This study is organized under the auspices of the Metal/Nonmetal Diesel Partnership formed by the National Institute of Occupational Safety and Health (NIOSH), the National Mining Association (NMA), the National Stone Sand and Gravel Association (NSSGA), the United Steel Workers of America (USWA) and the MARG Diesel Coalition. The ultimate objective of the study is to reduce the exposure of underground miners to diesel particulate matter (DPM) and gases, and to help in fulfilling the partnership’s goal of identifying technically and economically feasible controls to curtail particulate matter emissions from existing and new diesel powered vehicles in underground metal and nonmetal mines. The majority of current knowledge on the performance of the diesel particulate filter (DPF) systems and other control technologies is based on studies done under laboratory conditions, the results then being applied the results to on-highway vehicles. According to the best knowledge of the authors, only two comprehensive studies that were conducted recently at Noranda’s Bathurst Mining and Smelting Mine and International Nickel Company’s Stobie Mine under the sponsorship of the Diesel Emissions Evaluation Program [McGinn 2001, Bugarski and Schnakenberg 2001, Bugarski and Schnakenberg 2002] offered some insight into the problems associated with the deployment of modern DPFs to underground mining vehicles. The U.S. mining industry has expressed concern that this rather limited knowledge base is not sufficient to help them comply with the rule limiting DPM exposure of underground metal and nonmetal miners [30 CFR 57.5060 2001]. The partnership agreed that a series of comprehensive field evaluations of DPFs in several underground mines was needed to determine their viability of DPF systems and establish confidence in their performance. The first in this series of studies was the one conducted in Stillwater Mining Company’s Nye Mine, Nye, Montana. This study was conducted in two phases. The objective of the first phase was to establish the effectiveness of the selected technologies in reducing diesel emissions by using an isolated zone methodology. The objective of the second phase was to assess the effectiveness of diesel particulate filters in controlling the exposure of underground miners in actual production scenarios. As part of the first phase of the study a series of tests were conducted at Nye Mine from May 19, 2003 until May 30, 2003. The results of Phase I of the study are presented in this report.

Our modern cities are almost incapable of sustaining themselves without subsurface infrastructure, which is not identifiable at first glance. This very soon becomes evident when the chaotic conditions prevailing in some cases in the multi-million cities on the African, Asian and South American continents are taken into consideration. This does not simply apply to the hopelessly congested streets in the downtown areas. If anything, it is shown here too that a subsurface infrastructure represents an important prerequisite for public health right up to banishing the danger of disease. Even during the 1990s, this has been clearly underlined through examples of cholera and plague epidemics in parts of Central and South America as well as on the Indian subcontinent. The overriding significance of an inner urban subsurface infrastructure in order to create decent conditions in the major built-up areas was once again emphasised not all that long ago at the United Nations HABITAT-II Conference in Istanbul, Turkey, in June 1996. More than 15 000 delegates from all over the world mulled over and discussed the prerequisites for humane living conditions in human settlements taking the varying climatic, topographical and cultural marginal conditions in different regions of the globe into account. Apart from the built-up areas themselves, the utilisation of underground space is experiencing high and ever increasing significance in less densely populated regions. Attractive and fast transport links between industrial centres call for high- performance transport arteries for the economic, speedy and unhampered carriage of people and goods. Important impulses for the economic power of a region or nation are provided by transport development and links. As a consequence, tunnels for roads and railways are being built or planned to a great degree for crossing mountain ranges, rivers and straits.

"Batch centrifugal gravity concentrators, which produce very high ratios of concentration, have become common place for recovering free gold within milling circuits. Their effectiveness has proven to be especially useful in recovering finer gold particles. The knowledge related to testing, modeling and scale-up of these systems has been well established over the recent decade mostly due to the efforts of the late Dr. Andre Laplante.Gravity separation technologies such as jigs, spirals and shaking tables can provide the increased mass yields required for minerals that occur at higher concentrations than gold, however their effectiveness tends to diminish at finer particle sizes. The development of high mass yield centrifugal concentrators has provided the opportunity to be able to recover a wide range of minerals at finer particle size classes when compared to the more traditional gravity concentration devices. These concentrators also provide additional benefits such as smaller unit footprint and automated operation.This paper discusses the background, current practices and future applications for high mass yield centrifugal concentrators in base metals, sulfides and industrial minerals. Bench scale, pilot scale and plant practice examples are also presented.INTRODUCTIONGravity concentration, one of the oldest mineral beneficiation processes, has evolved over the decades and continues to play an important role in modern mineral processing operations. The development and growth of froth flotation in the early part of the twentieth century led to a decline in the importance of gravity concentration. However, gravity concentration continued to be used for ores that are difficult to beneficiate using froth flotation; such as tin, tungsten, niobium/tantalum, iron, industrial minerals and oxidized coal. In recent decades, many operations have begun to employ a combination of both gravity concentration and froth flotation Since flotation relies on surface chemistry and gravity concentration relies on specific gravity differences, putting these techniques in series provides today’s metallurgist with unprecedented opportunities to maximize grade and recovery of many of these minerals."

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. "The handling and transportation of explosives and explosives supplies are inherently hazardous owing to their sensitiveness to impact and flame or electric arcs and sparks. Many accidents have occurred in the past during transportation of explosives, especially when they were carried by individual miners on man-trips. When electric haulage became the usual mode of transportation and shots were fired electrically, the hazards of carrying explosives and supplies on man-trips were fully realized, and in some mines all explosives were placed in one car, usually at the rear of the trip. Far-sighted managers saw the danger of this practice and provided separate trips for delivering explosives. This step was a definite advance in safety, but the latest achievement is the construction of special, rugged, nonconducting cars.Many coal-mining men have shown considerable interest in the construction of safe cars for explosives during recent months. Undoubtedly many others are interested in this phase of safety, therefore this circular is issued to give information on cars of this type now in use.Car A (fig. 1) is essentially a closed inner box separated from an outer box by an insulating lining of rubber. The double box is attached to a standard steel chassis that has spring journals and electric welding instead of certain rivets. The chassis is equipped with roller bearings. The over-all length from pin to pin is 11 feet, 9 inches; the wheel base is 54 inches, the track gage 42 inches, and the capacity eighteen 50-pound cases of permissible explosives. The box is 10 feet long, 6 feet wide, 3 feet high at the top of the arched roof, and 2 feet 9 inches at the edges. The top of the car is 46 inches above the top of the rail.The inner box is insulated from the outer box by two pieces of 1/4-inch switchboard.-insulating matting cemented together. To cover the top, two ends, two sides, and the bottom of the box requires 320 square feet of the l/4- inch matting.The walls are well-seasoned tongue-and-groove oak, 1 1/4 inches thick and 2 3/4 inches wide. A 1 1/4-inch air space is maintained by oak strips between the outer wall and the two thicknesses of 1/4-inch rubber matting. The inner box is made of 7/8-inch, well-seasoned, tongue-and groove oak fitted closely against the insulating matting. No nail, rivet, or bolt extends through the rubber insulation.The floor of the outer box is secured to the chassis by two sets of bolts through an intermediate piece of well-seasoned oak. One set of bolts is countersunk from the top of the intermediate piece of oak, and the other set is countersunk from the bottom. The countersunk portions are filled with ""insulate,"" an insulating compound. Adjacent bolts are at least 6 inches apart.The bed of the inner box is divided into six compartments by transverse strips of wood at the bottom and partitions near the roof. Each compartment accommodates three 50-pound cases of explosives. This arrangement prevents cases in adjacent compartments from touching, so that there is no possibility of end thrust of the entire load of explosives. Each inner compartment is 21 inches high, 5g inches long, and 16 1/4 inches wide. Separating strips at the floor are 3 inches wide and 1 1/4 inches thick. The outside dimensions of the 50-pound cases of explosives used are 17 1/2 inches long, 13 1/2 inches wide, and 12 1/2 inches high."

In 2002 the authors updated the MFire model developed by the US Bureau of Mines. MineFire, developed by Mine Ventilation Services, Inc. (MVS), uses the MFire model to perform mine fire simulations on typical mine ventilation networks. The MineFire program is capable of producing visual schematics and other analysis tools for input and output of the MFire model. The MFire model, however, was limited to 500 branches and 10 fans. This paper discusses the newly modified MFire model that is now capable of modeling over 5000 branches and over 400 fans among other expansions and improvements. Given the long history and proven track record of MFire, the expansion did not modify the core calculation methods or results. This paper focuses on a general discussion of the MFire program and issues encountered in expansion of the algorithm. An example large network with simulation results is discussed.

The National Safety Competition was inaugurated in 1925 by the Bureau of Mines, U.S. Department of the Interior, in cooperation with the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations for the year, the largest number of perfect safety records in the history of the contest.

"This paper documents the characteristics of the different quartz veins, and their relation to gold, in the turbiditic Meguma domain of eastern Nova Scotia. Eleven different types have been distinguished in the greenschist facies on the basis of form, internal structure, mineralogy, wallrock alteration and crosscutting relationships to each other and to regional structures. Gold is present as rare visible disseminations in host rock slates and in ore-grade, early-formed veins, that pre-date the formation of upright Acadian folds and intrusions of Devonian granitoids. Four vein types pre-date Acadian folding. Five gold-deficient vein types are associated with Acadian folding (syndeformation); whereas two gold-deficient vein types clearly post-date this deformational event: Previously unreported, wall rock alteration is associated with early crosscutting and semiconcordant auriferous veins. In contrast, early stratiform veins are devoid of wallrock alteration. It is suggested that the auriferous vein arrays formed as submarine exhalitive systems over synsedimentary tensional faults and that the Meguma domain may represent the opening of a basin similar to the modernGuaymas rift .IntroductionThe term ""turbidite-hosted gold deposits"" is introduced to distinguish gold deposits contained within a turbiditic sequence of wackes and shales (or their metamorphosed equivalents) from gold deposits in other types of sediments. Usage and justification for the term is similar to ""carbonate-hosted lead-zinc deposits"" or ""volcanogenic massive sulphides"". A range of different characteristics can be present in individual deposits, some of which may be indicative of specific deposit types in the same manner that volcanogenic massive sulphides can be subdivided into ""Cyprus type"", ""Kuroko type"", ""Besshi type"", etc. Historically, gold deposits hosted by turbiditic flysch were an important class of quartz-vein gold mines in the 19th century. They included the goldfields of Victoria, Australia, Otago, New Zealand and Nova Scotia, Canada. Production from most of these fields had ceased by World War II and interest in this type of deposit waned. However, the recent exploration interest in gold has resulted in both re-assessment of the classical mining camps and the discovery that ""turbidite-hosted"" gold deposits are present in many parts of the world.Mapping of the regional geology and gold deposits of the Megumadomain of Nova Scotia was carried out by E.R. Faribault of the Geological Survey of Canada between 1886 and 1939. Faribault produced a comprehensive series of maps and reports for each gold district, a compendium of which was published by Malcolm (1929)."

Energy comes at great cost to our world and societies and therefore we should use it wisely and optimally. Societal pressure is enforcing this and the industry must respond by being proactive.The mine-to-mill approach to integrated mine and semi-autogenous grinding (SAG) mill optimisation demonstrated that throughput gains of up to 20 per cent could be obtained through a closer match of blasted run-of-mine ore to the feed best treated by a SAG mill. Since that approach was developed, new drivers have risen to prominence including environmental costs and impact of energy, water, waste. This is set against a backdrop of reducing ore grade and increasing demand that is pushing up our impact on the environment. The new challenges demand new approaches.This paper explores the opportunities in taking traditional approaches to optimisation to new levels of two-way integration and incorporating potentials for ore upgrade into circuit design. The new mantra may be æflexible circuitsÆ û designing and building for the present and the future by allowing for the uptake of new and future technology.

The results of over 900 coal strength tests done during the period 1993?1994 for the SIMRAC project COL021A were re-analysed with a view to find a method to delineate areas or seams that can be grouped together for analyses of coal strength and strength decay characteristics. It was confirmed that the strength of a coal specimen increases linearly with increasing diameter-to-length ratio and decreases exponentially with increasing size of specimen. However, by extrapolation of the data, it was shown that beyond a diameter of approximately 2 m, the size effect is insignificant. For larger specimens, the diameter-to-length ratio (referred to as the width-to-height ratio for full scale mine pillars) alone continues to influence the strength. The slope of the linear strength vs. diameter-to-length ratio relationship is independent of the size of the specimen and is not unique for coals from different mines. However, the intercept of that relationship is unique and is a function of specimen size. This offers a previously unknown method to distinguish between the coals from different mining areas and coal seams. GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. This paper presents the result of the analysis of strain-dependent concrete modulus from full-scale static axial compression load tests conducted on more than 200 instrumented cast-in-place barrettes and bored piles over the past 12 years, covering commonly adopted grades of concrete for heavy foundation construction in Malaysia and Singapore. The concrete modulus values, Ec, analysed were directly back-calculated from the material of the instrumented test piles by means of placing a layer of vibrating wire strain gauges near the pile head region. The best fit curve for back-calculated concrete secant modulus versus measured axial strain follows non-linear behaviour for both categories of test pile samples analysed. The result of the analysis seems to suggest that using average constant modulus value would generally lead to a significant error in load distribution computation, particularly at high stresses region.

This report is a proceedings of a briefing recently sponsored by the Bureau of Mines at which Bureau personnel presented findings from their research efforts to improve steelmaking techology currently used in the United States. The papers contained in this report address many areas of concern to the iron and steelmaking industry. Among these are improving arc stability in electric arc furnaces, preheating ferrous scrap to reduce energy consumption, fluorspar substitutes in steel-making, basic steelmaking refractories, corrosion of iron-based materials, improvements in stainless steel acid pickling processes, recycling of stainless steel dusts and other wastes, and use of wastes as a source of zinc for electro/galvanizing.

Mining companies are challenged with increased difficulty in delivering capital projects on schedule and within budget. In 2005, PricewaterhouseCoopers global review of major capital projects in the mining industry only 2.5% of projects could be defined as successful when assessed across the four critical dimensions of scope, cost, schedule and business benefits. Thus 97.5% of major mining capital projects were not successful according to the criteria PricewaterhouseCoopers used. Normally if a project fails on all these criteria it indicates scope creep. Scope creep refers to the change in a project's scope after the project work has started. As a result, the projects drift away from their original design, timeline, and budget, and as a consequence destroy business benefits. The major reasons for scope creep are poor change control and the lack of proper front end loading. Change control and front end loading are based on project processes in the planning and monitoring & control process group of the Project Management Body of Knowledge1 (PMBOK). This paper will focus on key factors to consider during project scheduling/planning with special reference to cost and schedule (using Microsoft Project as a tool although the principal is universal)

"The concept of risk is well established in the mining industry. It is acknowledged when estimates of reserves are expressed as proven or probable, when mining and metallurgical recoveries are applied to the ore, and when contingencies are added to costs. However, it is difficult to provide a quantitative assessment of risk. The significant sources of risk in a mineral project and how these are addressed in project evaluations are discussed. The discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.IntroductionThis paper examines the components of the discounted cash flow discount rate and proposes a method of estimating project-specific discount rates. The motivation for this work comes from experience of project evaluations in which owners and purchasers had agreed on virtually every aspect of the evaluation except how much the project was worth. Agreement was reached on reserves, grad~, recovery, capital costs, operating costs, taxes, and, by combining these components, even on the fmal cash flow values. The only difference in opinion concerned the discount rate to be used in the calculation of the net present value. Depending on the life of the project, such differences of opinion can cause a variation of more than 50% in the value placed on a project! This is illustrated in Figure 1."

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.
