The 27,960-acre Newberry Mountains Wilderness Study Area (WSA) is located in the Mojave Desert, 17 miles east-southeast of Barstow. In 1983, the U.S. Bureau of Mines, in conjunction with the U.S. Geological Survey, investigated mineral resources of the area as part of the wilderness review process. The Newberry Mountains are underlain by Paleozoic metamorphic rocks, Mesozoic plutonic rocks, and Tertiary volcanic rocks. Eleven mines and prospects were examined. Of the seven sites within the WSA, only the Northrup Prospect is mineralized. Only a few tons of manganese-bearing rock, containing 49% manganese oxide (MnO), are exposed, but exploration may disclose larger deposits. The Azucar Mine, a past producer of gold, is the only site examined outside the area that appears mineralized. Sample data from quartz veins exposed at the surface do not indicate that resources are present; however, the occurrence could not be fully evaluated because underground workings were not accessible. Sand, gravel, and stone are plentiful in the WSA, but alternate sources outside the WSA are available.

The Bureau of Mines is conducting research to determine the effectiveness of long holes in degasifying an area of the Upper Split of the Lower Sunnyside coalbed at Kaiser Steel Co.'s Sunnyside No.1 mine. These holes were drilled from the two outside entries of a section that was closed to mining because of excessive methane emissions. Two holes drilled to 430 and 450 feet produced initial gas flows of 160,000 and 127,000 cfd, respectively. Sixteen days after the completion of the second hole, the total gas production declined to just over 144,000 cfd. In 9 months of degasification, over 35 MMcf of commercial-quality gas has been removed from the coalbed. The combined gas flows declined to 106,000 cfd in the 9-month period. The two holes have reduced face emissions by about 40 pet.

Hydraulic backfill consisting of siliceous mill tailings was successfully dewatered and consolidated by electrokinetics in a field test conducted by the Bureau of Mines at the Star mine, Burke, Idaho. A stope at the 2,000-foot level was filled in such a way that slimes and coarse sand were retained in the scope. Following settlement of solids and decant of surface water, direct current applied between buried electrodes created a firm, dense material in approximately 3 hours. This rapid densification of fine-grained material demonstrated the utility of this method and suggests other applications, particularly in the control of slime deposits that cause serious problems in many deep mines.

The total production capacity of the natural-gasoline industry increased to 27,212,000 gallons (647,905 barrels) daily on January 1, 1950, from 21,322,000 gallons (507,670 barrels) daily on January 1, 1948. The rate of growth during these 2 years averaged 13 percent per year, compared with 9 percent per year from 1946 to 1948 and 6 percent from 1944 to 1946. The total number of operable plants on January 1, 1950, was 554, 5 more than at the beginning of 1948. The number of absorption plants increased by 12, the number of cycling plants by 7, and the number of combination plants by 4. The number of compression plants and charcoal plants continued to decrease. Absorption plants accounted for 67 percent of the total capacity on January 1, 1950, compared with 62 percent 2 years previous. Eighty-two per- cent of the expansion in these 2 years was in absorption-plant capacity. Cycle plants accounted for 24 percent of the total industry capacity at the beginning of 1950, compared with 27 percent on January 1, 1948. The average daily capacity of absorption plants increased from 38,400 gallons at the beginning of 1948 to 50,600 gallons at the beginning of 1950. During the same period, the average daily capacity of cycle plants decreased from 150,200 gallons to 144,100 gallons. Texas showed the largest gain in number of plants 13 absorption, 4 compression, and 4 cycling plants. The State accounted for 67 percent of the gain in capacity and on January 1, 1950 had 50 percent total national capacity. Louisiana followed with 7 additional plants. Pennsylvania reported 14 and West Virginia reported 13 fewer plants than in 1948. Most of these reductions were in the number of compression plants.

This Bureau of Mines report describes the washability characteristics of 14 coalbed samples collected in Wyoming. Such data is needed to evaluate the quality of the coals of the West where most of our low-sulfur-content coal reserves are found. Of the 14 samples included in this report 13 had a total sulfur content of 1.1 percent or less. All of the samples contained low per¬centages of ash or could be readily washed to a desirable ash level with minimal loss of yield. The coals ranged in rank from high-volatile B bituminous to subbituminous C, although 10 of the samples were high-volatile C bituminous. The coalbeds varied in thickness from 4.5 to an unknown thickness greater than 67.5 feet.

The thermodynamic properties of pollucite [(Cs0.650Na0.185Rb0.028)(AlSi2) (05.8630H0.137)?0.19H201 were determined by the Bureau of Mines in collaboration with the Argonne National Laboratory. The standard enthalpy of formation determined by hydrofluoric acid calorimetry is ?Hf°298 = -3,098.52 ±3.63 kJ mol-1. The standard enthalpy of formation from the oxides is ?H298 (from oxides) = -209.50 ±2.38 kJ mol-1. Low-temperature heat capacities were determined by adiabatic calorimetry from 5.0 to 306.1 K. The derived standard entropy is S°298 = 207.24 ±0.43 J mol-1k-1. Enthalpy increments above 300 K were measured by copper-block drop calorimetry from 349 to 674 K. Various experimental data were combined with other data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of measurements. Standard enthalpies of formation and Gibbs energies of formation are given as functions of temperature. The Gibbs energy of formation is ?Gf°298 = -2,919.9 W mol-1

Mine closing methods should be carefully considered. If not properly sealed, an abandoned mine may continue to produce acid water. Since 60 to 90 percent of the total acid discharged from all coal mines is from abandoned mines,(58) some states require that provisions for sealing be contained in the mining permit application. Closing an operation to prevent harmful mine drainage into nearby runs and streams is a subject of much concern to states as a result of continuing problems from long abandoned mines which were improperly closed.

In 1916 the Bureau of Mines, the Illinois Geological Survey, and the University of Illinois, working under a cooperative agreement, began an investigation of the subsidence of the surface above coal- mining operations. Four widely separated places where mining was in progress were selected as observation stations-one in the northern Illinois longwall coal field, one in the central Illinois coal field where the room-and- pillar panel system of mining was being used, and two in the thick coal of southern Illinois where the room-and-pillar panel system of mining was employed. These four points of mining activity gave a rather wide opportunity for observing subsidence when different mining methods were used. The four places selected for investigation of surface subsidence due to coal mining have been designated as follows: 1. A, in the northern Illinois longwall coal field, where the coal company has been operating coal mines for 30 years and where long- wall advancing is the only method of mining. 2. B, in Perry County, where panel room-and-pillar mining of a thick seam of coal is in progress and where mining operations have been carried on about 40 years. 3. C, in Macoupin County, where the coal company has been min- ing coal by the panel room-and-pillar method for about 15 years. 4. D, in Franklin County, where the coal company has been mining coal for 10 years by the panel room-and-pillar method.

The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.

Following a year of great uncertainty, the political situation in Bangladesh improved during 1976. The major problem for Bangladesh remained the high birth rate and crowded conditions. Bangladesh had the highest population density of any agrarian country--over 80 million people in a land area of 144,000 square kilometers, 65% of which is considered arable. The Government, with considerable foreign assistance, was actively encouraging voluntary family planning, and set a growth rate target of 2% per year or less. However, even if the growth rate was reduced to the target level immediately, the population of Bangladesh would nevertheless nearly double within 20 years.

This chapter describes the adverse health effects associated with exposure to respirable coal mine dust. Epidemiological studies of underground and surface coal miners in the United States and other countries are discussed. Also discussed are animal studies that add to our understanding of particle deposition and retention in the lungs and associated disease responses. This chapter emphasizes studies that (1) were performed since the passage of the Federal Coal Mine Health and Safety Act of 1969 [P.L. 91- 173], (2) used standardized methods of exposure monitoring and disease classification, and (3) investigated exposure-response relationships between respirable coal mine dust exposure and disease. Several published review articles contain further discussion of health effects studies of coal miners [Attfield and Wagner 1992b; Petsonk and Attfield 1994; Cotes and Steel 1987; Merchant et al. 1986; Morgan and Lapp 1976; Morgan 1975].

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

To increase metal recoveries and to minimize pollution by improved extraction technology, the Bureau of Mines investigated a hydrometallurgical technique to recover copper, lead, nickel, and cobalt from lead smelter mattes. The metals were converted from insoluble sulfides to soluble chlorides using a HCI-CI2-02 leaching system. Parameters studied in a 50-gallon, glass-lined reactor were the ratio of hydrochloric acid to chlorine, chlorine consumption per pound of matte, oxygen reaction pressure, and temperature. The matte material used contained, in percent, 19.7 Cu, 52 Pb, 2.9 Ni, 1.5 Fe, 0.38 Co, 0.19 As, 0.41 Zn, and 0.12 Cd. Extraction of Cu, Pb, Ni, Co, and Cd ranged from 92 to 98 pct, with concomitant extractions of Fe and As of <0.1 pct. The Cu and Pb were recovered as electrowon metals, while the Ni, Co, and Cd were recovered as mixed hydroxides.

This report, which updates and supersedes the Office of Surface Mining&apos;s 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining&apos;s files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining&apos;s Annual Report to Congress. Enable mine personnel to determine the effectiveness of and to optimize the mine fire stench warning system without resorting to costly trial and error fire drills. Approach The mine fire stench warning system is used by underground metal/nonmetal mines to warn mine workers of a fire or other emergency. Stench is released directly into the mine ventilation and/or compressed air lines, and its repulsive odor warns miners to evacuate the mine or to follow other established emergency procedures. Unfortunately, since most deep metal mines have complex ventilation systems, some areas of the mine may receive nauseatingly high concentrations of stench while other areas, in more remote locations, may receive no warning or greatly delayed warring at best. The Bureau of Mines, through research, endeavored to solve this problem with a computer modeling system designed to calculate the distribution of odorant by the stench warning system.

Design, fabricate, and test a machine capable of operating in coal seams 48-inches and thicker that can reduce the time, expense, and injury potential inherent in extending and retracting mine-wide section belt conveyors, while eliminating the need to use additional machinery or equipment in accomplishing such moves. The Problem Many underground coal mines use a belt haulage system to move cut coal from the face to the loading area. This system usually consists of a main line belt conveyor fed by section belt conveyors. A shuttle car at the face carries the coal cut by a continuous mining machine to a feeder breaker that breaks the large lumps of coal into smaller, transport-able pieces and unloads them onto the tail piece of the section conveyor. This tail piece is skid-mounted so it can be readily moved as needed. The conveyor is kept close to the face during mining in order to shorten the haul distance of the shuttle cars. Section belts can be lengthened by adding belting, wire rope, and support hard-ware. During pillar retreat mining, these section belts are shortened to keep pace with pillar extraction operations. However, these belt moves, either the extensions or retractions, usually require six to eight workers and three to eight hours to complete. In addition, a 100-foot belt move requires workers to handle up to 4,000 lbs. of material, not including the tail section. Strain and sprain injuries can be incurred during this heavily labor-intensive task. The time required to move the section belt can also create losses in the mine&apos;s production. The Bureau of Mines has developed a time-dependent droplet vaporization model (in the absence of forced convection) that can be applied to the vaporization of liquid Halon 1301 droplets (vapor pressure at 300 K = 14 atm) sprayed from an extinguisher. It was found that rapid surface vaporization quickly lowers the droplets&apos; surface temperature very near to the boiling temperature, and the vaporization becomes diffusion controlled. Although the lifetime of the droplet is proportional to the square of the initial radius of the droplet, the elapsed time prior to complete droplet vaporization is not proportional to the square of the droplet radius, as an equilibrium model would indicate.

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7. 1882 (22 Stat. 829) to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.
