The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

Toxic substances in On solutions can retard biological leaching of copper sulfide dump ores. On solutions were analyzed for metals, organics, and chloride, and showed inhibitory concentrations of aluminum, manganese, and chloride. Inhibition of bacterial activity by the solid fraction of On solution, with and without the organic constituents, was evaluated. Toxicity to bacterial species was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50 -60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different SX reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost effective and the least toxic.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as "Superfund", requires a listing of sites that have known releases or threatened releases of hazardous substances, pollutants, or contaminants throughout the U.S. When EPA determines that a significant threat exists, it places the worst contaminated sites on the National Priorities List (NPL). CERCLA provides EPA broad authority to clean up hazardous sites that threaten human health and the environment. There are currently 52 sites on the NPL that were placed on the list because of high human health or environmental risk as a result of non-coal mineral extraction, beneficiation, or processing operations. This list covers mining sectors from aluminum to zinc. While some of these sites were abandoned, many are still operating. (There are additional mine sites that have been recently proposed to be included on the NPL that are not included in this paper.) EPA is continuing to develop a mining program to address human health and environmental threats from active non-coal mines. EPA has performed a comprehensive study to assess the waste management practices at all of the 52 mine sites on the NPL. In addition, EPA is continuing to collect information on the specific mining sectors (i.e., gold, copper) that represent many of the NPL mine sites. One of the goals of this effort is to attempt to identify the types of mining practices that lead to human health and environmental problems at the NPL mine site. EPA estimates that there are currently 500 to 1,000 active mines (not including placer operations). While some mining NPL sites began operations before the turn of the century, only a handful of the NPL mines entirely ceased operations prior to 1970. Of the 52 NPL sites studied by EPA, 12 are currently active. By definition, these mines represent current mining practices. Approximately 17 additional NPL mines that ceased operations between 1970 and 1990 represent some degree of current mining practices. Therefore, at best, less than half on the 52 NPL mine sites can be said to definitely represent past mining practices. Although some mining waste management practices have changed over time, the basic technology for extraction and beneficiation of mineral ores have remained fairly constant over the last fifty years. While the use of acid to leach copper dumps, the use of cyanide to leach gold in heaps, and the spread of solvent extraction techniques has changed some aspects of mining, the basic operation of removing ore from the ground and concentrating it through beneficiation has remained fundamentally the same as when most of the non-active

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. Introduction Powered supports in longwall mines essentially operate under two conditions: 1. Static (non-working) 2. Dynamic (working) There is a variety of static conditions which may exist in a mine. These may include a temporary stoppage of work for a few minutes or stoppage of work for days because of strikes or lack of demand for coal. Studies on pressure behavior were made during brief stoppages of work (few hours) as well as a long stoppage of work (two weeks). In dynamic conditions, the pressure variation on supports is expected to follow a certain pattern. However, in many cases that does not happen. Pressure-time characteristics of each leg of the supports were studied. This paper discusses the research findings of the studies made on powered support pressure behavior under both static and dynamic conditions. Studies on Pressure Variation in Static Conditions It has been noted (Brenner et a1.,1975) that the pressure distribution on mechanized longwall faces is random in nature and changes with time and position along the face. Figure 1 and Figure 2 show the distribution of support pressures for the front left leg of supports in two different mines. In both the cases it can be seen that the variation of the support pressures along the face is indeed absolutely random. However, the nature of randomness in both the cases is very different. The data in Figure 1 (Mine 1) is much more random than the data in Figure 2 (Mine 2). This can also be seen from the standard deviation of the data (81 26 Pa versus 4000 pa) . By comparing the results of ten other sets of data the same conclusions can be arrived at. Since it was found that in Mine 1, the pressure on support legs was extremely random, batches of ten supports each were taken and the mean pressure plotted. This mean pressure line is shown in Figure 1. It was expected that this would smooth out the variation due to individual props and reveal a better picture of the support pressure distribution. For the case cited, the standard deviation is lowered to 5043 Pa from 8126 Pa which indicates that, on an average, the supports tend to take loads more uniformly, however for individual support legs the load on the supports is very random. The significance of this is that, if the supports are selected on the basis of theoretical load calculations alone (based on the roof block concept or some other concept), only the mean value of the support load required will be known. In the case of a pressure distribution with a high standard deviation, some supports selected on the basis of mean value will fail, while others will be supporting low loads. Hence, for proper selection of support capacity, it is not only necessary to know the average load but also the expected nature of the distribution. The only reason why the supports are supporting the roof in Mine 1 well is the fact that the yield load is above the highest level of load attained. If Mine 2, which has a much higher average load, had the same sort of standard deviation, the loads on the individual legs could easily exceed the support load. For example, if the pressure distribution followed a normal curve and the mean pressure was 36,700 Pa with a standard deviation of 9000 Pa, it is possible that 67% of the supports will be within the pressure range of 36,700 plus or minus 9,000 Pa, or 22,700 and 45,700 Pa. Many of the supports could then exceed the yield load of 40,000 Pa. It is clear then that the mean load is an inadequate criterion for estimating support resistance. The nature of the problem is statistical and such an analysis should therefore be made as far as pressure data are concerned. Statistical Analysis of Pressure Data. Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anionic complexes, and faster leaching rates with acidic solution of thiourea. Generally, the rate of metal dissolution in thiourea solutions is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur, make up almost all of the total sulfur and occur in varying amounts in different coals and can vary greatly in coal of the same seam Pyritic sulfurs of 20% to 80% of the total sulfur have been reported Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and Jones (1) state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal, to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. Therefore, it is the objective of this paper to show various methods of treating the finer fractions of the coal, in the hope of developing a process, which can effectively produce in the fine fractions the efficiency of heavy media devices in the coarse.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

Water is increasingly recognized as a critical issue for sustainable development, becoming as important as carbon to corporate responsibility and reputation. Although the cement industry’s overall ‘water footprint’ is relatively small compared to other sectors, the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD/CSI) has recognized the importance of water and the need to take actions towards efficient water management, with developing standardizing practices and employing a risk-based assessment approach, mostly at local level where individual facilities and activities can have implications for other water users in the area. Sharrcem, a member of the Titan Cement Group, has made significant investments to upgrade its production facilities, the technological process and apply environmentally friendly technologies. Under this frame, Sharrcem implemented a project for the construction of a Waste Water Treatment Plant (WWTP) in the Cement Plant facilities, which has been successfully operating since early 2016. This paper discusses the technology applied at the new WWTP and the results achieved already, with significant improvement in the quality of the treated water, as compared to the previous situation where untreated wastewater was directly discharged to the nearby Dimce Stream. The WWTP project is a major investment of Sharrcem that aims to improve the quality of the discharged water effluents and thus prevent potential river pollution and overall protect the environment and the health of Sharrcem employees and local community. The WWTP operates with the Sequencing Batch Reactors (SBR) technology, is fully automated and has been also connected with few households of the neighboring community to treat also their sewage water. The plant can be expanded in the future – to connect with additional households - without increasing the size of the treatment tanks. One of the benefits of this project is that by removing a variety of contaminants from water it becomes usable again, depending on the nature of the contaminants and the end use of the water treated. According to the monitoring results the treated water that comes out of the WWTP fully meets quality requirements according to the EU and local limit values standards

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

The unique application of a large walking dragline in the mountains of southern West Virginia was developed and implemented by Hobet Mining, Inc. Hobet is an independent operating subsidiary of Ashland Coal and is headquartered at the No. 21 Mine in Boone County, West Virginia, near Danville. Hobet also operates the 07 Mine located in Logan County, West Virginia, near Holden. Both mines are similar in equipment and manpower used; both produce over 2,000,000 tons of clean coal annually. Each site encompasses large, contiguous properties with access to rail service. The larger of the two is the Boone County property; it totals nearly 40,000 acres and has ample reserves. In 1977, Hobet was in the process of constructing a preparation plant (Beth Station) at its 21 Mine site with a capacity for two million tons. One of the first orders of business was to design a mine plan that would provide production for the capacity of the plant. Coal production would come from a more than adequate reserve base using the most economical mining methods available. Hobet looked at different deep and surface mining methods to use in order to develop the property; ultimately, it was determined that the mountaintop removal method with the use of a large dragline was the most economical way to develop reserve. Prior to this time surface mining in mountainous Southern West Virginia was generally done by contour mining and/or augering techniques.

"Two important aspects of excavation performance of TBM are advance rate and cutter replacement/ring consumption, which is closed to the cost and construction duration of the project. To achieve this, a database of TBM parameters and the geological-geotechnical conditions during the excavation of Yinhanjiwei was compiled and analyzed. Relationships between different geological and TBM operational parameters were investigated. Results of analyzes show that there are qualitative correlation between Field Penetration Index (FPI) and rock geological parameters. And strong relationships between FPI and operational parameters are suggested. In this study, the cutter replacement and ring consumption were analyzed using statistical method for preliminary estimation in similar conditions. 1. ITRODUCTION Hard rock TBM is widely used in tunneling project nowadays because of its advantages to conventional drilling and blasting, especially in long tunnels. The biggest advantage is its high advance rate. However, rock conditions of tunnels are complicated. So TBM performance becomes a primary topic in tunneling engineering, which includes of rate of penetration, utilization, daily advancement, cutter consumption and so on. Many prediction models have been developed to estimate the TBM performance in the project planning phase. Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

The Bond International Gold (BIG) Colosseum Gold Mine was discovered in 1865, but no recorded production occurred until the 1930's, with production approximately 19k9 (615 oz) of gold. The mine was closed in 1942 as a non-essential industry during World War II. The property was acquired by Dallhold Resources in mid 1986. Construction of a 1.1 million Mt carbon-in-pulp, cyanide mill started in November, 1986, and was completed in September, 1987. Minable reserves are estimated to be 9,560,831Mt (10,539,000St), with an average grade of 2.1 g/Mt (0.062 oz/st). This paper describes a general view of process flow and plant equipment, as well as a look at the maintenance and operational problems encountered in the fist six months of operation.

The romance of the River lives on in the tales of Mark Twain; and many Americans still think of the Mississippi River in terms of the steamboats loaded with passengers, gamblers and cotton. Yet for many years, coal has been a major cargo on the American waterways. Currently, about 100 million tons a year of coal is handled in some part of its journey from mine to destination by barge. The bulk of this traffic has been on the Ohio River System and the Upper Mississippi River System in years past. Now we have a new entry. Over the past 10 years various movements of coal have developed down the Mississippi River to power plants at Memphis and along the Gulf Coast, and a small amount of metallurgical coal has moved down the Mississippi River for export to Japan since 1970. But in 1980 a brand new player came on the scene. 1980 was a momentous year for the American coal business. Historically, we have exported about 50 million tons a year of metallurgical coal to the world's steel mills. Just before and after World War I, we also had a fairly healthy export trade in steam coal; and again in the late forties, we supplied large amounts of coal to Europe until domestic production could recover from the ravages of World War II. But since the early fifties, the name of the export game has been metallurgical coal. Starting in the mid seventies, something began that was almost totally missed by the American coal industry; and that was the growth in the use of coal first in Europe and now in the Far East as a steam product and as an alternative to petroleum products. As these world coal markets began increasing, the U.S. at first was thought to be noncompetitive because ocean rates were still very low. For example, as recently as 1977, Australian coal could be moved all the way from Australia to the Gulf Coast for $12.50 per metric ton. Coal exporting countries were Poland, Australia and South Africa, except for the continuing exports of U.S. high quality metallurgical coal. But then came the second oil shock, and all of the sudden that $12.50 rate from Australia to the U.S. Gulf became $25.00. And then suddenly and almost unrecognized by the American industry, American coal was in fact competitive at overseas destinations because of the drastic change in trade patterns brought on by the doubling and tripling and quadrupling of bunker fuel prices for ships.
