The Directive 019 on mineral industry, which was officially adopted in 1989, is the main tool used by the Quebec Ministry of Environment for the environmental evaluation and control of mineral exploitation projects presented for approval. This document contain the environmental guidelines which must be met by all the mineral companies during and after exploitation. The Directive 019 also contain all the information required by the Quebec Ministry of Environment in order to fully analyse the environmental impacts caused by the mineral projects proposed to the Ministry for approval. The proposed modifications of the Directive 019 cover many new topics that were not addressed in prior editions, these include : water recirculation, groundwater protection, tailings management and post exploitation environmental controls.

"Abstract - More than 2800 published fluid inclusion data (primary inclusions) from eighteen typical Mississippi Valley-type (MVT) Zn-Pb deposits and districts were examined to study possible relationships between MVT fluid properties and metal tonnages and ore grades. The mean Th and salinity values for fifteen MVT deposits and districts are 122°C ± 21°C and 20.7 ± 2.6 wt% CaCl2 equivalent, respectively. In general, temperatures increase from pre-ore to ore stages, and salinities decrease from ore to post-ore stages. From post-ore to late calcite stages, salinity and temperature decrease with various trends within specific districts.Several conclusions are drawn: first, results show that Hanor’s (1996) salinity threshold for metalrich basinal fluids applies to typical MVT ore fluids (~16 wt% CaCl2 equivalent). Second, the lower limit of mean Th values of measured MVT deposits and districts (n = 15) of ~75°C is similar to Hanor’s (1996) observed temperature threshold for metal-rich basinal brines of ~60°C (n = 224). Third, there is no statistically significant relationship between fluid inclusion homogenization temperatures (Th) and metal tonnages or ore grades. Fourth, there seems to be a tendency for large tonnage districts/deposits to be associated with mean fluid salinities that are relatively low (~16 to 21 wt% CaCl2 equivalent) within the overall range of salinity means (~16 to 26 wt% CaCl2 equivalent). There is also a correlation between higher ore grades and higher salinities. Finally, comparison with other sedimentary rock-hosted Zn-Pb deposit types shows a trend of salinity decrease and temperature increase from MVT, sandstone-hosted and diapir-related Pb-Zn deposits, to vein-type and Irishtype Pb-Zn deposits, and then to sedex deposits. However, more data are needed for sedex deposits. The salinity threshold for significant Zn-Pb transport decreases to =~10 wt% CaCl2 equivalent at ~250°C. This study suggests that fluid inclusion analysis during exploration may be useful in assessing ore-forming potential (threshold salinity) and possible ore grades (salinity)."

Abstract-Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and reflects infiltrative fluid flow, wallrock reaction, temperature variations, and fluid mixing. The most spectacular examples of skarn zonation usually occur at the skarn-marble contact, where transitions between monomineralic bands can be knife sharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although, visually striking and scientifically interesting, in mineral exploration these small-scale variations are less useful than deposit- or district-scale zonation. In most skarn systems there is a general zonation pattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14 well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarn or other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wallrocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gossan in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to garnet, to pyroxene, to massive-sulfide replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal locations. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. "Microwave induced cracks have the potential to enhance metal recovery from coarse sphalerite particles in heap leaching operations by creating new crack surface areas for lixiviant and enhancing value mineral exposure. The mode of fracture and the extent of mineral exposure due to microwave induced cracks have not yet been investigated. The objective of this study was to determine the extent of particle damage and mineral exposure in microwave treated particles. This was done using X-ray computed tomography (XCT) and image analysis techniques. XCT analysis was conducted on small (–5+4.75 mm), medium (–16+9.5 mm), and large (–25+19 mm) sphalerite ore particles before and after microwave treatment (MT). Geometrical properties, such as volume and surface area of each mineral phase in each particle was determined from the XCT reconstructed images using VGStudioMax image analysis software. These geometrical properties were used to calculate the interfacial areas of sulphide mineral grains in microwave treated particles before and after MT. The ratio of specific interfacial area after MT to specific interfacial area before treatment was used as an indicator of the degree of preferential grain boundary fracture. The results showed significant grain boundary fracture after MT at all sizes. For small sized particles, about 31% of the interfacial area was lost compared to 23 and 16% for medium and large particles, respectively. The results also showed an increase in the degree of mineral grain exposure of 28, 26, and 15% for small, medium, and large particles, respectively, after MT. These results provide experimental evidence supporting improved mineral exposure due to MT. INTRODUCTIONFor some years it has been suggested that microwave treatment (MT) of ores might result in preferential grain boundary fracture that would have benefits such as improved grain exposure and particle weakening. (Kingman, 2006). Most of the experimental work investigating the application of microwaves to mineral processing flow sheets has focused on assessing the benefits of applying microwave technology to flow sheets consisting of size reduction and mechanical flotation cells (Kingman et al., 2004). Experimental studies have shown that coarse crushing during tertiary grinding of microwave treated ore resulted in a better liberated coarser flotation feed (Scott, Bradshaw, & Eksteen, 2008). It has been suggested that improved liberation in milled flotation feed, was due to the presence of grain boundary fracture in microwave treated particles. However, this improvement in coarse particle liberation does not necessarily translate to a significant improvement in downstream flotation recovery (Kobusheshe, 2010). This is as a result of the size limit to the flotation of coarse material, due to detachment forces acting on particle-bubble aggregates, which increase as the particle size increases (Jameson, 2012). Current conventional, mechanically agitated flotation cells are not designed to float coarse material (Jameson, 2012). Hence it has been difficult to show the downstream processing benefits of applying microwaves to ores processed by comminution followed by flotation (Kobusheshe, 2010). It is clear from investigations carried out so far that inappropriate downstream exploitation of microwave treated ore would fail to realise a meaningful process benefit (Kobusheshe, 2010; Ali & Bradshaw, 2011)."

"Titanium possesses an exceptional and wide-range resistance to chlorides and their compounds when compared to most corrosion-resistant engineering alloys (CRAs) used in the chemical process industry. This natural resistance to chlorides stems from titanium’s protective, tenacious, and readily rehealable titanium oxide surface film, which is chemically stable over a wide range of pH and redox potentials in aqueous environments. This passive film explains titanium’s elevated resistance to anodic pitting, crevice and stress corrosion, and erosion-corrosion in aqueous chloride environments.Guidelines for successful selection and application of industrial titanium alloys are derived from an extensive laboratory test database and more than forty years of industrial/chemical service experience. These guidelines are simplified, and alloy corrosion performance is assessed with respect to four basic aqueous chloride service categories where selection or consideration of titanium is highly merited. An overview of historical titanium alloy applications in chloride-rich environments in a wide variety of process industries substantiates their exceptional chloride tolerance. These industrial titanium alloys are cost-competitive with stainless steels and nickel alloys, readily commercially available, and routinely fabricated and welded in the shop and field via well-established methods."

"A modular gold processing unit (MGPU) was designed, installed and operated over an eight-month period by RSW-Béroma at the Granada mine located near Rouyn-Noranda, Quebec. A description of the project geology, plant set up, as well as exploitation results, including productivity and profitability curves, are given for a small-scale mining operation in comparison with larger ones. IntroductionSmall-scale mining (SSM) is a widespread activity in Africa, Mexico, Central America and South America, where numerous small mineral deposits are exploited manually or by semimechanized methods. On the other hand, SSM is almost absent in Canada, where the mining industry traditionally exploits large deposits, using concentration plants with capacities of many thousands of tonnes per day. However, many small gold (and other metallic or industrial mineral) deposits are known in Canada. Their reserves are too small to justify the cost related to the construction of a standard mill and, if they are remote from a custom milling facility, they remain unexploited. With this in mind, RSW-Béroma has developed the modular gold processing unit (MGPU) that allows the profitable exploitation of small mineral deposits. The MGPU is the perfect tool for SSM and its main advantages are a much lower capital cost than a standard mill and its portability, which makes it easy to transport and reinstall on another site, once the exploitation of a small deposit is terminated. The denomination MGPU will be used hereafter in the text as it was primarily designed for gold deposits, although it must be kept in mind that this portable plant can be adapted to other mineral substances."

"7.1. INTRODUCTIONThis chapter addresses the joint venture and examines a number of general concepts of the joint venture relationship. Chapter 8 looks at some specific concepts related to the provisions of a joint venture agreement, which are equally applicable to a shareholders’ agreement or other contractual relationship. The term “joint venture” is used because the author is a common law solicitor (a matter of convenience for which apologies are offered to civil law readers), but it should be noted that, in many aspects, the legal structure of an entity is irrelevant. It is the relationship of the parties, be they venturers or shareholders, that is important, and the areas of concern are surprisingly similar (except for terminology).The details of the joint venture relationship and agreement could fill several books. Accordingly, this chapter and the next focus on selected topics that appear to have caused problems or confusion or to be the basis for disputes. And remember that, although the following discussion is in the context of a joint venture, many of the comments apply, either directly or indirectly, to virtually any common undertaking and the agreement defining it.For interest’s sake, this chapter starts with a summary of some of the earlier types of agreements and arrangements that have evolved into the joint venture agreement of today in Canada, the philosophy of their format, and the reasons for their demise.7.2. The early interests lay in gold or silver. Workings were small, usually worked by the owner alone or with only a couple of helpers to extract the native gold or silver. If the owner wanted to move on, he could sell his property outright and use his stake to look elsewhere.As logging and mining camps were opened, the development of better roads and railways made access easier. Entrepreneurs saw the opportunity to make money by assembling large parcels of land and working them as a single operation. In order to do this, some owners who were not ready to sell out had to be convinced to do so through more attractive offers"

"Cassiar Asbestos Corporation Limited is at present B,C.'s only asbestos mining company, and has been actively engaged in the management and operation of the Cassiar Mine since the early 1950's. The Cassiar operations are located between 3,500' and 6,600' elevation in a secluded mountainous area of northern B.C., approximately 100 miles by road southwest of Watson Lake in the Yukon Territory. Climatic conditions in this area range from mild warm in the summer, to extremely cold during the long winter period.The minesite itself is located over a mile above sea level at the top of McDame Mountain, where year round 24 hours per day miners extract the chrysotile ore from the surrounding waste by standard open pit techniques. The ore body dips into the mountain at about a 45° angle, and as the mining progresses, larger stripping ratios are required. Waste to ore ratio this year will be more than 10 to l whereas only a few years ago ratios of 3 or 4 to l were possible. After drilling, blasting, and loading by shovel onto trucks, the asbestos ore is transported to the Primary Crushing Plant for crushing prior to transport by aerial tramway more than three miles to the Concentrator and Mill in the valley below, where the fibre is extracted from the barren host rock serpentine and milled into numerous grades for shipment to asbestos users round the world. The major air usage is associated with the milling process, presently requiring over 500,000 CFM, with future requirements expected to exceed 840,000 CFM by the end of the decade."

"IntroductionThe Ancient Egyptians recovered gold from the mud in the bottom of ponds by having teams of maidens sit around the pond dipping goose feathers dipped in grease into the mud. The gold would preferentially stick to the oily surface and was periodically washed off to give a gold concentrate. This was a forerunner of today's flotation processes.In Greek mythology Jason and the Argonauts pursued the Golden Fleece, which was a primitive form of gravity concentrate produced when gold ore slurry was passed over a sheeps fleece. The heavy gold settled and was caught in the fleece, producing a rich concentrate that allowed Jason & Company to perform the first recorded case of highgrading. The process was a forerunner of todays shuiceboxes used in placer mining.From these simple beginnings, gold metallurgy has progressed to a state where very complex flowsheets are proposed, sometimes to perform a simple metallurgical task. Figure (i) shows a hypothetical flowsheet to identify the range of unit processes that might be brought to bear on a refractory ore. "Mineral exploration in Canada traditionally has gone from boom to bust in cyclical pat-terns following market and discovery cycles, but other endemic factors related to exploration financing and performance have contributed to the amplitude and recurrence of these fluctuations. In view of these problems, junior exploration is reviewed here in a marketing perspective, looking at the 4 Ps: Product, Price, Placement and Promotion.In the 1980s, MEDA incentives gave the shares of junior and mining companies significant price and promotion advantages, and contributed to excessive exploration funding. Many were thus led to minimize the basic values needed for continued investor interest: appropriate levels of product quality, sustained share value and customer satisfaction. Basic changes are needed to improve the marketing of junior mineral exploration in the future, with or without improved fiscal incentives. To be successful, the required improvements must come from the technical participants, but the financial partners also need to be involved.Exploration in Canada must be marketed with vigour, both in Canada and internationally. Exploration, mine development and mine production are essential to our economy. They are environmentally acceptable and they are welcome in Quebec and in most Canadian provinces and territories. Canadian exploration and mining are entrepreneurial industries that must take better advantage of their strengths and achievements and remove the shortcomings that hinder them: nobody can do it for them!"

Different management options and rehabilitation strategies are available for mine wastes that produce acid mine drainage (AMD). One of them consists in building a cover with capillary barrier effects (CCBE) on the tailings to limit the availability of oxygen, an essential component of the chemical reactions leading to the generation of AMD. Prior to cover construction, a monitoring strategy must be established to evaluate the response and performance of the cover system. The key parameters to monitor should include matric suction and volumetric water content in the CCBE, oxygen flux (and/or oxygen concentration) through and below the cover, and the main meteorological parameters for the impoundment. In this paper, different techniques available to measure the targeted parameters are described and their main properties are given. Recommendations (based on existing cases) on the location and the number of monitoring stations and on the measurement frequency for each monitored parameter are also proposed.

"In order to study the support effect of concrete in the surrounding rock of a metal mine, the concrete and surrounding rock were comparatively studied. Firstly, the general situation of the ultra-kilometer deep shaft in Xincheng, surrounding rock and geological conditions are introduced. Secondly, the experimental scheme of material mechanical properties of surrounding rock and shaft lining concrete based on same standard dimension and shape are examined, and the mechanical tests of rock and concrete based on different shapes and sizes are carried out. The study shows that the compressive strength value and elastic modulus of the rock cube are 1.28 times and 1.78 times that of the cylinder, and the Poisson's ratio is 0.77 times. The dimensional effect law of the concrete cube and cylinder test data is consistent with the rock law. However, the test results of the concrete are less discrete than the rock; the test also shows that the strength and elastic modulus of the concrete lining of the main shaft of the Xincheng are much smaller than the surrounding rock that is also used as the concrete aggregate, which indicates that the support of concrete lining in the surrounding rock shaft behaved weakly. Based on the development of the modern NATM rock support theory, it is suggested that the mechanical test standard of artificial support materials should be unified into the mechanics test standard of natural rock, which will help to improve the accuracy and practicality of scientific calculation of geotechnical engineering.INTRODUCTIONConcrete and rock mass are usually attributed to a class of materials called frictional materials or geotechnical materials, of these two kinds of materials, the first is man-maded and the second is natural. The attentive scholar can find that there are many differences in the test criteria for the mechanical properties of the two kinds of materials among different industries or departments, reflecting the differences in their sources, tradition, and the application thoery of material strength among them.There is a situation wordwide, that there are many testing standards of the same material mechanical parameters such as elastic modulus, compressive strength, etc. The cube with a side length of 150 mm is adopted as a common sample in the architecture department in China, while a cylinder with a diameter of 50 mm and a height of 100 mm is as a standard specimen in geotechnical department.Knowing that mechanical parameter values are strongly affected by the the size, shape of specimen and loading rate etc, that is to say the mechanical parameter values of the same material are completely different when obtained from different test with different standards. However, such a problem has been long neglected in geotechnical engineering."

"The outlook for Eastern Canada is decreasing coal production over the next few years; however, a reappraisal of the long-term requirements and increased prices of coal could lead to a revitalizing of the industry. The market for Western coal is expanding and is expected to exceed 50 million tons per year in the metallurgical and thermal power fields. Western coal reserves are currently estimated at 119 billion tons. Technical developments in Eastern Canada include a shearer and gate-end support system to mechanically cut the stall and brushing at the tail-end of a longwall. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Results to date on the underground hydraulic experiments exceed expectations. The importance of reclamation is recognized and plans have been made to restore and re-vegetate disturbed areas and mine dumps. In Eastern Canada, experiments were started to determine the feasibility of coal reclamation from mine dumps, including one dump that is on fire. The Mining Research Centre, Mines Branch, continued to conduct research work oriented toward solving Canadian mining problems The Western office of the Centre, opened in 1970, was set up primarily to study problems associated with a resurgent coal industry."

"4.1. INTRODUCTIONThis chapter, although divided into four parts, deals with only two principal topics. The first briefly describes and discusses some common types of property interests and considerations relating to them and the second deals with entering upon privately owned lands and obtaining the consent to do so.It should be noted that the terms “mining rights” and “mineral rights” are used interchangeably. As so used, they include the right to exploit the minerals and dispose of them for the benefit of the owner/lessee. This is relatively common in common law jurisdictions. In some jurisdictions, the two terms have distinct meanings, with “mining rights” referring to the right to work or exploit the minerals and “mineral rights” referring to the minerals themselves.Finally, it must be mentioned that the comments in the Introduction and §§ 4.2., 4.3. and 4.4. are based primarily upon Ontario law and Ontario’s mining and real property systems of registration. They have been included for illustrative purposes.4.2. LICENCES, CLAIMS, AND LEASESIn most jurisdictions, there are several basic types of interests that can be obtained from the state for mining purposes and that are of interest to the explorationist, as opposed to the operator. Different jurisdictions will have variations of these and possibly some extra ones that will address special purposes or local concerns. In virtually every jurisdiction, privately owned property rights are obtained through negotiation between owner and acquiror.Exploration or prospecting licence. This licence grants to the holder the right to prospect over a large tract of land and the exclusive right to acquire mining claims within that tract for the term of the licence. Such licences are usually negotiated documents requiring a minimum expenditure during the first year (often secured by a deposit or surety bond) and minimum annual expenditures thereafter to continue the licence in force up to its full term. The term will rarely exceed four years. The number of claims permitted to be staked will be limited in some way, possibly as to a maximum aggregate area or a maximum number of claims per annum. It is normal for the holder to have to drop part of the licensed area each year, so that the area shrinks annually, although exploration expenditure requirements will usually increase.These types of licences are usually used by governments to encourage exploration of otherwise unattractive or remote areas, such as the far northern parts of some of Canada’s provinces. They do not grant any real property interest in the area for which they are issued, and they will be subject to any claims or property rights that exist in the area. They are contracts with the state that grant certain exclusive rights in return for commitments to carry out work. They may or may not be specifically authorized by statute."

"In 1957, an asbestos orebody was discovered in the northern sector of the Ungava Peninsula of the Province of Quebec, an area now identified as Asbestos Hill. The deposit is situated on a plateau 1700 feet above sea level and 42 miles inland from Hudson Strait. It is a bleak, iso. lated location of typical arctic environment. Fifteen years were to pass before the first shipment of ungraded fibre was made in 1972. These years we1•e occupied with field surveys and investigations, diamond drilling, engineering design, evaluation of investment and operating costs, and construction. The problems normally associated with mine development were further complicated by location, isolation, and the extreme cold and permanently frozen ground of the arctic regions. Unique to an isolated arctic operation are the organization of support facilities and services, procurement and retention of personnel, construction of access roads and airports, and scheduling of product out and supplies in during the short summer period of sea navigation."

"XPotential Products Inc. has developed technologies to convert auto shredder residues and other forms of plastic waste into useful products such as posts suitable for retaining walls and parking curbs. The technology is competitive provided low-cost plastic waste is available, and could have applications throughout the world. Advances in metal shredding and non-ferrous metal separation technologies turned XPotential Products Inc.’s attention to ASR as a potential revenue source, or at least a means to markedly reduce the cost of disposal. This abundance of nuisance ASR was, in the company’s view, a potential resource as derelict autos and white goods were similarly perceived 40 years ago. As owners of General Scrap & Car Shredder Ltd. in western Canada, XPotential faced significant disposal costs for four shredders. This journey began over 10 years ago and took many twists and turns until a final course of action was chosen. The recovery of the metallic portion of vehicles and white goods has reached technological maturity and attempts to add value are now achievable only in very small increments."

The changes in defects patterns or in element condition index during visual inspection of bridges are primary concerns for inspectors. This paper presents a new approach for change detection of defects in bridges by identifying changes in texture patterns through spectral analysis of digital images. The commonly used method for change detection is image differentiation. This subtraction method requires images to be of same size, scale, and rotation. However, no two images are same in real practices. Thus, image registration is required to align images and to produce change maps. This process is tedious and it is difficult often to achieve a good registered image. But, the change detection task can be readily modeled in frequency domain for texture patterns discrimination and also for quantifying their properties. This paper proposes a novel approach for change detection by transforming digital images into Fourier spectrum. In new coordinate system, 1-D signature functions can be drawn which facilitates easy comparison of textures in different directions. The proposed methodology provides useful tools for comparison of inspection history graphically and quantitatively. In practice, expensive sensors are used to detect subtle change in defect patterns. The proposed method can be used to detect any subtle change in defect patterns using digital images at much lower cost.

"The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than approximately 45 degrees.As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result in less rock fall capacity.The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented."
