NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. "The Kemess mining and milling complex is operated by Northgate Minerals Corporation and is located in the mountains of north-central British Columbia, 430 kilometers northwest of Prince George. The complex consists of the Kemess South open pit mine and a 52,000 tonnes per day mill. Hypogene, supergene and leach cap ores are processed using conventional crushing, grinding, and flotation techniques to produce gold-copper concentrates with minor by-product silver value.The rougher flotation concentrate is re-ground in closed circuit before being cleaned to final concentrate grade. Historically, gold losses in the cleaner tailings were primarily associated with pyrite, with only minor amounts of free gold. More recently, with the processing of high pyrite ores, the major losses were found to be free gold less than 10 microns in size. The fine grind required for the high pyrite ores resulted in over-grinding of the free gold particles in the regrind circuit, contributing to poor flotation characteristics. It was thought that if this free gold could be recovered by gravity at coarser size in the regrind circulating load, the free gold losses in the cleaner tailings could be reduced.Preliminary test work carried out by Knelson Gravity Solutions indicated the potential for free gold recovery in the regrind circuit. A Knelson XD-30 Concentrator was installed with variable speed capability, and a series of optimization tests were carried out. In addition, cleaner tailings were characterized with gravity operating and with gravity not operating to determine the overall gold recovery benefit. The single Knelson XD-30 installation recovers ~10% of the total gold in the regrind circuit and increases overall recovery by 3% when high pyrite ores are processed."

TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders' dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.

Planning and design of deep underground mines involves a process of complex three-dimensional data integration utilizing information from exploration (geology, rock mass characteristics), engineering (mining method, excavation geometry, stress) and operations (time, in the form of sequencing). As new logging and monitoring technologies are being developed, the amount and data complexity becomes overwhelming and decisions are often made based on only a small part of the available data. Recently, Laurentian University opened a state-of-the-art Virtual Reality Laboratory (VRL), a Mining Exploratorium that is unique in the world of mining and offers an exceptional data interpretation environment for mine planning and design. The Mining Exploratorium combines a large format spherical stereoscopic projection system, equipped with high definition projection providing the highest resolution of active stereo in the world today, with advanced features of earth modeling software. Combined, this creates the first virtual reality facility geared specifically to the interpretation of mine geometry, geology, geochemistry, microseismicity, geomechanics and mining data sets. This paper demonstrates how value can be added to the mine planning and design process by utilizing this unique tool in the mining decision-making process via better comprehension of spatial relationships of data and by interpreting the data in a collaborative immersive virtual reality environment.

Few persons ever stop to consider how vital an influence minerals, and especially metals, have had upon human history, how they have affected the every-day life of the individual or how at different periods they have altered the course of nations and determined their progress. Students and writers of history have dealt very fully with political history and have given us a great deal of detail about the careers and policies of kings, parliaments and nations, but frequently have not touched the economic causes that have been the real forces influencing the development and carrying out of these policies. So far as minerals are concerned there is no single work from which one can get a concise and consecutive account of the growth in the use of minerals, nor of the diverse ways in which the. geographical distribution, the .search for, the development and the use of mineral resources have affected human progress from the beginning of man's history. The reason for this is quite plain, and when one takes a little time to think of it he begins to appreciate the magnitude of the job and he will realize that the story of minerals and mineral resources touches a tremendous range of human activity, not only of mining .and metallurgy, but the whole field of agricultural and industrial growth, of exploration and colonization, transportation and commerce, monetary system, commercial policy, in short, almost every phase of economic life.

WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

"This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.INITIAL DEVELOPMENT OF THE CIRCUIT MODELThe Functional Performance Equation for Closed Circuit Ball (or Pebble) MillingIt has been shown that closed grinding circuit performance can be effectively characterized by the “functional performance equation” for closed ball or pebble milling circuits (McIvor, 2006a). One method of its derivation is summarized here for convenient reference.First select a cut-off size to define “coarse” versus “fine” or product size material for the grinding circuit. Any particle mesh size can be used to differentiate between coarse material and fines, but the circuit target P80 is often an effective choice for these purposes.Any energy expended on “fines” is wasted. It also generates “extreme fines” often detrimental to downstream processing (McIvor and Finch, 1991). Only the portion of the mill power draw that is expended on coarse material is effectively used. This portion can be estimated from the mill feed and discharge size distributions (McIvor, 1988a) by taking the average of the percentage of “coarse” material in the mill feed and discharge. We can define the thusly calculated percentage of the mill power that is expended on coarse material in the mill as the ball mill circuit “classification system efficiency” (CSEff). The “effective mill power” (EMP) can be calculated from the total mill power (TMP) as follows."

Foreword While the literature on radium is voluminous, there is no single publication available from Canadian sources which attempts to cover at all fully the world radium industry. The comparatively recent developments in the Wilberforce area, and the consequent arousal of public interest in radium, seemed to call for the publication of such a paper which would be intelligible to the layman. To satisfy this apparent need, the writers submit this paper which contains material derived from various sources, and for which the writers make no claim of originality. "BHP-Billiton’s Minera Escondida Limitada is one of the world’s largest copper producers. It treats a combined 88 million tons of copper ore per year through its two concentrators: Los Colorados and Laguna Seca. Over the past three years, metallurgical sampling has been performed at the Laguna Seca concentrator to calibrate both the JKSimMet and JKSimFloat grinding and flotation simulators. In the past, the calibrated simulators have been used to predict the effect of changes in operating conditions in the grinding and flotation circuits separately. To assist in the development of future processing options, predictions were required of the effect of changing grinding circuit conditions on flotation performance. This was achieved by using an integrated grinding and flotation simulation. The grinding circuit performance was predicted under different operating conditions (such as tonnage rate and product grind size) using JKSimMet, and these results were then used in JKSimFloat to predict the flotation performance for the new grinding circuit product. This combination of the simulators allows both the effects of residence time and grind size on flotation performance to be investigated.This paper presents the first combined grinding and simulation modelling and simulation case study using JKSimMet and JKSimFloat. The modelling and simulation methodologies for the grinding and flotation circuits are discussed along with the circuit simulations that were performed. The simulator predictions are presented in conjunction with independent laboratory results of the new operating conditions. The ability to predict flotation circuit performance based on changes in grinding circuit performance is also discussed. This methodology provides improved predictions of flotation circuit performance when grinding circuit changes (including grinding capacity increases) are made.INTRODUCTIONOver the past decade, the grinding and flotation research groups at the Julius Krutschnitt Minerals Research Centre - JKMRC (Brisbane, Australia), University of Cape Town (Cape Town, South Africa) and McGill University (Montreal, Canada) have been developing a methodology for optimising grinding and flotation plants using actual plant data together with semi-empirical sub-process models. The project is being conducted as part of the Australian Minerals Industry Research Association (AMIRA) P9 Project, titled “The Optimisation of Mineral Processes by Modelling and Simulation”. The project first commenced in 1962 and is currently in its “Nth” phase."

A joint federal-provincial approach in gathering basic information from industry on mine production, concentrator operations and ore reserves, initiated during 1978, is a major step toward the goal of achieving better government-industry communication through a common data base. Information from questionnaires sent out by provincial governments is shared with the federal government; correct interpretation is ensured by mine visits conducted jointly by provincial and federal representatives. Initial focus is on nonferrous metal mines. The federal Department of Energy, Mines and Resources (EMR) is responsible for a national analysis that is aimed at the early detection of worrisome developments-and their reasons-in the flow from resources to reserves and from reserves to supply of these metals. The heart of the national analysis is the annual construction of a "monitoring curve", showing each metal's aggregated mine production as it would decrease over time if no new reserves and production capacity were to be added from the year of analysis. For a given metal, a comparison of monitoring curves from year to year can reveal early signs of supply stagnation. In anyone year, a monitoring curve in conjunction with foreseen needs for Canadian mine output will show the production gap that would have to be filled from reserves and production capacity yet to be developed. The production gaps for copper, nickel, zinc and lead, the four leading base metals mined in Canada, are shown for the 20-year period ahead, in the context of production achieved during the past 20 years. It is shown that reserve levels commensurate with likely future production levels would require that average annual reserve additions during 1978-98 exceed the average annual additions during the preceding 20 years. Reserve levels of all four metals have declined in recent years. A review of significant discoveries in the last five years suggests that this fall in reserves is not the result of a lack of exploration successes, but of stagnation in development for various economic reasons.

"Introduction The Luscar company, Forestburg Collieries Ltd., operates the Diplomat Mine located 14 km south of Forestburg, Alberta. Production is now at a declining rate from the 1 million tonnes achieved in 1978 as the reserves are being depleted. Three pits are operated at this prairie strip mine utilizing draglines and stripping shovels to uncover the coal. The coal is hauled to a tipple on site for shipment by rail or highway vehicles or is hauled directly to the adjacent Battle River Generating Station. Geology The mine is currently extracting the Battle River seam on the north side of the Battle River. This is the lower-most seam in the Horseshoe Canyon Formation and is the only one present in the area, the upper seams having been eroded by glaciation. The seam lies generally flat and varies from 2.0 to 5.0 metres thick. It lies under glacial till overburden varying in depth from 5.0 to 12.0 metres. The mineable coal extends from the side of the Battle River valley where it outcrops, to approximately 2.5 kilometres to the north. The mine is spread out over a distance of 8.0 kilometres in an east-west direction. Reserves and Coal Quality After over 30 years of mining at Diplomat, there are now less than 1 million tonnes of mineable reserves remaining on the property. With the commencement of coal production from the Paintearth Mine in 1981, supply to the Battle River Generating Station, formerly Diplomat's biggest customer, is being transferred to Paintearth. Rail shipments and domestic supply will continue until reserves are depleted. The coal has the following specifications:"

Introdduction The main line of ascent in the development of the nickel industry may be traced back through the International Nickel Company of Canada, Limited, to its earliest antecedents, the Canadian Copper Company and the Orford Copper Company. Mining geology is but one aspect of the overall development of this organization, and the stress it has placed on geology grew according to the need. In the early days, intensive geology was not required because ore supply was not one of the main problems of this or any of the pioneer companies. The difficulty then was to find economic methods for reducing the ores to nickel and copper, and markets for absorbing nickel in the face of a limited demand from consumers heavily prejudiced in favour of the New Caledonia product. "Very early in the history of the region it was patent to everyone that to share in the full benefits of the industry the same individuals or company must control the whole of the operation necessary to manufacture the finished product' (1, p. 45). These conditions were fulfilled for the International Nickel Company in 1902 when the Canadian Copper Company (incorporated 1886), with its ample ore supply, took the initiative to merge its interests with those of the Orford Copper (Refining) Company (incorporated 1887) to form the new company which, with reorganizational changes, emerged as the producer of the overwhelming bulk of the world's nickel. The Mond Nickel Company, Limited, entered the field in 1899 with a refining process, and over a period of years acquired ore through purchase of mining properties. This Company operated successfully and independently until 1929 when its assets were joined with those of the International Nickel Company in order to permit the most economic exploitation of the Frood-Stobie orebody in which both Companies were interested.

The paper looks at the basic theory of tri-bological wear and the role played by the lubricant and its additives. It presents the argument that the “real cost of lubrication” is not the purchase price of the oil or grease, but rather the costs associated with not using the correct lubricant. A number of examples are presented, covering oils, greases and additives, in which a detailed evaluation of the application has shown that when all of the benefits of using the best lubricant/additive are evaluated, the savings achievable greatly surpass the incremental cost of the superior lubricant. One of the emerging classifications of costs in industry today are those associated with environmental protection. Two of the examples used describe the replacement of more conventional lubricants with environmentally acceptable products, compounded to compete in all aspects of serviceability, but which have the added bonus of being not only biodegradable but also of being of low toxicity.

A casual reading of the geological literature extant to-day would give one the impression that carbon is an element which by some chance or another always existed at or near the surface of the earth, and was never of a magmatic origin. The carbonaceous matter in shales is said to be of vegetal derivation; petroleum is stated to have been derived from vegetable matter or from marine animal bodies; if carbon or bituminous matter is found in igneous rocks or associated with metallic ores, the statement is made that deeply buried carbonaceous sedimentaries were undoubtedly the source from which such carbon or bituminous matter was derived. This, I do not consider a reasonable or common sense view of the matter. Carbon is one of the elements of which the earth is composed. In the table giving the periodicity of the elements it comes sixth in the order of increasing atomic weights. It is an element formed like all the rest were formed, and must be as common to the interior of the earth as the rest of the eighty-odd elements so far discovered. The spectroscopic analysis of light from the sun, and the stars, shows the presence of carbon in the sun and in the colder stars. Thus with carbon, an element, found throughout the universe as well as on the earth, it is entirely reasonable to consider it as present in the interior of the earth with the other elements. Such being the case, the magmatic origin for the various forms of carbon in rocks and ores is a rational and logical conclusion. If but a small fraction of thought and effort was made along these lines, which is made in fostering the idea of the organic origin of the carbon found in the earth's crust, untold advances in this phase of geological science would result.

"As part of the ongoing project development for the Tenke Fungurume Copper-Cobalt Project in the Democratic Republic of Congo, Phelps Dodge Corporation has examined methodologies for determining the size of grinding mills to support a 7000 mtpd operation. Six samples were tested by Hazen Research, Inc. (HRI) to obtain the JK parameters using the JK Drop Weight Test, standard Bond crushing, and rod mill work indices, abrasion indices and by Dawson for Bond Ball Mill Work Index tests using crushed feed, and Standard Autogenous Grinding Design (SAGDesign) Tests, patented by Outokumpu. (See reference 8 below).The comparison of these results gives context to how the various measurements relate to each other and how they can be used to obtain an accurate design for the grinding mills required for the Tenke Project. This is the first published direct comparison between JK Drop Weight, standard bond work indices, and SAGDesign test results. The SAGDesign test includes a SAG test followed by a Bond BM Wi test done on SAG ground material.INTRODUCTIONAfter the presentation of the paper “SAGDesign Testing – What It Is and Why It Works” at the recently concluded SAG 2006 Conference in Vancouver, a question was asked about how SAGDesign ore hardness measurements compared with other comminution tests, specifically the JK Drop Weight Test and the parameters that are derived from such testing. At that time it was noted that a paper was being prepared for the CMP Conference in January to show how various ore hardness measurements compare with each other when done on the same samples.This paper will therefore present the first such comparison using test results from the Phelps Dodge Tenke Fungurume Project where six composite samples were examined by the tests noted below. A seventh sample was tested at Dawson but not at other labs. The tests were done at four different laboratories listed below and included the tests shown."

"For base metal sulphides, iron rejection starts in mineral processing. This review focuses on changes in plant practice specifically to improve iron sulphide rejection by control of contaminant ion effects and discusses selected general innovations in mineral processing that can be expected to play a role. One group of changes to control contaminant ions is in size reduction (the use of stage grinding and inert stirred milling) and another is in system chemistry (order of reagent addition and exploitation of the flexibility of sulphoxy reagents). Plant examples illustrate the successes, indicating that there are several options available. The general innovations start by considering the new tools for measuring gas dispersion properties and quantifying froth characteristics by imaging. Examples of their application to improve concentrate quality illustrate the potential. Other innovations stress adapting geostatistics to model variation in milling and flotation response to provide feed forward control and rigorous application of statistical experimental methodology in plant test work. An example from one concentrator shows improvements in concentrate quality from application of basic principles can be impressive.INTRODUCTIONThe more iron control (rejection) that can be accomplished in mineral processing the lower the subsequent metal extraction costs and environmental implications of iron disposal, particularly in hydrometallurgical processes. Iron rejection has been a contributing target to periodic attempts to apply mineral processing to nickel laterites and bauxites but the prime application is control of pyrite and pyrrhotite (iron sulphides) in the treatment of sulphide ores by flotation. In this paper some new concepts and innovations introduced in sulphide flotation plants over the past ten years or so (i.e., since a previous review [1]) will be outlined with examples of how they have contributed to improved “iron control”.To increase rejection of iron minerals, first the recovery mechanism should be understood. There are four principal ones, two physical in origin: 1, via locked particles (i.e., flotation of composite particles due to insufficient size reduction to liberate the minerals) and 2, through entrainment in the water reporting to the float product (an unselective process); and two originating from a response to the system chemistry: 1, true flotation (i.e., iron sulphides becoming hydrophobic) and 2, as a result of iron sulphides forming aggregates with hydrophobic particles (e.g., ”slime” coatings). There has been considerable effort to diagnose which of these dominates iron sulphide recovery; in many cases it is due to “chemistry”, in particular true flotation. The flotation effect often appears related to contamination by metal ions [1]. This can reduce selectivity in two ways: 1, metal ion species may activate iron sulphides, or 2, cause general depression which demands more vigorous flotation conditions (e.g., additional collector) with consequent loss of selectivity. This is where the review will start, by considering ways to control contaminant ions."
