Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. This Bureau of Mines report describes a shaft closure demonstration project in which 11 inverted pyramid-shaped plugs were used to plug abandoned open mine shafts in Galena, KS, The inverted pyramid-shaped forms, fabricated from steelplate, were designed so that the inverted base would be larger, by 4 ft on a side, than the approximate size of the shaft opening at the surface residuum-solid rock interface. After the surface openings of the shafts were trimmed with a backhoe, the steel forms, complete with reinforcing, were lowered into the openings and filled with concrete; the remaining portions of the openings above the plugs were backfilled to slightly above the surrounding surface level with waste rock and soil. Location and elevation monuments were installed for long-tern evaluation of the success of the project.

Native asphalt was produced in 1982 by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries, Inc., Uvalde County, Tex. Historically, gilsonite, a solidified hydrocarbon found only in Utah and Colorado, had been mined by American Gilsonite Co. and by Ziegler Chemical and Mineral Corp. from properties near Bonanza, Uintah County, Utah. During 1982, Hydrocarbon Mining Co., a subsidiary of the Oberon Oil Co., entered into a joint venture with Miocene Resources Inc. of Novato, Calif, to form Hydrocarbon Resources Co. for the purpose of mining gilsonite about 50 miles south of Vernal, Uintah County, Utah. Under the agreement, Hydrocarbon Mining contributed gilsonite-bearing properties held by lease or sublease as well as mining equipment to the venture. The property contained leases totaling 760 acres with probable reserves of 268,000 tons of gilsonite. Miocene Resources provided the partnership with a minimum of $200,000 to develop two of the leases and were to be responsible for management of the mining operations.2

LABORATORY research has been started at the Bureau of Mines Morgantown Petroleum Research Laboratory, Morgantown, Va., to investigate the possibilities thermal-recovery methods for producing crude oils of high API gravity found in oil reservoirs of the eastern United States. This bibliography on thermal methods of oil recovery was compiled as a part of the work. Crude oil discoveries to December 31, 1958, in the United States were estimated to exceed 270 billion barrels. Cumulative production of crude oil through 19.55 was about 60 billion barrels, and the American Petroleum Institute estimates that an additional 30.5 billion barrels are economically recoverable by present methods. On this basis, about two-thirds of the oil that has already been found can be classified as economically unrecoverable for lack of a satisfactory method. This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

This circular describes the activities and publications of the Bureau of Mines, Explosives Research Laboratory4 for the fiscal year 1960 (July 1, 1959 -June 30, 1960). Part 1 describes briefly the principal projects that were active during the report period, and presents some data not scheduled for publication elsewhere in the near future. Certain of the results are only preliminary and should be regarded as tentative, pending the findings of the completed investigation. Publications that appeared during the report period are listed and described briefly in part 2. In general, the research activities reported in these publications antedate fiscal year 1960. The published material relating to activities that are still current is indicated by references in part 1.

7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

The first section of this U.S. Bureau of Mines report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a continuous mining machine, and a decision to concentrate initial attempts on the tasks of autonomous face navigation is defended. The second section of this report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continuous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

Reconnaisance samples of reported beryllium occurrences in Idaho, Washington, Montana, and Oregon were chemically and spectroscopically tested in a mobile laboratory. The two predominant types of occurrences were green beryl associated with Cretaceous intrusions and disseminated aquamarine associated with Tertiary intrusions. Although the beryllium content of known deposits in the Northwest is too low for economic development at present, total submarginal-grade beryllium resources in pegmatites are estimated to be 570,000 to 1,870,000 tons containing 0.024 to 0.167 BeO. A potential source of 500,000 to 700,000 tons of beryllium-bearing tactite in Idaho and Montana averages 0.033 to 0.080 percent BeO.

The U.S. Bureau of Mines has prepared this report on strategies for maintaining high job attendance among underground coal miners because high absenteeism is a threat to miners safety and seriously hampers productivity. A substantial number of research studies on the effectiveness of various strategies for reducing absenteeism among the employees of nonmining industries have been reported in the literature. These strategies have aimed at improving job attendance through one or more of the following: (1) improving employment procedures, (2) overcoming problems that adversely affect one's ability to attend work, and (3) increasing miners motivation to attend work. Many of these strategies appear applicable to the mining industry, and are reviewed in the first half of this report. The second half of this report describes how one could develop and implement a program for maintaining high attendance at underground coal mines. The steps include: measuring and evaluating attendance levels; formulating attendance goals and an absenteeism policy; developing and implementing an attendance promotion program; and periodically going through the preceding steps known as recycling.

Selection of a suitable coal or coals for the manufacture of coke of desired quality with due consideration of the purpose for which the coke is intended requires careful thought, and often it will pay to go to consider able expense in testing such coals as may be available. In general it will always be possible to obtain a satisfactory coal or blend of coals for the particular purpose in view, but in some places the cost of transportation would be prohibitive. It may then be necessary to consider a coal or coals inferior in grade, rank, or both. At times, in fact, only one inferior coal may be available, when the problem becomes mainly one of selecting equipment and operating conditions best adapted to that coal, keeping in mind that the end product of the plant must compete with the imported product in the market the plant will serve. This applies particularly to new projects for which it is necessary to build a plant and start with a clean slate, so to speak. However, it will pay every coke-plant manager to employ a force to continually test the coals used and the coke produced to make sure that the quality is not changing appreciably. Furthermore, if the supply of coals used becomes exhausted it will be necessary to use other coals. Continual testing is particularly necessary at plants using borderline coals or blends, where slight changes in the composition or in operation of the ovens may render them dangerously expanding. In this connection it should be stated that control in the newer coke plants is considerably easier than for those built a decade or so ago, consequently in the new ovens a given operating program can be maintained more precisely. This point is important, because one of the main requirements of the coke user is uniformity in both physical and chemical characteristics. For example, any appreciable changes in the quality of coke delivered to the blast?-furnace operator will involve changes in operation if the best results are to be obtained. Such changes are expensive usually they take considerable time and involve production of inferior iron.

This report describes in detail three waterflooding projects and a pres-sure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

The Federal Bureau of Mines has conducted research to delineate factors affecting relative fabricability of electrowon and electrorefined copper. The Bureau's Rolla Metallurgy Research Center coordinated and participated in a statistical round-robin chemical analysis and performed impact tests on lead-doped copper specimens. In a series of round-robin analyses, cathode, bar, or rod from a domestic lot of electrorefined copper and electrowon copper from a domestic and a Peruvian source were analyzed for Pb, Fe, Bi, Se, Ag, O, S, Sb, and seven other elements. The electrowon cathode from both sources surpassed requirements for electrolytic cathode, although lead in the Peruvian lot exceeded specification for oxygen-free electronic grade. The least interlaboratory agreement was for oxygen analysis, Copper specimens, doped with up to ~300 ppm Pb and consisting of as-cast material (fine-grained or coarse-grained) and hot-rolled material, were impact-tested at temperatures to 871° C (1,600° F). Impact energy of fine-grained material dropped 26 pct with increased Pb up to 20 ppm and more gradually thereafter. Coarse-grained specimens fractured at lower energy with little dependence on lead. Hot rolling raised impact energy substantially. Grain structure is evidently as significant as lead in influencing workability. Some discussion is given of possible effects of oxygen, sulfur, and porosity.
