Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

There is significant value at stake in the mining industry from the implementation of new technologies that support the enhanced profitability and sustainability of mines. However, in order to realise this value, new technology must be implemented in a way that is both effective and sustainable. The industry has a mixed history for technology implementation that provides fertile ground for understanding what is necessary for innovation to deliver value. This paper describes early stage research investigating why this is so, with the aim of improving how to deliver value. Several case studies are provided covering both successful and unsuccessful technology interventions. The paper identifies the common factors that emerge from the case studies, and offers a path forward for further research in this area.CITATION:Job, A T and McAree, P R, 2017. On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

Gravel lithology affects the quality of aggregate because different rock types in gravel have different physical and chemical properties. The lithologic composition of alluvial gravel reflects the composition of its source terrane and the variable effects of weathering and transport on each rock type. This report discusses lithologic controls on aggregate quality in the mountain-front environment of the Colorado Front Range. Lithologic controls on aggregate quality of gravels were evaluated using pebble count data. Gravel lithology along the Front Range shows both temporal and regional variation. The principal variable in gravel lithology is quartz plus quartzite, of which quartzite is commonly more abundant. Large quantities of metaquartzite derived from the mountain front southwest of Boulder, Colo., were dispersed northeastward during deposition of the oldest Front Range gravels. Average quartz plus quartzite is greatest in the oldest gravels. Aggregate quality is probably enhanced by large quantities of quartzite. Abundant volcanic rocks in gravel may enhance aggregate quantity, but such occurrences are local in extent. Abundant sedimentary rocks in gravel, mainly sandstone near the mountain front, may decrease aggregate quality.

INTRODUCTION The state-of-the art in the area of soil-structure interaction is not sufficiently developed that one can accurately predict the earth load distribution on buried structures. This lack of knowledge has led to the use of high factors of safety in their design and conservative assumptions for the loading diagrams. As a step towards the improvement of the design methodology for buried structures, it is important to be able to apply new analytical techniques and monitor the performance data obtained on full-size buried structures. The performance data should preferably include: 1) the actual stress distribution on the buried structure, 2) stress distribution in the buried structure and surrounding soil media, 3) vertical and lateral movements in the soil adjacent to the buried structure, and 4) deflection of the buried structure. Brown (1967), Davis (1972), Krizek, et al (1974), Krizek and MacQuade (1978), and some few others have compared the performance of full-size culverts with finite element results. Despite all these efforts, a complete understanding of the soil-structure interaction problem has not yet been fully achieved. In an effort to make improvements in the existing design procedures for buried structures constructed in an open-cut, the Department of Environmental Services (DES), Washington, D.C., in conjunction with Howard University, undertook a detailed study of Section II of the Capitol Hill Relief Sewer (CHRS). Inclinometers were used to measure lateral movements of the excavation wall and the total normal interface stresses acting on the concrete sewer were obtained using glotzl total pressure cells. This paper describes the results of the field instrumentation program for acquisition of data, their comparison with the design assumptions, and the results of a series of post-construction finite element analyses of the CHRS project.

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

"The Jameson Cell is a type of flotation machine in which air and pulp are brought together in a vertical tube called a downcomer. Within the downcomer the air and pulp are dispersed into a dense foam of fine bubbles, which creates a favourable environment for bubble-particle collision and subsequent collection of hydrophobic particles. The intense collection zone within the downcomer can be considered similar to the zone between the rotor and stator in mechanical flotation cells.Research into the bubble-particle collision and fluid dynamics of mechanical cells rotor-stator zone has been limited by the difficulty of achieving accurate measurements in production sized machines. With the Jameson Cell the downcomer is largely external and separated from the flotation tank, allowing ready access to the primary contacting zone for measurement and analysis.An investigation has been undertaken into the operating characteristics of the downcomer relating to bubble-particle collision. An effective mapping of the downcomer has been made through measurements of void fraction and bubble size taken across cross sections of the downcomer. Analysis of these measurements has provided an interpretation of the variations in the air and fluid dynamics, bubble size and distribution throughout the downcomer chamber."

The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

The occurrence of rock falls in underground coal mines entails detrimental effects as fatal or non-fatal injuries on workers, stoppages in mining operations and breakdown of equipment. In this paper, a risk assessment approach on the basis of a decision analysis trend is employed in order to assess the possibility of and manage roof falls. Risk is then assessed by determination of likelihood of occurrence and the cost of consequences (outcomes). In this regard, collected real roof fall data from Tabas and Kerman coal regions comprising of several underground coal mines are used. It is concluded that the annual accidents due to the roof falls occurrence in the all investigated mines are so high that it is economically feasible to improve the support systems and to implement a suitable educational program as well as an accurate supervision and other elements of safety management.

Despite the extensive use of fluorphlogopite, investigators do not agree as to its exact melting temperature. Data on other fluormicas and on related fluorsilicate systems are largely nonexistent. A knowledge of the melting temperature is necessary for the effective synthesis and use of fluorphlogo¬pite or other fluormicas. The increasing use of two- and three-mica systems to yield polycrystalline ceramics has made more urgent the need for melting temperature information concerning these other fluormicas. This report is part of a program by the Bureau of Mines to synthesize large-size or large-crystal fluorphlogopite and develop a usable reconstituted fluormica sheet. The melting temperature of fluorphlogopite, K2Mg6A12Si6020F4, was found to be 1,383° ±2° C. This temperature was found by studying single crystals of fluorphlogopite, heating behavior of glass of fluorphlogopite composition, and the actual crystallization of fluorphlogopite from a melt that had been heated above 1,430° C. The formation of forsterite or norbergite was directly proportional to the loss of volatiles during the experimentation. Many trials revealed that the only reliable seal was a thick platinum sheet with welded seams. If no volatiles were lost, neither norbergite nor forsterite were formed; fluormica was then the only product. Excellently formed crystals of forsterite with an optical sign different from ordinary forsterite were obtained during the single crystal melting experiments. These crystals resulted from a slow loss of volatiles. A congruent melting of fluorphlogopite is indicated by the data of this report; however, incongruency within a small temperature range is not precluded. A more refined method using phase equilibria-quench methods would be necessary to settle the question absolutely.

This is the final report for U.S. Bureau of Mines contract HO-122122, which was in effect from June 30, 1972 through January 4, 1976. The work resulted in the design and construction of a large laboratory scale coal dust burner and the use of this burner to study gaseous and coal dust flammability. A new technique for determining gas phase flammability was developed and the effect of solid and gaseous suppressants on the propagation of coal dust flames was studied. In addition, a technique for measuring the C/H ratio in the flame was developed and the C/H ratio that was measured in a coal dust flame on this burner showed that the burning process was preceeded by pyroysis of the coal dust. Both experimental and theoretical studies showed that radiative trans-port is very important to the propagation of a coal dust flame.

A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

Block caving has been the favoured mining method for large underground hard rock mines for the last few decades. The orebody must be of a size large enough to cave and generally amenable to a caving method. Typically, these mines ranged from 15 000 to 50 000 tonnes per day (50 kt/d) and have been some of the largest and most productive underground mines in the world.Now mining companies, in the quest for improved shareholder return, are looking for higher production rates from new underground mines. Whether a ‘Greenfields’ development, or a replacement for ageing large open pit mines, minimising capital and maximising production has been a focus of project teams. These new block cave mines are what have become known as ‘super caves’. These caves range from 80 kt/d to over 150 kt/d and are being planned or constructed by several major mining companies including Codelco, Freeport-McMoRan, Newcrest and Rio Tinto.Issues facing these super caves include high initial capital costs, very long development periods and significant technical challenges. These issues tend to make it difficult to present an attractive business case for such a project.This paper will discuss some of the potential benefits as well as the technical challenges and risks of operating a mine with the block or panel caving method at these very high tonnage rates. Considerations including geotechnical conditions, development rates, panel widths and ore column heights are discussed. The Iron Hill (Powderhorn) carbonatite complex is a 31 km2 alkalic intrusion located about 35 km south-southwest of Gunnison, Colorado. The intrusion has been well studied and described because of its classic petrology and architecture of a carbonatite-alkalic complex. The complex is also noteworthy because it contains enrichments of titanium, rare earth elements, thorium, niobium (columbium), vanadium, and deposits of vermiculite and nepheline syenite. In particular, the complex is thought to host the largest titanium and niobium resources in the United States, although neither has been developed. It may be economic to extract multiple resources from this complex with a well coordinated mine and mill plan.

This paper details the static and Statnamic load testing on a 600 mm square pre-stressed concrete pile. The pile was located at Pier 15 on the 20 million-dollar Bayou Chico Bridge Project in Pensacola, Florida. The pile was 10.5 meters long and had a design load of 1.3 MN. Three static load test cycles were performed in November, 1996. The Statnamic load test was performed in January, 1997. The Davisson Failure load of the first cycle of the static test was 3.7 MN, and the Davisson Failure load of the Statnamic test was 3.2 MN. The load-displacement curves for the two types of tests were very similar, indicating that the Statnamic load test performed well in the sandy soils. Strain gauges embedded in the pile showed 35% skin friction and 65% end bearing for both test methods. Strain gauges were located at equal spacing at five elevations in the pile. A toe accelerometer verified the rigid body assumption of the Unloading Point Method currently used in the analysis of Statnamic load tests. The data collected from the pile instrumentation was of excellent quality and represents some of the best research to date comparing static and Statnamic load tests.

Metal market prices rose drastically in 2006, and most broke historical records as shown in Figs. 1-4. This increase has been basically driven by economic growth in Asian countries, especially China. The growth trend is expected to continue for several years. Then, India will follow the same growth trend. Their metal demands keep the price levels high for 20 years or more. One more additional important factor on the metal market prices is hedge funds come into the market. Japan imports all metals for domestic use from overseas. The amounts imported were 1.27 million tons in copper, 0.32 million tons in lead, 0.59 million tons in zinc, 0.20 million tons in nickel, and 1.18 million tons in manganese, respectively in 2006 (Source: http://www.jogmec.go.jp/j_resourse/index.html#03). Though mainly we import the concentrates and our domestic customer smelters take the part of metallurgical leaching, the payment necessary for purchasing the concentrates is estimated about US$ 10 billions in 2006. The payments in 2005 and in 2003 were about a half and a quarter of the 2006, respectively. Japan must have effective counter measures to reduce the future payments.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Early research showed that the separation of particles based upon their density was not possible in steadily rising air streams. The terminal velocities of moving spheres are determined by their aerodynamic characteristics. This prevents particle separation by density in standard air classifiers. Passive pulsing air classifiers have accelerated airflow in certain regions, which achieves density-dominant separation. Numerical simulation of airflow within passive pulsing air classifiers was done to estimate airflow patterns near a damper. Analysis of those results shows the significant acceleration of the airflow above the damper. Laboratory trial separations have shown that passive pulsing classifiers are superior to standard air classifiers. Exxaro Mining?s Matla Coal situated in Mpumalanga, South Africa operates two shortwall faces on the No 4 and No 2 seam while the No 5 seam has also been longwalled in the past. Severe strata loading events have lead to a number of serious roof falls on the wall face (facebreaks) resulting in safety threats as well as considerable production losses. In 2002 the No 4 seam shortwall suffered a facebreak restricted mainly to the tailgate side of the mining panel due to a thick, near surface dolerite sill not breaking properly. This was partly due to the premature suspension of longwalling in the overlying No 5 seam. The resultant overloading lead to severe pillar damage and subsequent bord collapse. Surface pre-split blasting was successfully used to relieve the pressure as well as to pre-condition the dolerite above the following two panels. The shortwall on the No 2 seam has experienced mid-face loading due to No 4 seam chain pillars lying over this area and creating a secondary cantilever effect. Pre-split blasting of the solid rock above the No 4 seam pillars has resulted in a significant reduction in the number of facebreaks. The panel layout of the No 2 seam was subsequently changed so that the chain pillars on both the No 4 and No 2 seam are superimposed whereas previously they were offset.
