Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

This paper outlines briefly results of seismic measurements recorded in the vicinity of quarry blasting under practical operating conditions. The data cover field work done from January to the middle of August 1930, during which time records were made of 61 blasts in 19 quarries. Of the tests made, one was in biotite-gneiss, two in dolomite, two in a flintlike volcanic complex, three in gabbrodiorite, five in trap rock, and six in limestone. One quarry was in Alabama, two were in South Carolina, two in New York, four in Kentucky, five in Connecticut, and five in Massachusetts. Explosive charges ranged from 0.30 pound to 41,900 pounds, and the method of shooting varied from mud caps through hammer and wagon drill holes to churn drill holes and coyote tunnel shots.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

The scope and complexity of the program makes it virtually impossible to report all progress on every project, even tor a 12-month period. During the current business depression the Bureau of Mines has received many inquiries concerning placer mining, the prospects for men of small means to make wages by small-scale placer operations, the locations of placer deposits in the United States, methods of working placers on a small scale, and allied subjects. It has therefore seemed desirable to prepare a circular covering, in nontechnical language, the principal questions which have boon referred to the Bureau of Mines for answer. There are a number of bureau publications dealing with placer mining, most of which are now out of print, but which may be consulted in the larger libraries. Other articles on placer mining nave appeared from time to time in the technical press and several good textbooks have been written on the subject. A partial bibliography of this literature appears at the end of this paper. A recent pamphlet published by the Idaho Bureau of Mines and Geology to assist the prospector and inexperienced small operator has received wide and favorable attention and is recommended as a useful reference. In the present paper no attempt will be made to cover the subject of placer mining in a comprehensive manner, but discussion will be confined to elementary questions of particular interest to persons of limited experience.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. "INTRODUCTION The discovery in 1901 of ""gusher"" oil production at Spindletop, Tex., Tex., a salt-dome structure, led to exploratory drilling on other known domes and known domes and in areas contiguous to salt domes in the Gulf Coast region of Texas and Louisiana. Early drilling on the flanks of the domal structures disclosed incompetent 3/ shales, which flowed into the hole when attempts were made to drill through them. Often these shales seized the drill pipes and presented with equipment then in use, an insuperable barrier to deeper drilling. The obstructing incompetent shales came to be called ""heaving"" shales by drillers who attempted to drill through them. Formations of this type have hampered the penetration of the drill bit in many area in the Gulf Coast region to such an extent that the drilling of wells through heaving shale has become a major problem."

Along with the humanitarian need for preventing accidents the cost of injuries must be considered. As a means of bringing the facts concerning the prevalence of accidents in mining and their direct cost before the operating officials and others interested in accident prevention in the mining industry, the United. States Bureau of Mines ha as recently made studies and published reports dealing with these subjects in several States 4. This report gives available data on the causes and direct costs of accidents in Virginia coal mines for the 4-year period 1929 to 1932, inclusive. Mounting compensation costs and insurance rates resulting from mine injuries indicate the necessity of measures to decrease the number and severity of accidents. These direct costs, as well as additional losses of an indirect nature, can be eliminated from the cost of production to the extent that accidents are prevented or reduced in severity.

Based on a review of historical domestic and international chromium metal production capacity, production, consumption, trade, and trade literature, world annual chromium metal production capacity in 1995 was estimated to have been 38,300 metric tons, a drop from 43,500 tons in 1994. World chromium metal production and consumption were estimated, on average from 1984 through 1992, to have been 21,000 tons per year. U.S. consumption was estimated, on average over the same time period, to have been 6,200 tons per year. The major world chromium metal producers between 1984 and 1995 were China, France, Germany, Japan, Russia, United Kingdom, and United States. From 1984 through 1992, world trade averaged 8,400 tons per year. Germany and the United States accounted for over 75 percent of imports on average during the same time period. U.S. chromium metal import value rose from under $1 per kg before 1964 to over $6 per kg in 1993. Over the same time period, prices rose from about $4 per kg to about $10 per kg. Chemical specifications have become more stringent. Detailed chromium metal trade, prices, value, chromium metal chemical specification, and production capacity by country are reported. A shift in trade patterns was anticipated as Japan exits production and displaces Germany as the second largest importer and as Russia increases its role in world trade.

The Bureau of Mines demonstrated a technique for electrowinning titanium from titanium nitride and titanium dioxide. Titanium-nickel-copper metal solutions containing 26 to 61 weight-percent titanium were prepared by electrolyzing titanium nitride in molten mixtures of potassium fluotitanate) and sodium chloride or barium chloride and depositing titanium on nickel-copper cathodes. A titanium-nickel alloy was prepared by electrolyzing titanium dioxide in an electrolyte of potassium fluotitanate) sodium fluoride) and calcium fluoride and depositing titanium on solid nickel cathodes. This alloy contained 21 weight-percent titanium and had a combined oxygen-carbon content of less than 0.1 weight-percent. A compartmented cell confined the oxide feed near the anode and inhibited oxygen contamination of the metal.

This guide considers only nine of the many wire rope terminations used in the mining industry so use of the information presented for terminations not specifically addressed can be done, but with some risk. The nine terminations considered are: Flemish Loop with Steel Sleeve & Thimble, Flemish Loop with Steel Sleeve, Wedge Socket, Swaged Socket, Turn Back Loop with Aluminum Sleeve & Thimble, Thimble Splice with Four Tucks, V-Bolt Clip with Thimble, Zinc Poured Socket, and Epoxy Resin Poured Socket. The guide uses pull test data, axial fatigue test data, and data on sensitivity to poor workmanship, to rank the nine terminations with respect to these performance measures. A selection procedure is suggested and illustrated with an example. Failure data is used to identify the common modes of failure of each termination and so help the inspector direct his attention to the likely location for a failure and describe what he should be looking for. The data on which this guide is based is included so that as new data becomes available, the ranking order can be adjusted accordingly.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject&apos;s maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects&apos; maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. "INTRODUCTION Information on the exploeibility and ease of ignition of acetylene is important in connection with investigations by the Bureau of Mines and others seeking the causes of explosions in medium-pressure acetylene generators.A previous report 6/ gave preliminary results of an investigation made by this Bureau to determine the causes of these explosions. This report indicated the need of amending Federal specifications for ""1/4 by 1/12"" carbide to reduce the amount of fine sizes permitted under the specifications then in force. Tests described in the above report showed that certain sizes of carbide may, under certain conditions, attain excessively high temperatures when acetylene-water vapor mixtures are passed through carbides for extended periods.Federal specifications P-0-101, Amendment 5, June 28, 1944, are now in effect. These latest specifications permit a maximum of 7 percent of ""1/4 by 1/12"" carbide by weight to pass through a 0.0661-inch sieve and a maximum of 2 percent to pass through a 0.0555-inch sieve. Experience has shown that these specifications have insured a safer size range of carbide for medium-pressure acetylene generators.Although the improvement in the size range of the carbides has aided in the prevention of explosions, there have been explosions in which the carbide used at the time of the explosion met the latest Federal specifications."

The Huber-Rydalch manganese property is in the Erickson mining district of Tooele County, Utah. The district covers the southern part of Simpson Mountains, a block rising abruptly above the surrounding desert floor (fig. 1). The Ruber-Rydalch deposits and other deposits in the Simpson Mountains manganese area were examined by Bureau of Mines engineers during 1940 and 1942 under the strategic minerals program. J. T. Pardee visited the district briefly in 1918. A. E. Granger and A. F. Shride, of the Federal Geological Survey, mapped the geology of the area in 1942 and 1943. The manganese deposits occur as veinlike masses in brecciated fault zones that traverse Cambrian and pre-Cambrian quartzite, quartzite conglomerate, and phyllite. The deposits now exposed near the surface represent the oxidized portions of primary mineralization originally containing rhodochrosite and rhodonite associated with quartz and calcite and small quantities of pyrite, galena, sphalerite, and chalcopyrite. The oxide ore is composed of manganite, pyrolusite, psilomelans, and wad in a gangue of quartz, calcite, and brecciated quartzite.

The hafnium-vanadium phase diagram was constructed within an estimated accuracy of ± 10° C and ± 2 wt pct composition. Alloys for investigation were melted under an atmosphere of purified helium by nonconsumable tungsten-electrode arc melting on a water-cooled copper hearth. Melting points were determined by optical pyrometer, and the remaining phase relationships were investigated by metallography, thermal analysis, and X-ray diffraction. The existence of a face-centered cubic intermetallic compound HfV2 (a = 7.38 A) was confirmed. A eutectic reaction occurred at 20 wt pct vanadium and 1,395° C to yield HfV2 and 8 solid solution. HfV2 melted incongruently by a peritectic reaction at 1,480° C, and the 3 solid solution decomposed eutectoidally at 1,165° C and 6 wt pct vanadium to yield HfV2 and a solid solution. The eutectoid, the eutectic, and the peritectic isotherms extended from 1 to 36.3 wt pct vanadium, from 8 to 36.3 wt pct vanadium, and from 26 to 89.5 wt pct vanadium, respectively. Terminal solid solubilities of hafnium in vanadium at 1,300° C and of vanadium in hafnium at 1,100° C determined to be about 3 and 1 wt pct, respectively.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.
