Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. Tower Mill as tertiary grind unit following a rod mill/ball mill. 3. Tower Mill as secondary grind unit following a primary ball mill. 4. Tower Mill as a limeslaker. 5. Tower Mill grinding as a primary unit taking limestone crusher discharge. Applications demonstrate the mill is energy efficient and is sensitive to the following consideration: 1. Circuit chosen. 2. Top size of feed. 3. Product size required. 4. Classification equipment performance. 5. Media size required. 6. Media type required.

The long hole open stoping (LHOS) method is widely used in underground mining. While methods to predict stable stope geometries are well established, the ability to maintain a stable back often assumes effective ground support across the full stope span. The efficacy of the support strategy is dependent on rock jointing, quality, density, top cut width and height, and the type, amount, and orientations of bolts installed. However, it is becoming increasingly common for operators to assume narrow top cuts in service of wider stope spans with minimal bolting coverage. Failure to account for the required top cut drift size and support requirements can ultimately lead to raveling type instabilities along stope shoulders that result in back collapse. A new method has been developed to evaluate the minimum top cut dimension necessary to accommodate wider stope spans with various rock bolting configurations. Due to the economic impacts of top cut development and support, this is a critical consideration in the accurate costing and scheduling of a LHOS operation. Tables 1 lists the acronyms are used throughout this paper.

For many years excavations were made in rock exclusively by conventional blasting methods, and without concern for damage to the rock surfaces which remained after the excavation was completed. Recently, however, there is an increasing awareness for the importance of making rock excavations with as little damage as possible to the remaining rock surfaces; consequently, several revolutionary new precision blasting techniques have been developed during the past few years. These techniques, variously known as cushion, smooth- wall, perimeter, pre-shear, and pre-split blasting, basically involve the creation of a fracture plane in the rock between a series of blasted holes. The variations in each of these techniques are largely due to the differences in hole diameters, hole spacings, methods of charging, and sequence of blasting used to achieve certain specific results. The development of these precision blasting techniques was initiated by Canadian Industries Limited in 1953 at the time the Sir Adam Beck No. 2 Hydro-electric Project was under construction by the Hydro-Electric Power Commission of Ontario. Since then, these techniques have been somewhat advanced, and they have been applied with varying degrees of success to a number of projects. These projects include railroad and high- way cuts, dam spillway channel excavations, canal excavations, tunnel driving, shaft sinking, and other underground applications.

The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The AMI workshop further outlined five 1997 funded AMI projects of potential interest to the mining industry. They were: ? Continuing advances in manufactured diamond materials used in rock cutting tools have created a new generation of high production tools for mining. This paper will review the three major manufactured diamond products available for the mining industry as supplied by General Electric Company, Specialty Materials Department, and examine the ways in which these materials are employed. As an integral part of this examination, the economic impact of manufactured diamond tools will be evaluated. Time and again, one will find that the premium price of these tools is economically justified when compared to traditional tools.

The Mercur Mine's autoclave is an alkaline pressure oxidation system, operating at 220°(428°F) and 3061 kPa (444 psig) (total). Up to 725 metric tons (800 st) of ore, grading 2.02 g per mt (0.059 oz/st) Au and containing 1 to 2% sulfide sulfur, are treated daily in this circuit. A mineralogical and chemical investigation was initiated to locate the cause of lower than anticipated gold recoveries. Greater than 70 wt. % of reduced sulfur is oxidized; therefore, the autoclave is operating at specification. The low recoveries were attributed to increased concentrations of organic carbon in refractory ore. Activated carbon concentration in the attached CIL circuit was increased from 15 to 40 g per 1, leach temperature held below 21°C (70°F), and carbon flow changed to counterflow. These measures resulted in gold recovery improving from 75 to 82%.

"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. The truly educated man is better prepared to meet the challenge of the times. This challenge can be either beneficial or harmful depending upon one s orientation, Certainly man can no longer continue in the way of his father or even in the manner of his own previous experience as he seeks self-fulfillment, unless he is willing to sacrifice inner integrity--unless he is willing to compromise self-determination and self-expression. He must make a choice as society moves rapidly into high gear in the areas of automation and cybernetics. Industry, a unit of society, has a high stake in meeting this challenge, The better prepared and more mature its personnel, the better the end result as it attempts to meet the challenge. It therefore has a vital concern in proper training of such personnel, that their contribution will be of maximum quality. The specialized training required demands a broad liberal arts background which gives the individual a wider perspective upon which to base judgment. This greatly aids his development as he enters graduate school or goes directly into industry. In either case, his value to industry is enhanced. It would seem that the small liberal arts college provides the best environment for such a program, Consideration of several factors will, I hope, throw some light on the severity of the problem.

The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

Dynatec Mining Ltd. contracted to sink a 1500-m (4920 ft) concrete-lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft has an inside diameter of 6.3 m (20.5 ft) and is equipped with steel furnishings. Dynatec used the owner-supplied, 4.6-m (15.1 ft) diam, double-drum hoist to sink the shaft. For muck removal, 12.5¬t (13.8-st) buckets were used. The capacity of the concrete-¬placement buckets was 4.6 m3 (162.4 ft3). One of the unique features of the shaft sinking operation was the use of a two-¬boom, electric-hydraulic drill jumbo permanently mounted in the shaft sinking stage. An in-the-hole (ITH) drill was used to drill a 200-mm (8-in.) cut hole for the 4.8-m (16 ft), full face rounds. This paper describes the performance obtained with the electric-hydraulic drilling equipment and the high-capacity muck removal and concreting equipment.

Byproducts are more important to the copper mining companies than to the copper market. Copper ores frequently contain gold, silver, molbydenum and cobalt. With the increase in the prices of these metals copper mining has become more profitable. If byproduct prices remain high, additional firms will be attracted to the copper industry; the increased supply of copper will reduce the long-run copper price. However, this is unlikely to happen because the markets for the copper byproducts, especially molybdenum and cobalt, are small. Increased recovery from copper and other sources will depress the prices of these byproducts before the copper price is significantly affected. Should byproduct prices remain high the copper market will both settle at a lower long-run price and be more unstable in the short run. Since changes in the copper price do not affect the entire earnings of a multi-metal mine, the copper price must fall further before such mines reduce output in the short run. Higher byproduct revenues will make copper supply less responsive to copper price; shifts in copper demand will result in greater copper price fluctuations in the short run than they did before.

The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.

This paper describes the development of a modified Goodman Jack method for determining the mechanical properties of rock masses in situ. The modified method consists of the basic borehole loading device and a friction-strain-gauge measuring module. The friction gauges, located in the central portion of the jack, are impressed on opposite quadrants of the borehole walls and the remaining quadrants are loaded by the borehole jack with a uniaxial self-equilibrating pair of forces. The tangential strains generated at the borehole walls are thus measured concurrently with the loading. For ideal elastic materials, the tangential stresses at any point on the borehole walls due to jack loading can be obtained from closed-form analytical solutions utilizing the complex variable method. Complete stress-strain curves for the rock material can then be directly obtained from the tangential strain measurements and the calculated tangential stresses at those points. The continuous data are considerably more significant and reliable than averaged or point data obtainable by other current in situ measuring techniques. Moreover, the advantages inherent to the original Goodman Jack method are also obtainable in the modified method. The suitability of the new method was demonstrated by carrying out a number of laboratory measurements in large specimens of reinforced concrete, aluminum and granite blocks. The results of actual field measurements carried out in sandstone and granite quarries were found comparable with those obtained in the laboratory.

The San Miguel Mine is owned by San Miguel Electrical Cooperative, Inc. and operated by Atascosa Mining Company, a wholly-owned subsidiary of Morrison-Knudsen Company, Inc. This multiseam, single-zone lignite surface mine is located near Jourdanton, Texas, 110 kilometers (68 miles) south of San Antonio. Lignite extracted from four closely-spaced seams is used to fuel the 400-MW San Miguel Power Plant. Recovery depths range from 7 to 37 meters (25 to 120 feet). The mine began stripping operations in the spring of 1980 and now produces approximately 2.5 million tonnes (2.8 million tons) of lignite annually. Atascosa Mining Company is responsible for production, maintenance, engineering, and management services. Production responsibilities include topsoil removal, overburden removal, lignite mining, spoil pile regrading and topsoil replacement, as well as ash disposal and construction and maintenance of water retention and diversion facilities.

Languages such as SIMSCRIPT and GASP have reduced the programming skills required to build simulation models, but not to a level where these can be used by a busy engineer or manager unless he has extensive programming experience. In an attempt to make simulation a more readily available tool, Sanford (1969) structured a generalized materials handling model (UGMHS)* for underground coal mining. The majority of materials handling systems consist of a set of moves and a set of pieces of equipment required to execute the moves. UGMHS gives a technique for describing and classifying the elements in these sets and then a technique for simulating the interactions of these elements as the materials handling system operates. To apply the model, the user simply furnishes data parameters and a fixed set of orders to the computer for his own problem. This new philosophy of dynamic simulation as applied by UGMHS was demonstrated in the paper by Sanford and Manula (1973). A dynamic model of underground coal mining was presented for the purposes of systems design and selection of equipment for a completely new operation and the analysis of existing ones for possible alterations, additions, and general improvements. The main differences between this application and its predecessors is the ability to transport material from multiple mine faces to multiple mine destinations and the ready adaptability to a wide variety of mine layouts. The second difference that characterizes the model is the deterministic simulation of equipment moves according to their mechanical capabilities and the physical profile of the mining scheme. Here, the computer generates performance data in the absence of time studies to compare equipment rather than operator performance.

Money... not many subjects are as personal or as emotional. Hessiod said it well in 700 B.C. "Money is life to us wretched mortals". Are you getting paid enough? Does your company reward its top people? Does coal or copper pay more? Production or engineering? How is the synfuels industry going to influence mining salaries? Do high salaries attract and retain the best people? Do modern compensation systems ensure fairness or destroy entrepreneurial spirit? With our tax system and high standard of living why are we so salary conscious? Salary is not only important for what it can purchase but it is also a yardstick, measuring how well we are doing. We all need money to pay the bills and maintain our standard-of-living, but once we reach a certain point the psychological ramifications become more important than the purely practical side. Even necessary payments like the mortgage and the car are a function of our egos. Are our choices of cars and homes based on simple transportation and shelter?

One of the most important fundamental characteristics of iron ore pellets is their porosity. This importance arises from the fact that the pores are the busy avenues whereby many changes are brought about in the life and form of the pellet from the time it is made until the iron it contains emerges as a molten stream from the blast furnace. As a green iron ore pellet is first heated in the drying cycle of a typical heat-hardening process, the pores act as conduits to allow the escape of steam from the water or vapor from the oil which served as binders to hold the green pellet together. After the release of the steam (or oil vapor) the pores then act as conduits whereby oxygen can enter the pellets to 1) convert magnetite (Fe304) to hematite (Fe203), if appropriate, and 2) promote solid state grain growth between adjacent particles of iron ore. The rate of oxidation and the rate of grain growth are directly related to pore size' and pore size distribution. Rate of oxidation is also directly influenced by length of pore and length of pore is obviously related to pellet diameter. It is well to keep in mind that the heat-hardening process does not harden the mineral grains themselves. What it does is weld them together to change the green pellet from a doughy mass, composed of thousands of tiny individual particles, into a strong, intergrown monolithic structure. In the blast furnace the pores again act as conduits for gases, but in this case they trans¬port reductants such as hydrogen (H2) and carbon monoxide (C0) which remove most of the oxygen from the ore. Rate of reduction is also directly related to pore size and pore size distribution.

This paper presents an overview of -- the carbon-in-pulp process for gold and silver recovery as seen in the early 1980's. Traced back to its origins in the mid-nineteenth century the process development through the present state-of-the art is described. The process technology and equipment design are described in detail for the carbon-in-pulp process. A typical process flowsheet is given with a description of appropriate design criteria. Technical advantages and disadvantages as compared to the traditional countercurrent decantation process are discussed including some illustrative comparisons of capital and operating costs. A summary of currently operating carbon-in- pulp plants throughout the world is given with an insight into future developments in this industry.
