"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. "Rio Tinto Fer et Titane processes the ore extracted from the Lac Tio orebody to concentrate the hemo-ilmenite (FeO.TiO2-Fe2O3) mineral that is subsequently smelted to produce pig iron and titanium oxide slag. The ore is crushed, heat treated (roasted) and concentrated using dry magnetic separators. This paper describes a model to predict the magnetic susceptibility of the roasted ore and its behaviour in the magnetic separation plant. The model uses a classification of the ore as a function of the size and magnetic susceptibility of the particles. A subsequent division into mineral species allows the simulation of the magnetic separation process. The model is used to assess various operating options when process disturbances occur.INTRODUCTIONOre processing operations consist of ore size reduction followed by the recovery of valuable species in a concentrate that is subsequently sold for its minerals or metal content. The concentration processes are based on the physical and/or chemical properties of the minerals contained in the ore. Flotation is typically used to recover minerals of base metals such as copper, zinc, lead or nickel. Iron ore and other dense minerals are typically concentrated by gravity separation processes. Magnetic separation uses the magnetic properties of the minerals to concentrate magnetite and other minerals, to clean coal concentrate and to recycle ferrosilicon for dense separation processes (Brophy, 1985).Magnetic separators can be divided into low and high intensity separators and high gradient magnetic separators (Gillet, 2008). Most of the low gradient magnetic separators are built as rotary drums that are operated in wet or dry conditions. Dry magnetic drum separators are used by Rio Tinto Fer et Titane in Sorel-Tracy, Canada to concentrate hemo-ilmenite from the ore extracted at the Lac Tio Lake mine near Havre St-Pierre, Canada. The analysis of production data suggests that process improvement could be achieved by identifying key variables for the control of the magnetic separation circuit and/or by modification to the circuit flowsheet. The use of a process model was considered to be an effective approach to conduct a preliminary analysis of the circuit with a view toward process optimization. However, the literature contains few detailed studies dealing with the modelling of magnetic separation processes."

"A traditional linkage has long been established at Laval University's Department of Mining & Metallurgy between the Mineral Process (MP) and the Mining Exploitation (Min) on one hand, and between the Extractive Metallurgy (EM) and the Materials Engineering (Mat) on the other. This academic separation of Mineral Processing from Extractive Metallurgy at the educational level has become increasingly at odds with today's industrial practice in which both disciplines are not only complementary but also often intertwined. For instance, in gold ore processing, comminution, flotation, and gravity separation units are interfaced with atmospheric or pressure leaching modules and with carbon adsorption and electrowinning units. The new copper plants in South America combine comminution and flotation circuits with heap leaching, solvent extraction and electrowinning processes.In order to reflect this new industrial reality and to harmonise the options offered in both its engineering programs, the Department of Mining and Metallurgy of Laval University has introduced major changes in its curriculum in 1996. These changes reflect also the recognition that the somewhat secondary status given so far to Mineral Processing and to Extractive Metallurgy within their ""mother"" programs, Mining/Mineral Engineering and Materials metallurgical Engineering respectively, was in sharp contrast with their actual significance for the Canadian economy. Leading industrial voices have raised similar concerns and the Canadian Engineering Accreditation Board has also addressed this problem in its latest program evaluation.The changes implemented at Laval aimed at a) better representing MP and EM within the two undergraduate programs; b) training top-level versatile and multidisciplinary engineers, fluent in all aspects of MP and EM, irrespectively of which of the two ((mother)) programs they had chosen and capable of meeting today's industrial requirements; c) training students in process analysis, optimisation and automatic control using state-of-the-art software, and d) taking into account the co-operative nature of both undergraduate programs.Results are very encouraging in terms of student enrolment and industrial response. However, some concern is expressed on the sustainability of the renewed curriculum considering the drastic budget restrictions in effect at Laval as in most other Canadian universities."

Ground control problems at surface mining operations can occur for a variety of reasons. Stress, gravity loading, rock strength, geology, pore pressure, weather effects, underground workings, and many other factors contribute to slope instabilities that range from small rock falls to massive slides of material. While some of these failures can be predicted or controlled by preventive measures, each year many completely unexpected failures occur. Current methods for monitoring generally involve measuring displacements at a few, selected points in and around the suspected area of instability. While most of the displacements along these points will be in a downslope direction, freeze-thaw cycles of water-filled joints, horizontal stresses or pressure, buoyancy in saturated soils, human measurement errors, or other situations can produce deformation in almost any direction, even without any instability in the slope. Determination of which, if any of the observed movements represents a potential hazard is essential. Because of the enormous surface area of many large open-pit mines, several varieties and scales of instability can occur. Small, unexpected rock falls may indeed be more hazardous than a massive failure that involves slow displacement of material over a longer period of time. Complete vigilance to detect all small potential falling blocks is neither feasible nor economical and certainly is not attainable using today's most common point displacement monitoring techniques. As part of an on-going study at the Spokane Research Laboratory, several new methods for monitoring slope instabilities are being investigated. This paper describes the potential adaptation of systems such as interferometric synthetic aperture radar, imaging spectroscopy, and time-domain reflectometry, to slope monitoring and design.

The corrosion behaviour of 304L stainless steel laser-cladded with various amounts of ruthenium (Ru) was evaluated in solutions of sulphuric acid and sulphuric acid plus sodium chloride at 25°C and 45°C by open-circuit potential and cyclic potentiodynamic polarization tests. In general, the addition of Ru to the stainless steel increased its corrosion resistance in 1 M H2SO4, as well as in 1 M H2SO4 plus 1 wt% NaCl. This was observed for a number of parameters such as corrosion rate, corrosion potential, open-circuit potential, and current density. However, increasing the amount of Ru added beyond a certain level did not result in further improvement in corrosion protection. For each environment there is an optimal Ru concentration for the best corrosion protection. For example, in 1 M H2SO4 at 25°C, 2.44 wt% Ru shows the least active surface in terms of corrosion. Further research into ruthenium coatings on stainless steels is recommended.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). THE investigation described in this paper deals with the development of high-temperature alloys of the Konel series over a considerable period of time at the Research Laboratories of the Westinghouse Electric and Manufacturing Co. The word "Konel" has been coined to designate a class of alloys which are essentially nickel-cobalt-iron with other elements added, usually in small quantities. Most of these alloys contain titanium, usually about 2.5 percent. The main consideration related to strength at high temperatures but the thermionic characteristics of the alloys was also of considerable importance. It is, however, with the mechanical properties at elevated temperatures that we are herein concerned. Much attention has also been devoted to their age-hardening characteristics. There is little need to stress the utilitarian aspect of this subject, as it has been discussed frequently. Alloys exhibiting superior properties at normal or elevated temperatures rapidly find many suitable applications. There may be some question, however, as to what constitutes a "superior alloy, " or an alloy that may have good service possibilities at high temperatures. The problem is complex and various means have been employed to predict the useful life that may be expected of a material. In recent years the "creep limit" has been used as the best means of evaluation. Such tests necessarily are prolonged and hence collection of data is very slow. In a general survey of many alloys therefore the creep test is not desirable and recourse must be had to much shorter time tests in order more rapidly to select alloys which appear to show promise. For this reason the present survey has been made using the high-temperature tensile test and a bend' test developed by Howard Scott.1 In the tensile test the conditions have been standardized for all tests, so that values obtained are at least comparable, one alloy with another, although the absolute values recorded merely indicate the mechanical properties at the given temperature under a definite rate of loading.

A three?stages countercurrent fluidized bed prototipe reactor to neutralize the SO2from smelter gases has been developed. For gases with 8 vol-%SO2, at 800°C and for 4 h mean reaction time of the limestone, the capture of SO2 is 99%, with off gases with 0.07 vol-%. For 2 vol-%SO2, the total capture of SO2 can be obtained at 750°C and 4 h reaction time. The calcine obtained contain a blend of unreacted limestone and calcium sulphatewith minor amounts of residual lime.

The Search Minerals Foxtrot project in Labrador represents a significant Canadian resource of rare earth elements rich in the sought after heavy rare earth elements (19.8% HREE/TREE). A preliminary economic assessment of the project indicated that the project is technically feasible and economically attractive. A variety of metallurgical test programs have been undertaken which have led to significant streamlining and simplification of the process flowsheet. The improved flowsheet should allow Search to reach production earlier and will use conventional processing equipment. The results of these test programs are presented and discussed in this paper.

The hydration kinetics of MgO, namely magnesia or magnesium oxide, obtained by calcination of magnesite MgCO3 or synthetic MgCO3·3H2O has been studied. Nesquehonite (MgCO3·3H2O) was prepared by the reaction of MgCl2 with Na2CO3 in a mixed-suspension mixed-product removal (MSMPR) crystallizer at 40 °C. Three magnesium oxide samples were obtained by calcination of magnesite MgCO3 or synthetic MgCO3·3H2O in muffle furnace at 900, 1100 and 1300 °C for 3 h, respectively. The hydration experiments of MgO samples were investigated at 25, 35 and 45 °C for 24 h in a stirred batch reactor. The hydration results indicate that the rate and extent of hydration of magnesia decreased remarkably with hydration temperature and increased with decreasing calcination temperature at a constant hydration temperature. The whole hydration reaction of magnesia was supposed to experience the promotive period and declining period. An empirical kinetic model ( k t p -?ln(1-??) ??) and a modification of the classical shrinking core model for diffusion control ( k t b d -?-?3 2 ????1 [1 (1 ??) ] ) have been applied to fit the experimental data of hydration in two stages, respectively. The values of kinetic parameters ( p k and d k ) were obtained by regression analysis and the activation energy of the sample at 900 °C was estimated to be 34.23 kJ/mol. The comparison between MgO from calcination of synthetic MgCO3·3H2O and a commercial MgO used in silicon steel production was carried out, indicating that special silicon steel grade MgO can be obtained by calcination of MgCO3·3H2O below 900 °C.

"The danger of autoclaves lies in the high temperatures and pressures that exist in autoclave vessels. The usage of autoclaves will continue to expand in the mining industry because of their efficiency and environmental friendliness. But increasing attention must be paid to ensuring their safety. Safety Instrumented Systems (SISs) play a critical role in autoclave plants by detecting potentially dangerous conditions, taking the plant to a safe state, informing the operator about the plant status and the cause of the trip and expediting safe plant restart. The SIS should ideally be fully integrated with but functionally independent of the Basic Process Control System (BPCS) and provide redundant logic solvers to increase safety and plant availability while reducing spurious trips.INTRODUCTIONWikipedia defines an autoclave as follows: “An autoclave is a pressurized device invented by Charles Chamberland in 1879 designed to heat aqueous solutions above their boiling point to process materials.” A typical autoclave system used in the metallurgical industry includes, besides the autoclave vessel, heat recovery (heater) vessels, high pressure positive displacement (HPPD) feed pumps, vessel lining systems, specialized internals and components, agitators, pressure letdown or flash vessels, isolation and control valves, over 2,000 I/O points and related instrumentation, and emergency relief systems."

"A kinematically admissible velocity field is applied to study the arching phenomenon in a cohesionless granular backfill placed between two rough vertical inflexible walls. The study is different from the previous works which are almost entirely based on statically admissible stress fields. It is shown that the development of arches is strongly influenced by the previous loading history of the backfill which controls the nature of the constitutive laws that govern the mode of stress deformation of the backfill. This preliminary study employs simple models in order to show the potential use of such an approach in evaluating and understanding mine backfill behaviour in the underground excavation. The pressure exerted on the floor supporting the backfill is also studied in some detail.INTRODUCTIONAlthough the importance of the design of mine backfill has been discussed extensively by a number of authors, i.e. Hassani et al. (1985), such theories have not as yet been incorporated in design criteria for underground mine backfilling operation . One factor that such theories must incorporate is the so-called arching action .The phenomenon of arching has been the subject of study by many researchers in the field of civil engineering and mining engineering. Among these scholars the works of Terzaghi (1943), Krynine (1945), Lusher and Hoeg (1964) and Handy (1985) are noteworthy. All these authors use a statically admissible stress field as a starting point to develop their theories. The approach taken by the authors of the present paper is completely different because they employ a kinematicallyadmissible velocity field. It is their belief that the arching phenomenon is closely linked to the interlocking of grains as manifested by the degree of dilatation of the granular mass when subjected to a shearing process.This paper is written in the following sequence. To define the interlocking quantitatively it is necessary to state the constitutive law governing the stress deformation characateristics of the granular mass. This is done in the next section as the law proposed by Poorooshasb and Pietruszazck (1985, 1986) is stated and simplified to suit the present analysis. Next the mode of formation of an arch in a simple system consisting of a mass of backfill sandwiched between two vertical rough walls of infinite extent is examined. The velocity field obtained from the above example is used to obtain solutions to two more complicated situations. The first situation assumes that the backfill is supported, in addition to the vertical rough walls, by a Winkler foundation at its base. The second situation assumes that the Winkler foundation has been replaced by a horizontal beam of uniform section and simply supported at its extremities. The findings of the study are summarized and their practical implications discussed in the concluding remarks."

A subsidence monitoring program over a longwall panel was established (1) to explore the impacts of dynamic subsidence on the ground surface and structures and (2) to correlate the movements between the structures and their corresponding points on the ground. The program consisted of a transverse line survey and a series of survey points around the structures on the ground surface and their corresponding survey points on the exterior walls of the structures. The vertical displacement of each point can be expressed as: where Si is subsidence at i point; Sif is the final subsidence at i point; F is face location in terms of distance from the i point and SD is seam depth. The development of subsidence can be divided into five stages. Damage to the structures starts at the beginning of the second stage, The maximum damage developed in the middle of the third stage. The relationship of the vertical displacement between ground surface and structures can be expressed as: G = aH + b where G is ground displacement, H is structures displacement, and a and b are constants. The relationship is linear. However, the strain is non-linear and more complicated because of the interaction of the ground surface and structure.

"Although the majority of new flotation column installations continue to be for cleaning or recleaning, an increasing number of flotation projects are specifying columns for roughing or scavenging duties. NICICO has recently installed flotation columns operating in rougher, cleaner and re-cleaner circuits at three new copper concentrators; Miduk, Sungun and Sarcheshmeh. Miduk is probably one of the unique operations that use flotation columns in a rougher circuit. The Miduk rougher circuit comprises five CISA parallel columns. The rougher concentrate constitutes 88% of final concentrate and reports to concentrate thickener. The rougher tailings are scavenged with ten 50 m3 mechanical cells. The scavenger concentrate is then reground and cleaned in three 3.2 m columns in parallel. The cleaner tailings are scavenged in six 50 m37mechanical cells. The cleaner tailings along with the rougher scavenger constitute final tailings.In Sarcheshmeh, the cleaner concentrate is re-cleaned in a column. The column tailings are sent back to the cleaning circuit and the concentrate is reported to the concentrate thickener.This paper reviews performance details of the flotation columns utilized in rougher circuits at Miduk and compares their metallurgical performances in an industrial scale with columns at cleaning circuits for copper flotation. Practical limitations for applying the flotation columns in rougher circuits will be discussed in details.INTRODUCTIONThe use of flotation columns has grown rapidly since the first successful commercial application at Mines Gaspe, where columns were used in a cleaning circuit to float molybdenite. Early applications of columns were restricted to replacing or adding final cleaning stages in existing circuits. Columns can achieve superior cleaning as compared to conventional cells due to their ability to support a large froth depth and the use of water for washing froth. Wash water travels down through the froth and crosses the pulp/froth interface, replaces the entrained particles reporting to the froth from pulp and improve the concentrate grade."

The prevention of fires and explosions involving the combustibles and oxidants likely to be found in flight vehicles requires a knowledge of the flammability and related characteristics of these materials. This circular is a compilation of the available charactersilics data for a series of combustibles and oxidants of current interest. Vapor pressure data are presented for fluorine, oxygen, chlorine trifluoride, nitrogen tetroxide, nitric acid, hydrogen peroxide, ethylene oxide, hydrogen, ammonia, pentaborane, unsymmetrical dimethylhydrazine, monomethylhydrazine, hydrazine, and a series of hydro-carbons including decalin, tetralin, bicyclohexyl and other high-density fuels. In addition, flammability characteristics diagrams are included for each of the fuels in contact with air and, where available, other oxidants (for example, oxygen and nitrogen tetroxide). To assist in understanding these data, sections on definitions and theory and applications have been included. Each section is complete in itself and can be used separately. For example, a reader who is familiar with the general theory of combustion and detonation may find the data sections more useful than the definitions and theory and the application sections. However, since pertinent data are included in these sections, they should also prove useful to the experienced engineer interested in preventing fires and explosions.

Equipment selection in mining operations is an important issue, and also difficult to solve in multiple criteria environments. The paper in question has aimed to develop computer software for solving equipment selection problems in mining. In their paper, Basçetin et al. have analysed two case study problems related to open pit and underground mining method selection. By using Yager?s method1, the authors have selected 18 different criteria in the first case study and 21 criteria in the second case study. However, as emphasized by Ozdemir2, in pair wise comparison matrices the appropriate number of criteria should be seven as the maximum, from the point view of validation, consistency and redundancy. In cases where there are more than seven criteria to be handled, it is suggested that the criteria should be clustered and then the maximum number of clusters and subcriteria of every cluster should be limited to seven4.
