish these data. This report describes phase equilibria related to a natural gas that is processed for helium at the Bureau's Exell Helium Plant (located about 35 miles north of Amarillo, Tex.). Carbon dioxide and water in the gas were removed before making the study; hence the data obtained are representative of the gas stream immediately after similar preliminary treatment in the plant process. Phase equilibrium data were obtained for conditions from -50° to -275° F. and from 100 to 500 p.s.i.a. Analyses of samples were made as follows: For a given run at a selected temperature and pressure, samples of the vapor and liquid phases were analyzed by mass spectrometer, and an additional sample of the liquid phase was analyzed for helium by means of special apparatus (7). 4

It is important to study the ventilation system in order to better design and control of the working environment in deep underground mines. With increasing depth, heat, and humidity performance may be reduced and impair the attention of workers. The purpose of this paper is to apply a complex; development-end model configured in the MULTIFLUX program, developed at the University of Nevada, Reno, USA. The MULTIFLUX development-end model template has been benchmarked against measurement results from two UK coal mines in previous studies. The present study is a test of MULTIFLUX application in a metal mine. The model incorporates the simulation of the air flow field in the drift and the auxiliary air duct; simultaneous heat and humidity transport from the drift wall; heat and mass exchange between the air in the drift and the ducts; and the evaporation of process water and/or condensation of vapor as governed by the psychometric conditions. The results are compared with field data, measured at the Lucky Friday Mine (LF) in Idaho, USA, an underground mine and also shown between the results from the MULTIFLUX-based model, and those from another program, Kduct, developed at the Kyushu University in Japan.. "INTRODUCTION Wright Engineers Limited is active and has extensive experience in the design of pressure oxidation plants for the treatment of refractory gold ore and concentrate. In addition to the Mercur oxidation facility, similar projects undertaken during the last few years include the 3000 ton per day acid oxidation plant for the Getchell Mine, Nevada, a concentrate treatment autoclave for Asamera in 1984 and a feasibility study of a 50-tons per day autoclave plant for Consolidated Professor's Duport property in Ontario. The Equity Silver antimony and arsenic precipitation autoclaves, and the low pressure autoclaves at Key Lake Uranium in Northern Saskatchewan were also engineered by Wright in recent years.In August 1986, Wright was retained by Barrick Resources (U.S.A.) Inc. to add a 750 tpd pressure oxidation circuit to the existing mill at their Mercur Gold Mine, Utah. This paper describes this facility and outlines the start up in the spring of 1988 and subsequent successful operation. MERCUR OPERATION The Barrick Mercur Gold Mine is located at the south end of the Oquirrh Mountains in Tooele County, Utah. The carbon-in-leach (CIL) process plant camnenced operation in 1983 with a design throughput of 3000 tpd and has since been expanded to handle rrore than 5000 tpd. 'IWo ore types are mined, an oxide ore and a refractory ore, which is by Barrick's definition ""an ore from which less than 60% gold extraction is achieved by a standard CIL amenability test."" Typical of many sulphidic/carbonaceous ores, the refractory gold does not respond well to the cyanidation process. As a result, refractory ore has been stockpiled since the start of mining. As of June 1987, Mercur had about 570,000 tons of refractory ore stockpiled and 5.7 million tons of proven and probable reserves, grading 0.06 oz/t including approximately 3.5 million tons of tailings from the previous operation grading 0.55 oz/t. In 1986, Barrick decided to build a 750 ton per day pressure oxidation plant to process these ores. The process, for which a patent was granted, comprises pressure oxidation of the sulphides in an alkaline environment. It was developed in 1981 but was set aside in preference of a CIL plant treating only oxide ores by the previous owner of the property, Getty Oil. This process is capable of increasing gold recovery from the refractory ore from as low as 35% by conventional CIL processing to more than 85%. In 1986 Wright Engineers was engaged to undertake a feasibility study based on batch testing. This lead to a decision by Barrick Mercur later that year to build the commercial pressure oxidation plant. Wright was awarded the contract for engineering, procurement, construction managernent and commissioning in March 1987. The plant was mechanically complete in January 28, 1988, and was in operation by February 1988."

Radon progeny have been a health and safety concern for miners since the mining of radioactive minerals began. Through the ?nuclear age?, it has become better understood and the regulations have become more robust. Ventilation and control practices have improved, thus reducing miners? exposures. This paper provides an overview of radon in mining, the progress of the regulations, and discusses some of the uranium miner studies that contributed to the knowledge of the pathology of radon.

Eutectic freeze crystallization (EFC) is a novel technique for the recovery of pure salt and pure water from hypersaline waste brines. It is therefore a promising technology for the treatment of industrial waste waters. The impurities caused by crystallizing salt out of multi-component brines by EFC have not yet been investigated, however. To these ends, the selenium impurity found in sodium sulphate, produced from the waste brine of a platinum operation, was investigated. It was believed that the similarity between sulphate and selenate ions allowed isomorphous substitution of selenate ions into the sodium sulphate crystals, which was the likely cause of impurity uptake. It was found that the presence of sodium chloride in the industrial brine promotes the uptake of selenium, while ionic strength of the brine and mass deposition rate of sodium sulphate did not have a significant effect on the selenium uptake. Isomorphous substitution is predicted to be the most significant mechanism by which all impurities will be taken up when applying EFC to other industrial waste brines.

The small-scale surface mining operation in northern regions is typically located in a remote, ungaged basin. With the recent increase in the economic potential of mining, the number of small operations is increasing. The year-to-year variability in precipitation in this region under study is of great concern to mine operators. Some years may yield only 5 to 6 inches of precipitation, while others may yield in excess of 15 inches. Such variability makes placer mining operations difficult to plan, since low water years may result in too little run-off for gravel washing and high water years may result in flooding of mining developments. There are no official streamfloaw records in many watersheds in the northern region containing placer mining claims. However, information from other streams permits calculation of an estimated discharge for a watershed under consideration using average flows per square mile of drainage. It is to be emphasized that these are average or expected figures in reality, one water year may be significantly wetter or drier than another. This high variability of annual precipitation is significant in relation to placer operations because of the large quantities of water required for this type of mining. Some operations can not operate in low water years. In the larger watersheds, operations may continue in low water years but at a slower pace because of longer water collecting times. The high variability of available run-off rakes placer mining in many parts of Alaska difficult to plan on a long range because of the unpredictability of water supplies.

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

Paper presented at the conference Risk assessment in the extractive industries, held in Exeter, 23-24 March 1994, and first published London: IMM, 1994, preprint volume. 18pp., 12 refs. (Originally entitled: Tunnel roof diagnosis using a robotic sensor test bed.) An integral roof diagnosis method is proposed to assist in assessment of risk regarding the stability of an excavation. A Robotic Sensor Test Bed (RSTB) is being developed for the characterisation of roof stability. The sensor test bed consists of a sonic/ultrasonic wave response sensor, a laser surface profiler and a surface temperature sensor. These sensors are mounted on an articulated robot manipulator for performing remote-controlled or fully automated diagnoses. A number of laboratory and field sonic/ultrasonic tests were conducted. A high-energy ultrasonic transducer and an impact device were used to resonate rock slabs. The fracture depths of the slabs were found to be inversely related to the measured resonance frequencies. The agreement between identified and actual dimensions was acceptable. Field tests also showed that loose rock on the surface can be clearly distinguished from solid formation by comparing their wave responses. The robotic laser profiler part of the RSTB was used to measure surface geometry. Different scanning methods are being developed to achieve the fastest and most precise measurements and to provide pertinent information about rock joints and major fractures
