Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

The predicted warming of the earth's surface, presently the subject of much debate, controversy and legislation, is based on what is termed "the greenhouse effect." This is the result of the property of certain atmospheric gases. These gases allow the passage of radiant energy to the earth's surface and reflect back, to the earth, the infrared radiation given out by the heated surface. Physicists have computed that if there were no greenhouse effect the average temperature of the earth, now about 15° C (60T), would be close to -18° C (OT). Just what gases have produced this salubrious effect? Water vapor is the most important. Then come carbon dioxide, methane and a number of minor constituents of the atmosphere, both natural and man-made. Climate change, its cause and its impact on human activities have been the subject of scientific and historical study for more than a century. Recently, some scientists have concluded that if the man-made increase in the carbon dioxide and other greenhouse gases continues, by the late 21st century the earth's global average temperature will rise between 2° to 8° F. This temperature rise would cause the water in the oceans to expand and the massive polar glaciers to melt. In 1980, it was predicted that the sea level would rise 7.6 m (25 ft) by the late 21st century. By 1985, the predicted rise was 1 m (3 ft); and by 1989, it was 0.3 m (1 ft) (Jastrow, Nierenberg and Seitz, 1990). Agricultural scientists have pointed out that an increase in atmospheric carbon dioxide would enhance biological growth including the production of foodstuffs.

It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

Over the past decade, the coal mining industry has faced the difficult task of remaining profitable in the midst of declining market prices. Historically, the industry has been quite capable of meeting this challenge by various means. As total costs to mine and market coal continue to increase, new methods of tackling the problem must be implemented. Studies have shown that although many options exist to influence both inby and outby costs, the greatest potential remains in addressing costs at the coal face. Mining operations can positively effect a change in their profitability by either reducing costs, or by increasing production to in turn lower their net cost per man-hour. Original equipment manufacturers can play a key role in both options through the introduction of new technology that permits higher extraction rates, as well as other advantages leading to lower cost coal. A leading advancement over the past 30 – 40 year period has been the advent of progressively higher voltages to operate the mining equipment. This advance enables higher power transmission for a given cable size, operation at lower amperages resulting in less voltage fluctuation, and reduced heat on the cable and electrical components.

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

Mine operations are being squeezed to do more with less. This is not new. But, where do mine operators turn for the next stage of improvement? Many have waged strong wars on the cost reduction front and cut back staff to the bone, yet need more improvement to remain competitive. This paper will outline an approach which a few leading operators have taken. Following the footsteps of manufacturing's view of supply chain management and basic quality management they are reaping the benefits of taking a more holistic process view of their operation. This paper presents summaries of three companies' approaches and the impact which is being felt on the bottom line.

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. Many existing tunnels have deteriorated as they age, requiring a massive amount of investment for their rehabilitation. The tunnel of interest in this paper is being rehabilitated by adding precast concrete arch panels under the existing concrete ceiling, and measuring the gap between them was the objective of this research. For this purpose, a mobile 3D laser/thermal scanner was used for scanning the tunnel, especially for the purpose of measuring its profile. To calculate the gap, the distance between the tunnel profile and the theoretical profile of the concrete arches was measured. Additionally, an in-house program was developed using MATLAB to automate the data processing to determine the above-referenced gaps. Results were provided in the form of heat maps showing the measured gap.

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

A mining project is proposed for the state of Pahang, Malaysia. The proposal involves the mining of a sulphidic ore body and initial processing to form a sulphide concentrate which will be transported to a roaster/acid plant for the production of sulphuric acid. An outline is presented on the potential environmental impacts of the project which have been assessed by superimposing project infrastructure and processes on to the physical, biological and social environment during the early design and planning stage of the project. The potential impacts eliminated by engineering design and the techniques employed are presented. However, there are a number of potential impacts that require careful consideration and planning for long term management. These include surface water drainage, waste rock leachate, tailings disposal and the social environment. Environmental management designed to minimise or alleviate these impacts as a result of project implementation concludes the paper.

Recent on-going efforts to develop commercial coal cleaning beneficiation processes using chlorinated solvents-as the separating media will be described. True heavy media separations were performed on raw coal feedstocks, including Pennsylvania anthracite; Western, Eastern, and Midwestern bituminous; and lignite coals. Separation techniques included bath-type devices, cyclones, and liquid/liquid partitioning. Details on separation devices, removal of solvent, and recovery and recycling of solvent will be discussed. Projected costs of full-scale plants will be given for various coal sizes. A number of the coals evaluated are good candidates for beneficiation using chlorinated solvents. Coal beneficiation is desirable to provide needed coal quality. These needs include low ash fuels for coal water slurries and low sulfur fuels to meet emission regulations. In October of 1985, a paper, "Chlorinated Solvents for Coal Beneficiating"' was presented at the fall meeting of SME-AIME at Albuquerque, New Mexico. It reported the results obtained from various coals as feedstocks and of the separations using chlorinated solvents. These beneficiation results depended on true heavy media gravity and liquid/liquid partitioning separations. This paper will include detailed descriptions of the liquid/liquid partitioning process used in "Dow's Advanced Coal Cleaning Technology?2 and of the "Dow Solvent Recovery Technology.?3

"This paper reports on computational and experimental research, performed at the Collaborative Research Center “Interaction Models for Mechanized Tunneling” at Ruhr-University Bochum, Germany. Research covers a broad spectrum of topics relevant for mechanized tunneling in soft soil conditions. This includes advances exploration methods and models for the characterization of the in-situ ground conditions, the interaction of the face support and the tail gap grouting with the porous soil, multi-scale models for the design of fiber reinforced segmental linings with enhanced robustness, computational methods for the numerical simulation of the tunnel advancement, the soil excavation and the material transport in the pressure chamber, logistics processes and risk analysis in urban tunneling.INTRODUCTIONMechanized Tunneling has proven itself as an economical and flexible construction method that continues to undergo a dynamic evolution process. Shield diameters continue to increase, and the application range of tunnel boring machines is being extended to an ever-increasing variety of geotechnical conditions. In order to maintain economic viability and to ensure an environmentally friendly construction process, realistic and reliable numerical models are required in order to make informed decisions during planning and construction. To provide a reliable numerical prognosis, it is necessary to accurately assess and understand the interactions between the components involved in mechanized tunneling with the surrounding site, the ground, and any pre-existing structures. Heterogeneous geological conditions and often only approximated ground parameters create, in contrast to other engineering projects, special demands. This necessitates new insights to new problems that can only be effectively solved through truly interdisciplinary research. To address these challenges, the German Research Foundation (DFG) has established the Collaborative Research Center “Interaction Models for Mechanized Tunneling” (SFB 837) at the Ruhr-University in Bochum in 2010. Collaborative Research Centers are interdisciplinary scientific research groups in which cooperative research is conducted under the umbrella of a central research theme. With a research budget of ca. 10 Million Euros for the second 4-year funding period, and a research team composed of 13 project leaders along with approximately 35 scientific assistants the SFB 837 is currently one of the largest research groups conducting fundamental research in tunneling related topics worldwide.RESEARCH TOPICSThe research topics of the SFB 837 encompass a number of relevant planning and construction related aspects in mechanized tunneling (Figure 1). These research themes are each supported by computational models and laboratory investigations and are all included in an SFB overarching Tunnel Information Model (TIM). Interaction groups integrate and combine the results of different submodels through prototypical cause-and-effect relationships, and through the analysis of the Wehrhahn metro line (WHL) project in Düsseldorf, which has been adopted as the reference project for the SFB 837."

Golder Moffitt and Associates (GMA)", were commissioned to reassess a large metallic low grade orebody. One of the aims of the study was to estimate recoverable reserves. Recoverable reserves are here defined as ore reserves for a specific mining block size. The mining block is that block on which the decision that the material is ore or waste is made. Recoverable reserves take into consideration mining methods. New methods for solving this type of problem were recently developed in Geostatistics and so for this reason GMA called for the technical assistance of the Centre de Geostatistique (C.G). The complete estimation was done using the geostatistical techniques and programs of the C.G together with some of the programs of GMA. As the mine was in production at the time the study commenced it was-possible to make frequent checks on the estimated values using blast-hole data. The ore reserves were also estimated using the more conventional interpolation method of inverse square of distance weighting.

The U.S. Bureau of Mines recently conducted a limited-scope study on the use of lineament analysis and electromagnetic geophysics to better identify the surface expressions of faults at the Cimmaron Mine near Raton, NM, an operating longwall mine in the York Canyon mine complex. Two normal faults were encountered by the mine, one during gate road development and drilling and another only through drilling. The potential ground control problems and offsets associated with these faults will severely impact long-range development plans, so it is essential to know the lateral extent of these faults within the coal reserves. The surface topography at the site is fairly rugged, yet outcrop exposure is poor. There is no obvious visible geologic evidence to indicate that the faults identified at depth extend to the surface. Both the geophysical and remote sensing techniques provided information on the presence and extent of important geologic structures which could not be gained just from drilling and surface outcrops. The geophysical surveys also were invaluable in confirming the presence of subsurface geologic structures in the vicinity of the lineaments assumed to be associated with the faulting.

New and improved beneficiation techniques are available to allow the production of clay minerals of exceptionally high purity. This is particularly true for kaolins and smectites. Wet processing techniques include particle size separation, high intensity magnetic separation, chemical leaching ,flotation, and selective flocculation. The blending of clay minerals with other minerals provides opportunities to make special ceramic materials such as cordierite and other minerals that have very special ceramic properties including low heat expansion, high fired strength, low absorption, and other desired qualities.

The midwestern area referred to is the Illinois basin. The coals presently worked are mainly the No. 5 and No. 6 coal seams which vary in thickness from five to eleven feet. Present average of the more important No. 6 id about nine feet. The coal can vary considerably in toughness within the same mine with some coal perhaps rashing very easily and other coal being extremely difficult to cut. Top is generally well laminated shales with some fortunate areas having limestone roof. There are local areas with troublesome top of poorly laminated shales, shale with slickensides and shale intermingled with small partings and traces of coal. The bottoms are generally one to three feet of clay which softens readily on exposure to moisture. The mines are dry although some water is released and collects from rapid penetration of the seam by continuous miners. However, there are locally wet areas. Most of this material refers to mines of the Freeman Coal Mining Corporation. The mining operations written about are underground mines in southern and central Illinois.

Oxide particles are commonly used as fillers in plastics, paper, rubber etc. (particulate composites). The successful fabrication of such composites is dependent upon the adhesive strength of the filler particles to the matrix. The compatibility of the matrix and the filler particles is generally enhanced by adsorption of surface modifiers such as surfactants and polymers at the particle-matrix interface. In order to develop a scientific basis for selection of appropriate modifiers it is necessary to understand their adsorption mechanism(s). Specifically, adsorption of polymeric additives is attributed to a combination of chemical and electrostatic interactions, hydrogen bonding and van der Waals forces. Hydrogen bonding has been suggested to be the primary adsorption mechanism for non-ionic polymers. However, a literature survey of Poly(ethylene oxide)(PEO)-oxide system suggested PEO, a non-ionic polymer, to be substrate specific. A systematic study was undertaken to investigate the adsorption mechanism(s) of a PEO on oxide particles. It was determined that strong Bronsted acid sites on the surface interact with the ether oxygen, a Lewis base, of PEO to induce adsorption. In this work characterization of PEO binding sites on oxides is reported and the mechanism(s) of PEO adsorption discussed.

A concerted effort to determine the quantities and effects of trace elements in the environment requires the application of a number of different analytical techniques in the same or in different laboratories. The interpretation of analytical data is often difficult because of differing results between analysts or even by the same analyst at different times. Standard Reference Materials (SRM), which are certified for their trace element content and are in a matrix similar to the one of interest, can greatly increase the accuracy of analysis and the reproducibility between laboratories. The United States National Bureau of Standards (NBS) has developed a number of SRMs applicable to the determination of trace elements in environmental materials. Two of these, SRM-1571, Orchard Leaves, and SRM-1577. Bovine Liver, are excellent for biological tissue analyses. Several new standards are of value for fossil-fuel analyses. These are: SRM-1632. Trace Elements in Coal; SM-1633, Trace Elements in Fly Ash; SM-1634, Trace Elements in Residual Fuel Oil: and SRM-1635, Trace Elements in Gasoline. In cooperation with the US Environmental Protection Agency, the NBS has recently concluded an interlaboratory comparison involving analyses by more than 60 laboratories on these fossil-fuel materials. The resulu of this intercomparison and the broad range experience with the biological materials will be presented showing both intratechnique and intertechnique variations, and the sensitivities and comparisons with the values certified by NBS.

The design and planning for the construction of a new passageway to improve access and circulation to better accommodate anticipated increased passenger flow within Grand Central—42nd Street Station. The passageway includes the break-in of an over 100-year-old station cavern with an innovative design implementing a protective structure above the existing track to allow for safe train operations and passenger circulation during construction. Construction of the new passageway follows the Sequential Excavation Method. This paper will present the innovative solutions that went into the preliminary design and planning considering construction access, site logistics, risk management, structural retrofitting, instrumentation and monitoring, and impact assessments.
