When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

A demanda por materiais ecológicos vem crescendo exponencialmente nos últimos anos. O potencial destes produtos é dado tanto pela versatilidade em seu uso quanto pela sua disponibilidade na natureza. Um dos materiais em expansão é o OSB (Oriented Strand Board), utilizado na vedação do Steel Frame. O trabalho tem como objetivo substituir em três porcentagens 15%, 30%, 45% das tiras de madeira do OSB convencional pela fibra do epicarpo do coco de babaçu (FECB), a fim de melhorar a resistência mecânica. Os resultados obtidos na chapa de 11 mm incorporada com FECB apresentaram resistência a tração entre 15 e 26 MPa e de flexão entre 42 e 75 MPa, tornando assim superiores ao produto encontrado no mercado.

In a previous work, the authors analyzed the overlapping probability of two adjacent charges in a single hole for pyrotechnic and electronic detonators. This document extends such work to a complete mine blast where more than two holes are detonated. In a mine blast, all the blast holes are connected as a network by detonators to follow a given initiation sequence. Such initiation sequence’s performance is based on the adequate timing between charges in the mine blast. The analysis of the reliability of a mine blast based on the timing between charges and the initiation type is presented in this document. For a long-run time and under proposed operating conditions, the reliability of the mine blast can be analyzed based on the network which is treated as a system. The failure of the system is defined as no success between any two delays charges either in a single hole or in between two holes.

Fracture initiation and propagation, being one of the most intensive subjects in rock mechanics; contribute significantly to the deformation of jointed rock masses. An experimental study on fractured granitic rock was carried out to determine the peak strength of specimen under triaxial loading conditions. The commonly observed failure mode for rock specimens in this study was found to be the shearing of the plane of weakness. The minimum peak strength of fractured rock is observed when the joint orientation is approximately 70° to the horizontal axis. Based on experimental test data, an empirical expression was developed to accommodate the effect of joint orientation and joint trace length in estimating the peak strength of fractured rocks. The predicted values of peak strength using the proposed equation well agree with the experimental results carried out on singly fractured specimens under triaxial loading conditions. The threshold stress values of crack initiation and propagation depend on joint geometrical parameters, their degree of interconnectivity, as well as surrounding stresses on the fracture plane.

A series of gas inrush events occurred during development at Grosvenor mine resulting in exposure to elevated levels of methane at the production face. A total of 22 gas inrush events occurred releasing between 15 and 130 m3 of methane during each event. The presence of an undrained seam in the immediate floor, geotechnical characteristics of the floor, and the stress environment all contributed to these dynamic floor events, while the geological characteristics of the seam below, such as the seam thickness and ash content of 75%, prevented effective pre-drainage. However, events only occurred in headings mined parallel to the principal horizontal stress direction. In cut-throughs (C/Ts) perpendicular to the principal stress direction, no events occurred, and higher methane levels were observed at the production face.

Brooklyn Basin Project is a multi-billion-dollar development of the former Port of Oakland 9th Avenue Terminal located along the Oakland Estuary of California. A centerpiece of the development is the 10-acre shoreline park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. Prior to constructing the wharf, a rock dike was placed to protect the shoreline. The presence of the rock dike increased the hazards from lateral spreading of the underlying bay mud and non-ductile shear failure of piles driven through the dike. To open the park to the public, the wharf required a seismic retrofit in compliance with the California Building Code. The paper presents the results and conclusions of the following topics: • Structural condition assessment and repair strategies for the existing wharf deck, piles and jackets • Application of the California Building Code (CBC Ch31F) for the performance-based seismic evaluation of existing piers and wharves • Nonlinear pushover analysis of the wharf including the combination of inertial and kinematic effects • Impact of rock dike on lateral spreading and kinematic effects and the significance of existing piles in stabilizing the lateral spreading of the rock dike • Retrofit strategies for the wharf to meet the required seismic performance requirements per the California Building Code and reduce the demands on existing piles which were driven through the rock dike INTRODUCTION The 65-acre Brooklyn Basin Development project is located in Oakland, California. The project consists of 3,100 housing units, 200,000 sq. ft of retail and commercial space, along with various parks and public access improvements along the Oakland Estuary. A centerpiece of the development is the 10-acre Shoreline Park which will be built on a 1,200 ft long by 225 ft wide historic wharf. The wharf was built in the 1930’s on concrete and timber piles with a flat concrete slab. As shown in Figure 1, the wharf deck and piles support the 9th Avenue Terminal Building.

A novel, microaerobic, heterotrophic microbial leaching system for manganese dioxide is described. Mixed natural microflora were enriched by addition of sugars and crude plant nutrItIOnal supplements. Between 84 and 104 mg MnH was solubilized per gram sugar at I per cent (w/v) concentrations for fructose and galactose in the presence of 0.03 per cent w/v dried microalgae (a Chlamydomonas species). Some 42 per cent soluble manganese was dissolved by microbial action on MnO, (3 per cent (w/v) pulp density) using a 10 per cent (w/v) molasses growth substrate.

The paper point out how APC (Advanced Process Control) can be implemented in a stepwise fashion, where each step demonstrates a return and builds towards the overall achievable benefit. Initial efforts focus upon areas that demonstrate the highest potential for quick payback. By attacking small, contained scope, the APC solution is manageable from both a commercial and technical perspective. While this approach results in a slower implementation with correspondingly delayed payback, it provides tangible benefit and addressees the fiscal reality of many operations.

"The Beal Mountain mine near Anaconda, Montana, is an interesting case history of a mine that has continued operations despite several large pit wall failures over a period of approximately 10 years. The largest event involved some 3.9 million tons of rock that has moved steadily at a rate of about 0.05 ft/day since 1992. This paper documents the geotechnical instrumentation and monitoring programs implemented at Beal to provide the company with a comfortable baseline that supported ongoing operations. The success and failure of a variety of stabilization measures will be discussed, along with typical instrumentation responses for several significant events. The success of Beal Mountain serves as a good model for mines faced with serious geotechnical challenges."

In a predrained gassy coalmine, ventilation control plays a secondary role to the longwall (LW) goaf drainage systems to safely manage panel return gas levels. Typically, the LW specific gas emission (SGE) estimation models provide anticipated goaf gas emissions and arriving at required gas drainage capacity for various coal production scenarios. A study comparing the various LW goaf gas hole spacing patterns with weekly production rates of up to 270 kt/w of an operating mine with high SGE rates (~20 m3/t) was carried out. The goaf capture efficiency of LW panels ranged from 64 per cent to 85 per cent. For the first time, gas content of upper seam data post LW retreat were used to verify the current SGE prediction models. This study has shown that an average of 50 m goaf spacing is optimal for management of high production retreat gassy LW panels in presence of multiple upper and lower seams with gas emission zone influence reaching up to 200 m above workings. Due to the horizontal stress direction related geotechnical issues, goaf hole failures just behind the LW face is a recurring challenge resulting in significant and immediate increase in LW panel return gas levels. This paper highlights the shortcomings of current SGE prediction models for goaf gas estimation, and evolution of 50 m goaf hole spacing embedded in design process in managing the LW tailgate gas levels.CITATION:Belle, B, 2017. The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

Kudremukh Iron Ore Company Ltd, a wholly owned Government of India Enterprise, was established in the year 1976 to develop mine and plant facilities to produce 7.5 Mtpa of high-grade iron ore concentrate at Kudremukh. The mine and plant facilities were commissioned in 1980. In view of high demand for iron oxide pellets in iron and steel industry worldwide and as a diversification activity, a pelletisation plant of 3.0 Mtpa capacity was commissioned in the year 1987 at Mangalore for production of high-quality blast furnace and direct reduction grade pellets for export. The pellet plant capacity has been increased to 3.5 Mtpa by technological improvement which included installation of roll press for quality and productivity improvement. In addition, the pellet capacity is being increased to 4 Mtpa by the addition of Shaft Pelletising Furnace plant.

"1. INTRODUCTIONIn the past two decades, low-grade gold and silver ore bodies in the United States have been exploited by heap leaching, primarily with sodium cyanide solutions. This method has proven to be a viable alternative to conventional milling due to its low capital and operating costs. Successes have been made, particularly in Nevada, where ores are well oxidized and the climate is conducive to this method. in recent years, heap leaching has been tried in northern latitudes with some success, however, in using this method, operators face more severe limitations than do their neighbours to the south.This paper evaluates the limitations of heap leaching with particular emphasis on northern climates and introduces an alternative method to recover precious metal values in a continuous vat. This proprietory technology, known as the Mackie Vat Leaching Jig, shows promise, with improved gold recovery and potential to operate in cold climates.2. WHAT ARE THE LIMITATIONS TO HEAP LEACHING?Heap leaching of non-refractory ores is subject to the following limitations:1. Minimum amount of free gold and nuggets in the ore.?. The southern African coal industry is facing the reality that coal reserves are becoming deeper and harder to mine than before. Alternative visions need to be considered to offset the impact of these challenges on productivity, cost, and profitability. One of the main challenges is to maintain current production levels under more difficult conditions, and improve productivity where conditions allow. There is a need to move from the reactive event-based management system towards the more adaptable and flexible process-based management system. This paper focuses on underground coal mining, but the principles are also applicable to other commodities and mining methods. This paper is based on research undertaken by the personnel from Mining Consultancy Services Pty Ltd (MCS) on trends in the underground coal mining sector, as well as practical experience over a period of 16 years in the field of electronic monitoring of mining machinery and productivity optimization.

An understanding of the mechanisms that cause large seismic events in a deep mine provides a foundation for designing effective measures to reduce the incidence of these events, as well as reduce the potential for damage arising from these events. The work described in this paper focuses analytical efforts on major recognizable and controllable factors that influence mining-induced seismicity and serves to screen out many of the more random aspects of individual events. Information used in this study was developed in the course of a long-standing rock burst research program conducted by the U. S. Bureau of Mines in cooperation with mines in the Coeur d'Alene Mining District and regional universities. Information was collected on 39 seismic events having local magnitudes greater than 2.5 that occurred between 1989 and 1994. Five major types of events were developed from these data that describe all but two of the 39 large events. The characteristic mechanisms, tint-motion pattern, damage pattern, and relationships to mining and major geologic structures were defined for each type of event. This information provides a foundation for assessing whether or not changes in mining activity aimed at reducing one type of rock burst will increase the incidence of other types.

"This paper discusses a new methodology for defining and measuring mine planning software utilization in the South African gold mining sector within an evolving data-set framework. An initial data-set showing the mine planning software providers, their corresponding software solutions, as well as the software capabilities and information on the number of licences was collected and compiled in 2012 in an online database for software utilized in the South African mining industry. Details of the database development and implementation were published in the Journal of the Southern African Institute of Mining and Metallurgyin 2013. In 2014 the data-set was updated with additional and new information. Using the 2012 and 2014 timestamps, a methodology for estimating the software utilization was developed. In this methodology, the three variables of commodity, functionality, and time factor were used to define and measure the software utilization in order to ultimately inform decision-making strategies for optimal software utilization. Using six different functionalities, namely Geological Data Management, Geological Modelling and Resource Estimation, Design and Layout, Scheduling, Financial Valuation, and Optimization, utilization in the gold sector was measured. This paper presents the methodology employed for measuring the mine planning software utilization. The methodology is useful for stakeholders reviewing existing software combinations or intending to purchase new software in the near future and who want to estimate the comparative attractiveness of a certain software package. These stakeholders include mining companies, consulting companies, educational institutions, and software providers. The work presented in this paper is part of a PhD research study in the School of Mining Engineering at the University of the Witwatersrand."
