Ground freezing was utilized to provide complete stability of the excavation face and complete groundwater cut-off for the jacking of the three tunnel boxes for the Interstate 90 / Interstate 93 approach to the Fort Point Channel crossing. Through a wide range of geological conditions and large buried obstructions, the freezing provided complete stability of the face so that a 11.5 m (38 ft) high free standing vertical face could be mined without the need for any additional face support. Obstructions were incorporated into the massive frozen ground matrix, and held in place so that they could be excavated with a minimum of disturbance. The freezing provided an absolute groundwater cut-off, and permitted the work to be done without disturbance to the active rail system immediately above. With the use of instrumentation such as borehole thermocouples, the effectiveness of the freezing was guaranteed and the jacking proceeded with complete confidence and assurance of the ground conditions ahead.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

Diesel engine particulate matter pollution is a matter of concern currently in underground mines worldwide. A number of real-time Diesel Particulate Matter (DPM) monitors have been developed in recent years; two of these by the National Institute of Occupational Health and Safety (NIOSH) in the US. One, the D-PDM, is based on an adaption of the successful NIOSH?s Personal Dust Monitor (PDM) unit which is being taken up very successfully for mine respirable dust monitoring. The D-PDM measures all particulate matter within a sub-micron range as classified nominally at 0.8 micrometers by a purpose developed cyclone. The other, the FLIR Airtec, measures the Elemental Carbon (EC) component of DPM by a laser scattering approach. Both instruments have been evaluated underground in robustness and reliability testing in coal mines by the authors. Real time DPM monitors allow greater understanding of the sources and levels of DPM pollution in underground activities. They allow engineering evaluations to determine how conditions can be improved or mining personnel relocated to lower concentration levels. Studies are discussed that examine DPM concentrations from vehicles under varying ventilation conditions. Some of these concern tests undertaken during high activity longwall face moves. They focus on evaluating DPM during the various phases of the face Chock Shield moves. An initiative in some mines has been to limit the number of vehicles in the mining section or panel by the use of a Tag Board or Traffic Controller at the panel travel road entrance to manage exhaust DPM and gases. Diesel tags or tokens are used to control the number of vehicles entering a section or panel and so limit level of pollution. Summation of DPM levels from points monitored throughout a panel demonstrates increasing DPM levels from influence of additional equipment in series within the ventilation circuit. An alternative approach is to invest in underground continuous real-time monitoring of exhaust gases, DPM and section air quantity and integrate this information to determine whether an additional vehicle can enter without exceeding diesel target limit. This optimizes the access of diesel vehicles and replaces the existing manual tag board system. Real-time DPM monitoring allows the industry to pin-point high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. Identification of high DPM zones allows efficient modification of mine ventilation, operator positioning and other work practices to reduce underground miners? exposures.

Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. The Docklands Light Railway (DLR) Extension to Woolwich Arsenal provides a much-needed public transport link to this area of London. The project includes construction of 5.3mID running tunnels under the River Thames, in ground conditions that proved challenging for the Earth Pressure Balance Tunnel Boring Machine (TBM). The project also includes cut and cover tunnel approaches, an underground station, and an emergency shaft on the bank of the river. Major challenges have included tunneling under sensitive infrastructure, and working adjacent to existing operational railways at Woolwich Arsenal. This paper will describe the design and construction of the project and how these challenges were overcome.

The need to optimize surface mining operations has led to the use of discrete event simulation (DES) modeling of truck-shovel systems. Often, these models assume truck cycle times are independent and identically distributed (iid) random variables, although, with significant bunching on the haul routes, this may not be valid. The objective of this paper is to present a methodology to (i) account for truck bunching due to slow trucks; and (ii) test for cycle time dependence (i.e. whether truck cycle time data is iid or not). We built a DES model that accounts for bunching due to a slow truck(s) and used the cycle times as data for further analysis. We then tested for cycle time dependence using Pearson correlation coefficients. The results show significant correlation of truck cycle times for different number slow trucks, with variable speeds. Assuming iid in modeling results in over-estimation of productivity and the uncertainty surrounding it. The over-estimation of uncertainty is pronounced when the relative difference in truck speed increases. The confidence interval of the means of truck loads/shift decreases with increasing number of slow operators. This work extends the usefulness of DES in truck-shovel applications.

"Collecting mineral resources from the seabed using a seafloor crawling robot is the firststep in the mining operation. The second-step is lifting the collected ore up to the water surface. For lifting through a riser pipe, prevention of pipe clogging (flow assurance) and economic and eco-friendly up-transferring is of the utmost concern.During collection of mineral ores, the production rate can be highly variable because of the variability in the distribution of the mineral deposit, variations in seafloor topography, fluctuations robot speed, and variations in performance of the mining robot, etc. Direct transfer of the collected ore to the riser pipe might cause unpredictable and serious problems such as over-loading of the lift pump, reduction in the life of the equipment, pipe clogging, severe increase of down-time, critical damage of equipment, further propagation of damages, and total failure after all.As a counter measure to these potential problems, a buffer station has been adopted, which is capable of storing the collected ore for a certain time and simultaneously regulating the transfer of the ore into the riser pipe. A pilot buffer has been developed by KRISO/KIOST (see Fig. 1)."

The Yarnell gold depoSit, located in the Weaver mining district of Yavapai County, Arizona is found within a structurally controlled, hydrothermally altered zone that occurs within a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rock that occur around and above the low-angle northeast striking Yarnell fault are known to host economic gold mineralization; a wider envelope of weakly-propylitic alterred rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz ± adularia veining, stockwork formation, and localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized), and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit although the thickness of the zone and associated alteration envelope diminish away from the orebody. A sample of undeformed illite taken from the Yarnell fault zone was K/Ar dated at 69 ± 1.6 Ma; this date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As, Cu, and Mo content. Both CO2-and H20-rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit.

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

The Fort Knox Mine is located in Alaska?s interior, where the average ambient air temperatures range from -24°C (-11°F) in January to 16°C (61°F) in July. The mill processes a free-milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leaching, carbon adsorption and cyanide destruction kinetics. Additionally, an energy-balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy-balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy-balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post-project plant performance that validates the model and shows that the mine produced an additional 596 kg (19,155 oz) of gold while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

INTRODUCTION Soft, near normally consolidated clays generally provide ideal conditions for tunneling using Earth Pressure Balance (EPB) shields. It is easy to turn the clay into a low permeability, viscous spoil that can be pressurized to maintain the required face pres-sure. Despite this, there are records of relatively large, and often quite variable, surface settlements over EPB driven tunnels in soft clay. To understand this variation it is necessary to identify the various factors that contribute to settlement. Tunnels in soft clay are ideal for study these effects in the field, as an unsupported void will close almost immediately, due to the low shear strength of the soil. In the short term, deformation in a soft clay will occur at constant volume, so short term surface settlements can be related to movements at tunnel level. In this paper, data will be used from EPB driven tunnels in Singapore marine clay. In all of the cases discussed the lining consisted of precast concreted segmental rings erected in the tail of the shield. The marine clay in Singapore has been studied, among others, by Tanaka et al.(2001). The clay typically has a plasticity index of 40 to 60, and the undrained shear strength (SU ) can be derived from: SU = 0.22 svo' where svo' is the current vertical effective stress. Figure 1 shows a summary of undrained strength/depth plots used for design on two sections of Singapore’s North East Line. The stability of a tunnel in clay can be assessed by comparing the stability number (N) of the tunnel with the stability number at total collapse (NTC). The stability number can be calculated from the equation: N = (?Z + q – Pt)/SU where: ? = the average unit weight of the ground above the springline of the tunnel Z = the depth to the springline of the tunnel from the ground surface q = the surcharge Pt = the support pressure within the tunnel The stability number at total collapse depends on the size, geometry and depth of the tunnel, and typically ranges between 5 and 9. Charts for assessing the number at total collapse are provided in Kimura and Mair (1981), based on the testing of model tunnels in a geotechnical centrifuge. For tunnels in the Singapore marine clay, the stability number of an unsupported tunnel would be over nine if the tunnel ois more than 8m deep. As a result, a support pressure

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

The more than 40,000 mining industry professionals that are expected to attend the National Mining Association’s(NMA) MINExpo International2000 trade show and conference will be treated to the exhibition’s largest display ever. The exhibit is expected to cover more than 60,385 m2(650,000 sq ft) and feature more than 1,300 exhibitors. The event is set for Oct. 9-12, 2000 at the Las Vegas Convention Center in Las Vegas, NV. Richard L. Lawson, NMA’s president and chief executive officer, said, “MINExpo 2000 will showcase everything that mining is proudest of. This is the largest premier mining exposition in the world.” MINExpo is held every four years.

Electrochemical, chemical, and image analysis techniques were utilized together with statistical analysis methods to determine the effect of various anode impurities on copper electrorefining performance. Results indicate that arsenic is a beneficial anode impurity. Anode lead and sulfur are shown to decrease electrorefining performance. Specific emphasis is given to the influence of individual elements on current efficiency, slime particle generation, and cell voltage parameters.

This paper describes the basic requirements for the utilization of belt air to ventilate working sections at remote locations in relation to the main fans. It highlights the risks involved, potential problems, and the provisions that must be followed by mine operators for the safe use of belt air. The paper also presents a brief review of the current regulations, conveyor belting tests, atmospheric monitoring system requirements, and the experience gained by mine operators to utilize the belt entries to ventilate remote working sections or areas where mechanized equipment is being installed or removed. The paper concludes with a set of recommendations with respect to the utilization of belt air and the composition of belt material in under-ground coal mines.

Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. In 2004, the engineers at the Deer Creek Mine located near Huntington, Utah initiated the ventilation planning to exploit a remote area of the mine?s reserves. This area was located under a mountain which would not allow for the incorporation of an additional shaft or portal access near the proposed longwall panels. With this constraint along with the desire to maintain a two entry gate road system and the expected condition of frequent coal wash outs a ventilation plan was established. Different options were examined that included; increasing the current exhaust fan power, adding another exhaust fan installation, converting the ventilation fans in the active portion of the mine to a forcing system, and modifying the ventilation system in the active area of the mine to a push-pull system. The push-pull ventilation system was ultimately selected. This paper details the design process of the ventilation system upgrade, the procurement process for the new fans, and the new fan startup testing.

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. Methane is a powerful greenhouse gas and the principal component of natural gas. Coal seams often contain significant quantities of methane, and underground coal mines must ensure that methane released into the mine during coal extraction does not build to dangerous levels. This is accomplished in part through the use of large-volume ventilation systems that remove methane from the mine and release it to the atmosphere. Although the methane concentration exhausted is quite low (typically <1 percent), the volume of air that ventilation systems move is so great that they actually constitute the largest source of methane emissions from underground coal mines. Each year underground coal mines throughout the world emit more than 500 billion cubic feet of methane from their ventilation systems. An air pollution control technology, thermal oxidation using a flow-reversal reactor (TFRR), has emerged as a potential solution to ventilation air methane (VAM) emission mitigation. One manufacturer of TFRRs has demonstrated its oxidizer design (the VOCSIDIZER?) at coal mines in the United Kingdom and Australia. These demonstrations tested the technology?s effectiveness at oxidizing low-concentration methane, as well as its ability to tap the excess heat to produce steam for electric power generation. In early 2007, the first U.S. demonstration of this technology began operation at an abandoned mine in West Virginia. The project is designed to prove the technology?s operational robustness, its ability to reliably oxidize methane at concentrations typical of mine exhausts, and its safety. If the technology is employed at active underground coal mines, it offers the potential to mitigate substantial quantities of global methane emissions. This paper discusses global VAM emissions, options for the recovery and utilization of VAM, and existing projects such as WestVAMP in Australia and the ongoing U.S. VAM demonstration project.

Cortez Gold Mines is completing a Feasibility Study for a new open pit gold mine in north central NV. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing open pit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period.
