Scientific and technical research is becoming an expensive business, and needs to be managed as well as directed. Regardless of whether it operates under public or private auspices, a research-and development organization should not tolerate inefficiency or irrelevance. Its true worth is ultimately decided by the impact it makes on its environment. Doing the right things is preferable to merely doing things in the right way. Clear definition and the setting of goals form the crux of the Management by Objectives (MBO) system. This system provides the research establishment with a profound sense of purpose and direction, which is essential for effective planning and control. Performance standards, in association with costs and manpower, value assessment, feedback, and improvement, tend to follow naturally once the principle of a results-oriented management system is adopted. MBO is a participative management system, leading to decentralization and self-control of the individual rather than imposed control. If wisely implemented with the necessary respect for creative work, it can enhance the job satisfaction of the research worker as well as the overall productivity ofthe research establishment.

Ladies and gentlemen, it is a privilege to be able personally to welcome you to the opening of this Symposium. It is particularly pleasant to be able to extend a warm South African welcome to al our visitors from foreign shores. We trust you will enjoy your stay in our country. It is a singular honour for me to be present here today, and to have been asked to open this international Symposium. MINING IN SOUTH AFRICA Mining is the single most important contributor to this country's foreign-exchange earnings. Minerals and processed mineral products together account for about 70 per cent of South Africa's total foreign exchange earnings. The mining sector employs in excess of 670 000 people, and is one of the largest employers in the country. The construction and development of cities and towns like Johannesburg, Welkom, Orkney, Springs, Benoni, Witbank, and Klerksdorp is a direct result of the contributions of the mining industry to economic activity in these areas, as well as of the multiplier effect of secondary industries.

Published South African fatality and injury statistics for mine accidents are investigated. Where possible, the South African statistics are compared with those of other countries. Commonly held attitudes to the South African accident experience are also examined. Analysis reveals that the published accident rates present a more favourable picture than the rates actually experienced by underground workers. In addition, fatality rates in South African underground gold and coal mines do not differ significantly and have remained stable over the past decade, although the injury rates have decreased rapidly. No evidence was found that this is due to improved safety, and a comparison with international fatality and injury data suggests that it is not. The underground fatality rate for South African coal mining is, on average, eight times that of the UK, four times that of all EEC coal mines taken together, and over double that of the USA. Despite the unreliability of the injury rates, much has been made in South Africa of their rapid decline, an emphasis that appears to be misplaced.

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

The complexity of modem open pit load-haul-dump systems is described, and the need for realistic working models is pointed out. Both standard and probabilistic simulation procedures are discussed, probabilistic simulation being indicated as the more powerful and practical technique. Acquisition of the necessary pit operating data required for simulator construction and general modelling procedures are described. Finally, results from a typical open pit simulator are used to indicate the scope of the technique.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each project's feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

An existing 1 800 m long pipeline, which carried waste mica slurry from kaolin processing, is to be recommissioned. The mica solids throughput is to be substantially increased from 5.2 t/h up to a maximum of9.53 t/h, but with a typical throughput of around 7.5 t/h. Because of this throughput increase, it was unclear whether the existing 80 mm diameter pipe would be adequate. In addition, the pipe route is to be extended by 250 m to 2 050m, and its elevation at discharge to settling lagoons increased from 66.2 m to 80 m. The pipeline hydraulics of waste mica slurry were investigated for the 80 mm diameter pipe using the Saskatchewan Research Council?s (SRC) Two-Layer Flow Model, for the maximum mica solids throughput of 9.53t/h. The pipe operating velocity was compared with the predicted deposit velocity for several mica concentrations, ranging from 20% to 50% by weight. Estimates were made of the total differential pressure across the proposed2 050 m long pipeline, as well as the power imparted to the slurry by the pump, and the specific energy consumption (SEC). Two pipe diameters were assumed: 80 mm when no mica wall deposit is present, and 70 mm when there is a 5mm mica wall deposit. This parameter has a significant effect on the determination of the appropriate pipe operating conditions. For the pipe operating velocity to remain adequately above the deposit velocity (and therefore for the heterogeneous flow pattern to prevail in either horizontal or inclined pipe), it was concluded that if the newly commissioned pipeline contains no mica wall deposit, the pipe should initially be operated at a mica concentration of between 20% and 25% by weight, probably with a target mica concentration of about 23%. It has long been recognized that the provision of an acceptable thermal environment minimizes the danger and the adverse effect of heat stress, which is directly linked to decreased productivity, increased accident rates, and excessive physiological strain in workmen. Refrigeration in one form or another helps to provide this acceptable thermal environment. This paper outlines the problems encountered in a working area, and the steps taken to alleviate environmental conditions in some stopes with the introduction of selective cooling employing small water-chilling units in conjunction with specially designed stope coolers. Performance figures are given for plant and stope coolers, and the effectiveness of the system is assessed from an evaluation of the improvement achieved in the environmental conditions.

X-ray photoelectron spectroscopy showed that the adsorption of gold cyanide on carbon in the presence or absence of electrolytes and acids proceeds by the same mechanism. Although the identity of the gold cyanide adsorbate is not known, the mechanism appears to have an initial adsorption stage that involves the adsorption of an ion pair: Mn+[Au(CN)-2]n where Mn+ is a metal ion (for example Na+, K+ and Ca2+) that has a lower solubility than the Au(CN)-2 anion in the adsorption medium, followed by a reduction step in which either a sub-stoichiometric Au(CN)x surface species or a cluster-type compound of gold is formed.

The problem of heat stress underground in the gold mines is approached on the basis of the heat transfer between the human body and the underground environment. Experimental measurements of radiant and convective heat transfer and a theoretical calculation of maximum evaporative heat transfer enable the maximum cooling power of an environment to be calculated in terms of the dry-bulb and wet-bulb temperature, the mean radiant temperature, the wind speed and the barometric pressure. For most underground applications the cooling power can be expressed as a function of wet-bulb temperature and wind speed only. The relative importance of wind speed and wet-bulb temperature can be assessed: in working places where wind speed is low additional cooling of workmen can be achieved better by increased wind speed than by decreased wet-bulb temperature. The wet kata reading proves to be of limited value as an index of heat stress because environments with equal wet kata do not necessarily have the same cooling power. Finally, thermal equilibrium with the environment is possible when cooling power equals or exceeds the rate of metabolic heat generation. The rates of metabolic heat generation for various underground tasks are indicated.

In the second of a series of five colloquia with the theme Rescue 91 ..Survival Initiatives for the Mining Industry, the emphasis was placed on the harnessing of improved technology for the benefit of all the industry. The Colloquium was held at Mintek, Randburg, and attracted some 150 delegates and speakers from a cross-section of the industry. Eight papers were presented, and panel discussions were held to round off the morning and afternoon sessions. The purpose of the Colloquium was to allow mines and other groups to put forward innovative schemes in the management of technology that could be shared by everyone in their determination to ensure the survival of the gold-mining industry in the current difficult times. Hydro-power-the use of high-pressure water as an energy source-offers tremendous benefits for environmental control in deep, hot mines. The extent of these benefits depends on the mining method, the selection of equipment to be hydro-powered, and the efficiency with which the coolth is extracted from the water and into the working environment. The engineering of hydro-power systems continues to receive much attention. However, this paper considers the environmental implications of using hydro-powered equipment, particularly with regard to positional efficiency. The integration of hydro-power with developments such as backfill, mechanization, and higher face-advance rates is discussed. Layouts are proposed that attempt to minimize the quantity of water in circulation by extracting the maximum coolth from the water.

Effectively, the sole contribution by contracting companies was the supply, and possibly the installation, of specific items of equipment. OBITUARY: AUSTIN WHILLIER (1927 - 1981) On Thursday, 13th August, 1981, Dr. Austin Whillier passed away peacefully in Johannesburg after a long illness. This event has been a serious blow indeed, and its effects will be felt, not only by the Chamber of Mines of South Africa and the South African mining industry, but also throughout many scientific and technical spheres both in South Africa and further a field.

This paper deals with the development and evolution of room and pillar mining in the South African chromitite and platinum mining industry over the past sixteen years. The paper describes the need for cheaper, more effective and safer mining methods in hard rock mining. It also describes how a mining method traditionally only applied in coal mining in South Africa evolved into a method ideally suited to conditions in chromitite and platinum mines. The paper also touches on joint efforts from mining houses, mine management and equipment manufacturers to design and build mechanized equipment custom designed and unique to South Africa in order to overcome challenges presented by the harsh operating conditions encountered in the mines in the Bushveld Complex.

The International Solvent Extraction Conference takes place every three years, under the auspices of the international Solvent Extraction Committee. ISEC '96 held in Melbourne, Australia, in March 1996, was attended by delegates from 34 countries. South Africa was well represented, with delegates from Amplats, De Beers, Mintek, Western Platinum Refinery, and independent consultant Phillip Lloyd (who represents South Africa on the International Committee). The theme of this year's conference was 'Value Adding through Solvent Extraction'. Five plenary lectures were presented. Dr E. Blass of Germany gave the opening presentation entitled 'Solvent extraction-a historical review', which traced evidence for the use of solvent extraction (SX) from the time of the ancient Egyptians, through the Middle Ages and Renaissance, to the Industrial Revolution.

This report describes the investigational work on the development of a fire-assay method capable of concentrating, in a button of nickel sulphide, all six of the platinum-group metals present in samples of ores, concentrates, and mattes. In the method adopted, the sample is fused with a mixture of sodium carbonate, sodium tetraborate, nickel carbonate, and sulphur. The nickel sulphide formed during fusion collects the noble metals and carries them to the bottom of the crucible. The nickel sulphide button is dissolved, and the noble metals are isolated and determined. The coefficients of variation range between 1,0 and 4,9 per cent for the various platinum-group metals when they are present in concentrations between 0,3 and 75 p.p.m.

We report on further progress in improving seismic locations by using the so-called double-difference method (Spottiswoode and Milev, 1998 and Waldhauser et al., 1999). Double-differences are obtained either using picked arrival times or various measures of time differences obtained from waveform pairs. The double-difference method provides for much improved relative locations by reducing the effect of the errors in the wave velocity of ray paths between each event and each geophone. Further improvements are obtained by using known locations, such as blasts. One of the difficult problems that we have overcome is that of finding the best “weights” for the time corrections. Experience obtained in relative moment tensor inversions by Andersen (2001) suggests that use of median corrections is both more stable and more accurate, even while the locations of the individual events is based on weighted least-squares minimization. A hybrid location program with known reference events has been developed. Tests on a synthetic data set gave relative locations that were much less widely spread than the absolute locations. The use of known event coordinates (blasts) moved the relative locations back towards the real locations. These results are confirmed in preliminary analysis of data from a mine. The absolute locations are adjusted using blast events restricted to the line of tunnel development. Inter-event distances are distributed in a power-law fashion that suggests that the relative location accuracies are improved by a factor of three or more. On obtient les double-différences soit en utilisant des temps d’arrivée choisis soit des mesures variées de différences de temps obtenues de doublets de forme d’onde. La méthode de double-différence fournit des locations relatives très améliorées en réduisant l’effet des erreurs dans la vitesse d’onde des trajectoires de rayon entre chaque évènement et chaque géophone. D’autres améliorations sont obtenues en utilisant des locations connues, telles que les coups de mine. Un des problèmes difficiles que nous avons surmontés est celui de trouver les meilleurs coefficients de pondération pour les corrections de temps. L’expérience obtenue dans des inversions de phases tensorielles relatives par Andersen (2001) suggère que l’utilisation de corrections médianes est à la fois plus stable et plus exacte, même lorsque la location des évènements individuels est basée sur minimisation pondérée de moindres carrés. Nous avons développé un programme hybride de location avec des évènements connus pour référence. Des tests sur des données artificielles ont donné des locations relatives qui étaient beaucoup moins étendues que les locations absolues. L’utilisation de coordonnées d’évènements connus (coups de mine) a ramené les locations relatives vers les locations réelles. L’analyse préliminaire des données d’une mine a confirmé ces résultats. Les distances entre chaque évènement sont distribuées comme par loi exponentielle ce qui suggère que les degrés d’exactitude des locations relatives sont améliorés par un facteur de trois ou plus. Solvent loading: It is agreed that it is advantageous, as far as reagent cost is concerned, to operate at maximum solvent loading. However, owing to the fact that no reliable automatic solvent flow controller is yet available, control tends to be erratic with the result that there is risk of losing uranium. As can be seen from Mr Tunley's plot, the graph representing total ammonia cost is fairly flat between loadings of 3.5 and 4.0 gpl, while the graph representing uranium loss in the raffinate is steep. It is, therefore, safer to operate slightly below optimum loading in the absence of absolute control. Should the purity of the final product gain importance, operation at optimum loading or even slightly above, may be advantageous. Solvent losses and clarification of pregnant solution: The cost of replacing solvent, as indicated by Mr Carman, represents a high percentage of the overall Purlex costs. It is, therefore, agreed that, amongst other factors, efficient clarification of the pregnant solution and mixer-settler design have an important bearing on the cost. However, as at Blyvooruitzicht, the Buffelsfontein plant can tolerate a suspended solids content of 50 ppm without serious deterioration in efficiency. An increase in the suspended solids content from 15 to 50 ppm normally accounts for an increase of approximately 1 ppm in amine loss. Clarification of acidic pregnant solutions is much more difficult than that of alkaline solutions. Sand clarifiers are being used at Buffelsfontein with moderate success. Clarified solutions containing less than 20 ppm of solids in suspension can be produced, depending on the quantity and type of flocculant used in the filtration process, the thickness and the grading analysis of the sand beds and the quality of supervision. An on-stream duty of approximately 0.15 gallon per sq ft of surface area is obtained. Hydraulic handling of clarifier sand, while cleaning, may effect the efficiency of a clarifier, as size segregation of sand particles may lead to inefficient "pockets" in a sand bed. Control of the solution level in the sand clarifier also affects the quality of the effluent. Exposure of the sand bed invariably causes a cloudy effluent. Recycling of the final and initial solution discharged before and after skimming the clarifier sand improves the clarification efficiency significantly. Post-precipitation of silica and possibly sulphate salts, after clarification, may give a false impression of inefficient clarification. This phenomenon is more pronounced when treating hot supersaturated solutions. Ageing and cooling of the solution before clarification assist in stabilising the solution and reduce precipitation after clarification. The maintenance cost of sand clarifiers at Buffelsfontein is in the order of 0.35 cent per metric ton of solution treated. A redundant ion-exchange column has been tested successfully, either as a primary or a secondary clarifier, depending on the quality of the filtrate treated. The conventional pebble and sand beds in the column have been retained. Operation was enhanced by the addition of a two-foot deep resin bed as a filtering medium. The suspended solids content was reduced to less than 5 ppm. Mixer-settlers: Mixer-settler design is a controversial subject but, in view of the high costs of solvent compared to relatively low pumping costs, it is believed that mixing and pumping functions should be separated. Separate facilities for pumping and mixing not only give greater operational flexibility but also permit eventual changes in the flow circuit as technology develops. Scrub technique: Unlike the pilot plant, where the crud was carried away in the aqueous phase, crud is carried over with the organic phase in the full-scale plant. This carry-over of crud into the strip bank aggravates crud formation in the first strip stage. This phenomenon may result from a slight difference in settler design and/or a variation in the relative phase depths in the two plants. Bypassing of the scrub aqueous solution from the fourth to the second stage was introduced in order to avoid dilution and partial neutralisation of the acid added to the third stage, as it is known that a low pH value enhances the transfer of iron into the aqueous phase. The low aqueous flowrate in the third scrubbing stage was overcome by introducing an aqueous phase recycle. Gleaning: Mr MacDonald's contribution on "gleaning" was most informative. This process for recovering solvent from raffinate seems to show at least as much promise as coalescers and other methods employed to date. Similar tests conducted at Buffelsfontein pilot plant gave 60 per cent amine recovery from raffinate containing 10 ppm amine. However, the circuit was not operated at equilibrium and recovery may be expected to drop as the amine concentration of the "Gleaner" circuit increases.

OBITUARIES The President: "It is my sad duty to announce the death of the following members of the Institute. Edward Frank Jud Bulman, Life Member, who joined the Institute in 1931 and passed away on 7th November, 1968. Elmar Fenton Chapin, Member, who joined the Institute in 1941 and passed away on 17th November, 1968. Solly Rabinowitz Rabson, Member, who joined the Institute in 1944 and passed away on 13th February, 1969. Mr. Rabson was the holder of two certificates of merit for papers presented to the Institute.
