Applied statistics provides scores of powerful tests and techniques that are widely used and abused in science and engineering. The variance is the basic measure for variability, precision and risk. The formulas for the variances of the arithmetic mean and the weighted average are derived from the variance of a general function, as defined in probability theory. The requirement of functional or mathematical independence in probability theory translates into the concept of degrees of freedom in applied statistics. Geostatistics is the only variant of statistics in which functional dependence and degrees of freedom are irrelevant. This paper examines whether such basic elements of probability and statistics can be ignored with impunity.

A detailed study of ponding phenomenon relative to surface subsidence due to longwall mining was conducted for various surface stream conditions. Based on field monitoring, the stream-ponding process and three forms of stream water are described. Also discussed are the criteria of stream ponding and the influences on the ponding process by two key factors: the angle of stream flow and the change in the stream-bed gradient. A numerical (mathematical) model, which combines trend surface technique that describe the topographical features in the vicinity of a stream and the modified influence function, which represents the profile of the surface subsidence trough (or basin), is constructed to predict the formation characteristics of stream ponding in terms of location, boundary and accumulated water volume of migratory and stationary ponds produced by the stream-ponding process. Three cases are analyzed using the model to predict the interaction of the underground operations and the environmental impact due to stream ponding. The feasibility of various mitigative measures are assessed.

Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? Although production generally satisfies demand for rare earths, new markets may make undeveloped resources, particularly those rich in yttrium, more interesting. A Precambrian carbonalite orebody at Mountain Pass, California, has been the world's largest rare earth producer. Minor rare earth production comes from titanium placer mining in Florida and uranium mining in Canada. Prior to operations at Mountain Pass, North American production was mostly from placer deposits that constitute large, low-grade rare earth resources. Newly discovered North American rare metal resources in peralkaline igneous rocks are potential yttrium producers. Most of these resources are in a continent-wide belt of anorogenic magmatic rocks approximately coeval with mineralization at Mountain Pass. Other untapped rare each resources in North America are generally light rare earth-dominated and small or of low grade.

Many coal mining companies have potential surface mine reserves that either are known or suspected to have had prior drift mining activity on them. In many cases, there is no documentation on these mines or, at best, very fragmented records. These undocumented abandoned underground mines are creating engineering, financial, and environmental difficulties and concerns for both surface coal mine operators and regulatory personnel. This paper examines the use of resistivity techniques in detecting entries of abandoned drift coal mines. The detection of such a drift mine entry would confirm the presence and orientation of an abandoned underground coal mine.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

In the minerals industry today, the ?low hanging fruit? that once existed to debottleneck production and improve recovery, while meeting market needs for quality in mineral processing operations, are more and more difficult to find. Systematic methods for establishing plant mass flow, recovery, operational efficiency and control strategy in context with customer specifications provides the necessary insight and confidence for plant operators to prioritize improvement projects in order to maximize return on investment (ROI) for the site. The evaluation of aggregate and industrial mineral processing plants requires the following steps when projecting cost saving opportunities: collecting background data, conducting a base-line evaluation, analyzing specific unit-operation performance, defining investment options, prioritizing the selected improvement opportunities and the implementing process changes. The following paper describes the approach and challenges of developing an improvement plan for a dry and wet mineral processing operation.

The Doe Run Company (Doe Run), a global supplier of lead (Pb), copper (Cu) and zinc (Zn) concentrates, and lead metal alloys, installed an enterprise expert control system— termed as Digital One—on the company’s Pb, Cu and Zn circuits at its Buick Mill in December 2022. Digital One was developed with Metso and deploys Metso’s product, VisioFroth™. This automated system is now running and optimizing the flotation processes for all three circuits (Pb, Zn and Cu), all plant air and methyl isobutyl carbinol (MIBC). In addition, Digital One also controls a second, newly built, modern flotation reagent system. Digital One also paves the way for automation and expert control of the entire mill, integrating grinding, thickening and filtration. Digital One is digitally immersed in a universal distributed control system (DCS); therefore, today’s mineral processing plants may be upgraded to it or designed around it. This presentation will explore the plant design and operation of this technology at the Doe Run Buick Mill.

Iodine, a grayish-black nonmetallic element, with a density of 4.9 g/cm3, is a solid at ordinary temperatures. It is a member of the halogen family, along with fluorine, chlorine, bromine, and astatine. Iodine melts at 114°C. and at 184°C it is volatilized to a blue-violet gas that has an irritating odor. It does not occur as an element in nature, but occurs as iodates, iodides, or other combined forms. It is the 47th most abundant element in the earth's crust. Iodine was discovered by Bernard Courtois in 1811. He observed an unknown substance in the crude soda ash that results from the burning of seaweed. Samples of this unknown substance were identified to be a new element, and in 1813 Gay-Lussac named the substance iode, from the Greek word for violet color. The world production during 1989 and 1990 [(Table 1)] is estimated to be about 16 million kg per year (Lyday, 1991), of which about 30% is consumed in the United States. GEOLOGY AND MINERALOGY Compounds of iodine are minor constituents in seawater and brines, in certain marine organisms, and in minerals of the Chilean nitrate deposits. Seawater contains approximately 0.05 ppm iodine, and certain marine organisms, such as seaweed, sponges, fish, and some brown algae, are able to further concentrate iodine (Lyday, 1989a). Some seaweed can extract and accumulate iodine up to 0.45% of their weight, on a dry basis. The northern Chilean nitrate deposits, in the Atacama Desert, contain the following iodine minerals: lautarite, Ca(I03), (calcium iodate); dietzeite, CaJIO,), (CrO,) (calcium iodate-chromate); and bruggenite, Ca(I03), . H20 (Erickson, 1981). Various subsurface brines also contain iodine compounds. Some gas-field brines in the United States and Japan locally contain 30 to 1 300 ppm iodine. Several coals in Germany also contain iodine compounds. Iodine has been recovered from brines mainly in Japan and the United States, but also in Java, Indonesia, Italy, England, and the former USSR. Iodine has also been recovered from seaweed in Ireland, Scotland, France, Japan, Norway, and the USSR. Seaweed was a major source of iodine for the world in the first half of this century, and it remains as a large resource. The reserves and future resources of iodine are large, even excluding the resources in seaweed and seawater, and are shown in [Table 1]. Analysis Iodine as the free element can be detected by the characteristic blue color it gives to a starch solution. Quantitatively it is determined as the free element by titration with standard thiosulfate solutions using starch as an indicator. Colorimetric methods are also applicable. PRINCIPAL PRODUCING COUNTRIES Major iodine-producing nations are Japan, Chile, the USSR, and the United States, with lesser amounts being produced in China and Indonesia ([Fig. 1; Table 1]). Annual world production in 1989 and 1990, respectively, is estimated at 15.6 and 16 million kg. In Japan and Chile, the production of iodine depends on production of other materials, such as natural gas or nitrates, respectively, whereas in US operations (in Oklahoma) iodine is the major product recovered from natural brines. Chile was for a long time the principal world producer of iodine from its nitrate-fertilizer operations, but in recent years Japan has become the world leader with increased production of natural gas and associated iodine-rich brines.

Martin County Coal Corp. is located in Martin County, KY, in the Appalachian coal fields, near the West Virginia border. The company's total leasehold covers more then 133.5 km' (33,000 acres). Total annual production at Martin County Coal Corp. is currently 2.2 Mt (2.5 million st). In certain years, though, it exceeded 2.7 Mt (3 million st). About 45% of the annual production comes from two surface mines. The balance is produced from five underground mines. Martin County Coal's work schedule consists of two nine-hour shifts a day, 240 days a year. Topography The topography of the area is characterized by rugged hills and ridges and sharp V-shaped valleys demonstrating a cliff and slope topography. This topography consists of alternating benches of outcrop sandstone and slopes. The deep valleys have been carved out by many small streams in the area. These streams are contained within the steep slopes of narrow, twisted mountain ridges. The ridges are underlain by massive sandstones that, being resistant to erosion, create sharp, rocky morphology. The height of the hills above the valley floors ranges from 122 to 244 m (400 to 800 ft).

Synthetically produced magnesium hydroxide serves as the precursor for much of the magnesium oxide produced in the world today. Magnesium oxide, in a variety of physical and chemically reactive forms, is a very important commodity. It is used as the main component in refractories employed in steelmaking furnaces and in many base metal refining furnaces. In the chemical industry, it serves as a raw material in the production of epsom salts, rayon acetate, oxychloride and oxysulfate cements and magnesium sulfonates. It is a minor component in fertilizers and animal feeds. It serves as the starting material for producing fused magnesia, used as an electrical insulator in electric heating elements. It is employed in the magnesium sulfite process for pulp digestion in the paper industry. Additional uses are in SO2 scrubbers, as a neutralizing agent in the tanning industry and as a component in rubber compounding. Magnesium oxide is produced not only from synthetically produced magnesium hydroxide. It is produced from natural magnesites, natural brucites, and natural and synthetic hydro-magnesites. Synthetic magnesium hydroxide, as a starting material provides more control of the chemical purity and chemical reactivity of resulting magnesium oxide products because of the uniform nature, chemical and physical, of the hydroxide that can be produced. Synthetic magnesium hydroxide is produced by precipitation of Mg (OH)2 from magnesium chloride bearing seawater or natural brines through the use of a base such as Ca(OH)2 or NaOH.

Continuous monitoring of carbon monoxide and other fire-related parameters by means of an atmospheric monitoring system (AMS) is used in the mining industry for early fire detection. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) have developed a direct method to calculate the fire heat release rate (HRR) when a mine fire is close to the AMS sensors, but this method is only applicable to the case where a fire occurs in AMS-monitored airways. This paper presents an improved method for determining the fire HRR using AMS sensor data at any location downstream of the fire. The method was validated using a full-scale diesel fire test conducted in the Safety Research Coal Mine at NIOSH’s Pittsburgh Mining Research Division.

The ventilation of coal mines has long been a major challenge for the mining industry. Prior to the 1969 Health and Safety Act, mine ventilation planning was almost entirely handled by individuals in mine operations and engineering who had extensive practical experience. Their background and expertise was sufficient to deal with existing ventilation problems and planning. A recent decline in the number of qualified individuals combined with more stringent state and federal regulations have necessitated a thorough engineering oriented approach to ventilation in mine planning design. To plan for an existing mine, a thorough ventilation survey must be conducted to determine the capabilities of the existing ventilation network. A ventilation survey also provides considerable useful data for long range planning. Essential information such as friction factors, entry resistance, and potential ventilation problem areas is gained from the survey data. With this information a comprehensive computer analysis can be conducted to evaluate alternative mine plans. This evaluation of mine plans is essential to minimize the number of shafts required while still maintaining the quality of mine ventilation. Using an existing mine as an example, this paper outlines a detailed procedure for organizing, con-ducting, and evaluating a ventilation survey. In addition, specific ventilation problem areas are isolated and alternative methods for their solution are considered. Furthermore, a long range mine plan is evaluated and the most feasible variation of the plan is selected.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

Rock fragmentation has been a concern in hard-rock mining for the mining industry. Rock fragmentation distribution is an important index to measure the blasting effect. It not only affects the cost of drilling and blasting, but also affects the efficiency of subsequent operations, such as loading, transportation and secondary crushing.

The introduction of nitro-carbo-nitrate (NCN) blasting agents has been one of the most significant innovations in the explosive industry in the last twenty years. The most commonly used blasting agent is a rather narrowly proportioned mixture by weight of 94% ammonium nitrate (AN) and 6% No. 2 diesel fuel oil (FO) that is generally designated as ANFO. Other formulations have been developed but none of these have been as extensively used as ANFO. The relative safety of the nitro-carbo-nitrate (NCN) blasting agents almost immediately suggested bulk loading techniques to obtain economies in materials handling. The first attempt at bulk handling was to pneumatically load boreholes with ANFO. When the initial experiments were made in 1957, it was apparent that there were three problem areas which needed study to minimize potential hazards. These were: 1. Static Electricity 2. Fumes 3. Safe Handling Procedures Since those early days, considerable work has been performed in evaluating these problem areas and in arriving at procedures and recommendations that would provide the required safety. Despite the relative insensitivity of ANFO type products, all normal practices for the safe handling of explosives should be obselved. Smoking should not be tolerated in the vicinity of blasting agents and misfires should be handled in the same manner as a misfire with a dynamite charge. The purpose of this Technical Report is to discuss the problems of static electricity and fumes and the solutions that have been developed. Safe handling procedures have been discussed by the Bureau of Mines and are specified by various state and local regulations. Since regulations vary from state to state, the local, applicable regulations must be followed within the area of their jurisdiction. General information is contained in a U. S. Bureau of Mines report, IC 8179, "Safety Recommendations for Sensitized Ammonium Nitrate Blasting Agents" (1963).

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. Let the container be cylindrical with an inner cross-section S and filled to a height L with a radon exhaling material with the specific mass p, the porosity E, the radon pore production rate f and the diffusion length i. The problem of assessing uncertainty in grade estimates has been a topic of research and debate since kriging was first introduced. Use of the kriging variance was originally touted as all that was necessary in order to produce confidence limits for grade estimates. Since then the prudence of using the kriging variance for confidence interval estimation has been questioned, and techniques such as the jackknife and conditional simulation have been proposed to develop "true" interval estimates. This paper compares the differences between interval estimates produced by the three methods and makes conclusions about the performance of confidence intervals produced by the different methods.

The current economic climate of low commodity prices and increasing costs has put a lot of pressure on mining companies to ensure their operations will survive through the current economic downturn. While history tells us that the cycle will turn around and prices will go back up again, how many mining companies will be left to take advantage of the next upturn? On average in Australia, the maintenance of mining equipment accounts for up to 50% of operating costs; which equates to nearly $15bn per year. In addition to trying to boost productivity, mining companies are also putting a lot of pressure on reducing costs; all with the intention of maintaining/increasing profit margins and thereby keeping shareholders ?happy?. The whole premise of our economy is based on ?growth? and ?profits?. Movements in the market place force mine owners to ?react? to short term fluctuations. And if that movement is downward; operations people at the sites are forced to start reducing costs. Is this cost reduction done in a logical, systematic way where all risks (short-, medium- and long term) are considered? Invariably, the answer is no! Short term ?fixes? are normally implemented with little, or no, regard for medium- and long-term impact. And the reason for this is that management is not fully focused on the long term; focus is mainly on survival. Decision making is driven by shareholder sentiment and history tells us that this is largely short-term. So given these paramteres to work within, what role can ?Asset Management? play in assisting management to meet shareholder and market requirements whilst still maintaining long-term viability of their operations (to the long-term benefit of shareholders dare I say). As maintenance costs account for nearly half the operating costs of mining companies; the ?smart? management of assets is not only crucial; it is essential for survival in today?s economic climate. What is asset management? Asset Management, according to the UK-based Institute of Asset Management (IAM) is ?the systematic and coordinated activities and practices through which an organization optimally and sustainably manages its assets and asset systems, their associated performance, risks and expenditures over their life cycles for the purpose of achieving its organizational strategic plan.? How important is asset management in today?s mining companies? IAM goes on to say: ?This definition of asset management represents a significantly greater scope than just the maintenance or care of physical assets, and is closer to the central purpose of an organization. Good asset management considers and optimizes the conflicting priorities of asset utilization and asset care, of short-term performance opportunities and long-term sustainability, and between capital investments and subsequent operating costs, risks and performance. ?Life cycle? asset management is also more than simply the consideration of capital costs and operating costs over pre-determined asset ?life? assumptions. Truly optimized, whole life asset management includes risk exposures and performance attributes, and considers the asset?s economic life as the result of an optimization process (depending upon the design, utilization, maintenance, obsolescence and other factors).?
