Conventional and advanced coal preparation technologies were investigated through both a literature search and through direct contact with investigators and developers. In addition to a brief description of each process, performance characteristics including feedstock type, ash and sulfur reduction, thermal energy recovery and cost are provided in a tabular form. Seven of the most commonly utilized conventional coal preparation processes, including those respectively accepting coarse, intermediate and fine coal feed, were reviewed. It was found that certain properly implemented and well maintained conventional processes were capable of better than 75 percent ash removal while recovering 90 percent or more of the inherent thermal energy. Almost 50 advanced coal preparation processes were investigated based on biological, chemical and physical principles. Physical processes investigated included cycloning, homogeneous heavy media, electrostatic, high gradient magnetic, flotation and selective coalescence. Using pulverized coal as a feedstock, some of these processes are respectively reported to be capable of removing better than 95 percent ash. 95 percent pyritic sulfur, and 50 percent organic sulfur while incurring energy losses of less than 5 percent.

Cominco Snip is a 60: 40 joint venture of Cominco Ltd. and Prime Resources Group Inc. Cominco manages the operation. The mine site is located in a narrow mountain valley where Bronson Creek enters the Iskut River in Northwestern British Columbia. Access is by air only to the company's 1,500 meter airstrip. Milling at a designed feed rate of 300 tpd began on schedule in January 1991. Tonnage and gold production in the form of bullion bars from the gravity circuit and gold bearing float concentrate have exceeded design forecast. This presentation will examine many of the factors that influenced the final plant design inclusive of exploration findings, bench scale and pilot plant test results, environmental and social considerations, capital and projected operating costs and product transportation alternatives such as the operation's Hovercraft.

Investigations were undertaken to improve the recovery of silver from CRA's Hidden Valley gold/silver deposit by the addition of calcium peroxide. The addition of 0.75 to 1.5 kg/mt of calcium peroxide improved silver extraction by 5 - 300 and reduced cyanide consumption by up to 30%. Gold extraction was also marginally improved in some of the tests. The results are of economic interest and plant trials will be initiated once operations are underway.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

Sulfur is a nonmetallic element widely distributed in nature and of great physical and economic importance. It is the 14th most abundant element in the Earth's crust (0.06%) and an important constituent of animal and plant life. Sulfur has been known and used since ancient times for a number of medicinal and industrial uses. At present, most sulfur is used to generate sulfuric acid that is used in a wide variety of industrial processes, particularly the production of fertilizer. Because of this, sulfuric acid (and hence sulfur) consumption is often regarded as a good index of a nation's industrial development. In the past, sulfur was mined from surface occurrences in several geologic environments, and was used in relatively small amounts. With time, the uses of sulfur and sulfuric acid expanded, as has the need for larger quantities of these commodities. Sulfur is now mined from both surface and underground deposits, and is recovered as a byproduct from a number of industrial processes. Despite valiant efforts and years of work by sulfur explorationists and others, many aspects of sulfur mineralization remain controversial. Almost as controversial is the spelling of the word sulfur. The English spelling sulphur commonly is used outside America and in the American sulfur mining industry, but sulfur is the correct American spelling as approved by the American Chemical Society, the American Geological Institute, and many others. Those new to the American sulfur industry often find it puzzling to be reprimanded for using the correct American spelling. Sulfur resources are abundant and widespread, but the extent to which they can be classified as reserves is constrained by pre- vailing prices and extraction technologies. At present, sulfur can be economically mined from very few deposits. The sulfur industry is roughly divisible into two sectors: voluntary (or discretionary) and involuntary (or nondiscretionary). In voluntary production, the mining of sulfur or pyrites is the sole objective, and the recovery of the resource is as complete as economic conditions will allow. During involuntary production, sulfur or sulfuric acid (termed recovered sulfur) are produced as byproducts, and the quantity of the output is dictated by the demand for the primary product. Voluntary sulfur now accounts for only about 35% of the elemental sulfur produced worldwide, and most inves- tigators believe that voluntary sulfur will be less important in the future. Sulfur sources and products are described as follows (after Barker, 1983): Sulfur Sources: Combined sulfur-sulfur that occurs in nature combined with other elements, commonly referring to sulfides and sulfates. Cupriferous pyrites-pyrite containing minor amounts of cop- per sulfides. Hydrogen sulfide-a toxic gas that occurs in petroleum and natural gas. Involuntary sulfur-sulfur produced as a byproduct in response to legislative or process mandates. Native sulfur-naturally occurring elemental sulfur. Nonferrous metal sulfides-opper, lead, zinc, nickel, and molybdenum sulfides that are processed for their metal content. Organic sulfur complex organic sulfur compounds that occur in petroleum, coal, oil shale, and tar sands. Pyrites-iron sulfide minerals that include pyrite, marcasite, and pyrrhotite. Sulfate sulfur-sulfur contained in anhydrite and gypsum. Voluntary sulfur-sulfur produced in response to market demand. Basic Sulfur Products: Acid sludge-contaminated sulfuric acid usually returned to acid plants for reconstitution. Brimstone-synonymous with crude sulfur. Bright sulfur-crude sulfur free of discoloring impurities and bright yellow in color. Broken sulfur-solid crude sulfur crushed to -8 in. Byproduct sulfuric acid-sulfuric acid produced as a byproduct of a metallurgical or industrial process, generally relating to combined sulfur sources. Crude sulfur-commercial nomenclature for elemental sulfur. Dark sulfur-crude sulfur discolored by minor quantities of hydrocarbons, ranging up to 0.3% carbon content. Elemental sulfur-processed sulfur in the elemental form produced from native sulfur or combined sulfur sources, generally with a minimum sulfur content of 99.5%. Formed sulfur-elemental sulfur cast or pressed into particular shapes to enhance handling and to suppress dust generation and moisture retention. Frasch sulfur-elemental sulfur produced from native sulfur sources by the Frasch mining process. Liquid sulfur-synonymous with molten sulfur. Liquid sulfur dioxide-purified sulfur dioxide compressed to the liquid phase. Molten sulfur-crude sulfur in the molten state. Prilled sulfur-solid crude sulfur in the form of pellets produced by cooling molten sulfur in air or water. Recovered sulfur-elemental sulfur produced from combined sulfur sources (including byproduct hydrogen sulfide, but sometimes referring only to sulfur from fossil fuels) by any method. Slated sulfur-solid crude sulfur in the form of slate-like lumps, produced by allowing molten sulfur to solidify on a moving belt. Specialty sulfur-prepared or refined grades of elemental sulfur that include amorphous, colloidal, flowers, precipitated, wettable, flour, and paste sulfur. Sulfur ore-unprocessed ore containing native sulfur.

An investigation was performed to determine conditions which optimize fracture formation between blastholes used for purposes of pre-splitting. Experiments-involved high-speed photography in Plexiglas models and radiographs in sandstone models. Additionail data was obtained from full-scale pre-split blasts. Pre-split fractures between blastholes were found to form as a result of gas pressure and were affected little, if any, by stress wave interactions. Pre-splitting was effective with short period delays of 25 milliseconds or less, and did not require instantaneous initiation of blastholes. In 1970, of the 603 million tons of coal produced in the United States, 339 million tons, or 56%, were produced by under- ground mines. While the ratio of underground to surface production has been decreasing in the last few years, it is anticipated that a 60:40 ratio of underground to surface-mined coal will remain for some time. Underground coal operators are continuing to invest in new mines and are interested in increasing the efficiency of all their operations. One area for improvement is in mine planning and design, particularly in the area of selection of equipment for operation. Because of the availability of a wide variety of equipment, a fair degree of selectivity can be exercised in the choice of equipment for a particular job. However, such a choice must be made on the basis of technological facts and forecasts related to the mining operation. If the mining conditions can be reasonably predicted, along with a mining plan, it should be possible to insure the selection of the right equipment for the particular application. In order to increase the efficiency of underground coal operations, it is necessary to understand not only the operating system in detail, but the inter-relationships between system components and the operating environment. With such an understanding comes the application of simulation and other operations research techniques to plan and operate mining systems. Computer simulation studies have been successfully adapted to underground coal mining, and applications by Prelaz et al. (1965), and Manula and Sanford (1969) are some that are being used by the mining companies. However, a need still exists for better understanding of certain intra-system and system-environment interactions in order that computer simulation programs may be provided with better input data for more effective application. This paper deals with one aspect of the coal-winning system in need of better definition, namely, studying the performance of continuous miners.

Brace yourself-what used to be a 1 billion ton deposit is now a 1 Gt deposit. And that 1520-hp ball mill is now a 1.134-MW ball mill. Beginning with this issue, all engineering units and statistics in MINING ENGINEERING will be reported in SI units. The exception to this is the Technical Papers section, where units may still be reported by dual notation. For the past four years, ME has reported all units of measurement first in SI, followed in parentheses by the equivalent English value. This metrication policy, adopted by the SME-AIME Board of Directors in September 1975, was designed to aid magazine readers through a transitional period from English unit reporting to SI unit reporting. In October 1979, the SME-AIME Publications Board completed the English-to-SI transition by requesting the editorial staff, beginning February 1980, to report exclusively in SI. The Publications Board also requested the editors to prepare a chart of SI conversions useful to ME readers; this information follows on pages 156-157. The What and Wherefore of SI In 1960 the General Conference on Weights and Measures met in Sevres, France, and recommended that a new metric system-one that could uniformly cross all international borders-be adopted to replace all other metric systems. The outcome of this recommendation was the SI system of units, an abbreviation for le Systeme International d'Unites (the International System of Units). It replaces the more familiar cgs (centimeter-gram-second) system and the m/ksA (meter-kilogram-second-Ampere) system. SI consists of seven base units, two supplementary units, and a number of derived units. Other units, called allowable units, may be used even though they are not part of SI. The seven base units are: meter (length); second (time); kilogram (mass); mole (amount of substance); kelvin (temperature); ampere (electric current); and candela (luminous intensity). The two supplementary units are radian, a measurement of plane angle, and steradian, a measurement of solid angle. Supplementary units can be used in combination with SI units, e.g., radiant intensity is expressed in W/sr, watts per steradian. Derived units are combinations of base and supplementary units. Velocity is expressed as meters per second (m/s), and acceleration as m/s'. Using the relation established by Newton's second law of motion, force is expressed as kg-m/s2, more commonly known as the newton (N). Energy (work) is force times distance, expressed as kg-m/s2 and known as the joule (J). Power is work per unit time, expressed as kg, m2/s3 and known as the watt (W). Allowable units are the exception to the rule-they are not taken from base or supplementary units but, nevertheless, are used in the SI system. Volume units are normally expressed as the cubic measure of a length, such as cm 3. But a fluid volume of a cubic decimeter (dm3) is called a liter (L); the "L" is capitalized in another special SI rule to keep the lowercase "1" from being confused with a numeric "1". Other allowable units are degrees Celsius (°C) for temperature; and the minute (min), hour (h), day (d), and year (a) for time measurements. The prefixes in the table on the following page are used with SI units to express the magnitude of a measured quantity. A mill that processes 1000 tons of ore per day would be designated a 1 kt/d mill; a mine producing 10 million tons of ore per year would be called a 10 Mt/a mine. The rule here is to use prefixes that keep the value in a convenient range from 0.1 to 1000. In other words, it would be incorrect to write 25 000 kg-the prefix should be changed to indicate 25 Mt. One of the distinct advantages of SI is that it retains the decimal relation between multiples and submultiples of the base units for each physical quantity except for time. One more rule of SI syntax-numbers are separated into groups of three with a space between each group rather than a comma, e.g., 3,839,174 becomes 3 839 174. By the same token, a decimal number is also broken by spaces, e.g. 0.738153 is written as 0.738 153.

The Lower Olentangy Tunnel project includes 47,000 cubic yards of planned ground improvement for earth pressure balance machine (EPBM) tunneling (5.2 km) and microtunneling (335 m) in glacial soils. Jet grouting started in late 2021 and will continue through 2023 to complete operations at 5 shafts, 14 safe havens, 5 watermain ground improvement zones, and a river crossing. Typical jet grout columns are installed at depths between 15–24 meters. Discrete soil-cement blocks range from 267–8,900 cubic yards in volume. This paper discusses the methodology, testing, and technical considerations associated with jet grouting operations in glacial overburden across an urban environment.

In galena flotation, lead ethyl xanthate, Pb(EtX)2, is precipitated and is physically adsorbed in the form of multilayers on the chemically adsorbed first layer of Pb(EtX). 1,2) The solid particles are coated with layers of Pb(EtX)2 in heterogeneous manner over surface areas possessing both anodic and cathodic character (3,4) It is anticipated that the mode of formation of Pb(EtX)2 and the number of ions present, together with stable or unstable by-product species, have great influence on the surface characteristics of galena. The information obtained from a study of these parameters may have important practical applications in flotation. Lead ethyl xanthate is sparingly soluble in water. The metal and xanthate ions released to the aqueous solution during its dissolution undergo various types of reactions depending upon the pH values of the system. Extensive work (5,6) has been carried out to elucidate the mechanism involved in acid decomposition of xanthate ions. Different decomposition paths (7,8) have been proposed for the hydrolytic decomposition of xanthate in neutral and alkaline solutions, The concentrations of lead ions vary due to a number of chemical reactions, regulated by the pH and the temperature of the bulk phase. The hydrophobic character of Pb(EtX)2 may change with the nature of chemical reactions. Some of the numerous by-product species in solution may adsorb on the solid and change the properties of surface film either favourably or adversely. The flotation performance of galena, therefore, may depend to a considerable extent on the physical and chemical stabil¬ity of Pb(EtX)2 layers. Since little work has been reported in literature dealing with the stability of Pb(EtX)2 and its correlation with the flotation of galena, attempts have been made In this study to evaluate the behaviour of freshly formed Pb(EtX)2 in aqueous systems at various pH values.

This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

History The breaking and shaping of rock was one of man's earliest occupations. In the Paleolithic Age long before the dawn of history, arrow¬smiths and the makers of stone axes, hammers, knives, scrapers, spears, and borers were highly respected members of society. In early historical times stones for building blocks, roads, and city walls were shaped by slaves and convicts, who also did most of the mining. However, great artists erected beautiful stone sculptures, while gifted architects planned imposing temples and monuments. Until well into the 19th century nearly all rock was broken laboriously by hand. The small rock required by John MacAdam for his macadamized roads in England in the 1820s was produced by women and boys seated alongside the roadside with hand hammers and legs wrapped with rags. Eli Whitney Blake, a nephew of the Eli Whitney who invented the cotton gin, developed the first successful jaw crusher before 1870. The gyratory conical crusher soon followed. Comparative tests established its large capacity advantage over the jaw crusher, as well as its greater cost for a given feed size. Both types have been in use for more than 100 years. Crushing rolls appeared before 1900. Thomas A. Edison made very large diameter rolls which were excessively long; they failed because of shaft deflection. Various types of disk crushers and edge runner rolls appeared about this time. The older methods of reducing rock were adaptations of other processes. The stamp battery of dropping weights effected crushing by simulating heavy hammer blows; the much earlier arrastre, in which heavy stones were dragged in a circular path over the ore by animal power, came from the prehistoric method of grinding grain between two rubbing stones, while the jaw crusher was adapted from simple squeezing devices. But the tumbling grinding mill was not just an adaptation; it was an invention, because it required thinking on a somewhat higher order-there was no prototype. Its nearest antecedents were probably the small closed tumbling drums used in England more than a century ago for cleaning and polishing small iron castings. The date of the first tumbling mill actually used to grind rock is unknown, but it was later than the American Civil War (1861¬1865). It was almost certainly a closed or batch mill in which rock was placed and rotated until it reached the desired particle size. It could have been operated either wet or dry. The first published refer¬ence to such a batch mill was one introduced by Alsing in England (1870) for the grinding of calcined flints for pottery work.21 There are several rather indefinite reports of grinding mills in the early 1890s, including an overflow ball mill in the Helena and Livingstone reduction plant in Montana which may have been the first of its kind. 11 Many of the first mills, which were called tube mills, used hard rock both as grinding media and as mill lining. The rock used was preferably stone from the Normandy and Danish beaches, when it could be imported. This remarkable siliceous stone was already widely used for grist mills throughout America, and its resistance to wear was greatly respected. The decade of the 1890s saw the development of tumbling mills with continuous feed and discharge and their extension into different industrial uses. By 1895 some experience had been accumulated. Iron grinding balls were being tested and the proper speed of rotation was being determined. The Clark Patent tube mill was featured in an E. P. Allis bulletin of 1890, which may have been the first published description of a tube mill. More than 1,000 Gates tube mills had been built by Allis-Chalmers before 1913. Many of these were used in gold mining, espe¬cially in South Africa. The 5 x 22-ft size was particularly favored for grinding portland cement; the use of tumbling mills in the manufac¬ture of cement began about 1900. A great deal of attention was paid to the mill lining. Metal was then relatively expensive, and the general approach was to trap some of the rock grinding media into mill lining pockets. This rock would then absorb the wear and protect the metal lining. In the first ten years of the 20th century there were several different types of pocketed liners, with different manufacturers advancing the superior claims of their patented arrangements. The Osborne liner, developed in South Africa, was probably the most successful. 21 Another item which attracted much attention was size classifica¬tion within the mill and in ancillary equipment attached to the mill and rotating with it. The Krupp type, with interior screens protected inside the mill lining, was developed quite early in Germany, possibly before 1890. The Dorr reciprocating rake classifier (1907) had not yet been invented, and many strange and impractical screening and classifying devices were proposed. In these unsatisfactory machines the two separate processes of size reduction and classification were combined into one operation. It was many years before recognition came that a machine is most efficient when it is designed for one specific purpose. There was much industrial wastage before the opera¬tions of grinding and classification were finally separated. After 1900 the grinding of portland cement raw material and of cement clinker required large numbers of tumbling mills. Most of the raw material was then ground dry. This was also the heyday of gold mining. The old stamp mills that were used in great numbers for grinding gold ore did not grind sufficiently fine to liberate all of the gold, and the new tube mills were installed following the stamps. After 1910 larger diameter tum¬bling mills with larger grinding media were developed. These could receive the finely crushed ore directly, and the inefficient stamp batter¬ies were gradually eliminated. The Rand in South Africa was the greatest gold producer, treating immense quantities of rather low-grade but consistently free milling gold ore. The first tumbling mills, or tube mills, went into operation there in 1904. They were so successful that within a few years no new stamp batteries were installed in the district, even though old ones continued to pound away until after 1950.3 The early tube mills on the Rand all employed Normandy or Danish pebbles, which had to be imported at considerable expense. Their reported wear was as low as 4 lb per ton ground. 4 Many of the mills were lined with the same tough Danish stone cemented into place, while others used the pocketed steel Osborne liner. It was in 1907 on the Rand that an important test was made using hard native ore for grinding media in place of the expensive imported pebbles. 3 This ore, called banket, did not wear as well as the renowned Danish pebbles, but the cost per ton of grinding was definitely reduced. Many of the tube mills on the Rand were soon grinding with native ore. This was the beginning of the development now called autogenous grinding, in which the ore grinds itself. This is treated under a separate heading. See Subsection 3C, Chapter 4. Gold mining was important in America also, and its grinding history follows that of the Rand. Danish pebbles were replaced by native ore in Santa Gertrudis, Mexico, in 1913, 4 and in Consolidated Gold Fields, Nevada, in 1914. 5 Other properties followed suit. However, it gradually became apparent that the capacity of a given mill could be almost doubled if rock grinding media were re¬placed by cast iron or steel grinding balls. In order to increase plant grinding capacity many rock media mills were converted to iron grind¬ing media in the second decade of the present century. In some mills the motor size was doubled; other mills were cut in two and another motor was provided for the second half. Grinding mills began to assume a more modern appearance. Crushing rolls were formerly much used following crushing in jaw or gyratory crushers and preceding grinding in ball mills. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. In a continuing effort to improve plant efficiency, United States Steel's Atlantic City Ore Operations completed the rubber lining of its balling drums in late 1982. This resulted in benefits of reduced bentonite consumption, reduced maintenance costs, improved production rates, and lower power consumption. These advantages far outweigh the disadvantages of increased oversize production and increased surging on the roll screen sizing devices. Certain operating characteristics and variables are discussed herein.

In some ore grinding circuits it is desirable to make separations purely on size. The normal choice for this is vibrating screen equipment. Developments in screening process technology have led to improvements in the capacity and efficiency of vibrating screens, through the adoption "Thin Layer Wet Screening". This process can reduce recirculating loads and equipment requirements in the ore grinding circuit.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant.
