The majority of fatalities that occur in road construction work zones in the United States involve a worker being struck by a piece of construction equipment or other vehicle. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these accidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers on foot or other objects. Several cameras and sensor systems are available for this application, and a study was conducted to evaluate these systems on various trucks used in road construction and maintenance. Tests were conducted using sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted using dump trucks during the warmer months to study the effectiveness of the systems in highway work zones. Results show that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in crowded work areas.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Research (CFR) Committee of the Coordinating Research Coouncil (CRC) 4/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 5/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 5/The present report presents analytical data for samples, representing the products of approximately 100 companies. Most of the samples represented in this report were obtained during December 1)55 and January 194o. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows:Regular-price, 1,958 samples, 317 items, and 96 brands; premium-price, 1, samples, 292 items, and 85 brands; third-grade, 58 samples, 22 items, and 14 brands. The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.

Miners in underground coal mines experience prolonged exposure to high noise levels, often with A-weighted sound levels in excess of 90 dB. Field tests have shown that the continuous miner conveyor is a dominant noise source. This paper will identify the most significant noise-radiating surfaces on the continuous miner tail section using vibration levels and surface areas to estimate the sound power levels of each surface. In addition, using five test cases, this study will examine the effects of three engineering noise controls on the surface-averaged vibration levels and average sound levels measured with four microphones located two meters from the tail section. The noise-radiating surfaces of the conveyor’s tail section include the top and bottom decks, the sideboards, and the flex plates. Emphasis is placed on the changes in the estimated sound power levels in the 500 – 2500 Hz 1/3-octave bands since this frequency range accounts for 80-85% of the sound energy near the tail section. The results show that the bottom deck is the most significant noise radiator for the untreated miner. Installing a coated bottom deck reduces the estimated sound power level radiated from the bottom deck by 11 dB and the average sound level by 2 dB. Using a coated tail roller results in reductions of the estimated sound power levels for individual components from 1 to 4 dBand reduces the average sound level by 2 dB. Coating the slide plate has little effect on both the estimated radiated sound power levels and the average sound level. The test results indicate that modifications that reduce flex plate vibration and reduce energy transfer from the tail roller into the tail section will be effective in reducing noise when combined with a coated tail roller and coated return deck.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lowergrade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful largescale concentration of low-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district. While studying iron-mining methods in the United States for the Bureau of Mines, Dwight E. Woodbridge, consulting mining engineer of the bureau, was impressed with the importance of this problem, and believed it merited the attention of the bureau. Accordingly, Mr. Woodbridge had Mr. W. J. Penhallegon, general superintendent of ore mines and quarries of the Republic Iron & Steel Co., of Birmingham, send the author of this report five samples of the unworkable siliceous ores of the district. The results of concentration experiments with these ores made a more thorough 'and systematic investigation desirable. In consequence, the author subsequently collected samples in the district, and these became the basis of the experimental work described in this report. The results are published by the Bureau of Mines as a part of its efforts to increase efficiency in the utilization of mineral resources. The experiments were conducted in the geological laboratory of the Johns Hopkins University, Baltimore, Md., with the aid of Raymond Leibensperger, mining assistant. The chemical analyses were made by A. C. Fieldner, chemist, of the Bureau of Mines. The author wishes to express his appreciation of the courtesies extended to him by the mining companies of the district, and particularly to Mr. W. J. Penhallegon, of the Republic Iron & Steel Co. Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS’s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS’s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS’s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS’s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS’s, which have been recently certified by the Mine Safety and Health Administration.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control of anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/. These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the mounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating beers dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.

The metallurgical laboratory data developed in this study indicate an improved electrowinning process for producing higher purity cerium ingot. A typical sample of the Reno electrocerium contains 99.9 weight-percent cerium and the following impurities: Total other rare-earth elements, less than 0.04 percent; iron not detected; silicon and aluminum, less than 0.02 percent each; calcium plus magnesium, less than 0.01 percent; carbon, 0.01 percent; oxygen, 0.002 percent; hydrogen, 0.0003 percent; and nitrogen, 0.0015 percent.

The United States Bureau of Mines (USBM) awarded a contract to Foster-Miller, Inc. to develop guidelines for the storage and use of Self-Contained Self-Rescuers (SCSRs) in underground non-coal mines. An SCSR is a device capable of supplying, in an emergency, one hour of self-contained oxygen (no breathing of mine air). The information and recommendations in this report were developed primarily from three sources: discussions with mine representatives (including management, labor, and government), site visits in underground mines I and a detailed analysis of every reported non-coal accident which produced d hazardous atmosphere during the 5-year period 1976-1980 -plus ten other major incidents from prior years. Volume IV has three major sections: Recommendations and Discussion (Section 2), Analysis of Mine Accidents (Appendix A), and a Summary of Discussions with Mine Representatives (Appendix B).

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

A demonstrated reserve base (DRB) of bituminous coal suitable for cokemaking has been estimated based on the latest published information on U.S. coal reserves. Bureau of Mines analyses of raw coalbed samples were used to classify the coals as low-, medium-, and high-volatile bituminous and grade them as premium, marginal, and latent coking coals. Coal rank was used as the basis for identifying coking coals, and ash and sulfur content were used to determine coking coal grade. The demonstrated reserve base of coking coal for the entire United States is 162.67 billion tons. However, only 18.96 billion tons are premium (metallurgical) grade, and between 80 and 99 percent occurs in the Eastern States. The demonstrated reserve base of marginal-grade coking coal is 31.3 billion tons; more than half the marginal reserve base is in the Eastern States, and most of the medium- and low-volatile marginal coals are in the Eastern States. The Eastern and Midwestern States contain most of the latent-grade DRB of 112.4 billion tons; most (106.6 billion tons) is high-volatile coal, and 98 percent of the medium- and low-volatile latent coals occur in the Eastern States. Based on the worst assumption, which assumes that only premium-grade coals are used for cokemaking, the DRB for high-volatile coal would suffice for 127 years, the medium-volatile coal for 80 years, and the low-volatile coal for 83 years.
