The primary concern in dealing with contractual arrangements for construction is getting the work completed satisfactorily, in the shortest time, and for the least expense for the owner--while assuring that all other parties associated with the contract make a reasonable profit for their effort. In our complex construction climate of today, achieving all of these is usually not possible. Somewhere between the beginning of design and the completion of the work, disagreements and delays arise which can destroy the best of intentions. Assuming that all parties associated with the contract are acting honorably and professionally, the disagreements generally arise through inappropriate contract types or through flawed contract documents. These flaws can be either sins of omission or commission, but we must find a way to lessen, if not completely eliminate, their impact. Disagreements and delays are directly related to the extra cost which the owner and the other involved parties must suffer. Usually the attorneys are the only ones who come out on the positive side. Inappropriate or defective contract documents can be the result of inadequate time for preparation and review, laziness in not searching out the proper terms and language, insufficient recognition of the proper assignment of risks, or just ignorance as to what is right and what is wrong for the particular project. They can also result from a client, particularly a public agency, providing rigid general conditions and format requirements with which the engineer is not allowed to tamper. Arguments

Several methods have been proposed for determining the tensile strength of rock. These have been tried out over the past several years, but the results have been erratic and of doubtful value. The tensile strength of rock is its weakest property, and this property apparently enters into all failure phenomena whether underground or on the slope of an open pit. Therefore, it is essential that detailed quantitative information is known about the tensile strength of rock if the design engineer is going to select the proper pit' slope, pit orientation, or orientation of underground workings so as to give the most economical and safest mining condition. This quantitative information may be used to orient the pit in such a manner as to allow steep slopes along two sides. This information may possibly be used to orient the direction of either underground workings or open pits so as to decrease powder consumption and to increase blasting efficiency. Hence it is of prime importance that a method of determining accurately the tensile strength of rocks be developed.

This paper is an extension of previous work evaluating a new extractant, LIX®-64, for recovery of copper from dilute acidic solutions. Large scale pilot plant operations have confirmed the technical and economic feasibility of the process and, with minor exceptions, scale up parameters obtained by previous laboratory work. Operating problems encountered in the pilot plants are discussed. Design parameters for-scale-up to commercial plants are presented and discussed along with a revised capital cost estimate. The future pilot program is discussed, including minor design changes and the effect of entrained organic on dump leaching efficiency.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.

Since 1992, a tailings gravity re-treatment plant has been in operation at the New Celebration Gold Mine to recover aurifer­ous pyrite (Martins, Dunne and Gelfi 1991; Martins, Dunne and Delahey 1993). The gravity pyrite concentrate is ground in a Tower mill to liberate gold (average particle size around 25µm) prior to cyanide leaching. Although the re-treatment plant has met the predicted gold recovery, based on original laborat01y testwork, there is still room for improved gold recovery. This requires enhanced pyrite recovery, especially in the finer size ranges. The application of centrifugal gravity separators would seem to be an ideal means to achieve this criterion. In particular, the Falcon continuous centrifugal separator (Series C machines) would appear to be ideal for this particular duty. A testwork program to evaluate the application of the contin­uous Falcon to recover pyrite from New Celebration ores was unde1iaken over a six month period during the later part of 1997. The work involved laboratory batch testwork, followed by con­tinuous testing of the Falcon Cl0 (2tph to 3tph) and Falcon C40 (l00tph) units. A summary of the results from this evaluation program are provided in this paper.

"On-site research and development as well as in-situ testing are key factors to the successful implementation of new mining equipment and technology. Unfortunately the demands and necessities of research and development often conflict with the reality of mine production in operational mines, especially during early stages of research and development and the initial testing of new equipment. Several experimental mines under university supervision attend to this problem and provide a close-to- reality testing environment for the mining industry and mining equipment manufacturers. This paper gives an overview of the design and organization of such an underground testing area as well as of the wide range of possible operations it can facilitate at the example of the FLB Experimental and Teaching Mine (Forschungs- und Lehrbergwerk) at Technische Universität Bergakademie Freiberg, the central European underground research mine. INTRODUCTION As well as the Mining Engineering education follows the same pattern worldwide, the tasks and duties to be fulfilled by engineers in the productive mines are comparable around the globe. This also holds true for the technologies and equipment needed, both in surface and underground mines. Almost all mining equipment brands are being distributed worldwide. The tasks and challenges of guaranteeing an ever- increasing productivity at the mines, while simultaneously maintaining, respectively improving, safety standards, also in the developing countries and emerging economies, requests a constant development, improvement and adaption both of the engineering education and of R&D in technology and equipment. The increasing safety requirements at the mines, in combination with also increasing safety and liability policies, do often not allow a proper practical education of mining engineering students. At the same time, new technologies and equipment to be deployed / brought to the mines have to be fully functional in a production operation from the very first moment. Time losses like break-down time or even repair and maintenance breaks are often costly and, even when expected up to a certain degree with newly developed machines, have a wider negative impact on the neighboring operations and operations within that mine, thus often being unacceptable within the ongoing production process and extremely costly."

A single stage ball mill-cyclone circuit was extensively tested for its reactions to step changes in three controllable variables: feed rate, water to cyclones, and water to the ball mill. A series of carefully designed tests are to be carried out in order to determine relationships between the various ball mill and cyclone parameters. Cyclone overflow particle size distribution is to be continuously monitored during the tests using an ultrasonic device. Other circuit variables that are to be measured and recorded are feed rate, ball mill mass flow, cyclone feed and overflow densities, cyclone feed sump level, water flows, etc. Once the circuit performance is defined, two types of grinding circuit control systems will be evaluated: (a) mass flow-based; (b) particle size- based. Results obtained by each approach in terms of feed rate and cyclone overflow size distributions are discussed. The high sensitivity of continuous particle size measurements to grinding circuit disturbances is emphasized.

Precambrian granitic pegmatites on the west, south west, south and southeast slopes of Storm Mountain, Larimer County, northern Colorado, were explored and mapped geologically 1956-1959. The area between Crystal Mountain Mining District on the north and Hyatt pegmatite mine area on the south was nearly inaccessible until a company built an access road, which was completed in 1959, into Roosevelt National Forest and its jeep-type roads. The area is extremely rugged, rising from some 6,000 feet on the highway at Drake, on Big Thompson River, to an altitude of over 10,000 feet at the summit ridge of Storm Mountain. Almost innumerable pegmatites of every possible type of granitic pegmatite intrusion infest the Precambrian gneisses and schists of the southwest-tilted fault block of Storm Mountain. The major bodies stand at least 100 to 200, feet high above the surrounding forest floor. Core drilling has shown that some extend to at least 200 feet below the surface. They blunt out at the southwest, some keel out below and others are faulted out at their southwest ends. Strike length ranges from 200 to 600 feet. The massive bulky bodies have nearly vertical walls. Contents are zoned or ribboned and layered. They consist of local commercial bodies of beryl, potash feldspar, mica, uranium minerals and quartz. As yet no lithium minerals have been encountered.

The Mule Canyon gold deposit, located 14 miles ESE of Battle Mountain, Nevada, was discovered in 1986 as the result of a GFMC grass-roots exploration program. Drilling to date has identified six discrete orebodies which contain a demonstrated gold reserve of 8.487 million tons at an average grade of 0.136 oz/ton, totaling 1,152,000 ounces. Mineralization is associated with argillic alteration and silicification, localized along NNW trending high-angle faults within Miocene basaltic andesites. Trace element geochemistry at Mule Canyon is typical of upper level hot spring precious metal systems, displaying elevated Ag, As, Sb, Hg, and Se.

The semi-autogenous grinding circuit at the Utah Mines Limited, Island Copper Operation, located on Vancouver Island, British Columbia, is described. Since start-up of the operation in 1971 grinding circuit throughput has been progressively increased from the initial design rate of 30,000 to the current average 45,000 tonnes per day (t/d) of porphyry copper ore. Key developments and modifications in operating and maintenance practice that have contributed to this increase are reviewed.

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. Prior laboratory work has demonstrated that much of the fine ash forming minerals entering a flotation froth are there as a result of water carryover- from the bulk contents of the flotation cell (Arnold and Aplan, 1986a). Using a bank of four 8.5 m3 (300 cu ft) Wemco flotation cells cleaning a well-liberated Lower Kittanning seam coal, test results show that the sulfur and ash content of the froth is directly related to the water content of the froth (or inversely related to the percent solids in the froth). Reagent changes that result in a watery froth produce a higher ash content in the froth. A direct comparison of laboratory and plant results show that the standard laboratory flotation test produces a product higher in sulfur and ash than that produced in the plant. Caution should be exercised when extrapolating laboratory test results to the plant situation. A method of estimating coal flotation product quality in the plant based on laboratory tests is given.

Less than optimum production in mining always results when poorly blasted material is provided at loading points. More often than not the cause is due to blasting founds that fail to fully control and utilize explosive energy. In many cases the problem exists because too few blasters understand how blastholes actually break rock and recognize that blasting is a three-dimensional process in designing their blasts. To better understand how blasts can be more effectively designed the two major rock breakage processes are described. In addition, the respective contributions of the borehole and detonation pressures are defined as are the specific roles of the several important blasting design variables. The concept of stiffness as an engineering principle and its significance in blasting design is introduced for explaining the breakup of rock. Basic guidelines for affecting control over fragmentation and side effects like over-break are offered.

In order to rapidly evaluate an area for its mineral potential, a reconnaissance exploration program generally includes the following: 1. Outlining an area of interest 2. Identifying known mineral deposits 3. Bibliographic search of the literature 4. Evaluation of geochemical and geophysical surveys 5. Compilation and review of geologic maps The information now available from various government agencies regarding the mineral deposits, geology, and geochemistry may be integrated and used as a tool to rapidly evaluate an area before the field season. The databases most commonly used in the United States are the USBM MAS/HILS system and the USGS MRDS system for their information on mineral deposits; GEOREF and GEOARCHIVE for bibliographic information; and NURE data for the geochemistry and geophysics. In conjunction with the project geologist, this information may be used to plot known deposits and their geochemical signature as well as any other areas of like signature for further examination.

The "Athabasca oil sands" of the McMurray formation in northeastern Alberta cover an area of about 21,000 square miles and contain the world's largest reserve of oil. Fort McMurray, a small town in the heart of the oil sands area, is about 235 air miles north- east of Edmonton. A railway serves the town but no year-round roads connect the town with the rest of Alberta. (Figure 1). The McMurray formation is of early Cretaceous age, deposited unconformably on a limestone surface of Devonian age. The sediments appear to have originated from the Canadian Shield to the east and were deposited in bays and deltas of large fresh water lakes. The lakes were later replaced by marine seas in which t the overlying Clearwater shale was deposited. (Figure 2).

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Consistent increase has been the mark of North American potassium (K) consumption. In 23 of the last 25 years there was upward progress The pace of usage has quickened in the past three or four years This, together with a predicted accelerated future demand, has created unprecedented interest -and activity in the potash industry. Potassium enjoyed a ninefold increase in consumption from 1940 to the present time in North America (Figure 1). Since 1950, it increased from just over a million tons of potash (K20) annually to nearly three million tons in 1964. World-wide usage exclusive of mainland China is now about 10 million metric tons. Some predictions call for another doubling in consumption in the next 10 to 15 years, About 20 percent of the four million tons of K20 produced in North America is now exported overseas and this percentage is likely to increase in the years ahead. Ten years ago, exports represented only 3-1/2 percent of total K2O production from this continent.

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

In the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed, and who has performed the research have all changed significantly over these decades. Although there are a lot of subjective ideas concerning these changes, and there is a fair amount of anecdotal "analysis," there has been no actual study of these trends to verify the facts.
