The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

The five main ways in which coal is used are1. for electricity generation,2. as a lump fuel for domestic and industrial purposes,3. for gas making,4. for making carbon for chemical and metallurgicalindustry, and5. as a source of coal tar and coal-tar chemicals.In the past about 80 per cent of Victoria's brown coal has been used for power generation and the rest for making a lump fuel, in the form of briquettes. Some of these briquettes have been used for gas making, and a carbon industry based on them has recently been commenced, and could expand rapidly. However the enormous increases expected in power requirements, approximately a doubling every 10 years, will ensure that even if the manufacture of carbon increases dramatically and a large amount of coal is used for other purposes, the brown coal industry will always be dominated by power generation. As new fuels such as natural gas, oil, and nuclear fuel become available at competitive prices these will take their share of the power generation load.Natural gas or oil, or possibly pumped storage hydro, will almost certainly be used for all future peak-load stations, comprising around 40 per cent of the total installed generating capacity, but new base load stations will continue to be designed for brown coal operation until about the mid-1980s, by which time nuclear power stations will become competitive. By this time Victoria will have installed about 6000 MW capacity of brown coal stations, burning around 50 million tons/year of coal, compared with 18 million tons/year at present, with perhaps 15 million tons/year being used for other purposes.This consumption of 65 million tons/year should then remain fairly stable over the life of the power stations installed, well into the 21st century. Brown coal therefore appears to have an assured place in providinga major part of Victoria's fuel requirements, despite the diversification in fuel usage pattern which appears certain to occur with the recent developments in new fuel resources.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil.Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers.As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

Underground mechanized excavation in New Zealand has become more commonplace in civil and mining applications during the last three years. At one stage up to seven Dosco Road- header machines were being used on different projects around the country. The Huntly West Mine Drifts inclined at one in four were by far the most severe grade conditions that the machines were subjected to; however, other operations posed their own particular problems for the machines. Two major interrelated factors became evident as soon as the machines commenced at Huntly. These were traction problems on the grade and control of water, particularly on the invert.

The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850's has been an estimated 480 tonnes (15 million ounces) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 tonne of gold for 1989.Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

All too often engineers and project teams focus on building æthingsÆ, and they tend to see the key goals as meeting the project cost and schedule targets. We frequently compound the problem by unknowingly rewarding engineers for building bigger, more complex, more æbullet proofÆ and hence more costly æthingsÆ. Unfortunately the end result all too often ends up being a disappointment in terms of business performance. The term æshareholder valueÆ may never have entered the discussions during the development process. This paper deals with the fundamental issues, which tend to pre-dispose new developments to success or to failure. As project management concepts are not particularly complex, it begs the question why is it that the failure rate of new developments is so high? It is argued that the answer lies more in people behaviour issues than in project management tools and processes.

"Ore is the economic portion of a mineral deposit that can be extracted economically. Hence an ore type is a classification of the ore based on one or more dominant characteristics in order to enable communication between unit operations and/or technical disciplines.In project evaluation, ore types are often defined early based on geological observations by geologists and initial metallurgical testing is based around this classification even though a number of processing options can be under evaluation. However, the geological drivers of performance for each of these processes can be very different and the ore type classification for one process may not be relevant for another. In operations an ore type, as either defined in the project evaluation phase or those that evolve with additional knowledge, is unlikely to provide the knowledge required across all the unit operations. The ore type has a meaning to someone but does not necessarily for all unit operations across the value chain.Geometallurgical or orebody knowledge has evolved through the consideration of multiple processes within the value chain, the improved understanding of variability of process performance within ore types and the effect on the complexity of the mineral extraction processes. Furthermore orebody knowledge has been moving from personal based knowledge and understanding to a more process oriented approach where measurement and spatial and process performance modelling is playing a greater role. Advances in mine planning and scheduling allow for both detailed analysis of the block model and the expected extraction processing attributes across various time scales. This capability of analysing and describing the complexity still requires to be communicated to the various unit operations, which may be beyond the traditional classification of an ore type.The limitations of an ore type and potential alternatives to enable the relevant information to be communicated to the relevant groups are outlined through a number of case examples across the value chain.CITATION:Jackson, J and Young, M F, 2016. Mount Isa mine has a long history of successful exploration since discovery 70 years ago. Remaining reserves, although substantial, exist in a scheduling framework which involves long-term production from new ore sources with attendant technical risk and major capital investment. Current exploration aims to incrementally increase reserve tonnage to maintain existing production levels as well as to provide a buffer for potential start-up delays from new ore sources. Exploration also aims to increase the net present value of the operation by discovering new major orebodies around the Mount Isa and Hilton mines.

The San JosT district in Patagonia comprises a number of epithermal precious metal quartz veins hosted by a Mesozoic volcanic sequence. New radiometric data indicates that upper Jurassic volcanism was closely followed by vein mineralisation in the lower Cretaceous. A structural model is discussed for the district at times of mineralization that may also apply on a regional scale and other mineralised districts in Patagonia. This paper proposes a new idea of disintegrating mode (division into simpler sub-problems) for complex problems, and based on -it, a study of the structure and the design of a knowledge base and inference engine for layout design of mineral concentrator expert systems. There is also a study of the formalisation method for describing the layout picture, and the work derived therefore found a formalisation method for expressing the knowledge and experience of layout design. There is also a study of the general characteristics of layout design knowledge.

As an indication of the overall quality for the three periods the expected run of mine ashes are given. Operating Period R.O.M. Quality Years 1 - 4 22.0% Ash (db) Years 5 - 14 18.8% Ash (db) Years 15 - 20 17.3% Ash (db) The size distribution of the coal was found to be generally as predicted in the 1980 study. However the ash, particularly in the smaller fractions, was found to be higher due to the previously mentioned friable nature of contaminant material. Following evaluation of this additional information, the proposed washery design was reconsidered. Three basic process schemes were examined. 1. A jig with two-stage heavy medium cyclones and spirals for treatment of three different size ranges. 2. A heavy medium vessel, two-stage heavy medium cyclones and spirals for the different size fractions. 3. A jig for initial treatment of the total feed (that is all sizes) with single-stage heavy medium cyclones and spirals for rewashing of the intermediate and smaller size Fractions.

XstrataÆs Mount Isa Copper Operations (MICO) is a world-class mining operation producing in excess of six million tonnes of copper ore per annum from its underground mining operations. The Mount Isa Copper Mines have been producing from the underground operations since 1952. Current copper reserves are 87 million tonnes at 2.8 per cent Cu, extending the mineÆs life beyond 2018. The underground orebodies in the copper mines are divided into nine distinct areas and are mined by sublevel open stoping techniques. One of the nine areas is the hanging wall lens, which consists of two sections; a northern lens (NHWL) and a southern lens (SHWL). The SHWL has a proven reserve of 2.2 million tonnes with an average grade of 2.9 per cent copper. Stopes in the SHWL have an average size of approximately 245 000 tonnes and will be extracted in a primary-secondary mining sequence, producing ore until 2009. This paper discusses various aspects of stope design applied in the southern hanging wall lens, including sequencing options and the rationale for the selected sequence. Design features are also discussed and how they have evolved as more is learnt about the SHWL orebody. These include mass firing techniques, focusing on minimising ground vibrations, using seed wave form analysis and prediction. Rock mechanics issues will also be discussed, in particular the reinforcement of stope hanging walls and the use of instrumentation to monitor behaviour within the hanging wall.

The history of world nickel production has been affected significantly by the supply and demand situation and fluctuation of LME price of nickel metal. In the beginning of the 1980s, the decline of price and demand lead to the withdrawal of un-competitive producers and the shrinkage of the production capacity. During the same period, Sumitomo Metal Mining maintained the production level with continuous improvement of the traditional matte electrorefining process. However, Sumitomo has recognised that the continuous improvement alone does not promise us the ability to catch up with rapid changes in the world. In the meantime, Sumitomo intensively researched chloride hydrometallurgy and has developed the chloride process for the nickel refining. This includes the solvent extraction and chloride electrowinning in the mixed sulphide process and the chlorine leach of the anode slime arising from matte electrorefining. In the late-1980s, Sumitomo Metal Mining decided to develop a new nickel refining technology based on chloride hydrometallurgy. The new process was designed from the comprehensive aspects involving safety and the environment. Construction of the plant for the matte chlorine leach electrowinning (MCLE) process was commenced in 1991. The MCLE plant with a capacity to 2000 tonnes per month has been commissioned at Niihama since 1992. The process has provided high productivity, overall good economics and high quality of electrolytic nickel produced. After the establishment of the process, Sumitomo has maintained continuous improvement of the new process and has attained the best practice of the work classification.

New Zealand Steel Limited is nearing completion of the environmental reporting and planning procedures for its proposed fivefold expansion to steelmaking at Glenbrook, and supporting mining operations at Waikato North Head. A report on the proposal to transport concentrate from the mining operations to Glenbrook has also been prepared and is awaiting release. This paper draws from these events, and by discussing some of the problems encountered, gives some guidelines for the preparation of an Environmental Impact Report.

Shear strength parameters of compacted clay liners are needed to analyse the stability of mine waste dumps containing compacted clay liners as sealing layers for potentially acid forming waste rock. A representative clay sample was supplied by McArthur River Mine from the mine site in the Northern Territory, Australia, with an average as-supplied gravimetric moisture content of about 13.6%. The clay was compacted in a 100 mm by 100 mm direct shear box at the as-supplied moisture content to a dry density of 1.85 t/m3, representing the field compaction specification adopted by the mine. To determine the peak and ultimate shear strengths of the compacted clay, single-stage direct shear testing was carried out at nominal initial normal stresses of 50 kPa, 100 kPa and 200 kPa, representing shallow depths of burial in the North Overburden Emplacement Facility of about 2.8 m, 5.6 m and 11.1 m, respectively (assuming a waste rock wet unit weight of 18 kN/m3). Three shearing rates of 1 mm/min (rapid), 0.1 mm/min (intermediate) and 0.01 mm/min (slow) were applied to study the influence of shearing rate on shear strength. In addition, the development of a residual shear plane was tested by reversal and re-shearing in the direct shear box. In the first shearing, the peak and ultimate shear strengths are determined. The normal load was then removed and the box rewound to its starting position. The normal load was then re-applied and the specimen re-sheared. Two reversals were applied to each specimen, and it was found that there was no significant reduction in shear strength. Finally, based on a range of shear strengths obtained in the laboratory for McArthur River Mine clay and other materials by various laboratories over time, shear strength parameters for the compacted clay were recommended for use by the mine.CITATION:Xu, Y, Williams, D J and Hacker, J, 2018. During 2003, different plastic stemming plugs (Cats«, Stemtite«, and Taponex«) were tested in EscondidaÆs Mina Sur, to determine the effect on gas retention time when used in conjunction with drill cuttings in production shots with a blasthole diameter of 10 5/8ö. Longer retention times were expected to provide greater fragmentation and muckpile looseness. In order to determine which plug showed the greatest enhancement of stemming retention, 17 trials were carried out û in the first seven tests, only the Cats were used, in the following five tests, a combination of Cats, Taponex and Stemtite were used, and in the last three tests, only the Taponex plug was used. In the last two blasts, drill cuttings were used without stemming plugs as a benchmarking exercise. Blasts were filmed with a high-speed camera, which could record the detonation times of holes using rolls of shock tube tied to stakes at the hole collars, to act as flash indicators. The camera allowed measurement of the time between charge detonation and the commencement of stemming ejection. In order to obtain the statistical parameters of each one of the stemming plugs used in the 17 trials carried out, the Minitab software was used and a data base was created for it, corresponding to each stemming configuration with the retention time obtained from the filming. Once it was determined which stemming plug provided the greatest enhancement of stemming retention, the impact on the fragmentation was analysed using the WipFrag image analysis software to estimate the muckpile size distribution.
