Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

Flyrock produced by blasts in surface mining and quarrying is a major hazard that can result in serious injuries or property damage. This paper presents a fully integrated and automated approach for reviewing blast outcomes from a wide variety of rock blasting environments from the perspective of flyrock safety associated with blasthole collar ejections. The process is applied at a corporate level for an explosives service provider handling up to 100 blasts per day from mines, quarries and construction sites throughout the US.Flyrock risk minimisation has inspired research and the associated development of a reliable flyrock model to estimate flyrock ejection velocities and the resulting maximum projection distances of fragments. In spite of significant achievements in this area, flyrock incidents continue to occur, mostly due to implementation mistakes. An efficient preventive measure is continuous blasting process improvement that relies on on-site video recording, storage, automatic analysis and classification of the recorded blasts followed by the automatic generation of reports.In this paper, a novel blasting video analysis system that is capable of processing a large quantity of video records is presented. Blast analysis and parameter measurement are fully automated and are carried out using videos recorded with a conventional consumer camera. The blast video recording process does not require the use of surface markers, range poles or objects of a predefined size for scaling purposes.Although automatic video analysis is commonly used in many application areas, such as video surveillance, traffic monitoring and robotics, the algorithms that have been developed to recognise and track solid objects with well-defined shapes, textures and colours are not efficient at dealing with blasts, which, by their nature, have dynamically changing parameters. Moreover, very strong camera vibration caused by blasts that cannot be totally compensated by camera image stabilisers may cause conventional computer vision algorithms to fail.This paper presents novel computer vision methods developed for automatic tracking of the trajectory from a blast ejection point to the highest point reached by blast particles and the ejection velocity. The system also uses colour and motion analysis to detect the emission of toxic fumes during a blast. The solution is vibration tolerant and can differentiate foreground and background data, even in the presence of camera vibration. Diamond drilling was first carried out at Norseman in the Princess Royal Mine, early in this century. Little concentl'ated drilling was done from then until Western Mining Corporation commenced drilling in 1934. Since then Central Norseman Gold Corporation N.L. has continually employed diamond drilling in exploration of the field. After 1946 the advantage was seen of applying broad pattern surface drilling at Norseman in the reef exploration. In 1953, as a result of the steeply rising cost of drilling and the time taken to penetrate surface material by light equipment, heavier drills and new rigs were introduced. The surface drilling programmes called for a greater monthly or annual footage and to satisfy this new techniques were introduced. The Mitchell-21 machines were discarded and A-3000 machines were installed, firstly under a 48 ft. fixed tower, then mounted on a truck with a 20 ft. tower, and finally on a truck carrying a 40 ft. tower. With the mobile units a compressed air compressor is attached. By use of compressed air with either the Reed roller or Hawthorne bit, rate of penetration of overburden is greatly increased. The mobility of the truck mounted machines has greatly reduced the time required to move from one hole to another, and the use of heavier machines on a three shift per day basis has considerably increased the footage per shift. The general result is an increase to 1,500 ft. of drilling per month per machine, while costs have been greatly reduced in spite of increased wages and diamond prices.The underground drilling technique is described. Analysis of performance has not been made because the drillers performance is subject to shaft routine and service.INTRODUCTIONGold was first discovered at Dundas in 1894, and at Norseman, 14 miles north, in 1895. From that tirpe until 1935 mining activity fluctuated. Following the mining revival in 1935, production in the field has remained comparatively stable. This stability in part has been due to the broader scale of operations of Central Norseman Gold Corporation N.L., and in these operations diamond drilling has played an increasingly important role.

Filter aids are currently used in many industries to increase filtrate clarity and filtration rates. In other industries filtration could be improved if accept- able filter aids could be obtained cheaply. The present paper describes a simple thermal process for making filter aids from coal, outlines the effects of coal properties and major operating variables, and discusses the properties of satisfactory products. Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization. The limits imposed on product yields by the composition of the parent coal are considered in relation to a range of Australian coals and one New Zealand coal; and the effects of temperature, residence time, and reactant flow rates have been studied in relation to product yields and characteristics.

Raise caving is a novel cave mining method, which has been proposed for mass mining at increasing mining depths in LKAB operations. The method makes use of the raise mining technology and an active stress management approach. For the implementation the method is split into two phases, namely a de-stressing phase and a production phase. In the de-stressing phase, a slot-pillar system is established. The purpose of slots is to provide stress shadows and the purpose of the large pillars is to control stress and seismicity. The production phase follows after the de-stressing phase. Required infrastructure in the production phase is developed delayed in stress shadows and bulk extraction takes place in de-stressed zones. Eventually the pillars crush and they are extracted in the production phase. A comprehensive research and development program has been launched to develop the raise caving method towards implementation. As part of this program a full-scale test site of raise caving will be conducted as well as raise caving operations are planned for depth extensions in LKAB mines. This paper discusses the design of raise caving operations in practice at the LKAB mines. In particular, the purpose of the paper is to focus on requirements for the development and design of a raise caving operation. The development of raise caving is discussed from a systems engineering perspective as well as from a management perspective. The functional requirements in the destressing and production phase are outlined and discussed in the paper. The discussion is on basis of the main elements of the raise caving system, such as slots, stopes, pillars and infrastructure. Critical rock engineering design requirements in the de-stressing and production phase are highlighted and dependencies between individual main elements are identified. The analyses show that pillars are especially important for the success of the mining method. Overall, the analyses show that raise caving is a complex system and that its development demands a multidisciplinary approach.

The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.

The Esperanza deposit is located 120 kin N of Mount Isa, Queensland at approximately lat 19¦20'S, long 139¦22'E on the Camooweal (SE 54-13) 1:250 000 scale map sheet. It is one of several structurally controlled copper ¦ cobalt deposits developed along the Mount Gordon Fault zone and related faults, within the Western Fold Belt of the Mount Isa Inlier (Figure 1). Together with the nearby Mammoth orebodies it forms the basis of the Gunpowder operation of Aberfoyle Limited. Until recently ore was mined from the Mammoth orebodies by open stoping with decline haulage to surface leach pads. Leaching of in situ broken ore (in place) and surface heaps, followed by solvent extraction and electro-winning (SX-EW), produced copper metal on-site. In March 1997, mining was suspended at Mammoth and the focus of the Gunpowder operation switched to development of the Esperanza orebody, which is expected to begin open cut production in mid 1998. SX-EW methods will produce 44 000 tpa of copper from an expanded plant. The pre-mining mineral resource at Esperanza (measured, indicated and inferred) is estimated at 4.6 Mt averaging 7.7 per cent copper.

In recent years it has been shown that the concept of using partial molar excess Gibbs energy (G̅ex) to explain the behaviour of collectors in the recovery of minerals can be usefully applied to explain flotation performance. Fundamentally this is because hydrophobicity of a mineral particle on which a collector is adsorbed may be strongly related to the fact that the alkyl chain associated with the collector behaves in the same way as any hydrocarbon would in an aqueous medium. This hydrocarbon-water system represents a classical non-ideal mixture, and such mixtures are quantified thermodynamically by determining the activity coefficient of the hydrocarbon moiety of the collector and hence its G̅ex in the mixture. It has been shown that G̅ex is a more rigorous indicator of the contributions of various alkyl groups of a collector than HLB (Corin and O’Connor, 2014) and was also able to explain aspects of froth behaviour (Harris and O’Connor, 2017) and hydrophobicity (O’Connor, 2021). The present paper is aimed at extending the above concepts in two different ways. Firstly, a study is undertaken of a range of results previously reported in which various reagents containing different alkyl groups were analysed in terms of their effect on contact angle and their performance as flotation reagents in terms of recovery. These results sustain the previous observations that there is a robust positive relationship between hydrophobicity as indicated by flotation recovery and contact angle and G̅ex of the alkyl group associated with the collector. Secondly, on the basis of the observation that increases in G̅ex are indicative of increases in the hydrophobicity of the mineral particle-collector aggregate, a study was undertaken to examine the effect of ions typical of electrolytes in water as well as the effect of the presence of alcohols and of pH on G̅ex of the collector alkyl group. In the former two instances the absence of any correlation between G̅ex and recoveries supported the proposition of the respective authors of these studies that the major effect of these electrolytes and added alcohols may be on particle–bubble attachment rather than on the hydrophobicity of the mineral/collector in the aqueous system. On the other hand, the effect of pH on G̅ex correlated reasonably well with changes reported in the literature on the effect of pH on recovery and contact angle.

This paper is a step in the direction of developing a computer model of the near source dispersal of suspended particulate matter (SPM) in planetary boundary layer (PBL). Since Surface Mine blasting is done during daytime, study of daytime dispersion in convective boundary layer (CBL) is relevant to the mining engineers. The scope of this paper covers dispersal after the blast in any type of PBL ie stable, convective and neutral but only under weak wind condition. Mathematical analysis of the dispersion of vertical dust column has been carried out during weak wind conditions in a tropical meteorological environment. It is noted that dust concentration reaches its maximum value some distance away from the point of blast, immediately after the blast (t*=1) and thereafter rapidly decreases. After a short interval from the time of blast at t*=11 the dust concentration shows linear decrease in concentration with distance. Dust concentration also rapidly drops during the interval t*=1 to t*=11, thereafter, rate of drop is nearly the same at any distance from the point of blast.

"The Corridor Sands deposit is situated approximately 190 km north east of Maputo, Mozambique adjacent to the paleo-mouth of the Limpopo River. This deposit is one of the worldÆs largest known economically viable resource of titanium, accounting for approximately one third of the global resource. As part of the pre-feasibility and feasibility study for development of the Corridor Sands project, various geological and geotechnical investigations were undertaken, selected results of which are presented in this paper. These investigations have enabled a detailed understanding of the material characteristics of the orebody as well as the tailings materials, such as the fines, to be developed. These material characteristics have had a significant impact on the selection of the mining and disposal methods currently being implemented."

Although mining is an old industry its management is quite a new science, and its complications are now being recognised as demanding expert knowledge in many branches of technical and professional education. Not the least amongst these isaccountancy, for probably its most important problem is "How to control the expenditure." Unlike most businesses a mining company stands almost entirely in the light of a purchaser in the world's markets, and not as a seller, except say for product so the established and perfected systems of modern industries cannot be adopted for mining purposes. For this reason it has been left for late years to consider the matter seriously, and now a number of well-managed concerns have devised costs systems to suit their own requirements.Very little, however, has been published and even that is disjoined and difficult to make use of. Some of the costs systems in vogue, although elaborate and imposing, are not of very great value for keeping check on wasteful expenditure, or for displaying the commercial effect brought about 'by any particular change in practice, or by an addition or alteration to a portion of existing plant.

The initially cautious approach taken towards ground support and reinforcement at the Porgera Underground Gold Mine in the Highlands of Papua New Guinea has evolved rapidly in the two years since stoping commenced. The confidence to continue the evolution process has grown from an increasing knowledge of mining conditions as stoping has progressed, to the extent that reinforcement requirements have decreased by 50 to 75 per cent depending on local circumstances. Changes to mining practices have significantly assisted and influenced this process.Empirical observations of ground behaviour, assisted by a deliberately selective extensometer monitoring program, provided the stimulus for early changes to ground support and reinforcement practices. Further optimisation of the ground support and reinforcement effort is being pursued through an active monitoring, measuring and analysis program. Ultimately, situation rather than site specific design will ensure continuing high quality ground support and reinforcement installations. However, local structural and lithological factors will continue to become more critical as the optimum position is reached.

Stawell Gold Mines Pty Ltd operates two underground decline mines within the township of Stawell. An active exploration program and commitment by owners to improving the ore reserves has led to an improved mine life and reduced operating costs since the purchase of the operation by Mining Project Investors and Pittston Mineral Ventures in late-1992. Over the past six years of operation a cumulative 1 150 000 ounces of gold have been added to the mineral inventory. An improved geological understanding of the orebody has evolved over time increasing the ore reserves and allowing the development of long-term plans for the mines future. This has enabled important capital decisions to be made providing the impetus for improved productivity and thereby reduced operating costs. Co-operative mine planning and mine geology utilising best practice geological systems have enabled the effective extraction of a structurally complex and mineralogically varied deposit within a rural Victorian township. Detailed metallurgical research has improved the function of an aged and poorly designed circuit to boost the mill capacity whilst also improving the metallurgical recovery. The combination of metallurgical expertise and an understanding of the geological setting enable an effective control of metallurgical recovery.

In a previous study, various pyrite depressants were examined to improve the flotation performance of a copper-sulfide ore. Optimal results from this study were used to examine the effect of elevation on recovery and grade. Tests were conducted at elevations of 3350, 1735, 610 and -760 metres, consisted of five repetitive experiments for statistical analysis, and were performed both with and without airflow control. Tests were also performed in a glove box at Montana Tech to mimic the pressure conditions. Results indicate that both recovery and grade are dependent on pressure via bubble size and airflow suggesting that pressurised flotation cells should be considered for operations, particularly those at high elevation. Economics are extremely favourable for implementation because ensuing capital expenses are inconsequential with minimal time for return-on-investment.

It is very rare in the underground hard rock environment to find a deposit that is ideally suited to a specific mining method. Usually the irregular shape of the orebody will allow the deposit to be extracted by more than one mining method. During the prefeasibility stage, a number of conceptual mine designs are generally evaluated to see which offers the best method of extraction for the deposit. The selected method is usually based on key decision criteria such as the overall extraction of the orebody, the amount of metal produced annually and the unit cost of production. Often the prefeasibility study document will state that the project has an NPV of æxÆ million dollars. This statement can be made without any quantitative consideration of the likely risks of the mining methods reviewed or the level of confidence in the estimation of the NPV. By assigning a probability of failure to each component of the mining cycle a measure of the risk for each method can be determined. One mining method may provide the highest NPV when it is performing well, however, there may be a higher risk of a major failure impacting on the performance of that method, eg the failure of a mass blast of a crown or rib pillar. This paper will present a flowsheet approach to the use of risk analysis for determining the likely production rates of different mining methods. This framework allows the annual metal output to be estimated and from this the NPV for each method. A level of confidence can be applied to the estimated NPV for each option. An example will be presented on how this technique has been used within the Normandy Group.

Development of the Davcra flotation cell has continued over the past seven years. Preliminary testwork on single cells has now been extended to a com- plete Davcra flotation circuit, to cells ranging from 5 to 400 tons per hour capacity and to cells operating on a variety of materials. Operation of both test and production units has shown the Davcra cell to be competitive with conventional flotation machines. It offers a lower capital cost installation than conventional cells and in addition has a number of. operating advantages, particularly in its adaptability to automatic control.'

As a result of cheap Maui gas and plentiful hydro-electricity, over the past few decades New Zealand has enjoyed some of the cheapest energy of any OECD country. The situation is changing; at best we are facing some radical changes in energy use, at worst we are facing a crisis resulting from the following:   Cause 1: Maui gas will be exhausted by 2012. Distorted pricing and supply contracts; resulted in Huntly Power Station, a coal mine mouth generator running on 70 per cent Maui gas until very recently!   Cause 2: Investment in new generating capacity (and transmission) is woefully inadequate; as a result hydro lake levels are being continually pushed to the limits.   Cause 3: Distorted thinking is everywhere, for example; æWe will find more cheap gasÆ. æGas is clean û coal is dirtyÆ. Hot air  û ægreen alternatives such as wind generation will save usÆ. æNo NuclearÆ. The outcomes of the distorted thinking will be price increases, then shortages (there is nothing like "black-outs" to focus national thinking) and finally recession.   But what can NZ do? - Mine Coal. Coal jump-started the industrial revolution, it can provide the transition to post-gas and oil. NZ has the second highest reserves of coal per capita in the world, yet we use less that any other country with significant coal reserves. Our exports of our best coal have increased threefold, yet out own consumption has remained static at about 1-1.5 Mtpa for the last 30 years. Our coal is NZ owned and inexpensive relative to other energy sources, even allowing for infrastructure and environmental costs.   What can we do? We as mining professionals can promote informed responsible development and investment in the country's mining and energy business. We can galvanise public opinion on issues such as æunbundlingÆ our entire energy chain from mine-to generator-through transmission, even if the nuclear issue has to wait! With oil above US$70/bbl substitution is feasible. For individuals, there is always solar!

International codes of practice offer broad definitions with respect to the classification of resources in terms of risk. Specific guidelines and protocols, to analyse sample data, carry out geostatistical appraisals, develop geological models and finally estimate and classify resources, are not addressed. Neither are detailed requirements for engineering mineable reserves from estimated resources. In addition, international codes of practice fail to distinguish between types of deposit, other than in broad terms, as for example, The AusIMM JORC Code (JORC, 1999) which makes reference to diamond and coal deposits. The objective of this paper is therefore to set in motion the process of specifying detailed protocols, acceptable to the international community, for the assessment, reduction and management of risk associated with the development and extraction of mineral deposits. Ordinarily, the main risks and issues encountered during the process of estimating resources and subsequent conversion to reserves, encompass:failure to understand relevant geological controls of mineralisation; validation of grade interpolation; optimism in geotechnical appraisals of dilution and stability and the consequent selection of inappropriate mining methods; metallurgical modelling of minerals and contaminants reporting to concentrates; appraising the hydraulics of heap leaching and the numerous factors that can affect recovery; difficulty of managing metal price cycles and changes in regulations within the constraints of long-term mining plans; and development of better evaluation techniques for mining ventures. Uncertainty is inherent in estimation and engineering work, and its identification, reduction and management should be a fundamental goal of all involved in the mining industry (Figure 1). Variability may be reduced by:following internationally accepted practices for the collection, manipulation and analysis of geoscientific data; and verifying that the procedures actually performed meet the associated standards. Increasing amounts of data will also reduce uncertainty, but only if the procedures used to collect and appraise such data follow the relevant procedures. It is thus the aim of a series of papers in preparation, Beniscelli et al (in prep), to put forward detailed guidelines, for:project sponsors û to provide a global view of the work and documentation needed to support requests for funding various phases of project development and budget approvals; geologists û to indicate a checklist of the requirements and standards for the exploration and estimation of resources; and engineers and economic analysists û the protocols for characterising, modelling, engineering and evaluating the extraction of reserves. It is therefore hoped to encourage the development of consistent standards for declaring reserves within the mining industry. Data from projects and operations will be utilised to illustrate the benefits of adopting a rigorous approach to estimating resources and engineering reserves, Beniscelli et al (in prep).

Aberdare North Colliery is situated on the eastern boundary of the City of Cessnock in the Hunter Valley, New South Wales. Although the area is now noted for its wines and vineyards, the district has a long history based on coal mining. The richest coal seam in the Cessnock district is the Greta Seam, a low ash, high volatile steaming or gas making coal. The seam, up to 10 metres thick, extends over a large area surrounding the city of Cessnock and neighbouring townships such as Bellbird, Aber- dare, Kearsley, Neath, Ellalong, Kurri Kurri and Stanford Merthyr. The Aberdare Colliery, leases, which extend under Aberdare and Cessnock townships, were first worked in 1905 and continued developing pillar panels until the mine closed on 11 Nov- ember, 1960. Coal mining to this time consisted mainly of developing pillars to the 2.4 metre parting and, in some areas, dropping the top coal to the 6 metre parting, thus leaving the pillars intact, the top 1.8 metr-es of coal be- ing left untouched due to the high sulphur content. The boundary element method is one of a number of tools that have found wide application in geomechanics for mine design and stress analysis. Two examples are presented in this paper, illustrating the use of the boundary element method to find potential problem regions in large-scale excavations. These examples are from a Papua New Guinea open cut mine and an Australian sub-level caving operation. Because of the scale of the mines and the complexity of the excavations, the boundary element method is the only practical numerical modelling technique to account for the major influences. Although the boundary element method uses only linear elastic models of the rock mass, the paper illustrates techniques for dealing with non-homogenous and anisotropic rock masses, as well as clasto-plastic effects associated with an excavation.
