This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Approximately 2,000 persons are killed annually in the coal mines of the United States. There is no question that this number is at least double and probably treble what it should be and by all means the least excusable of the fatalities are those caused by explosions and fires. Fatalities from explo- sions and fires in coal mines are almost invariably caused by carelessness or negligence. Table 1 indicates that the fiscal year ending June 30, 1931, ras by no means a satisfactory one as regaris either the number of explosions or the number of persons killed by them. This tabulation lists all ignitions to which the attention of the personnel of the safety division was called and in- cludes not only major disasters, but also explosions in which fewer than five were killed, as well as several explosions from which no fatalities resulted. It will be noticed that last year there were 26 explosions in mines in 10 States of the United States, resulting in 217 deaths. In the previous year there were 34 explosions with a death list of 199, and in the year before there were 38 explosions with a death list of 139. Hence, the past fiscal year had distinctly a poorer record of fatalities from mine explosions than either of the two previous years. Of the 26 explosions in the past fiscal year, Pennsylvania had 7, West Virginic 4, New Mexico and Ohio 3 each, Alabama, Oklahoma and Washington 2 each, and California, Illinois and Indiana 1 each; the one in California was in a tunnel being driven for water purposes but giving off explosive gas (methane). In fatalities Ohio had the worst record with 38, Oklahoma came next with 45, then Indiane with 38, and Pennsylvania with 23; although Alabama had 2 ignitions and Washington 1, they caused no fatalities. Utch, Colorado, and Kentucky had no explosions reported by the safety division of the Bureau of Mines during the past fiscal year, but were on the list for the previous year, though in the case of Colorado there were no fatalities. On the other hand, Indiana and New Mexico, neither of rhich was charged with an explosion in the two previous years, were on the list for the past fiscal year; New Mexico had the bad record of three explosions, though fortunately with but a total of eight fatalities. Ohio reported 3 explosions to the safety division of the Bureau of Mines in the past fiscal year, 2 in the pre- vious year, and 3 in the year before that, or 8 in the past three fiscal years with 92 fatalities; all of these eight explosions were in open-light mines.

One of the best present-day yardsticks of the material welfare of a nation is its consumption of minerals, The United States, with only 7 percent of the world population, consumes 45 percent of the world wealth, pays the highest real wages, has the shortest working hours, and numbers the largest percentages of home owners among its population, and at the same time its per-capita consumption of minerals is far greater than that of any other nation. In 1937, British India, with roughly twice the population of the United States, used less than 2 percent as much lead, 4 percent as muck zinc, and 13 percent as much copper; even in Europe, which has three times our population and where war preparations have greatly expanded the normal needs of peaceful industries, the aggregate consumption of metals and industrial minerals other than lignite is less than the total for the United States alone. The march of civilization passed from the Stone Age to the Bronze Age before the dawn of history. It may be questioned whether man or monkey first threw stones at an enemy, but only man could have fashioned rough stones into weapons. Eoliths rudely shaped by apelike men are believed by archaeologists to have antedated by hundreds of thousands of years the existence of our own human ancestors. The primitive people that followed the retreating Ice Cap northward in early quaternary period - at least a million years ago - were fairly adept in the shaping of flints and even used a little copper. The Bronze Age, so-called, superseded the Stone Age when, around 8,000 B. C., the news spread that chunk s of natural copper could be pounded into better weapons or cutting implements than ever could be made by chipping stones. The Bronze Age gave place to the Iron Age about 1,000 B, C., and though students of modern history may speak of the Coal Age, the Petroleum Age, and the Automobile Age, and so on, these ages have all been crowded into a brief century and a half. The truth is that we still are in the Iron Age, unless perhaps we choose to call it the Age of Many Metals.

The Bureau of Mines has recently collected two samples of crude oil from wells in the Greasewood Flat area of northeastern Colorado. Sample 31310 was taken from the Continental Oil Co.'s well Briggs No. 1 which care in or September 27, 1931, with a maximum production of 940 barrels per day. Sample 31311 was taken from tie Reiter-Foster Oil Co. Is well Ida Johnson No. 1 which came in on August 24, 1931 with a maximum production of approximately 1000 barrels per day.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5-acre Zwagg Island Wilderness Study Area (OR-12-14) in order to evaluate its identified mineral resources. The study area is located in Curry County, OR, immediately west of Brookings. There is no evidence of mining activity on or near Zwagg Island, and no mineral resources were identified. The steep-sided, flat-topped island is normally accessible from the mainland by way of a sandy beach. The island consists mainly of marine sandstone, mudstone, and conglomerate of the Jurassic Dothan Formation. Dothan Formation sandstone has been used locally as construction material. Rock along the coast has also been used for construction of jetties to improve harbor access; additional work has been proposed at the port of Brookings. Although suitable for other construction uses, stone from Zwagg Island would probably not meet physical requirements for jetty stone. Development of a stone resource on the island is unlikely.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). ANDROS INCORPORATED has designed, manufactured and delivered four handheld C02 DETECTORS and three handheld CH4 DETECTORS. These instruments are for in-mine safety use. The DETECTORS incorporated an NDIR optical/electronic analyzer design in which exceptional zero stability is achieved by pressure modulation of the sample gas. This eliminates the need for daily calibration. This stability and the miniature design (2.5" x 4.5" x 4.5"; 4.5 lbs) of the C02/CH4 DETECTORS provide practical instruments suitable for routine safety inspections. This report includes the theory and design of the instruments as well as studies of gas-pressure modulation by a piezoceramic-driven Helmholtz resonator.

Case 1: A driller raised a drill rig mast into a 7200-volt overhead power line. Both he and his helper were killed. Case 2: A driller-helper was pulling a winch cable toward a stack of drill steel when the cable contacted a 12,000-volt power line. This report describes a project in which three structured underground coal mine equipment operator training programs were developed. The project was carried out in two parts. In the first part, a research study was conducted to determine how on-the-job training is currently conducted in industry, and to determine the overall effectiveness of current on-the-job training. In addition, the possible application of the principles of social learning theory to on-the-job training was investigated. In the second part three prototypes on-the-job training programs were developed for shuttle car operation, roof bolter operation, and continuous miner operation. These programs were carefully structured to eliminate the shortcomings of current industrial on-the-job training identified in the research study and incorporated the application of relevant principles of social learning theory. The programs are prototypes which underground coal mine training personnel can use as models to develop their own customized equipment operator training programs.

[EXPLOSION of gas and dust in coal mines, have caused death t lid injure to mines, and destruction of workings in all countries where coal is mined underground. In the United Stales the first reported explosion wits in Min; explosions have continued to the present. As many, perhaps more, risen have died from gases and lade of oxygen (known as "after-damp") than have been killed by the blast and hart. Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. To a considerable extent there hats lawn a belief that explosions were a joining risk but might hr, put oil hut could not be presented. Such belief is based on the human failure to maintain and observe necessary precautions. In 1984, at the request of Bureau of Land Management, the Bureau of Mines studied 8,500 acres of the 20,250-acre Seven Blackfoot Wilderness Study Area (WSA) consisting of all 3,950 acres of MT-024-657A and 4,550 acres of the 4,850 acre MT-024-657B in order to evaluate the mineral resources. Within this report these 8,500 acres are referred to as the study area. Located about 30 miles northwest of Jordan, MT, the study area is underlain by outcrops of Quaternary alluvium and Cretaceous to Paleocene sandstones, shales, clays, and coal. No mines or prospects were found in the study area. Except for some current interest in petroleum and natural gas, there has been no mineral exploration activity in the study area. The study area contains subeconomic clay, placer gold, and coal. Land within the study area is leased or under lease application for oil and gas.

A demonstration project has been completed to reduce the operator sound level of an underground service vehicle, a personnel dispatch wagon, to go dB(A) or less. The program objective was to implement quieting recommendations made on an earlier study for the USBM n diesel-powered mine equipment. The manufacturer and mine to which the vehicle was going actively participated in the program to ensure a product that was not only quiet, but useful. The key element of the quieting package is an engine part a1 enclosure, which, with several complementary noise control components, reduced the operator sound level 14 dB, from 101 dB(A) to 87 dB(A). The vehicle underwent a 4-month trial period, with no degradation in the quieting package. Mine personnel reported no maintenance difficulties, and were enthusiastic about the dispatch.

The monthly summary of the climatological record for the demonstration mine is presented in Table 1. Tear normal temperatures occurred throughout the growing season. From May to October precipitation was more than normal except in June when it was 2.55 inches below normal. Corn and soybean plantings were delayed until June 2-7 because of wet field conditions. This is about one month later than normal for corn planting. Insect infestations were much less than those encountered in previous years. Cutworm activity was not noticed and alfalfa weevil infestation were small and patchy. Stalk rot in corn was a significant problem at harvest and resulted in much Milk lodging. The wet and generally overcast conditions of July, August and September were bend 10 beneficial al to certain plant disease organisms. For example, pumpkins planted in a small garden area at the demonstration mine did not ripen because of a powdery mildew resulting from overcast, wet conditions. Field operations and row crop plantings were greatly delayed by wet field conditions. It was difficult to plant by conventional tillage because the soil remained soft and sticky where the moldboard plow had been used. The serious shortage of domestically produced asbestos during the war prompted the Bureau of Mines to investigate reported asbestos deposits in Alaska. The most promising' appeared to be these in the Cosmos Hills and Jade Hills areas along the Kobuk River in northwestern Alaska. The deposits along the west side of Shungnak River, a tributary of the Kobuk River, were the first to be investigated by the Bureau, in the summer of 1944. Four bulldozer trenches were excavated, from Which a 2-ton sample was taken. This sample was shipped to Rolla, Mo., for testing in the Bureau of Mines laboratory. In the summer of 1945 an investigation of asbestos deposits on Cosmos Creek, also a tributary of the Kobuk River, was begun; the work was completed during the field season of 1946.

Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources and potential of deposits in the Bucks Lake and Chips Creek RARE II areas in Plumas and Butte Counties, California. These areas lie along the west slope of the Sierra Nevada on opposite sides of the North Fork Feather River and encompass an area of 62,800 acres (25,400 ha). Metasedimentary and metavolcanic rocks of the Pennsylvanian Calaveras Formation are intruded by plutons of Mesozoic age. Mineral; of economic iterest are in quartz veins in metasediments close to these plutons; they are principally gold and silver with minor amounts of copper, lead, and zinc minerals. Molybdenum, copper, silver, and tungsten minerals occur in tactite along metasedimentary-granitic rock contacts. In both areas, auriferous Tertiary channel gravels have been extensively developed. Asbestos occurs in ultramafic rocks in both areas, and a limestone deposit was explored in the Chips Creek area. Gold is the principal economic mineral in the Bucks Lake RARE II area. The Shenandoah Mine (fig. 1, no. 19) contains 7,500 tons (6,800 t) of indicated and inferred subeconomic gold resources in sulfide-bearing, silicified metamorphic rocks of the Calaveras Formation (table 1). Similar rocks have yielded gold at the Edman and Megowen Mines, adjacent to the area. A high potential exists for additional lode resources in the area around the Shenandoah Mine. Callahan Mining Corporation personnel believe a multi-million ton disseminated gold deposit underlies the property.

There are no producing or developing mines in the study area. The only mineral production was stone from a basalt deposit near Indian View Point. Cinders and sand and gravel have been produced from deposits within 1/2 mi (0.8 km) of the boundary. Stone, sand and gravel, and cinder deposits inside the area are not considered resources because equal or better quality material is found closer to markets. The study area has no known oil and gas, coal, geothermal, or other energy related deposits. However, in 1982 application was filed on 25,000 acres (10,125 ha) of petroleum and on 15,000 acres; (6,0/5 ha) of geothermal leases.
