The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

On 23 May 1977 the Hon Mr George Gair announced an amalgamation of the present Ministry of Energy Resources, the New Zealand Electricity Department and the Mines Department. Hopefully it will prove to be the solution of many national problems in energy planning and policy making, in energy distribution and use, and energy discovery and production. The name of this new giant is the Ministry of Energy which gives a firm indication of its future direction. For those amongst us involved with mineral energy resources the establishment of this new department must be encouraging. For those amongst us who are involved in non-energy side of the mineral industry it is the very opposite. The loss of the Mines Department a year short of its centenary is a loss for the mineral industry without a doubt - but how much of a loss?

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

This paper describes the design, manufacture and site services associated with the supply of mine hoists for the new mine under construction by Falconbridge Limited in Ontario, Canada. Two new shafts are being sunk, and the hoisting equipment at each shaft can be summarised as follows: Ventilation shaft:4.66 m diameter double-drum second-hand hoist, originally in operation at San Manuel Mine, Arizona, to be used as the shaft sinking hoist. The second-hand hoist presented a challenge in that during its previous life, the hoist had been intensively operated during service at San Manuel Mine, and this paper describes the scope of refurbishment work undertaken, both electrically and mechanically, to ensure future reliable operation, together with the requirement to meet Canadian and Ontario regulations and codes of practice. 3.05 m diameter new single drum auxiliary hoist to be used as a second means of egress. Main shaft:4.57 m diameter new double-drum hoist to be used initially as the shaft sinking hoist, and subsequently to be converted to the equivalent of a single-drum multi-rope hoist for service duties during the production phase; 5.49 m diameter new double-drum hoist to be used for skip hoisting during the production phase; and 3.05 m diameter new single drum auxiliary hoist.The new hoists are all designed to comply with SABS requirements such that hoisting with reduced rope safety factors will be possible in the future. This paper describes the principles involved both mechanically and electrically. Particular attention is paid to the conversion of the main shaft service hoist from a double-drum sinking hoist to a multi-rope hoist.This paper describes the ac electrical powertrains (drives and motors) used that eliminate the need for harmonic filters and reactive power compensation equipment since they exhibit no negative effects on the utility electrical network system. This paper describes the logistical challenges of installing, commissioning and setting to work a series of five hoists in a short time frame.

Pounamu is a MSori collective term for semi-precious stone scientifically referred to as nephrite, semi-nephrite, jade or bowenite (tangiwai) that is composed predominantly of metamorphic tremolite in a felted, fibrous texture. It is Aotearoa/New ZealandÆs icon mineral material. Ownership and management of this important taonga (treasure) has been vested in Te Rnnanga o NgSi Tahu as part of a Treaty of Waitangi settlement process. Increasing demand from the tourist, jewellery, fashion and sculpture industries, as well as cultural renaissance, has placed pressure on the pounamu resource. This had led to nephrite importation, allegations that foreign material is being marketed falsely as New Zealand pounamu, and wider concerns over the potential for exploitation/over-use and theft of genuine pounamu.   Research is underway to characterise different pounamu source regions by defining their ægenetic fingerprintÆ. The geological age and radiogenic isotopic composition of Aotearoa/New Zealand pounamu is distinguished from other nephrite jade occurrences overseas, due to relatively young cooling ages. Strontium isotope ratios distinguish pounamu from different source areas within Aotearoa/New Zealand (whakapapa), with signatures reflecting the host terrane rocks (their family) and their position in a sequence of metamorphic events (their generation). The research will provide a tool for archaeological research, trademark and resource protection.   Mineral resource assessments normally aim to define the total volume/tonnage present, which is generally assumed to be finite, applying drilling and geostatistical modelling. Pounamu resource assessment requires a different approach, as its intrinsic value is insufficient to warrant modern exploration methods (eg drilling, geophysics). Pounamu is only known to occur at a restricted few in-situ (hard-rock) localities. It is primarily found in transported (alluvial) detrital river and glacial outwash deposits, where collectable material has short term variability due to erosion and transport processes. A new methodology is being developed aiming to define: +        the total resource present, +        the relative rate of change in the availability of that resource through erosion and other geological processes, +        active areas where new material is likely to be exposed (eg by erosion), and +        appropriate extraction rates for sustainable use. The methodology will provide a holistic overview of the resource in different regions of Aotearoa/New Zealand, and may be applicable to other transient or restricted natural resources that occur within geologically active environments (eg supplies of driftwood on beaches).

Safety is a key value in most leading mining companies. Despite years of effort, and significant expense in ‘programs’, operating sites seem to have been left with no real improvement in either the elimination of fatalities or sustained reduction in injuries.Safety systems and processes have grown and evolved, often to the point where they have become overly complicated and marginally useful.MMG Limited, following the consolidation of its Australian operations under a single management structure, undertook a program to effect real and sustained change in its approach to managing safety. The program aimed at improving safety by better engaging its workforce and by making safety processes simple, useful and effective. It defined the role of the supervisor in creating safe work, the role of the people doing work and the role of safe work methods.A safety diagnostic tool was developed to assess site against safety-critical mindsets, behaviours, cultures and systems. The outcome of the diagnostic is considered by the organisation to be the true lead indicator of safety performance.While still a work-in-progress, the program at the Australian Operations of MMG Limited shows that challenging common paradigms in safety management can create real change in safety performance.CITATION:Webb, M E, 2016. It is quite well known, although not so well documented, that radio noise is generated during rock fracture. Radio noise has also been observed during severe earthquakes. The source has been thought to be the fracturing of the rock, although the mechanism has never been unequivocably proven. A study of these radio emissions may provide insight into rock dynamics prior to seismic events, and after blasting. A programme of electric-field recordings has been undertaken at Brisbane quarries during multi-hole blasting. Preliminary analysis has shown that three types of signal may be distinguished. They are hole detonation, rock fall and post blast relaxation signals. It is thought that information about the blast, and the fracture of the rock, may be ascertained from these Signals.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

The kinetics of cementation of silver chloro-complexes from sodium chloride solutions onto copper and zinc was studied using rotating disc electrode system. The activation energies were found to be 10.8 and 30.5 k7/mole, in a 3M NaCl solution on copper and zinc discs, respectively. Higher dissolution factors were obtained on zinc disc, due to hydrogen evolution, whereas, copper dissolved close to the predicted values. Scanning electron microscope studies were conducted both on copper and zinc- cdiscs-to evaluate the deposit morphology and its effect on reaction kinetics. Two stage deposit growth was observed both on copper and zinc discs. Smooth, coherent initial deposit followed by tree-like secondary dendrites formed on copper, whereas, scattered bulbous initial deposit followed by porous dendrites was typical on zinc disc.

Geostatistical simulation has been widely used in mineral resource classification of metalliferous deposits based on international standards such as JORC code which is one of the most extensively used around the world for reporting the mineral resources and ore reserves alongside with objectives of the companies (Sadeghi, Madani and Carranza, 2015). However, the modeling process becomes challenging whenever the relationship between the variables of interest is complicated and cumbersome to model. This characteristic sometimes manifests itself in complex spatial and global cross-correlation measures, deeply depending on the formation and genesis of the deposit. The objective then is to generate the models that not only reproduces these significant characteristics, but also, it leads to a better understanding of a mineral resource estimation and successive decision-makings. In this respect, there are different approaches taking into account the spatial correlation structures, for which can be classified as independent simulation, co-simulation, and factor-based methodologies. In this paper, three techniques: Turning Bands Independent Simulation (TBSIM), Turning Bands Co-Simulation (TBCOSIM) and Projection Pursuit Multivariate Transform (PPMT); from those aforementioned approaches are selected to model two cross-correlated variables (Iron and Aluminum Oxide) belonging to an Iron ore deposit located in Brazil, in order to examine which methodology better reproduces the corresponding complexity in terms of local correlation measure. Landscape interpretation, geology and mining history are being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations û both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage. Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point, they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history. Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The geotourism approach has allowed for positive collaboration among communities, service providers, local and government authorities to channel tourist revenues into rural communities. The pooling of resources under the banner of geotourism has led to cost-effective marketing, targeting and promotion of products using multimedia and web sites. Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

Efficiently controlling foam/froth within mineral processing continues to pose a challenge to the mining sector. The foaming characteristics of aqueous solutions for two-phase systems of air/liquid are well-studied with theories and mechanisms proposed to describe and predict foam formation and stability. The types and structures of reagents that either promote or prevent foaming/froth formation and stability are well-defined in these studies and practiced across various applications. Three-phase systems of air/liquid/solid, such as froth from mineral slurries, however, pose a challenge with the presence of a large quantity of relatively fine mineral particles. Theories and mechanisms that rationalise the effects of chemical additives as a defoamer or foaming agent in aqueous can be applied as a general rule, but do not provide the most effective solution for mineral slurry systems. Silicone-based defoamers, particularly their O/W emulsions, have been widely and successfully used at various stages of mineral processing to efficiently control the mineral slurry foaming properties. However, their foaming control ability could be significantly impacted by different processing aids used during the upstream process. In a zinc-rich mineral system, a silicone-based defoamer starts losing the properties necessary to effectively control foaming in the leaching circuit when throughput is increased. In this study, the synergistic defoaming/anti-foaming effects from surfactants and silicone-based defoamers are discussed to effectively control foaming/froth in the zinc leaching circuit, even with lower total defoamer dosage. Improvements during mineral processing can also lead to a cleaner mineral grade by reducing waste.

Host minerals for gold have been of great interest to exploration geologists and metallurgists for a variety of reasons. The depletion of high grade ores in many parts of the world requires that greater attention be given to the study of host min-erals for gold. Some host minerals have been employed in exploration as traces for gold. They are also essential in the design of extraction processes for treating gold ores.This paper reviews the mineralogy of important gold deposits of Papua New Guinea (PNG), Indonesia and New Zealand and focuses attention on the ore minerals and rock-forming minerals that host gold.

The non-metallic minerals, excluding the construc- tions and fuel materials have for long been the "poor relations" of the Mining Industry of New South Wales. The State is self-sufficient in only a few of the industrial minerals and is almost completely lacking in any of the essential fertilizers. The deficiencies must be met by imports from overseas and interstate and in fact New South Wales imports some quantity of every one of the non-metallics. For the year 1967 the value of non-metallic mineral production amounted to only $9,390,000 or less than 3.5% of the States total of $275,900,000 for all classes of mining and quarrying. In roughly the same period, the 1967-68 financial year, New South Wales imported non- metallic materials, valued at well in excess of $22,000,000 from overseas and over $2,000,000 from interstate sources.

For the purpose of this paper the Otago Region is that covered by the Otago Regional Council. This area, like other South Island Regions, has a river system starting in the Mountains and are all gravel bed rivers. The gravel from these rivers has been the major source of aggregate in the region since the development of the province began. The majority of the aggregate is a mix of greywacke, schist and quartz, which will be referred to later with its production problems. The region has been broken down into various areas.

Roasting of zinc concentrate at the Risdon Works of the Electrolytic Zinc Company of Australasia Limited, (E.Z.), is carried out in two fluid bed roasters capable of treating 450000 tonne/yr, or sufficient for the output of 220000 tonne of salable zinc. The furnaces were constructed by Lurgi, Australia, to the basic design developed by Vieille Montagne Company of Balen, Belgium. The advantages of fluid bed roasting include a higher metallurgical efficiency in sulphur oxidation from a feed which does not require any pre-grinding, mechanical reliabil- ity through the absence of any moving parts within the furnace and the capability of being scaled up to a large unit.

A number of mines in Australia have experienced premature detonations caused by bulk explosives reacting with the rock type being blasted. Premature detonations are extremely high risk events as they are unplanned, occurring at any place, at any time, potentially resulting in high loss (personnel and equipment). Many Australian mines have also experienced spontaneous combustion where spilt explosive reacts vigorously with the rock type. Premature detonation in these cases does not occur due to the lack of confinement and the volume of explosive present, but these reactions could impinge on the surface initiation system and provide an early warning of future premature detonations. The explosive ground reactivity phenomena is not restricted to Australia with similar incidents being reported in North and South America, South Africa, China and South East Asia. All reported incidents have two common denominators, being the presence of sulphide rock types and nitrate based explosives. Both premature detonation and spontaneous combustion result from the same series of reactions of partially weathered sulphides that ultimately result in the violent decomposition of the ammonium nitrate based explosive. A number of relatively easily observable indicators can be used to assess a particular minesiteÆs potential for explosive ground reactivity. The presence of two or more of these indicators means that minesite personnel should contact their explosives manufacturer for assistance in determining if a problem exists and if so then developing strategies to overcome the situation. The paper describes the indicators as well as discussing, via a case study, the holistic approach required to efficiently develop a relevant æSafe and Efficient Blasting ProcedureÆ to deal with explosive ground reactivity problems.
