INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

A joint research effort by Newmont Gold and Du Pont, working with Kurtis Mooney, of Tri-Combined Resources has developed a new ore-sample bag made of "Tyvek," a spunbonded olefin. "The goal was to find a bag with the best trade-off between efficient draining of moisture, minimal fines loss and compatibility with the conveyor drying process we were developing for our new assay lab," Charles Bucknam, analytical development coordinator for Newmont Metallurgical Services states. None of the available polypropylene, cotton or canvas bags had the needed combination of properties. "Our original tests in 1987 on the plastic bags we had been using showed an average loss of 5.4% of mud sticking to the bags when they were emptied into drying pans. Part of the sample was still in the bag as a residual." Tests on bags of "Tyvek" showed low residuals when the samples were dried in the bags before they were emptied, but about 3% of the fines were lost through the seams. Mooney recommended a new bag design, with fold-over seams.

It is appropriate that this opening session of HAZPAC '91 and Randol Gold Forum CAIRNS '91 should address the question of what the two industries can learn from each other. The panel is made up of members with experience in both industry. Several are experts on managing both hazardous waste and the mine/mineral processing environment. There is a marked difference in the regulatory needs with respect to treating and disposing of mining and mineral processing wastes, and "hazardous" or industrial waste materials. The topic of this paper is on the things that the two industries have in common: Many of the processes and technologies that are being used or are currently being developed for treatment of hazardous waste are the same or similar to the processes that have been used for decades or k,nger in the mineral processing industry. Hazardous waste treatment and remediation of contaminated solid and/or groundwater is a relatively new industry. Many of the practitioners in this new industry are relatively inexperienced in most of the "new" technologies that are being applied or developed.

Based on previous investigations of ultrafine comminution in planetary ball mills, a new centrifugal mill has been developed which permits similar high stress conditions. Because this new type of mill is equipped with an immobile chamber, devices for measuring energy, for cooling the milling vessel, as well as, in continuous operation, for material feed and discharge can be more easily attached than to planetary ball mills. Observations of particle behaviour have shown that, in the case of dry grinding, most of the material is found on the mill walls even after short grinding times. Due to the fact that energy dissipation takes place mainly in the zone near the wall, a grinding system which reduces the amount of ball filling required is at an advantage.

The island of Jamaica consists predominantly of Carbonate rocks which vary in chemical & physical characteristics. Currently these rocks are used for construction and road aggregate, landfill and as a raw material in the manufacture of cement. Over the past fifteen years the Geological Survey of Jamaica with assistance from a number of international aid agencies and the private sector have identified deposits of high calcium/high brightness limestones which have the potential to be utilized as a high quality filler and a number of other commercial applications. Geologically, these limestones are formed within the Eocene Swanswick Formation, the Oligocene Walderston-Browns Town Formation and to a lesser extent the Miocene Montpelier and Newport Formations.

The Barneys Canyon orebody is a sediment-hosted disseminated gold deposit located 8 km (5 miles) north of the Bingham Canyon porphyry copper mine. Mineable oxide reserves are 8.6 million tonnes (9.5 million short tons) grading 1.64 g/tonne (0.048 oz/ton) gold. Host lithologies are carbonates and siliciclastics of the Park City and Kirkman-Diamond Creek Formations of Lower Permian age. Gold distributions are controlled by favorable stratigraphic units and associated alteration, and structures. Dominant alteration is decalcification and bleaching of carbonates, and argillization and bleaching of sandstones. Gold to silver ratios are greater than 1:1. Anomalous trace metals include arsenic, antimony, mercury and thallium. The Melco deposit lies 2.4 km (1.5 miles) southwest of the Barneys Canyon deposit. It is spatially associated with a steeply northwest-dipping siliciclastic breccia in the Kirkman-Diamond Creek Formation at the contact with underlying orthoquartzites of the Freeman Peak Formation. Both gold-bearing oxidized and sulfide lithologies are present, often in sharp contact. Mineable oxide reserves are 2.8 million tonnes (3.1 million short tons) grading 2.40 g/tonne (0.07 oz/ton) gold. Anomolous trace metals include arsenic, antimony, mercury and thallium, which are generally present in concentrations greater than those at Barneys Canyon, particularly in sulfide-bearing material. A spatial, temporal and genetic relationship is proposed between the Melco deposit and late-stage gold mineralization at Bingham Canyon, although both the Melco and Barneys Canyon deposits have many similarities to Carlin-type gold deposits.

Deposition of calcium carbonate scale on activated carbon in the Pinson Mining mill carbon column circuit was causing erratic gold recovery rate, long acid wash time, high carbon attrition and long strip times. Continuous addition of a blended antiscalant into the mill thickener overflow at 8 ppm reduced the average carbon acid wash weight loss from approximately 10% to < 2%. Cleaner carbon improved the gold loading rate in the mill column. The loading on Column I was increased to 175-225 oz/ton carbon from 125-150 oz/ton for a two-day carbon advance cycle. The higher loading capability has given Pinson more flexibility and better control of gold flow through their carbon adsorption, stripping and electrowin­ning processes. Preventing calcium carbonate build-up on activated carbon with this antiscalant reduced acid wash batch time. This enabled Pinson to acid wash and regenerate every batch of stripped carbon for all the adsorption circuits. Shorter strip times have also resulted from the lowering of the calcium carbonate scale level in the loaded carbon. Carbon consumption has been reduced and is now averaging 0.046 lb/ton ore for the first six months of 1990 compared to 0.072 and 0.083 lb/ton respectively in 1989 and 1988.

Twin 8.5 m diameter, 10 km long headrace tunnels under overburdens of up to 1870 m were excavated for the neelum jhelum hydroelectric project in north-eastern pakistan using two main beam gripper tunnel boring machines (tbms). Rock bursts were encountered and presented a significant danger to personnel and equipment. Micro seismic monitoring was installed to analyze rock burst characteristics and to create a database for future reference. Correlation of rock burst characteristics improved the ability to predict the likelihood, location, severity, and number of rock burst events. The electrochemical behavior of pyrite in borate/sulfate solutions was investigated using cyclic voltammetry. Three anodic peaks at approximately -0.8 V, -0.1 V and +0.5 V (SCE) were detected along with their corresponding reduction peaks. The first two peaks correspond to the oxidation of surface products. The third peak corresponds to the direct oxidation of pyrite with reaction products FeO oxides. sulfate ion and partially oxidized sulfur intermediates present as a surface film of polysulfides and So. The Few oxides and sulfur intermediates were reduced to ferrous hydroxide and HS during the negative-going scan. The HS interacted preferentially with Fe(OH), on the surface to form FeS. Excess fenous hydroxide continued to reduce to metallic iron. During the return positive-going scan, metallic iron was oxidized to ferrous hydroxide and FeS was oxidized to pyrite. These reactions are characterized by a unique double peak observed in the region -0.8 to -0.65 V. The growth kinetics of the surface sulfur film formed during anodic oxidation were studied using chronoarnperomeay. Potentiostatic measurements were well correlated by a paralinear rate equation, suggesting the formation of an intermediate passive film, associated with the simultaneous dissolution of the outer layer of the film. The reaction rates were affected by applied potential, solution pH and temperature, but were independent of electrode rotation speed. A reaction kinetics model which fitted well with experimental results, was developed.

The paper describes a simplified method to chemically modify the surface of industrial mineral fillers. Four industrial mineral samples were taken from feedstock of commercial fine grinding operations. These samples were ground in bench scale ball mills and in the presence of various organic solvents. The ground products were measured for particle size distribution, surface area, surface chemistry by oil absorption and degree of organicJminera1 bonding. Where appropriate, the ground products were compared to commercially available surface modified, industrial mineral fillers.

Significant lost time delays were experienced by Carbonifera de Nueva Rosita, S.A. de C.V. ("CNR") during mining development of the Pasta de Conchos Mine ("the Mine") near Nueva Rosita, Coahuila, Mexico. Furthermore, methane gas concentration in the return air course had exceeded 1.0 percent. Resource Enterprises, Inc. ("REI") was contracted by CNR to recommend an approach to reduce methane emissions at the Mine. In order to recommend a degasification approach, REI and CNR obtained geologic and reservoir characteristics of the Double coal seam, Olmos Formation. A vertical core hole was drilled to obtain core samples to determine gas content (average 8.4 cm3/gm) and to conduct a slug test to estimate permeability (34 md). This information was used to simulate gas productivity and drainage effectiveness. The simulation indicated that underground horizontal boreholes would remove significant quantities of gas in advance of mining in a reasonable period of time. Based on the results of the simulation study, an underground degasification drilling program was initiated at the Mine. In a six month period, five long in-mine degasification boreholes were drilled in advance of CNR&apos;s three to five years mining projections. Peak gas production from the five boreholes (approximately 2,750 cumulative meters) had exceeded 45,000 m3/D. Results to date have indicated a general reduction in methane concentration in the return air course below 0.8 percent.

The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants&apos; unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today&apos;s public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,&apos; many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

The extractive industries consist of five major sectors: - Mining equipment and services - Dimensional stone - Industrial minerals - Aggregates - Metal mining These industries produce some finished goods but mostly semi-finished products as they feed into other industrial sectors: Basic metals, fabricated metals, construction, chemicals, dyes and pigments, inorganic chemicals, fertilizers, rubber and plastics and non-metallic mineral products. These are the major down-stream industries in this study. Taken together with the extractive industries they form the mineral resource based cluster. The mineral resource based cluster is a substantial part of the Finnish economy: It employs 211 000 persons, 39% of the number of employees in industry. The cluster?s exports account for 20% of industry exports. Value added is 34% of total value added in industry. Investments reach 35% of total industry investments.

FTIR measurements using a special ATR cell were carried out to investigate the adsorption of two thiol collectors, potassium ethyl xanthate (KEX) and sodium diethyl dithlophoshate (NaDTP), on an unoxidized lead sulfide surface. Both qualitative and quantitative determinations of the collectors were made at the coverages from two monolayers down to 2% of the monolayer. The experiments revealed that the thiol collector species coordinate to the lead atoms at the surface of lead sulfide but the surface products distinctly differ from the precipitated bulk lead compounds. There exists a linear relationship between the coverage and the signal intensity of the IR spectra within the coverage range studied.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). The addition of coal preparation plants changed the coal industry during the past. Now it is time co once again improve the quality and types of coal products coming from future coal preparation plants to meet the changing needs of our society. Clean Coal Technology, along with federal support provided, is forcing our industry to provide cleaner coal products for industrial applications. Liquid fuels from coal is just one of many new products from a coal preparation plant that has a ready market in the transportation sector. UCC Research Corporation is developing these new liquid coal products and this paper will describe the progress and the new slate of coal products to be provided from future preparation plants.

Since 1970 a new series of pneumo-mechanical flotation machines has been developed by Outokumpu Oy. The cells have a completely new type of mechanism based on a recently-developed theory of conditions necessary for dispersion of large amounts of air. The mechanism was developed in 3 cu m cells and scaled to 16 cu m cells. Rotor and stator description, scale-up theory, and practical experience with the 16 cu m cell are presented.

Taconite tailings reclamation, especially the stabilization of tailings ponds, .dams, and slopes, can be effectively accomplished through the use of appropriate vegetation. Utilizing vegetation provides both aesthetic and ecological enhancement of a site while at the same time protecting tailings structures against wind and water erosion. Generally, the methods and techniques for establishing vegetation are well known; however, there are many site-specific factors that can alter a particular reclamation approach. Those factors include slope gradient, tailings material size, solar exposure, and physical and chemical properties of tailings. In addition to the site-specific factors, variations in climate, geography, and physiography of a region can have a pervasive influence on the success or failure of a revegetation program. Both the site-specific and regional factors control reclamation planning in such areas as plant variety selection, methods and times of plants establishment, maintenance techniques, and subsequent monitoring methods. As a result of this multifactor relationship, it is important to establish a data base that identifies both the site-specific and location conditions in order to tailor the reclamation plan to the specific area. When an appropriate data base has been collected, detailing the various site-specific and regional factors that will influence a revegetation program (in the absence of previous testing), it is very beneficial to apply experimental techniques to develop the reclamation plan for a specific site. The reclamation plan for a specific site may include several techniques adapted for the differences found within the specific site as the result of topographic or other influences. Considering this, the Reserve Mining Company and Dames & Moore undertook to develop a successful reclamation plan based on a detailed test plot program conducted at the Mile Post 7 location.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft.
