At the end of August, U.S. producer posting of 99.5 percent unalloyed aluminum had been established at 48¢ per pound. At that time, dealer-quoted unalloyed ingot was reportedly at 44¢-47¢. CADMIUM: By late August, most U.S. producers had raised cadmium selling prices by 25¢ to $3 per pound. As a consequence, dealer quoting of cadmium ranged from $2.95 to $3.05 per pound. COAL: The wildcat strike, which began in southern West Virginia on July 19 and eventually spread to nine other States before ending on August 13, at its peak, idled approximately 115,000 miners and accounted for daily coal losses of an estimated 1.5 million tons at the height of the work stoppage. Concerned about the effects of the production cutbacks, the Bureau of Mines, early in the strike period, initiated its coal strike monitoring system which it had developed during the prolonged coal strike in the fall of 1974.

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. "INTRODUCTION This investigation was undertaken to obtain information concerning the effects of boron in steel and its method of addition, so that boron, which is readily obtainable domestically, may be used to relieve the great demand for those scarce, strategic, alloying elements that hitherto have been considered necessary for the successful manufacture of quality steel.Previous Work Guillet 4/ seems to have been the first to predict that boron-bearing steel might have a possible industrial use when, in 1907, he published results of an investigation into the properties of steel containing 0.21 to 1.51 percent boron.Possibly Walter 2/ was the first to appreciate the fact that extremely small percentages of boron are effective in improving the properties of a steel. His patent, issued in 1924 claimed steels containing boron within the limits of 0.001 to 0.100 percent; furthermore, the specifications disclosed that boron increased the hardenability of steel and refined its grain structure. In 1937, Naton and Piwowarsky 6/ otherwise observed that boron increased the hardenablity of steel."

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. On a previous occasion,' I have endeavored to show the degree of accuracy that may be expected in the ordinary everyday analysis of various materials, and on another occasion2 I

1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

Rapid deterioration and destruction of metal equipment in oil and gas fields cause waste of resources and financial losses that must be lessened or eliminated if operations in many important fields are to continue profitable. The magnitude of this destruction is proved by the huge consumption of iron and steel pipe, tubing, casing, pump valves, and sucker rods to replace worn-out equipment, and by the amount of such equipment that is left in wells or junked. (See PI. I, A and B, and PI. II, A and B, and Fig. 14, p. 61.) This destruction of equipment constitu~es in itself a serious waste, but contingent production troubles, such as underground leakage of oil through defective tubing and pumps, and the consequent loss of oil and gas because of damage to pay sands by infiltrating water and silt, frequent and costly repairs with necessary suspension of production, and the ultimate injury to or loss of valuable wells, often cancel all operating profits. Many of these troubles result from rapid destruction of metal equipment by corrosive waters. The strata penetrated by the wells usually contain saline waters. Certain types of these waters, with their associated gases, are intensely corrosive; they attack well casing or tubing so vigorously as to riddle it with holes, rendering it useless in a few years or even a few months or weeks after it is installed. Pump plungers, working barrels, balls and seats of valves, and screen pipe, as well as lead lines and other surface equipment, are ruined with equal rapidity. The development and application of practical methods to retard or prevent this corrosion are among the most urgent problems of the oil and gas industry. Although much progress has been made in preventing the corrosion of metals, the need for reducing the damage from corrosion in oil and gas fields is still imperative. This is especially true of underground corrosion in the wells, because underground conditions favor corrosion and are difficult to study; hence they have not been thoroughly understood. In efforts to stop ~amage to oil and gas field equipment by corrosion, numerous methods have been proposed or tried with varying success. Some of these methods are cheap and effective. However, it is surprising that in many important fields the damage by corrosion is accepted as necessary or unavoidable, although cheap and effective methods that have been developed and successfully tried elsewhere might greatly reduce the trouble or eliminate it. This bulletin describes common causes and effects of oil and gas field corrosion and outlines methods of abating the damage. In order to accomplish this purpose best, the writer has avoided taking sides in controversies between the advocates of different metals for oil-field use; instead he describes the methods of combating corrosion in the various fields and suggests experiments that may yield valuable results. Throughout the paper he has freely used information from published reports of other investigators.

U.S. Gold Commission Established. - The President, with the authorization of Congress, has named a gold commission made up of 17 individuals, most of them Government officials, to study U.S. policies related to the role of gold in domestic and international monetary systems and report its findings and recommendations to Congress. U.S. Lead Exposure Ruling. - On June 29, the Supreme Court upheld the Government's right to set lead exposure levels for employees at the workplace. The Court ruled in favor of the Occupational Safety and Health Administration (OSHA) in a challenge by a group that alleged that OSHA had failed to conduct a cost-benefit analysis prior to issuance of the lead standards. It was the Court's contention that Congress did not require such an analysis when it empowered OSHA to establish workplace standards. The petition to the Court was made by the Lead Industries Association Inc., Battery Council International Inc" American Iron and Steel Institute, St. Joe Minerals Corp., and other lead mining and consuming firms.

High-grade gold-silver mineralization associated with electrum and argentite was discovered in a quartz vein at the Chappelle property, 273 km north of Smithers, B.C., in 1969 following a regional geochemical reconnaissance program in the Cassiar-Omineca Mountains. Subsequent exploration resulted in the discovery of numerous quartz veins with associated precious-metal values in a belt 17 by 3 km in area centrally located within Toodoggone Group volcanic and sedimentary rocks of Lower to Middle Jurassic age and a window of Takla Group volcanic rocks of Upper Triassic age. More detailed investigations, consisting principally of 5677 m of surface drilling in 57 holes and crosscutting, drifting and raising on Chapelle Vein A, has outlined a high-grade gold-silver-bearing shoot with a strike length of 200 m, an average width of about 3 m and extending to an average depth of about 40 m below surface.

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

Chromium, a critical mineral for which the United States is largely dependent on foreign sources, is the subject of a new report just issued by the Interior Department's Bureau of Mines. The report is the first in a new series called "Mineral Commodity Profiles" (MCP's). Designed to give an updated review of important events affecting critical minerals, it also presents a comprehensive description of industry structure, supply-demand relationships, technology, and outlook for the future.
