Environmental Impact Assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another evaluation system becoming increasingly more common for proposed projects is the Environmental, Social and Health Impact Assessment (ESHIA). An ESHIA differs from an EIA for its more comprehensive and inclusive approach to evaluate potential impacts on public health, and its ecosystem services approach to assessing biodiversity impacts. An ESHIA may also be required by certain lenders for financing major projects. Conducting an ESHIA for a proposed mining development is not without its challenges, with costs, scheduling, regulatory concordance and other constraints to be considered. This paper examines some benefits and challenges of ESHIAs and summarizes lessons learned using a case study approach.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on developing the tools needed to mechanize a mining operation with a reasonable expectation of success. Mechanical mining entered the 1990s with new machines, new operating methods and new ideas for the future. Mechanical mining can provide higher production, increase safety, reduce roof support requirements, create smoother openings for better ventilation, substitute continuous production for cyclical drill-and-blast procedures, and create opportunities for automatic and teleoperated control. The full promise of this important technology still lies ahead. Obstacles include: • Long-term production prediction: Mechanical systems have a high capital cost. Although recouped by lower operating costs, the tradeoffs are not always clear to mine operators. • Cutting tools for hard rock: Rock of more than 103.4 MPa (15,000 psi) cannot be cut by flexible mining machines. • Machine designs: Many machines cannot convert the required power into rock cutting capability. • Engineering: Better use of the machines in the mine is needed.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

INTRODUCTION Caving Mine Drift Support Design The support of production drifts remains a high-cost item facing the developer or operator of an underground caving mine. Support costs are incurred well in advance of ore production, and there is a strong need to minimize these pre-production commitments of capital. Due to the extensive rock loads that normally develop during the caving process, the support used in caving mines is typically quite heavy and therefore costly. The process of designing this support increasingly makes use of basic tunneling principles, but is hindered by the still-incomplete state of knowledge of rock behavior in caving mines, and high variability of geological conditions in caving orebodies. Caving mines differ from tunnels in that the deformations and rock loads induced are transient and dynamic in occurrence, and are normally large in magnitude, often well in excess of rock mass strength. As opposed to tunnels, caving mine layouts are more intricate, and the methods and effects of construction ordinarily are not as closely monitored. Safety factors in mining tend to be lower and rock masses tend to he weaker. These aspects prevent strict application of tunnel design technology to caving mine drift support, with the result that mine drift supports are commonly designed chiefly on the basis of experience at other mines. Mining procedures at caving mines are evolved in response to site-specific requirements, to the extent that there are really as many caving methods as there are caving mines.

Kenny/Shea JV is constructing the water intake tunnel for the new Elm Road Generating Station, a supercritical coal-fired power plant in Oak Creek, Wisconsin, being built by Bechtel Power Corporation. The intake tunnel system consists of a temporary mining shaft, pump house and intake channel riser shafts, and four lakebed intake shafts. An 8.33 m diameter, 2,800 m long TBM mined rock tunnel is being constructed to connect the shafts. The intakes are located 2.4 kilometers offshore in Lake Michigan. The shafts and tunnel are being constructed in glacial tills and Silurian Dolomite. The estimated tunnel completion is December 2007.

This paper aims to assess the current and future role of coal in energy strategy of Turkey and evaluates the compatibility of the policies to the EU energy policy and strategy. The Turkish government set targets to utilize more coal reserves of the country in next decades. However, the country is also in the process of becoming an EU Member State, hence, it is expected that the energy policies have to comply with the EU. Moreover, Turkey ratified Kyoto Protocol, thus the country should limit greenhouse gas emissions. Clean Coal, Carbon Capture and Storage (CCS) technologies are expected to become an important instrument for the mid-term reduction of CO2 emissions from coal-fired power plants. An alternative technique to the conventional CCS methods is CO2 sequestration by mineral carbonation. Turkey has significant resources of magnesium silicate minerals (olivine, serpentine) deposits which can be utilised in CO2 sequestration by mineral carbonation method.

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. Two examples from underground machinery are Bucyrus’ automated plow systems for the mining of medium and thin coal seams with minimum rock and Bucyrus’ intelligent CST drive system for high-powered armored face conveyors (AFCs) for efficient use of energy."

Silver, copper, and zinc are commonly known elements with antibacterial and antifungal capabilities. Attempts have been made to dope silver on minerals, glass, and ceramics and the resulting materials have been investigated for their antibacterial and antifungal properties. Since silver is expensive and very reactive, silver doped materials have been found inappropriate in some applications. Copper-vermiculite is investigated as an alternative. Vermiculite has high cation exchange capacity on the magnesium ion in the crystal structure. Copper ion may have a high tendency to replace magnesium because of similar charge interference and ionic radius. Copper-vermiculite is prepared by reacting vermiculite and copper chloride solution. By impregnating copper ions into the nanometer openings between the layers of vermiculite, it is possible to render the composite with antibacterial functions if the copper ions could be released gradually from the composite. The antibacterial efficiency of Cu-vermiculite against Escherichia coli was studied using the Halo method. The results show that Cu-vermiculite is effective for preventing the reproduction of the bacteria. Heat treatment of Cu-vermiculite at up to 400°C does not show significant changes in antibacterial activities.

Queensland?s underground coal industry, as a whole, has arguably the best gas monitoring systems in the world. Each mine utilizes real time, tube bundle and onsite ultra fast gas chromatograph systems. Queensland?s mining legislation has specific requirements for mine gas monitoring but there is no requirement for all three techniques. Industry has however identified the need for all three and adopted this as a standard, resulting in over sixty thousand gas results collected each day. Automated monitoring systems are programmed to alarm for gas concentrations, gas ratios and explosibility. These alarms are then used to initiate predetermined actions to take control of the situation and prevent the compromise of safety to workers and the loss of resources. Dedicated software packages have been developed to assist in the interpretation of the large volume of results generated. The real time systems are used for real time warning, essential for incidents such as belt fires. Tube bundle systems suit long term trending used for identification of the onset of spontaneous combustion or for the determination of explosibility during the routine sealing of worked areas. Gas chromatograph analysis is used to provide a complete analysis and provides results for hydrogen and ethylene, key gases used in the assessment of spontaneous combustion. It is also crucial during significant spontaneous combustion events and coal fires to use gas chromatography to determine the explosibility status of the underground atmosphere otherwise the severity of the situation is likely to be under estimated. This paper outlines the need for all three techniques for assessing the underground status and outlines advantages and disadvantages of each.

Initial investment for mechanical boring of tunnels is found to be high in most cases. Conventional drilling and blasting is not the possible especially in urban area. In these conditions impact hammer offers many advantages over conventional drill and blast techniques and boring tunnels. These include improved safety, minimal ground disturbances, elimination of blast vibration, reduced ventilation requirements, reduced cost etc. Therefore, hydraulic impact hammers have been used widely in metro tunnelling projects in Istanbul since 1992. Accumulated and published data from various tunnelling projects serve to improve predicting the machine performance and scheduling of job duration. This paper is prepared under this objective. Machine utilization time of impact hammer was evaluated in this study. The main rock formation named Kartal formation arepaleozoic aged sedimentary rocks, shale, sandstone, siltstone, andesite dykes and sediment fillings. The first stage of the project is commissioned to Yapi Merkezi- Yuksel- Dogus- Yenigun- Belen consortium.

A geotechnical instrumentation program consisting of borehole extensometers and portable tape extensometer stations was effectively used to monitor concrete liner deformations and guide construction procedures during enlargement of a 75-year old Union Pacific Railroad tunnel in Wyoming. Enlargement involved excavation of the old concrete invert and placement of 5,941 feet of new concrete invert 6 feet lower in squeezing shales, fault zones and water-bearing sandstones. Instrumentation data were used to guide procedures for excavating the old invert, installation of temporary interior struts, underpinning existing liner walls, and placing the new concrete invert.

The use of refuge chambers for use in handling underground emergencies is an issue of topical relevance within the US mining industry. Chamber design is of importance to meet some new safety requirements of US federal and some state government mine regulations. A review has been undertaken of a steel mine refuge chamber design to predict what will be internal temperature within the chamber over an extended period with miners present? The design has been examined for the situation when the chamber is sited in still mine air. Spreadsheets have been developed to allow various design assumptions to be tested. The evaluation has been undertaken using thermodynamic heat transfer models with some assumptions specified to produce a model of appropriate simplicity but with adequate degree of accuracy. Under normal still air conditions it can be seen that internal chamber conditions rise quickly to often arduous conditions. There will always be quite a few assumptions necessary in complex heat transfer process evaluations. Some important refuge chamber design parameters are: ? External surface area of the chamber, its wall thickness and construction. ? Metabolic heat generated and number of persons making use of the chamber. ? The temperature of the external mine atmosphere to the chamber over the year and the influence of geothermal gradient on temperature at depth. ? The maximum internal chamber Apparent Temperature considered safe. ? The distance inside the underground mine and adjacent ventilation conditions.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. Mediterranean regions such as Greece, Turkey, Cyprus, Corsica and New Caledonia have experienced epidemics of malignant mesothelioma as a result of non-occupational, ??domestic?? exposure to tremolite asbestos and fibrous erionite. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. Whether drilling through tough clay or breaking rock, or facing the most severe conditions including mixed face ground, perched water and running and flowing sands, working under-ground certainly comes with no shortage of challenges. In an environment where the unknown is faced on a daily basis, tunneling contractors must be able to rely on their equipment to get the job done properly. Not only that, their equipment must comply with two of the highest priorities: safety and efficiency. In addition to being the number one concern, a proven safety record provides additional benefits to a company. A safe work environment serves as a key component to company growth, including the ability to remain competitive in bidding and maintaining higher-level, more challenging projects.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it.
