As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

The Golden Grove Project area is located 220 km (137 miles) east of Geraldton in Western Australia (Fig. 1). The project is a joint venture involving Amax Exploration (Australia) Inc. (Amax), Electrolytic Zinc Co. of Australasia Ltd. (EZ), and Esso Exploration & Production Australia Inc. (Esso), each with 31 116% interest, and Aztec Exploration Pty., Ltd. (Aztec), with a 3 1/2% carried and a 3% contributing interest. The venture covers two significant volcanogenic massive sulfide deposits and some 40 km (25 miles) of highly prospective Archean volcanics. During the course of the past 12 years (to 1983), all four companies were responsible for operating the project at one time or another and all influenced the discoveries. The Gossan Hill and Scuddles deposits are typical examples of volcanogenic massive sulfide deposits associated with Archean explosive submarine acid to intermediate volcanic complexes. They are located in the northwesterly trending Yalgoo greenstone belt of the West Australian Archean Shield. Gossan Hill, located in 1972, is essentially a copper deposit with minor zinc lenses; to date, 97 diamond holes have delineated a geological resource* estimated to contain 13 Mt (14.3 million st) of of 3.4% Cu and 13 g/t (0.38 oz per ton) Ag in the main lenses with minor lenses totaling 2 Mt (2.2 million st) of 3.7% Cu and 17 g/t (0.49 oz per ton) Ag and 1.7 Mt (1.9 million st) grading 1.5% Pb, 14% Zn, and 87 g/t (2.8 oz per ton) Ag. Scuddles is a zinc-copper deposit with gold and silver credits. It *Resource estimate provided by Esso for inclusion in Aztec Exploration Pty. Ltd. 1982 Annual Report was discovered in 1979 and, to the end of 198 1, had been delineated with 42 diamond holes. On the basis of this drilling, a geological resource* of 26 Mt (28.7 million st) has been estimated in three coalescing lenses. The lenses comprise 7.5 Mt (8.3 million st) of 2.1 % Cu, 12 g/t (0.35 oz per ton) Ag, and 0.3 g/t (0.009 oz per ton) Au; 7.6 Mt (8.4 million st) of 0.4% Cu, 9.9% Zn, 73 g/t (2.3 oz per ton) Ag, and 0.7 g/t (0.02 oz per ton) Au; and 1 1.0 Mt (1 2.1 mil lion st) of 1.1 % Cu, 9.3% Zn, 8 1 g/t (2.6 oz per ton) Ag, and 1.5 g/t (0.044 oz per ton) Au. "This paper develops themes explained at two SAIMM platinum conferences. Optimization techniques can be used to significantly increase the value of mining businesses by enabling better long-term planning decisions. Open pit and underground mine design, mine scheduling, cut-off grade and blending, stockpiling, and the linking of these to flexible elements of the metallurgical recovery processes are all evaluated together. Transport or sale of intermediate products and the requirements of the product metal markets can also be considered. Experience shows that net present value (NPV) can be increased significantly, usually even before the expenditure of significant amounts of project capital. Recent studies of NPV have aimed to simultaneously evaluate the impact of the optimized financial solution on the non-financial features of a project or operation.The case study presented comprised a commercially orientated review of the prefeasibility study designs and cost estimates of a platinum group metal (PGM) project in South Africa, followed by value chain optimization and sustainability studies of the project carried out simultaneously to identify potential value uplifts to be gained and guide the owners’ team going forward into the feasibility study phase. Some of the major aspects of the project that were found to have significant potential to add value included enhancement of the business model by the application of activitybased costing and theory of constraints, focus on the highest net value portions of the orebody in the early years of production, enhanced and optimized scheduling of the underground mining operation, application of dynamic grind and percentage mass recovery from ore to flotation concentrate (also known as percentage mass pull) to optimize revenue, application of elevated cut-off grades early in the life of mine, matching of the mining and processing capacity, expansion of the operation subject to capital availability, and installation of downstream processing facilities subject to regional third-party capacities.The investigation of non-financial project features focused on demonstrating that a financially optimized solution could also have a number of other benefits. These are mentioned briefly in the paper, which aims to present the status of the project at an early stage of its development."

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... But to fill dry a receptacle of known volume with calcines, as described by Mr. Norwood, gives the following apparentspecific gravities:

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

In this development and use, and in the prevention of economic and physical waste of oil and gas, the objectives of the petroleum and natural-gas industries, the Government (Federal, State, and local), and the public are the same. Differences of viewpoint generally have originated in the failure of one of the triad to have a clear or complete understanding of the motives behind the activities of the other component groups or full knowledge of what each is trying to accomplish. The Unites States Bureau of Mines through its petroleum and natural-gas division makes technologic and scientific investigations pertaining to recovery,3 preparation, refining, and use of oil and natural gas with the view of reducing waste, increasing safety and efficiency and aiding economic development.

"A Pilot Plant was installed in one of the grinding circuits of the Dome Mill, Ontario, Canada. Tests were conducted on a KCCD12 Knelson Concentrator to systematically analyze the effect of operating variables on the performance. The main objective of this test work was to explore the effect of very coarse (6 mm) feed size on GRG recovery and performance of the Knelson concentrator. Preliminary results have shown that coarse feed size is deleterious to maximizing recovery. Size-by-size GRG recoveries have shown an unusual trend in the sense that recoveries do not decrease monotonically with decreasing gold particle size. Similar trend observed in one other full-scale unit has been compared. The observed trend is probably linked to the feed size distribution and top size.INTRODUCTIONKnelson Concentrators are the most widely used semi-continues centrifuge gravity separation units for the recovery of gold and platinum group minerals (Xiao and Laplante 2004). The main advantages over the competing centrifugal gravity units are their design, operating simplicity and good separation efficiency that make them the most common choice for gravity circuit. Despite some characterization at bench scale and a limited characterization at full scale, there is a lack of a comprehensive study of impact of operating variables on efficiency that reflects realistic full scale operating practice. GRG characterization studies, at bench scale, on these units provide information about the occurrence of gold in ore samples but fail to provide adequate information about the effect of operating variables for full-scale units. It is well known fact that such work is difficult to undertake on full-scale units owing to the difficulties involved in sampling and systematic variation of operating parameters. To tackle these problems, a pilot facility consisting of a 12-in CD Knelson Concentrator, a feed screen and tailing pump was installed in one of the grinding circuits of Dome Mill. This paper describes the work carried out and the results.Porcupine Joint Venture (PJV)Porcupine Joint Venture was formed in 2002 between Placer Dome Inc. and Kinross Gold Corporation. The JV utilizes the milling capacity of the Dome Mill to process ore from Placer Dome and Kinross mines. The Dome Mill circuit has gravity concentration, cyanidation and CIP circuits to recover gold. Gravity recovery has been used at Dome Mill since inception to recover gold: first by using conventional jigs, which were eventually replaced by two Knelson Concentrators in 1993, one in each of the grinding circuits. Three more Knelsons joined the circuit in 2002 to improve gravity recovery. An Acacia Intensive Leach Reactor was also added in 2002 to process gold concentrates replacing shaking tables (Chong et al 2004)."

"Prediction of wear on a microscale level in mineral processing equipment turns out to be a challenging undertaking. This is particularly true for cases in which the objective is to use such predictions for wear parts design. The key to obtaining such predictions has turned out to be the use of physics based models along with phenomenological constitutive equations. In this paper, two components of the HFS tool set, one for particles (DEM) and one for slurry (MPF), are used for modeling. These tools are applied to the simulation of wear of SAG/AG shell lifters/plates and wear in slurry pumps. In each case wear predictions are validated with plant measurements.INTRODUCTIONHigh Fidelity Simulation (HFS) has emerged as an important tool set for mineral processing plant equipment design and optimization (Herbst and Potapov, 2003; Herbst and Nordell, 2002; Herbst and Lichter, 2006). This tool set consists of Discrete Element Modeling (DEM) of particle motion, Multi-Phase Flow (MPF) for liquid motion, discrete grain breakage (DGB) for particle fragmentation and discrete grain liberation (DGL) for mineral liberation (Campbell, Potapov and Tsuji, 1997; Ferzinger and Peric, 1997; Potapov and Campbell, 1996; Herbst and Potapov, 2005).Three sample snapshots of basic HFS illustrating the use of each of the various types of mineral processing equipment are shown below.Figure 1 shows a snapshot of a DEM simulation of ball charge motion in a commercial scale Vertimill. DEM simulation involves simultaneous solution of Newton’s Laws of Motion for 400,000 balls."

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or development of ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper Robinson Operation, a greenfield property, and BHP Copper Tintaya Operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South American Operations.

The 53 countries that constituted Africa in 1992 accounted for a significant portion of total world output of a number of mineral commodities. However, the continent's total output for a number of major mineral commodities declined relative to the volume produced during 1991. (See tables 1 and 2.) The most conspicuous declines in mineral production from 1991 to 1992 were for cobalt and copper (declines of 28.6 % and 23.4 %, respectively), which could be partially attributed to mining and metal processing difficulties caused by political and economic disruptions in Zaire and for uranium (12 % drop), for which much of the continental production decline was ascribed to Namibian cutbacks in response to lower world prices. The severe regional drought also adversely affected the mineral industry in a number of sub-Saharan nations.
