HOWARD H. PRESTON, professor of economics and business at the University of Washington, presented a paper before the North Pacific Section, A.I.M.E., on Jan. 23, on the "Economic Aspects of Gold and Silver." He carefully reviewed recent governmental actions that have affected those metals and gave an interpretation of their effects. A brief excerpt from his address; follows: Including the proclamation of March 6, 1933, the principal steps of the present Administration which have carried the United States off the gold standard and led up to the present program have been: (1) The Presidential proclamation of March 6 controlling gold. IN these days of special legislation for the benefit of various industries one might well consider one branch of human endeavor intimately associated with engineering-that of patents and patent litigation. It is estimated that 85 per cent of all industries in the United States are based directly or indirectly on patents. Most inventors are engineers, and most patent litigation pertains to the engineering industries. It is fitting, therefore, that engineers should be vitally interested in discussing patent affairs, particularly as inventors are not a professional group, and invention is mostly a transitory phase incident to the development of specific industrial problems.

The distribution of sulfur in iron was found to be dependent upon the time and temperature of the treatment as well as the chemical composition of the sulfide. With higher temperatures, the sulfide phase spreads more extensively between the iron grains. A complete network, however, does not form until approximately 1300°C (2372°F), ot which temperature the dihedral angle approaches zero. Silicon has little effect on this change. Aluminum, oxygen, and manganese all modify the temperature of sulfide network formation to a higher value. The microstructures which result and have significance in relation to hot-shortness are discussed. SULFIDE inclusions in steel were recognized by metallurgists before the turn of the century. Considerable attention has been paid to them, and numerous studies have been made on the working properties of steel as affected by them. It has been suggested that ho t-shortness of steel is due to the presence of an enveloping liquid sulfide film at the grain boundaries of the steel in the range of the hot-working temperatures. However, several facts have been observed in commercial steels which do not seem to be completely consistent with this explanation: 1) the frequent absence of continuous films of sulfide as observed under the microscope, 2) the absence of hot-shortness in some high sulfur and resulfurized steels, and 3) the limitation of hot-shortness to a definite temperature range. The role that manganese plays in steel to eliminate hot-shortness is well known, but the theory behind it is still under question. Moreover, the effect of de-oxidizers such as aluminum and silicon, and the effect of oxygen are still not clearly known. In this study, the effect of heat treatments and of additions of manganese, aluminum, silicon, and oxygen upon the distribution of sulfide inclusions in iron was investigated. Both the as-cast and the heat treated structures were studied, using microscopic and autoradiographic techniques. Part of the results were interpreted in terms of Smith's' concept of microstructure. Review of Literature Metallurgists used to consider sulfide inclusions as suspended particles. It was Wohrman' who first pointed out that sulfide inclusions are soluble in liquid iron. Many observed facts may be understood on the basis of this concept of solubility. Wohrman found that small castings contain small inclusions. and larger castings contain larger ones. Also, inclusion sizes are smaller near the chilled surface. For the same size ingot, the average inclusion size in a given heat of steel depends upon the rate of solidification. THERE has never been a great civilized nation which did not have a mining industry; civilization cannot flourish without metal mining. Without tools we can have none of the 'industries that are the foundation of civilization and without metal mining we cannot produce the material of which tools are made. Therefore, if we have no metal mining we have no metals, no tools, no civilization. An example to illustrate this may be drawn from a recent article in the Saturday Evening Post which described the run-down condition of modern Athens. Athens is nothing but a busted mining camp! In its palmy days the Greeks so applied the leasing system to the silver mines of Laurium that the royalties, paid the expenses of government and instead of a tax bill the inhabitants received a pay check. The Persians came over to capture these mines but the Greek navy was built to defend them. When the silver mines played out, Greek civilization declined.. Our mining must continue if our civilization is to continue.

The occurrence of annealing twins in high-purity aluminum resulted in the formation of grain boundaries having orientation relationships which correspond to a high density of coincidence sites. The results provide support for the coincidence site model and indicate that large-angle coincidence boundaries have lower free energies than large-angle noncoincidence boundaries. Observations are presented concerning the coherent structure of twin interfaces in aluminum and the importance of inter-facial energy in preferred orientation. RECENT experiments1 have shown that when an annealing twin is formed during grain boundary migration in zone-refined lead, a large-angle random boundary is replaced at the growth front by a large-angle coincidence site boundary. The coincidence site orientation relationships obtained by twinning were of the type considered by Kronberg and Wilson,2 Frank,3 and Dunn.4 On the basis of the theory of annealing twins advanced by Fullman and Fisher,5 these observations indicate that the energy of a coincidence site boundary is less than the energy of a random boundary by an amount which exceeds the energy of the coherent twin boundary. This energy difference between the coincidence and random boundaries must be at least about 5 pct since the ratio of twin boundary energy to grain boundary energy in zone-refined lead is 0.05 * .014.6 Fullman7 has found that the twin boundary energy in aluminum is about 21 i 5 pct that of a large-angle grain boundary. A twin boundary energy as large as this would be expected to exclude the formation of many coincidence site grain boundaries, especially those which have a relatively low density of coin- cidence sites. Therefore, if the coincidence site model is a useful interpretation of certain large-angle boundaries, then it would be predicted that only coincidence boundaries which separate adjacent crystals with a relatively high density of coincidence sites may be obtained as a result of twinning in aluminum. The present experiments provided a means of testing this prediction since annealing twins occurred during the growth of recrystallized grains into striated, melt-grown single crystals of zone-refined aluminum. EXPERJMENTAL PROCEDURE A striated single crystal of zone-refined aluminum, about 1 cm sq and 37 cm in length, was obtained during zone melting of aluminum of 99.996 wt pct starting purity in a graphite boat under helium atmosphere.8 A molten zone of 2 to 3 cm in length, which was maintained by induction heating. was passed along the length of the bar for eleven passes at a rate of 0.9 mm per min. An additional final pass was given at a rate of 0.2 mm per min. The center portion of the zone-melted bar was characterized by an electrical resistivity ratio between room temperature and 4.2° K of 8000 to 9000. Single crystals of 1 to 2 cm in length were removed from the center section of the zone-refined bar and electrolytic ally polished in a 2:l solution of methyl alcohol and concentrated nitric acid. The specimens were then chemically polished in Alcoa R-5 solution. X-ray analysis of the single crystals indicated the presence of striations or lineage substructure having misorientations as high as 2 deg. New, recrystallized grains were introduced into each striated crystal by the technique of artificial nucleation and growth, previously described.9 During the growth of the recrystallized grains at 300' to 600°C in argon, it was sometimes found that a

The effects of solutes on the distribution of two-dimensional configurations of grains in zone-refined tin have been studied. When solutes with partition coefficients (ko) greater than unity are added, three-sided pains become more prevalent and the growth law changes. It is shown by electron-Probe micro-analysis that a solute buildup occurs ahead of a moving grain boundary when ko > 1. It has been found recently1, 2 that solutes with partition coefficients greater than unity have a larger retarding effect on grain growth than solutes with k, less than unity. ko is defined as the ratio of the concentration of solute in the solid to the concentration of solute in the liquid with which the solid is in equilibrium. Niessen and winegard2 have suggested that this effect is probably due to the complex shape changes which occur during the process of grain growth and that no theory based on single boundary motion3-5 can explain the results. They suggested that the dissociation of the unstable fourfold junction was delayed in alloys where ko was greater than 1 because the boundaries at the junction had to move into a region of high solute concentration. If indeed this mechanism were correct, it was felt that not only would the dissociation of fourfold junctions be affected by the solute buildup ahead of the boundaries, but the collapse of three-sided grains would be impaired. These combined effects would naturally lead to a modification in the distribution of the number of sides per grain seen on a two-dimensional section. The present investigation was undertaken to test these hypotheses by examining the grain-growth process in detail. EXPERIMENTS The Distribution of Grain Configurations in Zone-Refined Tin as Seen on a Two-Dimensional Section. Following the method of Bolling and Winegard,6 zone-refined tin was cast into button-shaped specimens and, subsequently, plastically deformed under a drop hammer at room temperature. The resulting flat coin-shaped samples were annealed at 200°C, some for 50 sec and others for 100 sec. The specimens were then examined to determine the distribution of the number of sides per grain, i.e., the num- ber of crystals adjacent to any particular grain in the section. For simplicity, the grains were classified as three-sided, four-sided, and so forth; this concept is schematically illustrated in Fig. 1. As indicated by smith,' it was necessary to examine every grain within an enclosed area to obtain a proper distribution of the relative frequency of each type. Although nickel was in use in alloys long before the Christian era, the metal was not discovered until 1751, when Cronstedt recognized it in niccolite from Sweden. The Chinese apparently used a nickel alloy, known as "pahfong" thousands of years ago and Persian coins dating farther back than 200 B.C. consist of a copper-nickel alloy similar to some of those now in use in coins. The pure metal was first prepared about 1775 and the metal was refined for commercial purposes some years later. The nickel industry did not attain much prominence until the ores in New Caledonia were discovered. Exports of ore from that country began in 1875 and since that date there has been an ever-increasing world output of nickel and a great expansion in the uses of the metal except during short periods of commercial and industrial depression. Previous to 1875, for a number of years, Norway was the chief producer, although the metal was mined also in Sweden, Finland, Italy, Germany, Austria, France, China, the United States and other countries. With the discovery of nickel deposits in the Sudbury district, Ontario, a new factor was introduced into the nickel industry and Sudbury has since become the overwhelmingly dominant feature in the world's nickel markets. Although nickel was first discovered in Canada as early as 1848 near the north shore of Lake Huron and nickel-copper sulfides were found in 1856 by surveyors working close to the present location of the important rnine at Creighton, in the Sudbury field, it was not until 1883 that any importance was attached to this field. In that year copper sulfide attracted attention where the main line of the Canadian Pacific railroad was being projected across Canada to the Pacific coast. Mining began near this discovery in 1889 but in the meantime operations had begun in 1886 in other parts of the field and by 1890 about 100,000 tons of ore had been raised. In the Sudbury field, as in Norway and at the old Lancaster Gap mine in Pennsylvania, the ore was first mined for its copper content and difficully in the refining of the copper led to the discovery of the important proportions of nickel in the ore. IT is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel was the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 miles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in. one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This range extends from the southeast of France to the frontier of Hungary, between Italy and the plains of southern Germany. The contour

In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. It is customary to measure C and 0 in some form of shear test—usually a triaxial compression test—on core specimens sampled from the rock, and as far as the author is aware the present case is the only one in which, as far as overall stability is concerned, such tests are

MR. Woo's succinct description of the mining and smelting of silver-lead in Mongolia, with the roasting-and-reduction process and cupellation, has much interest as a picture of methods that not only may have been in use, as he suggests, a thousand years ago, long before the existence of mining schools or chemical laboratories, but probably vary little, if at all, from the practice of prehistoric times, when King Priam's handsome silver vases, cups and bowls were formed. For it is highly improbable that such large objects were made from comparatively rare native silver, and the metal must have been smelted from ore, and most likely in great part from galena,, with cupellation of the lead. Dr. W. A. P. Martin, in his excellent book on the Lore of Cathay, points out that Chinese alchemy is over 2000 years old, antedating the European by at least six centuries; and he infers that the Chinese skill in metallurgy and many branches of practical chemistry owes its origin to " those early devotees of the experimental philosophy who passed their lives among the fumes of the alembic." Those alchemists, however, may have more likely derived some of their leading ideas from the mys terious, and at that time wholly unexplainable results observed in already very ancient metallurgical processes; in which, for example, certain stones were transmuted, as it were, into metals widely divergent in character from their ores, and even silver and gold were obtained from the most unlikely-looking mate rials. It is therefore, in any case, not improbable that the Chinese may have preceded western nations in the discovery of metallurgical methods. At all events, it is now evident that the Japanese acquired these arts from China, the former source of all their higher civilization. SO much has been written recently about the use of silver to replace scarce metals that certain facts about silver and its uses should be of interest. Figures for the production and use of silver, taken from the Handy & Harman annual reviews of the silver market, are given in Table 1. It will be seen that the rate of production has remained fairly constant and has been affected in recent years by the production of base metals, of which silver is a by-product. In each of the years 1937, 1938, and 1939, the U.S. Government acquisitions alone exceeded the entire world production, the difference, of course, being made up by imports of previously accumulated stocks. In 1940 and 1941 the U. S. Government acquisitions plus the United States and Canadian uses in the arts and industries exceeded the Western Hemisphere production. The U.S. Government pays a premium price for silver newly mined in the United States, at present 71.11c. compared with the price of 35'/8c. for foreign silver, with the result that the current U. S. production is not used commercially for the arts and industries. At the time this is written (June 1942) there is much uncertainty as to the future effect of this situation.

High-grade copper ore was discovered in 1932 in the long-dormant Mountain City (Cope) mining district, Elko County, Nevada. From 1932 to 1947, the one producing mine in the district, the Mountain City Copper Mine, produced 1,109,878 short dry tons of ore averaging 9.745 per cent copper, 0.274 ounces of silver, and 0.0057 ounces of gold per ton. The Mountain City Copper Mine is developed in eugeosynclinal rocks of Ordovician age, the Valmy Formation, which is part of the upper plate of the Roberts Mountains thrust. On the Valmy were deposited unconformably first, a elastic formation of Devonian or Mississippian age, the Grossman Formation, succeeded unconformably by a ·sequence of three conformable formations, the Banner, the Nelson, and the Mountain City. The Banner Formation probably is early Late Mississippian in age; the ages of the Nelson and Mountain City are not known precisely but are believed to be of Late Mississippian and Carboniferous(?) age, respectively. A thick formation of elastic rocks, limestone, and volcanics, the Reservation Hill Formation, has been thrust over the Mountain City. The age of the Reservation Hill is unknown but is presumed to be Pennsylvanian(?) and Permian(?). Several plutons of Cretaceous quartz monzonite intrude the Paleozoic formations; they and the intruded formations have been laid bare by erosion, and several sequences of volcanic rocks of Miocene and Pliocene age, and perhaps in part older, have been successively deposited on irregular erosion surfaces. The primary mineralization of the Mountain City Copper Mine is believed to postdate the deposition of the Nelson Formation and to predate the intrusion of the quartz monzonite. The primary ore bodies are lenticular in shape and are composed largely of quartz, pyrite, and chalcopyrite. The ore lenses, in general, strike northwestward and dip northward. They occur in the Valmy Formation within a definite stratigraphic sequence composed largely of shales with associated minor quartzite lenses. The ore is epigenetic. The principal ore body, the "200," was completely leached to the 200 level. Abruptly beneath the barren gossan was supergene copper sulfide ore, much of which assayed 50 per cent copper. The secondary copper minerals are sooty and massive chalcocite, bornite, and covellite. The supergene enrichment of the ore may have required a large part of Tertiary time.

Addition of 1 pct Mn to Fe-26 CY ca/(ses a12 increase in scaling rate at 870° and 1090°C. Whereas only the rhombohedral oxide, formrs on tire manganese-free alloy, with manganese present major amounts of the spinel .Mn0 . Pro-duced through which diffusion is more rapid. At 1090°C the scale formed OH Mn is highly, irregular due to blistering and sintering, This is a second cause of faster oxidation Since much of the blistered oxide does not participate as part of the protective layer. The oxide phases that form at different times depend on the degree to which the surface metal has become depleted, in manganese by preferential oxidation. PREVIOUS work has demonstrated that the oxide scales formed on chromium steels at high temperature consist of both spinel and rhombohedra1 phases and may contain considerably more manganese, especially in the spinel phase, than is present initially in the alloy.' It has further been observed that a binary Fe-26 Cr alloy scaled less rapidly than an equivalent commercial steel and formed no spinel.' However, it is not established if manganese in chromium alloys actually promotes formation of spinel nor if it affects oxidation resistance. It seemed expedient to try to evaluate the specific effect of manganese by oxidizing an Fe-26 Cr alloy containing a small manganese addition under the same experimental conditions as used for the manganese-free alloy.' EXPERIMENTAL Table I shows the composition in weight percent of the Fe-26 Cr-1 Mn alloy and of the Fe-26 Cr alloy used as reference. The alloy with manganese was prepared from the vacuum-melted Fe-26 Cr alloy by remelting in vacuum with the proper manganese addition. The ingot was rolled to strip and specimens 1.1 by 0.035 by 5 cm and 1.1 by 0.5 by 4 cm cut out or machined. As previously described2 the specimens were smoothed by abrading through 600-grit Sic paper, electropolished in acetic-perchloric acid (20 to 1) to remove 10 p of metal, annealed at 1100°C in 20 torr of purified argon, and electropolished to remove a further 10 p of metal. They were then either rinsed in water and methanol and blotted dry or immediately etched for 45 sec in deoxy-genated 4 N HC1 under cathodic polarization at 10 pa per sq cm. Oxidation runs were carried out in a vertical tube furnace in a flow of purified oxygen at 1 atm while the weight increase was recorded continuously on a* automatic balance.3 Alter 98 hr at 870.C or 20 hr at 1090"C the specimens were removed to flowing argon and observed microscopically for evidence of spalling as they cooled. Subsequently they were examined by X-ray diffraction, the oxides analyzed chemically, and metallographic cross settions prepared. RESULTS Figs. 1 and 2 show the oxidation curves of Fe-26 Cr-1 Mn at 870' and 1090C. The Fe-26 Cr reference runs are shown as dashed curves. Experimental details of the six runs are included in Table 11. The first 20 hr of run 1 is repeated in Fig. 2 to show the effect of temperature. PHYSICAL AND CLIMATIC DIVISIONS. PERU is divided into three regions-the coast, the sierra, or high mountainous region, and the a montana," or forest region of the Amazon basin. The Coast.-The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (garua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic or Humboldt ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. Near the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as produce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.-The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco. POWDER metallurgy has been established for some time as a novel method for manufacturing a great variety of articles generally specialties that could not be made conveniently by any other method. In this category are such parts as porous hearings cutting tools of sintered carbides, and electrical contacts in which the metallic constituents do not tend to alloy in the proportions employed. The industry, however, is now at a stage where it has begun to manufacture articles that can and have been made by other methods. Thus, powder metallurgy is now preferred technique for the production of numerous machine parts characterized by high strength, accuracy of configuration, and substantial lack of porosity. Manufacture of such machine parts from metal powders has no doubt been stimulated by the war, although the trend in this direction has been apparent for several years. In any case, quantity production of high-density precision pieces by ponder metallurgy is now in full suing in the United States, and such production can and should continue to expand during and after the war.

RESEARCH in the steel industry, as in other lines of manufacturing, has for its principal purpose the increasing of profits. That is what manufacturing companies are for, and all departments of the organization must be so coordinated as to lead to profitable operation. To divide a payroll into productive and non-productive labor is misleading. Productive labor, in fact, is necessary labor, and non- productive labor is the labor we can get along without. One might as well say that the steering wheel is not a part of an automobile as to say that the directing minds of an industry are non-productive. Legitimate manufacturing profits in a steel company or any other company are the reward that the public pays for service rendered or risk taken. The desire for profits is the impelling motive that leads investors .to take risks and build up industries that give employment to others. Every department of a company, be it executive, manufacturing, financial, sales, or research, must contribute to the one end which brings success-profits.
