INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.

"Historically, mining companies worldwide provided housing and developed towns to accommodate their employees. At the end of the 1980s this approach became less prevalent and attempts were made to mitigate the effects of mine development and mine closure on communities living near the mines. Permanent settlement in mining towns urgently needed to be minimized. Since the advent of democracy, South African policy has moved in the opposite direction, shifting the emphasis to creating integrated communities and encouraging home ownership. Despite this policy shift, however, mines continue to influence local housing conditions. One direct outcome has been the development of informal settlements. We surveyed 260 informal settlement households in Postmasburg, a small and remotely located town in the Northern Cape Province of South Africa. We found that because they employ contract workers and thus arouse expectations of employment, the mines here contribute extensively to the development of informal settlements. But local factors also contribute, and the functional role of informal settlements as a form of housing that supports mobility should not be underestimated. We also found that both municipal and mining company policies for informal settlements were inadequate. Finally, we found that low-income informal settlers not associated with mine employment suffered the highest levels of social disruption.IntroductionA mine generates demand for labour, which in turn generates demand for housing. When settlements spring up near a mine this often means poor housing conditions. In South Africa in the 1960s and 1970s mining companies invested heavily in company towns or mining settlements, but they have become increasingly hesitant to do so, for three reasons. First, declining resource prices in the mid-1980s and the 1990s compelled them to focus on core business interests and reduce the costs of peripheral activities such as housing (Bryceson and MacKinnon, 2013); second, at the turn of the 20th century they were often accused of taking over the role of local government (IIED, 2002) and consequently became hesitant to invest in developing mining towns; and third, changing labour regimes also curbed their investment in such towns (Haslam McKenzie, 2010). Increasingly, the companies began to endorse block-roster shifts, and outsourcing also became more common in the early 1990s. Block-roster shifts in Australia (together with improved technology) have meant that miners do not need to settle near the mines but can fly in and fly out and have their urban houses as their stable homes. This has had serious negative implications for housing in remote towns in Australia, particularly worker camps, large-scale renting out of available accommodation, and ‘hot-bedding’."

The Bushveld platinum group metal deposits in South Africa are the largest in the world. These deposits occur as two distinct stratiform tabular ore bodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2300 m. The mining method is a variation of planar open stoping. Crush pillars are widely used to support the open stopes. These pillars are designed to fail and the residual strength provides the required support resistance to stabilize the stoping excavations. This paper describes the in situ measurement, of stress within a Merensky pillar from Impala Platinum. These measurements were used to derive a stress-strain curve that includes pre and post failure behaviour. 2D FLAC modelling, with strain softening, was done to investigate how damage expands into the hanging- and/or footwall. Although the so-called ?squat? effect is always present, the modelling suggests that it does not dominate the pillar system behaviour at larger width to height ratios. Punching of the pillar into the hanging- and/or footwall increasingly controls the pillar system behaviour with larger width to height ratios. The paper investigates the behaviour of a system that incorporates the immediate hanging- and footwall, as well as the pillar itself.

High pressure grinding roll (HPGR) technology is used in an increasingly diverse range of applications, predominantly iron ore , gold and diamonds. KHD Humboldt Wedag HPGRs are applied world-wide, and consistently prove to be well designed and reliable operating units, with their performance meeting the pre-set standards. This publication summarizes some of the features and experiences for recent applications in treatment of copper ore, coarse iron ore, and gold ore. Summary data of roll surface wear life and operating data are given, together with operational observations. In addition, effects of feed segregation and truncated feed are discussed, as well as the implications of a product recycle flow sheet.

The development of short- and medium-term mine production schedules in isolation from each other has meant that only a local optimum can be achieved when each scheduling phase is carried out. The globally optimal solution, however, can be achieved when integrating scheduling phases and accounting for the interaction between short-term and medium-term activities simultaneously. This paper addresses the task of integrating short- and medium-term production plans by combining the short-term objective of minimizing deviation from targeted mill feed grade with the medium-term objective of maximizing net present value (NPV) into a single mathematical optimization model. A conceptual sublevel stoping operation comprising 30 stopes is used for trialling segregated and integrated scheduling approaches. Segregated medium- and short-term scheduling using separate models achieved an NPV of $42 654 456. The final scheduling approach involved integrating the two scheduling horizons using the newly-developed globally optimal integrated production scheduling model to achieve an NPV of $42 823 657 with smoother mill feed grade. The larger the stope data set, the larger the difference between the two scheduling approaches is likely to be. At the very least, an integrated approach ensures feasibility across the two scheduling horizons, which cannot always be assumed when using a segregated approach.

"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. The unfortunate reality is that the heightened tensions between rapid economic growth and environmental sustainability are threatening sensitive areas."

Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

Lebowa Platinum Mines has been in operation since the late 1960s and is a relatively small producer compared to Anglo Platinum?s other operations. The mine has never had substantial capital investment to expand its production scale even though its resource base is estimated in excess of 100 years at current mining rates. It is forecast that the mine will become unprofitable after 2008 due to the workings of the ageing infrastructure, the Merensky Reef operations being further from the shafts, decrease in productivity and increase in operating costs. In order to reverse the forecast decline in operational inefficiencies and profitability the replacement of the Merensky Reef operations at Vertical and UM2 shafts with the development of a 120 Ktpm Brakfontein Merensky Reef Mines is in progress. This paper covers the operational readiness framework developed from the control budget estimate and outlines an integrated business process adopted to ensure that the requirements of the investment proposal are met. The operational readiness framework, which addresses the transition process, will ensure that at operational start-up, all appropriate operating systems, procedures, information and legal requirements are in place, whereas the business integration process will aim to develop and sustain an organization with the appropriate infrastructure and workforce equipped with the necessary skills to meet Brakfontein?s requirement, and where possible embark on an optimized accelerated production initiative to ensure that the objectives of the investment proposal are sustained. INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. Technical Committee desires to place on record their gratitude to Organising Committee for their synergic cooperation all through in successfully executing multifarious tasks, associated with such a grand international technical Congress.

This paper presents a quantitative approach to the problem of determining design capacity and field dimensions of underground coal mines using room- and-pillar mining systems. In evaluating these design variables, relationships among mining costs, number of production sections in mines, location of central shafts, mine field dimensions, section production, mine output, and cost of production losses due to underground man-traveling are analyzed. Thereby the unit cost of coal is expressed as a function of the design variables as well as input parameters such as seam angle, seam thickness, seam depth, underground traveling speed of men, mine recovery and plant recovery. The problem is then formulated as a nonlinear optimization model in terms of minimizing the unit cost of coal subject to a set of constraints and solved analytically for flat seams and numerically for inclined seams. Sensitivity analysis of the variables is also included in the paper.

A study was initiated and solutions implemented to address the root causes of a 30%?40% lower than predicted product yield achieved at a Mpumalanga coal mine. A holistic MRTM approach, which focused on improving exploration, geological sampling and analysis, geological modelling, planning, mining, and beneficiation practices, was used. The study indicated that deviations in the planned versus actual yields at the DMS plant were caused mainly by incorrect geological yield predictions, high and variable levels of dilution, and near-dense material, as well as the textural properties of the ore. In this paper, which is aimed to serve as a review article, first of all a breakdown of the earth?s total water reserves is given. The usage areas of water in the mining industry are mentioned and these uses are briefly outlined, together with the main pollution potential of each. According to this, most of the water (almost 80% of it) is utilized in processing. Later on, probable damages that the mining would give to groundwater as a result of acid mine drainage, heavy metal pollution, euthrophication and deoxygenation is described. Finally, the measures and controls that should be taken against water contamination in mines are presented.

The ability to perform three dimensional imaging at micron-scale resolution of real mineral floc sediments and structures using commercially available Micro X-ray Tomography (XMT) instrumentation can be used for the analysis of aggregates and granules, liberation and dewatering of sediments. This paper presents are view of recent work by the authors relevant to the mining and minerals industries. It covers three main topics: X-ray imaging of agglomerates and multi-component mineralic particles,, permeability of sediments, and dissolution of granules with potential application to heap leaching.

This paper deals with an experimental programme carried out with a gold analyser in the period June to September 1979 at Loraine Gold Mines. The results were found to be reproducible, with no overall or conditional bias when the measurements were compared with those obtained from chip samples. The standard error of estimation of a 3 m reef exposure, which was the sampling interval, can be reduced by a factor of 2,5 if the complete stretch is scanned, rather than the taking of one chip sample in its centre. Complete statistical and computational procedures were developed for the fitting of the normal-Iognormal model to observed analyser data and for the determination of the most likely gold grade for a particular analyser measurement. (This corection procedure is necessary since a significant number of negative analyser measurements can be observed.) Panel averages of uncorrected scans showed a small conditional bias relative to those of corrected scans. However, uncorrected panel averages can be used for on-the-spot decisions regarding whole panels. For standard calculations of ore reserves, use should be made of corrected scans. Under reasonable assumptions, the use of the detector in the selective mining of low-grade narrow reefs such as the Basal Reef at Loraine Gold Mines, when compared with the conventional chip-sampling method, can result in a saving of as high as R40 million in present-money terms over the life of a project. The difference could be even larger in a highly variable reef like the B Reef at Loraine Gold Mines.

The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

Microseismic monitoring of mining areas is a developing technique, described here for the Belvedere Spinello Mine, southern Italy, where dissolution cavities in the mining area have proved problematic. The preliminary condition for locating seismic impulses has been found to be a reliable seismic ground model. Ground signals are continuously recorded by means of data from piezometric wells, for sinkhole data, and linked gephones, for microseismic data. A computer system has been implemented to collect, analyse and interpret the incoming signals consequently, identification and classification of hypocentres of activity is facilitated, with advantages in terms of safety, preventing harmful side-effects, including rock bursts, and for environmental conservation.

The role of viscometers for rheological characterization in the hydraulic transport of solids is discussed, and rheological models and phenomena pertinent to the hydraulic transport of backfill material are reviewed. The two main branches of viscometry (rotational and tube) for the measurement of mining slimes rheology are compared. The effects of solids concentration, particle size and chemical additives and the practical application of rheology in backfill system design are presented.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.
