This report will differ slightly from the traditional scientific and technical discussions given at this type of conference. It will focus on the personal experiences and choices that I undertook when deciding on my graduate position and location after completing university studies. Throughout the duration of my course I had experience in both fly-in, fly-out operations in the Pilbara and residential operations in the West Australian Goldfields. These experiences, though limited, allowed me to explore the two different methods and their pros and cons, and consequently to make my choice for graduate employment. Throughout the duration of my degree I believed it was important to gain a basic understanding of the two methods, focusing on lifestyle and personal interactions. The decision that a residential site suited my personality and lifestyle then allowed me to refine my job applications to a more specific list of mine sites and companies, resulting in a residential position with BHP Billiton at their Iron Ore operations in the Pilbara, Western Australia.

Bow-tie analysis is a commonly used tool to identify and display risks that have the potential for an undesired hazardous event. The output of the analysis are bow-tie diagrams, which are an effective and versatile communication format that can be applied to any type of risk. Contrary to their simplicity, a proper bow-tie diagram that maintains its usefulness and clear communication is difficult to build. Over two decades assisting Major Hazard Facilities with bow-tie analysis for Safety Cases, several common mistakes have been identified. This paper aims to highlight those issues with examples and provide improvement strategies. A sample of the most common mistakes are: - overly complicated risk analysis - poorly scoped and defined terms - poor descriptions and justifications - identifying too many dependent controls. Overly complicated risk analysis leads to wasted time in obtaining data for little gain. The bow-tie diagram is only a model. Effort should be redirected into identifying and managing controls that will make a tangible difference to site risk. Broad scopes lead to enormous and confusing bow-tie diagrams for both the user and the workshop team. Defining the scope of the study, the consequence severity of interest and critical control characteristics creates focused workshops and targeted analysis. With more definitive scope, there may be more bow-tie diagrams, however, they are succinct and specific. Well described causes are imperative for clear communication to users, regulators and future bowtie review workshop groups. It is best to use common wording structures and explain the event stepby- step. Also, clearly document any likelihood calculations and use data references where applicable. Identifying all possible controls creates a false sense of security that there are many layers of protection. In reality, most controls are dependent on a single system or person and could all be compromised from a single failure. A definition of a ‘bow-tie’ control is required whereby it must be independent from other controls. Improving the bow-tie analysis process will assist operators in developing meaningful and ‘operational’ bow-tie diagrams to support risk management systems and practices.

This paper examines six sites in Northern Nevada where soils and groundwater have been contaminated with petroleum hydrocarbons and/or organochlorine compounds. All six of the sites studied are located in an arid, highly mineralised area of the Great Basin. As a part of the original geochemical investigation to determine the applicability of biodegradation in the remediation of petroleum impacted soils and aquifers extremely high levels of uranium, vanadium and molybdenum were detected in the anaerobic groundwaters associated with some of the hydrocarbon plumes. Some groundwater uranium concentrations exceeded 7 ppm while vanadium and molybdenum concentrations reached almost one ppm. The bioleaching appeared to be most effective under methanogenic conditions and was noted in both high sulfide and low sulfide environments. Background concentrations of uranium in the formation were measured between 6 ppm and 109 ppm and highly dependent upon depth with the highest levels being found in association with evaporites. Unlike uranium, vanadium tended to concentrate in free-floating organic fractions reaching levels as high as 2000 ppm in the layers of jet fuel floating above the groundwater. Molybdenum was the most resistant of the three metals to bioleaching.

Work health and safety duties around Australia include duties to manage psychosocial health and safety (mental health) of workers engaged by businesses or undertakings and of other persons impacted by the operations of the business or undertaking. Persons conducting a businesses or undertakings must develop systems of work and policies and procedures for ensuring, so far as is reasonably practicable, the safety and health of workers and other persons. Officers have a duty to exercise due diligence and to ensure effective systems are developed, implemented and resourced. The developed systems will only be effective with worker’s co-operation and engagement. The duties placed on workers by work health and safety laws are an important part of the safety matrix of obligations. Supervisors and Leaders are workers and they play a critical role in delivering health and safety outcomes. To deliver these health and safety outcomes with respect to psychosocial safety Supervisors and Leaders need to understand their obligations and have a framework to use to assist them in understanding what workers require and what steps need to be taken to meet their duties. They also need to take steps to assist those workers that they supervise to meet their duties.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Bulk Ore Sorting (BOS) has the potential to add significant value to mining operations by manipulating the feed grade and throughput to the processing plant. However, assessing the performance of BOS is complex, as it is influenced by geology, equipment, spatial and time domains. This increases the risk (real and perceived) of the technology. To manage risk, brownfield operations have the option to: (a) first test the variability in feed grade using a detector on the feed conveyor and subsequently construct the diverter and associated materials handling equipment when the value is established; or (b) conduct site trials with standalone sorting plants. The approaches described for brownfield projects are not available for greenfield projects where the in-situ heterogeneity needs to be quantified and translated into an economic evaluation to test the viability of BOS. Ausenco has developed a methodology that allows assessing the in-situ ore heterogeneity and uses an in-house technoeconomic model to determine the value of BOS for greenfield projects and assess the effects of sorting performance on project economics. The in-situ grade heterogeneity can be measured on a length of drill core and fitted to a mathematical model to assign a heterogeneity index. Given the spatial location, this heterogeneity index can be mapped across a deposit in combination with the average grade. Linking this information with relevant mixing models can determine the likely technical performance of BOS at an operation. However, the real value is only realised when this technical understanding is linked with an economic model and used to optimise the mine plan. Three case studies will be presented that show how Ausenco applies this methodology to assess the value of bulk ore sorting for greenfield studies.

The Mount Kasi gold deposit in Vanua Levu represents an epithermal, high sulphur, gold-enargite system occurring within a volcanic caldera of Middle to Upper Miocene age. High level breccia pipes flare upward and form flat lying, near surface, mushroom shaped sheets parallel and near to the present land surface. The upper portions of the pipes contain explosion breccias which are capped by sandy siliceous sinter-like beds and are cut by alunite veins. Outlying intercalated scoriasceous lavas and breccia sheets show evidence of subsidence within a shallow basin. Detailed mapping of breccia types, intensity of silicification and the presence of multiple quartz veining and enargite abundance outlined blocks of more consistent gold mineralization within the breccias. This work has provided a model for mineralization which will aid future exploration and ore reserve estimations. A significant eluvial concentration of gold occurs in soils overlying the breccia sheet.

In 1874 a stockman, JE Wright of Foxlow Station, recognised copper mineralisation when he was about 12 kilometres south of the station. The find was on the banks of the Molonglo River. Several small mines were soon operating along the ridge above the river, and the village of Captain's Flat was established.One mining company established in the 1880s was Lake George Mines. It's name was to remain synonomous with the name of the town until mining and treatment ceased on 11 March 1962.

The sampling time, the costs and its quality are the three factors that determine the best method of drilling in mineral exploration. The two principal methods of reverse circulation (RC) and diamond core drilling are often used in combination by mine operators. RC is used for drilling shallow holes and in-pit grade control, and core drilling for deeper holes to identify future resources. The RC method is faster and more flexible than coring and provides virtually uncontaminated cuttings (ranges from dust to 25 mm chips) to the surface cyclone suitable for geochemical anomalies. The diamond coring produces core samples to increase the level of geological knowledge and the 3D extension and distribution of the orebody. However, both of these methods are subjected to certain limitations and inefficiencies in reaching deeper depths and drilling complex hole geometries. Examples of such shortcomings include the inability to provide enough air pressure for RC drilling and high friction between drill pipe and the hole wall in diamond core drilling.Considering that delivering large volume of reliable samples from deep zones to the surface in shortest possible time is of paramount importance in mineral exploration, and assuming that obtaining core samples over whole overburden is not always essential, then drilling small size holes as fast as possible and delivering the small chip samples to the surface would be a good alternative with several advantages over conventional drilling methods for deep hard rocks mineral exploration. As a result, the use of coiled tube (CT) drilling technology has been proposed recently for such applications. CT is a continuous length of ductile steel or composite tube stored and transported on a large reel; and allows fast drilling by eliminating the connection time and providing continuous circulation during drilling. This enables quick access to the zone of interest to collect the cuttings or obtain core samples. CT is advantageous particularly in drilling directional boreholes and multi-laterals. In this paper, feasibility of using CT delivering reliable samples is discussed for deep mineral exploration. In addition, recent developments and practices are presented that make CT a reliable drilling technology to drill cheaper, faster and deeper and to deliver more continuous and reliable data and samples from deep formations.CITATION:Mokaramian, A, Rasouli, V and Cavanough, G, 2012. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. The Truong Son Fold belt in Indochina hosts the significant Sepon gold-copper district (Laos) and the similar gold-basemetal districts of Phuoc Son and Bong Mieu (Vietnam). With over seven years of exploration, Toronto-listed Olympus Pacific Minerals Inc, is one of few foreign companies that have to date made a substantial investment in mineral exploration in Vietnam.Much of this work has been conducted along the Phuoc Son û Tam Ky Suture, on the south-eastern limb of the Truong Son Fold belt on the Vietnamese side of the border with Laos. These programs have produced a significant number of gold prospects at varying stages of exploration development. The Phuoc Son û Tam Ky Suture is a major Paleozoic subduction zone that extends from northern Laos, through Central Vietnam and out into the South China Sea.It represents a Lower Mesozoic collision zone between the Paleozoic-age Truong Son fold-belt terrain to the north, with the crystalline terrain of the Pre-Cambrian Kontum Block to the south. Since its formation, it has been a locus of deep faulting, continental accretion, intensive intrusive activity and mineralisation. This paper briefly discusses the geological setting, structure, metamorphism, mineralisation, exploration history, and proposed mining development of the Olympus Phuoc Son Gold Project, with particular reference to the Phuoc Son û Tam Ky suture.

Molten slag used in the secondary refining process (RH process) for the production of Ultra-Low C (ULC) steel is typically composed of CaO-Al2O3-MgOsat.-FetO with minor constituents. FetO in the RH slag is the main source of reoxidation of the molten ULC steel in the ladle by 2Al + 3(FetO) = (Al2O3) + 3Fe, thereby serving as the source of the alumina inclusions. On the other hand, FetO also enhances the fluidity of the slag, thereby increasing inclusion absorption capacity. Optimum slag chemistry design is therefore required to produce clear ULC steel. The reoxidation kinetics was investigated in the present study by employing high-temperature experiments and developing the reaction rate model. Initial compositions of slag ((% CaO)0/(% Al2O3)0 and (% FetO)0)) and reaction temperature were varied and change of [% Al] in the molten steel was measured. The rate-controlling step was analysed. It was found that the rate-controlling step in some cases changed during the reoxidation: from a mass transport of Al in the molten steel to a mixed transport including Al2O3 in the molten slag. The experimental data validated the reaction rate model based on the elucidated reaction mechanism and FactSage thermodynamic database. The model suggested that high (% CaO)0/(% Al2O3)0 suppresses the reoxidation only when (% FetO)0 is low (5 or lower in the present study).

The development of the Ballarat goldfield and of the city of Ballarat are a significant part of the history of the Australian mining industry. Important developments in technology, legislation and labour relations made their first Australian appearance in Ballarat. The growth of the city and its survival after the closure of the mines provide an interesting case study in the benefits flowing from a vigorous mining operation. The failure of the mines can be attributed to rising costs of materials and labour and declining manpower productivity at a time when the price of gold was not free to respond to changing market conditions. The curtailment of exploration programs and increasing labour unrest resulted from this situation, and made the closure of mines inevitable.

Appropriate management of the ground subsidence induced by coal mining activities is essential. To assess the effectiveness of grout injection for mining subsidence control, time-lapse ground penetrating radar (GPR) imaging data were collected before and after grouting. The pregouting subsurface responses were interpreted to have changed after grout injection. The changes were caused by injecting the grout materials (flyash and water) into the delaminated strata and permeable fracture zones. The largest distance of the observed GPR event changes at the right end of the main profile is 132 m away from the injection borehole. Although the GPR images could not easily tell if the image changes were caused by the injected ashes or the water, it does suggest that the injection materials had been pushed at least 130 m away from the injection borehole. This is consistent with the borehole scan monitoring, which confirmed that the grout has travelled more than 90 m from the injection borehole.

This paper outlines the contributing factors to a series of erroneous Mineral Resource estimates which led to considerable loss, including significant reduction of mine life and consequently a large write-down of asset value. The error prompted divestment of the mineral asset in the short-term by the owners, a major mining company. There were multiple and complex contributions to the result: • The mine was undergoing a transition in the deposit geology with increasing depth that was not accommodated in the models. Early indications of the geological transition in initial drilling were generally unrecognised in resource modelling. The shortcomings of the models became apparent with increasing infill drilling and subsequent production reconciliation. • There was a lack of recognition of, and confidence in, site-based input and skills by corporate technical management. The site had a reputation internally for over-delivery to plan early in its life and that supported the anticipation of ongoing metal delivery into the mine plan by management. • A corporate lack of confidence in site being able to adequately domain the mineralisation led to the use of a CIK domaining process, rather than one which was geologically based. This domaining process led to gross over-statement of mineralisation trends reflected in the subsequent OK estimate. • Timelines on the outsourced estimation process were so short that validation was not possible. Obvious errors in the estimate versus data were not able to be used to correct the issues and the site’s Competent Person sign-off occurred without adequate checks. This case study is presented to reinforce the concept that Mineral Resource estimates are not solely based on the ability of the Competent Person to satisfactorily guide the process. There are usually multiple complex issues in the estimation process which need to be recognised and considered in judging reconciliations of model to actual.

Legacy tailings storage facilities exist within operating mine sites across Australia. These tailings storage facilities are often viewed as rehabilitation liabilities but with considered assessment may prove to be a resource. Extraction of such a resource might add value to operations by providing cash flow during the development of new mines; providing supplementary mill feed for existing mines undergoing step changes in operations; and supporting mine closure activities. Hellyer Gold Mines is successfully extracting and reprocessing sub-aqueous material from legacy tailings storage facilities at their Hellyer operation in north-west Tasmania. The Hellyer tailings storage facilities contain poly-metallic material from the Hellyer and Fossey underground deposits dating back to the 1980s as well as material from tailings reprocessing activities by other operators of the Hellyer site. Hellyer Gold Mines is reclaiming sub-aqueous material using cutter-suction dredgers and reprocessing on-site. Hellyer is the only operation of its type in Australia and few such operations exist worldwide. Key learnings around the estimation of a resource for legacy tailings storage facilities have been acquired at Hellyer that can be applied to the assessment of other tailings storage facilities. The application of dredging as a mining method at Hellyer is delivered through collaboration with experts from outside the mining industry under the direction of a mining engineer. Key elements required for the planning and delivery of safe and efficient dredging inside tailings storage facilities have been identified at Hellyer and are presented to provide a road map to the development of other dredging operations.

This paper discusses the considerations for optimum maintenance of critical ore handling infrastructure in order to minimise the cost to the business of maintenance periods. As maintenance periods are a direct interruption to production, time is of the essence and careful management of shutdown periods is essential. The ore pass systems currently in use at Xstrata Copper û Mount Isa Copper Operations are up to 30 years old and have had significant wear over the years. The maintenance of these passes and their brows and chutes in a production situation is a challenge as it can potentially expose personnel to high risk situations in addition to the production interruptions. Some alternatives for mitigating the risk of working in ore passes including plugging and ballooning are described. Criteria are included for selecting a method for the safe entry into a given ore pass. Experience in adapting the method of ore pass plugs and some lessons learnt in the process are also discussed.

Australia is the Western world's largest producer of alumina, supplying one third of total needs. Western Australia's South-West has the greatest concentration of alumina production in the world, with a current annual production rate in the region of 6.8 million tonnes per annum, over 20 per cent of the total supplied to market economies. The value of this production in 1989-90 was 2.34 billion dollars, a very significant contribution to the economy of the State (1). This is despite the fact that the bauxite from the Darling Range is the lowest grade that has ever been commercially exploited, and despite the geographical isolation of the region. It is therefore of great importance to the National and State economies that this industry retain its competitive edge, particularly in the current times of economic downturn. One essential ingredient of this competetiveness is technology and innovation, which can be assured by the committment of the industry to an active program of Research and Development, with support from the public sector as Appropriate.

The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.
