Alkaline leaching with sodium carbonate solution adjusted to pH 9·5 to 10·0 preferentially dissolves thorium from a mixture of rare earth and thorium hydroxides. Rare earth sodium carbonates form in the alkaline leaching stage.These are converted to rare earth oxides for use as optical and ophthalmic polishing agents. Quadrivalent cerium is extracted under similar alkaline leaching conditions.INTRODUCTIONAustralia has made significant contributions to mineral chemistry and mineral dressing. As often happens with an industrially immature country, research investigations often outstrip the ability or desire of commerce to exploit them. It is wrong to think exclusively in terms of export of raw materials. Imagination assists in developing world trends. The chemical utilization of mineral sands has interested a group of investigators, chiefly at the Commonwealth Scientific and Industrial Research Organization (C.S.I.R.O.) and, more recently, in the mining industry itself. From an international point of view the highlight of this work was Newnham's (1960) process for the separation of hafnium from zirconium. Earlier work at C.S.I.R.O. investigated the chlorination of rutile, zircon, and monazite. Assuming that titanium tetrachloride would be available in large quantities in the post war years, extensive work was done by Kraitzer, McTaggart, and Winter (1948) on organic compounds of titanium. This work led to the development of heat resistant paints, plastic compositions, and improved organic protective coatings that predated overseas work by up to seven years. (Post, Shiihara and Schwartz, 1961; Anon, 1955). Contributions were made to the production of refractory hard metals (Kraitzer, 1949; Kraitzer and Newnham, 1956). Pilkington and Wylie (1947) and Urie (1947) investigated the production of rare earths from monazite by an acid process.

A uniform hoisting-signal code for mines hoisting from more than one level, if adopted by all mining States, would be beneficial to employees and owners alike and should largely reduce the number of hoisting accidents. Misunderstood hoisting signals cause many shaft accidents involving injuries to men, damage to equipment, and loss of production from the resultant delay. Many of the metal-mining States have adopted codes for hoisting that are effective within the borders of that State but usually entirely different from the signal code, if any, in use in an adjoining State. For many years safety engineers have recognized this lack of uniformity as a distinct hazard, but a uniform code has never been adopted by the States or by the mining industry in those States that have not incorporated signal codes in their mining laws or mining regulations.

The hazards to the public posed by abandoned mine shafts are well documented. As private development encroaches on previously mined areas, the potential for fatalities and serious injuries from abandoned mine shafts increases. The U.S. Bureau of Mines has conducted research into cellular concrete as a material for sealing these openings. The current work involves testing the characteristics of cellular concrete before and after it had been pumped or dropped from different heights into a simulated mine shaft. Cellular concrete was pumped vertically up to and subsequently dropped from heights of 18 and 37 m into concrete forms. Wet density measurements were made at multiple sampling points in the test circuit. Air content determinations and uniaxial compressive strength testing were conducted. Research results showed significant loss in air content and changes in the characteristics of cellular concrete during pumping or dropping from various heights. Recommendations on effective use of cellular concrete for sealing abandoned mine shafts are made.

INTRODUCTION Project Background The Washington State Department of Transportation (WSDOT) hired the Seattle office of Parsons Brinckerhoff to lead a team of consultants to produce an Environ-mental Impact Study and perform conceptual and preliminary engineering. The pur-pose of the Alaskan Way Viaduct and Seawall Replacement project is to replace the existing earthquake damaged and aging viaduct and sea wall, adjacent the downtown waterfront of Elliott Bay, with structures that have improved earthquake resistance and that maintain or improve mobility and accessibility for people and goods along the existing corridor. With an estimated replacement cost over $4 Billion and construction duration exceeding 8 years, it is one of the largest transportation design projects on the West Coast of the United States today. Seattle, Washington is a city of over 2 mil-lion people in the Northwest corner of the United States. Ever since the Klondike Gold Rush in 1897, Seattle has been considered a departure point to Alaska. Because of this, the street along the waterfront was named the Alaskan Way in 1930. Alaskan Way Viaduct and Seawall The Alaskan Way Viaduct (AWV) carries State Route 99 along the shoreline of Elliott Bay through downtown Seattle and is a vital part of Seattle’s highway system. The viaduct carries approximately 110,000 vehicles per day or 25% of all north-south traffic through Seattle (Figure 1). It is 3.4 km (2.1 mile) long with 3 lanes in each direction and was constructed of cast-in-place reinforced concrete between 1952 and 1956. The wear and tear of daily traffic, salty marine air, and several earthquakes have taken their toll on the facility. Studies in the mid-1990s provided early evidence that the viaduct was nearing the end of its useful life. The viaduct’s increasing age and vulnerability was apparent by crumbling and cracking concrete, exposed rebar, weakening column connections and deteriorating railings. In early 2001, a team of structural design and seismic experts began work to determine whether it was feasible and cost-effective to strengthen the viaduct by retro-fitting it. In the midst of this investigation, a 6.8 magnitude earthquake shook the Puget Sound region (the Nisqually Earthquake, located 56 km (35 miles) from Seattle and deep below the surface) caused moderate damage to the reinforced concrete structure. WSDOT closed the viaduct for inspection and repairs intermittently for several days over a period of several months.

"Slime coating is a recognized challenge in fine particle flotation, not only in decreasing recovery, but also in reducing the selectivity and hence froth quality. In this presentation, a novel method based on electrophoretic mobility distribution measurement to study slime coatings is described. By measuring electrophoretic mobility distribution of individual minerals and their mixtures, the interactions between these minerals can be evaluated.For illustrative purposes, a model system of fine coals, or oil sands with two different types of fine clays was studied. Flotation tests showed a significant decrease in coal (bitumen) flotation recovery with montmorillonite but not with kaolinite clay addition. When electrophoretic mobility distribution of a fine coal/montmorillonite clay mixture was measured, a single modal zeta potential distribution was obtained, in contrast to a bimodal distribution for fine coalkaolinite clay mixture. This finding suggests a stronger adhesion of montmorillonite than kaolinite clays on fine coal surfaces. In the case of bitumen, the bimodal zeta potential distribution was measured for the mixture of bitumen emulsion and kaolinite or montmorillonite, indicating a weak attraction of the clays by bitumen. In the presence of calcium, however, a single modal zeta potential distribution was obtained in the mixture of bitumen emulsion with montmorillonite but not kaolinite clays. These findings are in excellent agreement with bitumen flotation results, demonstrating that the electrophoretic distribution measurement is a powerful tool to study slime coating phenomenon in a complex fine particle flotation system."

The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

The alluvial deposits of the Pacific Northwest have been investigated and worked with varying degrees of intensity since about the middle of the 19th century. Earlier efforts, of course, were centered about the placer-gold content of the deposits; later, the Oregon beach sands were exploited for their chrome content, and, still more recently, deposits in Idaho were worked for their content of monazite, a rare-earth mineral which also contains significant quantities of thorium. The composition of alluvial deposits seems to depend mainly upon the nature of the source rock from which the detrital material was derived and upon the resistance of the individual mineral grains to the agencies of weathering and transportation. The processes of crushing and concentration used in ore dressing are applied in a leisurely but nonetheless effective manner when exposed rock masses are eroded by natural forces. Weathering effects a continuous disintegration and chemical decomposition, wherein resistant minerals are set free as individual grains and new minerals are formed. Erosion carries these detrital products down the slopes into natural waterways, where a mechanical separation of heavy particles from light is accomplished by the running water. The accumulation of such resistant, heavy particles through the ages has resulted in formation of the black-sand deposits. In addition to the associated gangue minerals, heavy sand deposits in the Pacific Northwest may contain the following constituents of possible economic value: Gold, platinum, chromite, ilmenite, magnetite, garnet, zircon, monazite, columbite-tantalite, and radioactive blacks.

The rapid evolution of computer and field sensor technology is now providing the ability to integrate mine and office operations. Digital maps and mine plans as well as CAD and GIS can be transferred to ruggedized field computers for development of real-time mine surveys and real-time GPS machine navigation and monitoring. Surveyors can insure that their surveys are accurate before returning to the office. Engineers and surveyors are also able to upload field computer-based surveys to mine planning software and directly to mine equipment including shovels, drills, and dozers providing the operator of the equipment with a real-time view of their work space. Production information can be transmitted through dispatch and/or centralized mine servers to update mine plans with mining progress and production data. Static mine models then become a dynamic element of operations, providing greater use of information that emphasizes the spatial aspects of the mine by providing real-time maps, productivity charts, and graphs. This information can be disseminated through various mine communication systems to provide operators and management with real-time feedback as well as daily and weekly reports. Integrated systems now being used in extensive trials are reporting productivity increases of 4 -7% or more thereby providing rapid payback to the mine.

INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material's internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material's angle of internal friction (4,5). Triboelectric Charge and Separation Characteristics of Industrial Minerals The basic principles of triboelectric charge and separation of minerals and the factors affecting the entity of the charges developed on mineral surfaces are discussed and the surface pretreatment methods by which the electrophysical properties and thereby triboelectric charging and separation of minerals can be artificially altered/modified are reviewed. Furthermore, the triboelectricfication theory of materials is envisaged from the chemical concept of acid-base donor-acceptor and an attempt is made to correlate the physical concept of triboelectrification with the donor-acceptor properties. The triboelectric charge characteristics of the quartz, calcite and wollastonite mineral samples for different size classes were defined using different tribocharging medium. Based on the triboelectric charges acquired by mineral samples their energetic work function values are estimated. In addition, the main electrophysical properties, ie dielectric constant and electrical conductivity, of different size fractions of the mineral samples are measured and their donor-acceptor chemical properties were defined. A series of triboelectric separation tests were conducted to explore the possibilities for separation these mineral from each others. The results from the triboelectric charge and separation of the single mineral systems showed promising prospect in separating quartz, calcite, and wollastonite from each others. Finally, attempts were made to explore the possibilities to implement triboelectric charge and separation process to real ores. Promising results achieved when separation of calcite from silicate impurity was sought from a carbonate ore. A very high purity (99 per cent) calcite product was obtained at a recovery of 80 per cent. Interesting results were also achieved to concentrate wollastonite from a complex silicate ore containing quartz, different feldspars, wollastonite and other Mg-Fe silicates. In this case conditioning of the ore with salicylic acid at defined temperature and relative humidity was found to be essential to concentrate wollastonite. The outcomes indicate despite the fact that triboelectric charge and separation process has not been completely perceived, it pronounced to be an environmentally friendly and economically viable technique for minerals and wastes beneficiation. Being a dry beneficiation technique the process has special appeal, which must be explored further in particular for treating industrial minerals.

The Fort Knox Mine is located in Alaska’s interior where the average ambient air temperatures range from -24°C in January to 16°C in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Plant slurry temperature cycles seasonally and allows for a unique opportunity to measure the impact temperature has on gold leach kinetics, carbon adsorption efficiency and cyanide destruction reactions. Mathematical models have been developed to accurately predict actual mill performance. This paper describes the development of the models and presents data that allow for a better understanding of the impact of circuit operating temperature on process efficiencies.

Hybrid composites are fabricated by adding two reinforcements into matrix materials so that the expected excellent properties can be achieved through the combined advantages of short fibers, and different size particles (micron or submicron), which provide a high degree of design freedom. In this paper, hybrid preforms were produced with the different size reinforcement of the Al2O3 particles and short fibers. The Al-Si alloy-based hybrid composites were fabricated by preform-squeezing casting route. The structure and performance of composite materials were studied with the Transmission Electron Microscopy (TEM), and Scanning Electron Microscopy (SEM). The results show that the reinforcements, both particles and fibers, distribute homogeneously in the matrix materials, and the properties of composites are found to improve in comparison with the matrix Al-Si alloy.

This paper is one of a series comprising the Mineral Industries Survey of the United States, which was begun in 1935. It describes the simple methods of mining and beneficiating manganese ore, in eastern Tennessee and compares these methods with those used elsewhere in the Appalachian region. The report contains general information on manganese to give a clearer understanding of the methods and costs of mining and. beneficiating manganese ore foam a widespread deposit, an in addition presents zone difficulties normally fond in these operations. Andalusite is an excellent raw material for refractory applications due to its high aluminum oxide content and phase transformation to mullite at high temperature. Granular andalusite in particle sizes of about 1 to 2 mm was traditionally utilized for the manufacturing of refractory brick. However, if powder andalusite in micron particle size is utilized in high-alumina refractory products, reinforcement on the refractory brick can be obtained and the sintering temperature can be decreased. The phase transformation of powder andalusite plays a key role for the difference.

"Reporting of the gold production during a month implies to estimate the mass of gold that is processed by a mill, recovered as dorés, lost to the tailings and the change of gold inventory within the plant equipments. Carbon in pulp and/or carbon in leach tanks may contain gold inventory as large as 72 000 g (2 200 troy oz) of gold which needs to be estimated from measurements obtained from sampling the material contained in a tank. Sampling and analysis introduce measurement errors that could be systematic and/or random. This paper examines the effect of measurement errors on the estimation of the gold inventory and on the variation of the inventory in the carbon in leach tanks of the Agnico-Eagle Mines Limited Lapa concentrator. Results of the analysis demonstrate that the inventory is measured with ±10% reproducibility, while the variation of inventory used for mass balance is known with ±300% reproducibility.INTRODUCTIONThe preparation of a production report implies to reconcile measured data with the constraint of material balance over the considered period of production. The sampling and data reconciliation problems were recently reviewed by Morrison (2008) and Jansen (2009a; 2009b). Typically a production report is prepared to cover a period over which the mass conservation hypothesis can be considered valid. In gold processing plants, the change of inventory can seldom be neglected and plays a significant role in material balance calculations. This is particularly true for circuits using carbon adsorption, where the complete cycle of carbon is measured in days.In a 2000 t/d gold ore processing plant, the inventory can be as large as 140 000 g of gold in gravity concentrator bins, carbon in pulp tanks and in the electrolysis circuit. This is equivalent to the mass of gold that fed the circuit during 10 days of operation with 7 g/t feed assays. The change of inventory may therefore strongly impact the production figures and especially the plant recovery at the end of a week or a month. Despite the financial impact associated with gold inventory, few publications are devoted to the subject. Bruington (1991) and Morrison (2008) discussed the problem and stressed the need for the development of reliable methods to estimate the gold inventory in carbon in pulp or carbon in leach circuits."

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The report describes the development of preliminary requirement specifications for standardized operating controls for roof bolting machines used in underground coal mining. According to recent statistics, roof bolting continues to be one of the most hazardous occupations in underground coal mining. The two principal hazards to the roof bolter operator are the machine itself and roof falls during the bolting cycle. The lack of standardization of machine controls is a major contributor to this hazardous situation. Observations of roof bolting operations and discussions with roof bolter manufacturers coupled with detailed analyses of roof bolter control design specifications were performed during this study. Detailed roof bolter operator task analyses, commonality of control analyses, and classical link analyses were also performed. The results of these analyses were then used to produce preliminary requirement specifications for standardized controls.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America.
