There was optimism on 14th Street on April 22, Earth Day. We only have the report second hand because the demonstration conflicted with another appointment. Fifth Avenue was closed to vehicular traffic from 14th Street to the Park for a few hours and the crowd that showed up to promenade rivaled anything that can be imagined, even one at a country fair in Merry Old England. Certainly the domestic animals were there and the costumes were wild-as they are almost any day on 5th Avenue. However, the mood was friendly, happy and optimistic according to one of our neighbors who filmed and taped interviews with some of the characters. People think the air is going to be clean, and the water pure in the future. Land is going to be treated with respect. Even if the demonstration temporarily fouled the streets with litter, it served the purpose of dramatizing awareness. In talking to our friend about his experiences we didn't miss the opportunity to sound out his impression of whether or not people recognize that no group of people nor industry has a monopoly on pollution.

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. There is nothing particularly new about the use of sinter in a blast-furnace burden. For many years flue dust has been sintered at the various blast-furnace plants to put it in a form that could be recharged to the furnace with some assurance that it would stay in the second time. This paper is not a compilation of scientific data but only an attempt to give our experience with sinter. There are some unexplained discrepancies in the tests given here, such as the flue dust produced and iron tonnages, but the results given are the results that were obtained. Sinter is not the cure-all for blast-furnace problems. A good coke is still the most important factor in good furnace operation. However, good sinter is a big help. As flue dust is produced under varying operating conditions and fluctuates greatly in carbon content, it is difficult to produce from flue dust alone a uniform sinter, which will give satisfactory blast-furnace results. Sinter made from flue dust alone will change in character with every carbon variation. Almost invariably flue dust contains carbon in excess of the amount necessary to make good sinter, and this excess must be burned out. This, of course, necessitates reduction of the speed of the sintering machine and thus a decrease in tonnage. An alternative is to dilute with a carbon-free material to use up the excess carbon. High-carbon material when sintered results in a very dense, undesirable product, since the excess heat melts the charge into a hard, nonporous mass, and tends to form refractory silicates. At the Republic Steel plant in Cleveland, there had existed since 1924 a continuous-type sintering machine having 224 sq. in. of grate-bar area, capable of producing 9 to 11 tons of sinter per hour from flue dust. Under a former management, it was the practice to sinter only the flue dust from the blast furnaces, no attempt being made to recover the gas-washer sludge. As the dust was limited, the plant operated only part time. In other words, there was a sintering plant representing considerable investment, with good facilities for screening and preparation of raw materials, and flue dust available for only part-time operation. The sinter produced was costly and not a very desirable product. The first step was to install equipment for the recovery of the gas-washer sludge. This was done in the form of two large thickeners and a filter, which have proved very satisfactory. It was then decided to screen out the minus 3/8-in. fines from the Mesabi ores, mix them with flue dust and coke breeze when necessary, and operate the plant at full capacity. The tonnage increased to 18 tons per hour and the product was much improved. Sintering costs fell and the product was a preferred blast-furnace material, which on an iron unit cost compared very favorably with good Mesabi ores. The total estimated production of coal in the United States during the first century and a quarter of mining is shown in Table 20. This is the total of the production of the various states already shown in the various tables, and is believed to be the first statement of this sort made. No such table prepared from limited data can be accurate, but it is the writer's opinion that the totals shown are less than those actually produced. It was thought that this study would enable a reasonably accurate account of the movement of coal down the Ohio and Mississippi Rivers to be written. The searches made have shown that at this time the data do not exist from which such a study can be made, but some of the facts collected may be useful to future students.

(communication to the Secretary ?).-Dr. Pogue's presentation of the facts concerning the emerald deposits is very clear and convincing, and the only addition that I can suggest is a summary of previous theories of origin. He makes it evident that the pegmatite theory is the only one capable of explaining the existing relations, but upon certain details there may be some difference of opinion. If I understand the term pneumatolytic, it does not imply that all the elements concerned in a given deposit were transported as gases, but rather that the crystallization of these elements into the various minerals was favored by the presence of certain gaseous substances, notably H20, C02 and HF. It is highly improbable that the oxides of glucinum, aluminum, chromium, and silicon, which enter into the composition of the mineral emerald could have been transported in the gaseous form. The same is true of the metallic constituents of the parisite and other associated minerals. The explanation suggested, that solutions separated into liquid and gaseous portions, the latter ascending and forming the emerald in the upper portions of the rock only, therefore, seems to me untenable. When two formations exist side by side and one, A, is mineralized while the other, B, is barren, the possible explanations may he classed as (1) chemical, and (2) physical. 1. Some chemical feature of A not found in B might have caused crystallization of certain minerals in the former, which did not appear in the latter. In the present instance both rocks appear to be so similar chemically that no such effect can be looked for. Pogue mentions carbon as a possible precipitating agent, but describes both formations as carbonaceous, so that the difference in the minerals of the two can not be thus explained.

INTRODUCTION. THE following general survey of the character and present condition of the silver-mines of Mexico, though not offered as a detailed treatise, has been prepared with care, is believed to he generally up-to-date, and is offered as a summary which may be found useful by mining engineers. Mexico has ranked for several centuries first among the silver-producing countries. It is now second as copper-producer, and seventh as gold-producer, with a fast-increasing output every year. The total amount of capital invested in its mining- and smelting-works is more than $250,000,000, while the yearly metallic production is $160,000,000. There are more than 20,000 recorded mining properties. The silver-mines of Mexico represent deposits of three principal classes: (1) veins and stock-works in eruptive rocks; (2) fissure-veins crossing the crystalline schists, granite, diorite, etc. ; and (3) veins and replacement-deposits in limestone. The true fissure-veins in some districts contain (in value) more gold than silver. In other deposits, the silver is decreasing in depth, leaving galena and zinc-blende as the principal ores.

Oil and gas development in Louisiana during 1935 brought this state at the close of the year up to fourth place in the nation as a producing area. A review of development in North Louisiana centers around Rodessa, the most important reserve discovered in this area in many years. While the producing limits have not been defined, this discovery is one of the major developments of the year. New gas fields were discovered in Lincoln, De Soto and Bossier parishes. The Lincoln Parish discovery, completed flowing a highly saturated gas from the Glen Rose, further indicates the importance of deep-seated prospects in the interior salt-dome area. Minor extensions were made at Sligo and Pine Island. During the year, 126 oil wells and 103 gas wells were completed in North Louisiana as compared with 144 oil wells and 68 gas wells during 1934. The North Louisiana oil production was 9,617,405 bbl. as com-pared with 9,274,050 bbl. during 1934, an increase of 343,355 bbl., while the gas production increased 18 billion cu. ft. in 1935 over its 1934 figure. The Louisiana Department of Conservation gage of Nov. 1, 1935, shows an open-flow capacity of 4,563,725,000 cu. ft. per day from 941 wells in the Monroe field and 682,770,000 cu. ft. from 159 wells in the Rich-land field. A great deal of leasing continues in North Louisiana as a result of the Lincoln Parish discovery and development in the Rodessa field, especially in Bossier, De Soto, Winn, Lincoln, Bienville, Webster, Ouachita and Richland parishes. South Louisiana's position as an area of important reserves was further proved during the past year. Increased drilling resulted in the discovery of seven new fields: Lafitte, Garden Island Bay, Tepetate, Bunkie, St. Martinsville, Jeanerette and Big Lake. New sands or producing horizons proved productive in 15 of the proven fields. The total oil production for South Louisiana during 1935 was 40,731,-056 bbl. as compared with 23,255,437 bbl. during 1934. There exists an unconfirmed opinion among many ironmasters that the combination of a small quantity of manganese, chromium, titanium, tungsten, aluminium, nickel, and some of the metalloids with iron has a beneficial effect upon the quality. And the impression prevails in some localities that the excellence of steel greatly depends upon the influence of some of these elements. Brit as the recorded experiments are so meagrely described, and made under such various conditions, the student in search of information upon the subject is somewhat bewildered by the contradiction of the opinions expressed. Observing some interesting phenomena while experimenting with an alloy of iron, copper, and nickel, I was led to determine the effect of some of the metals upon iron as free from contamination by other elements as it is possible to procure in practice, in order that the result of an alloy of an individual metal with iron might be more closely studied; for it is almost an impossibility to determine the influence of a small amount of one element upon a metal combined with a large amount of another, and the mere presence of another sometimes makes this difficult. And as most of the experiments recorded upon this subject have been made with iron containing sufficient carbon and other elements to interfere with the effect of that metal the influence of which it was desired to observe, I have endeavored to avoid these sources of error as far as practicable. Parabolic rate constants were determined for the formation of wiistite by the solid state reaction between magnetite and iron. The reaction was diffusion controlled and inert marker studies indicated that the mass transport through the wiistite layer was accomplished by means of iron migration. Relationships between rate constants and self-diffusivities are discussed. The transport capacity for iron through dense wustite layers was found to be sufficient to carry on reduction, even in gaseous reduction processes. REDUCTION of iron oxides has been the subject of many investigations. Most of the work, however, has been done on rather crude material and there have been difficulties in correlating the data on a quantitative basis. The reverse process of the oxidation of iron has been studied more thoroughly and usually by starting from the pure metal. As a result, the mechanisms of oxidation are now fairly well known.It has generally been found that the oxidation of metals follows the so-called parabolic 1aw;Q hat is, when the oxides are formed as dense layers, their thicknesses are proportional to the square root of the reaction time. This parabolic law follows directly from Fick's first law of diffusion The flux, J, is defined as the quantity of diffusing substance passing per unit time through unit area of a plane at right angles to the direction of diffusion. This flux is proportional to the concentration gradient of the diffusing substance, and the factor D, known as the diffusion coefficient, is introduced as the proportionality factor with dimensions of (length)'/time. If the flux is measured as the increase of thickness of the oxide layer (Ax) per unit time (t) and the assumption is made that the concentrations of the reactants at the phase boundaries of the layer are independent of time, Eq. 1 reduces to Integration of this expression yields the parabolic function ax = k . t. [31 The product of the diffusion coefficient and the concentration difference across the oxide layer is included in the constant k. When iron is exposed to a highly oxidizing atmosphere, the oxide phases are formed normally in a topochemical fashion, i.e., the interfaces between the phases maintain parallel positions to the original surface of the specimen. Above 570°C, the phases are orientated usually in the order of iron, wiistite, magnetite, and hematite, a condition in conformance with the requirements of the Fe-0 system. Below 570°C, the wiistite phase is unstable and has not been found as a normal constituent in the oxidation products of iron. There is a strong probability that continuous layers of the solid oxides are formed as the specific volumes of the phases increase in direct order from iron to hematite.' , ' Regarding mass transport through dense solid oxide layers, Wagner' has postulated that diffusion in oxides generally may be interpreted as migration processes of ions and electrons. There must be normally a concentration gradient across the growing oxide layer for diffusion to occur. This condition requires that there be deviations from the ideal stoi-chiometric composition of the oxide and accordingly deviations from the strict order of an ideal lattice. Such "lattice defects" include interstitial ions, cation and anion vacancies, quasi-free electrons, and electron holes and are decisive for all migration processes.' Cations, anions, and electrons all may have some mobility in the oxides but the movement of one of the particles generally far exceeds that of the others. Previous work', 1,2,7 has shown that during the oxidation of iron the migration through the wiistite layer, and probably also the magnetite layer, is confined to the movement of iron ions. Migration through hematite, however, has been found to take place by oxide ion movement. These behaviors are in direct agreement with the type of vacancies present in the respective oxides. Reduction of Iron Oxides The gaseous reduction of iron oxides, like the oxidation of iron, takes place in a topochemical fashion at distinct interfaces between the appearing phases."-'" Porosities might be expected in these reaction products, since their specific volumes are less than that of the starting material. Frank and van Der Merwe" have shown, however, that it is theoretically possible for nonporous layers to form if the degree of misfit in specific volume is less than about 15 pct. INTRODUCTION The Climax Mine is located on the continen¬tal divide, on Fremont Pass, about 145 Km south west of Denver, Colorado. Molybdenum, along with the by products, tungsten, tin, and pyrite are produced from both the open pit and under¬ground operations. The underground operation utilizes a panel caving mining system, and produces in excess of 27,000 mt per day. In the mid 1930's, the Climax mine began changing from a grizzly level layout to the slusher drift system which is still in use to¬ day. Over the years, the slusher drift layout has been refined to correct, improve, and sim¬plify minor operational problems. In common with most older hardrock mines, the development equipment used at Climax was the standard rail mounted, pneumatic mining machinery. This type of equipment remained in use, at least to some degree, until about four years ago. For production, 112 Kw electric slushers were used, while mine traffic was rail with trolley locomotives. The activity in exploration and in the acquisition of prospective oil lands that reached such a high level in Colombia during 1936 gained momentum and reached unprecedented proportions during 1937. Both national and private lands were taken up. In the Magdalena Valley above Puerto Berrio, leases on large tracts of private lands are held by Richmond (Standard of California), Shell and Texas. Tropical also owns leases covering a block of acreage in this area near Honda. From Puerto Berrio to El Banco most of the acreage is of national ownership, and concessions covering parts of this area have been granted to Tropical, Socony Vacuum, Shell and others, while applications for additional concessions are pending. Latterly leases on private lands below the Lebrija River have been taken out by Shell and Richmond. In the drainage basins of the Meta and Guaviare Rivers of the Llanos region of eastern Colombia, several of the major companies have carried on geological exploration and it is understood that some private properties have been leased or optioned. Under Colombian law, subsoil rights are reserved to the nation on all lands that passed from Government ownership after Oct. 28, 1873. The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. J. S. Vanick,* Washington, D. C. (written discussion).—To those who have been confronted with the study of the gas-metal reactions, this paper is a most welcome contribution. My personal interest in work bearing upon this general problem, stimulated by an appreciation of the difficulties inherent to problems of this type, prompts a few words of discussion. Table 2 of the paper shows a gradual increase in the nitrogen content with an increase in pressure, and an interpretation follows in which nitrogcn is used as the compressed medium when the conditions admit that cyanogen gas could be active as a contaminating ingredient. Fusions of electrolytic iron made in the induction furnace in an atmosphere of deoxidized nitrogen and out of contact with contaminating materials have shown no microscopic evidence of -a nitrogen increase; using a refractory-lined graphite crucible in the furnace under the same conditions or admitting air often resulted in the occurrence of nitride needles in the solidified melt. These results suggested that a nitrogenous compound served as a vehicle for the introduction of nitrogen and that such compound was not available when the pure gas and carbon-free refractory were used. The fusion of pure iron in pure nitrogen is perhaps a matter of theoretical interest. The author's work serves a more practical purpose when applied to steels rather than iron. Table 2 reports the absence of nitride needles in melts made under pressure of one atmosphere, although the quantity of nitrogen present would seem to exceed microscopically detectable percentages. In some recent work29 on carburized iron, nitride needles have been observed in areas analyzing as low as 0.015 per cent. nitrogen. This low percentage of nitrogen would indicate that the solubility limit is less than 0.030 per cent. for hypoeutectoid steels. There is the possibility that the areas of pearlite which exist in a hypoeutectoid steel restrict the distribution of nitrogen and limit its presence to the ferritie fields. In view of this work and the references quoted by the author, I am led to expect that the value for the solubility of nitrogen in solidified iron may approach

There is a growing demand for pure and cheap material for fine open-hearth steel; a material not only very free from phosphorus, but from carbon and silicon; so that it may he rapidly converted into steel. Iron and steel scrap are not trustworthy as to quality, and they are often dear. There are three methods of purifying cheap materials for the open hearth. 1. Mechanical puddling, as done at Creusot, which removes 90' per cent. of the phosphorus from the pig iron. 2. Krupp's washing process (the conduct and results of which 1 fully described in a former paper*), which eliminates 70 to 80 per cent. of the phosphorus and most of the sulphur and silicon from pig iron. Neither of these processes would sufficiently purify, for very fine steel, those very impure pigs which are cheapest in many parts of the United States. 3. The process of producing directly from the ore an iron which is practically pure chemically, although mechanically mixed with the impurities of the ore. This is the oldest of iron processes ; one form of it, the CataIan forge, employed to produce charcoal blooms, is still in use, but its great cost is rapidly throwing it out of competition. Among the modern attempts to produce iron direct from the one, on a large scale and at a cheap rate, several have been in various respects successful. Dr. Siemens's process of treating a ton and a half or more of ore and the coal to deoxidize it, in a rotating gas furnace, and bringing out, in some four hours, a ball of chemically pure iron so soft that the fluid and impure slag may be sqneezed out of it, is the most attractive and the most highly developed of all the modern direct processes. I hare watched it, from time to time, since 1874, and have noted a steady improvement. It may now be said to have passed the experimental stage, although, like older processes, it must be adapted by practice to special materials. The cause which has been more potent than all others, including the defects of the best direct processes, to bring these processes into disrepute, is the wasteful treatment of the direct product. With one or two exceptions (when failure mas due to other and obvious causes), the direct product has been made into wrought iron (weld iron). Even Dr. Siemens has, at Towcester, in England, and at Park, Bro. & Co.'s, in Pittsburg, set up his apparatus for this purpose. Is it likely that

The ore, as it is raised from the mine, has all average assay-value of $11 per ton, chiefly in the form of free gold. All the ore goes directly to the stamp-mills, of which there are two. The older and larger mill contains sixteen batteries of five stamps each, with one Frue vanner to each battery. The new mill has eight batteries of five stamps and two Frues to each battery. The large mill is driven by Leffel turbine wheels, with a pressure of eighty feet, and a consumption of 600 miners' inches of water. The smaller mill is driven by "hurdy-gurdy" wheels with a pressure of about 550 feet and a consumption of 150 inches of water. At both mills the tailings from the stamps pass over about 20 feet of plates on their way to the Frues. In each set of plates the first or upper one is copper, the rest are so-called silver plates. The bullion from the stamps is about 800 fine in gold and 200 in silver. The concentrates from the Frues average from 11/4 to 1 ; per cent. of the ore stamped. They very rarely exceed 2 per cent. I was unable to get the exact assay-value of the concentrates, but it is said to vary between $100 and $200 per ton. The concentrates are treated at the chlorination works at the rate of one hundred tons per month. The capacity of the works is somewhat greater than this, but as the supply of concentrates is limited it is not deemed advisable to work them up any faster. Care is taken to keep the concentrates always damp until they are put into the roasting furnace. If this is not done, a decomposition of the pyrites begins, forming lumps which do not roast, and which consequently cause a loss of gold in the residues from leaching. A Fortschaufelungsofen is used for roasting. Its dimensions, incloding fire-box, are 12' X 80'. The hearth is one continuous plane, but the charges, of which there are three in the furnace at one time, are kept entirely separate. INTRODUCTION THE Wisconsin zinc district, or the Upper Mississippi lead. and zinc district as it is also termed, lies in the southwestern corner of Wisconsin, and embraces adjacent portions of Illinois and Iowa. It includes Iowa, Grant, and Lafayette counties in Wisconsin, and Jo Davies county in Illinois. In Iowa, Dubuque formerly produced considerable lead, but there has been little mining there in recent years. The map, Fig. 1, shows the entire district, with roads, railways, streams, and the various towns, or "camps," around Which the mines. are clustered. The hatchwork indicates the areas iii which lead and zinc have been mined. The district is about 60 mi. (96 km.) north and south and about 40 mi. (64 km.) east and west. Not all of the territory is mineral bearing, and there are considerable areas that are believed to be barren. The grouping of the mines is patchy and irregular, though certain broad zones of mineralization extend almost the full width of the district, as from Mineral Point west through Mifflin and Livingston, and from Shullsburg west through New Diggings and Hazel Green. It is worth noting that the best mines of the district have, to date, been found within 10 mi. east or west of the fourth principal meridian line, thus lying within a long, narrow, north-and-south belt extending the length of the district. In a field as large as the Wisconsin, which has only within com-paratively recent time been worked intensively for zinc, the. chances are good for, opening new and important orebodies in parts of the district not yet, or insufficiently, prospected. However, the prospecting has been most successful around, or adjacent to, the old lead diggings of nearly a century ago, and the camps that were well known then are still centers of activity. In their order of importance they are: New Diggings, Benton, Mifflin-Livingston, Galena, Linden, Hazel Green, Shullsburg, and Highland.
