The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

The Detroit salt mine is operated by the Detroit Salt Co. It is one of the oldest underground room-and-pillar mines in the United States still in production. Mining at the Detroit salt mine began in 1906 with the sinking of the No. 1 shaft. Mining continued through the years, becoming progressively more modern in its equipment and techniques, until it was closed in 1983. In 1997, after a period of care and maintenance, the newly formed Detroit Salt Co. decided to reopen the mine. Upon completion of an extensive rehabilitation program, salt production resumed in 1998. Production currently continues at a rate of 910kt/a (1 million stpy). To date, the Detroit salt mine has mined more than 45 Mt (50 million st).This mine is unique because it lies under a heavily urbanized area within metropolitan Detroit. The mine and its history make a good case study for the continuing coexistence between the mining industry and its environs.

Included are heap leaching by cyanidation, upgrading of solutions by adsorption of values on activated carbon and desorption (stripping) for electrowinning and subsequent refining steps to produce dore metal.

Attending the Prospectors and Developers Association of Canada (PDAC) meeting and exhibit has become an annual tradition for many in the mining industry. Similar to last year’s synopsis, this report is an overview of the 2003 conference from the eyes of a consulting mineralogist. It is supplemented by conversations with other participants. And it examines the conference handouts. Certain segments of the mining industry have seen improvement throughout the year in terms of metal prices, stronger demand and renewed interest by the investment community. Other segments continue their decline due to depressed commodity prices, higher oil prices, a continued weakness in the global economy and war uncertainties. SARS was known to the world, but it was not a Toronto epidemic during PDAC. In short, this year’s PDAC was permeated by an air of anxiety about the Middle East.

Early identification of adverse geologic conditions and high stress concentrations during the high-speed extraction of coal using modern mechanized longwall systems is a major challenge facing the mining industry. Often, unexpected geologic anomalies that affect rock mass quality are encountered more rapidly, leaving the mine operator with insufficient time or information to deal with the changing ground conditions. The RockVision3D™ seismic tomographic system, developed by NSA Engineering, Inc., offers substantial benefits over conventional geologic/stress-detection methods and has been used successfully in coal mines worldwide. Tomographic images, produced economically and in near-real time, are easy to interpret, allowing mine operators to deal with potential hazards on a day-to-day basis.

Since its discovery, Cuba has been called the “Pearl of the Antilles.” The country remains that, albeit a little tarnished these days. In Havana, many of the buildings are being refurbished, while some new ones are under construction. Since 1991, the laws have been relaxed so that Cuba is developing a mixed economy of central control with free market. Joint venture agreements have been signed with businesses from many countries. This does not include the United States due to its embargo. But even these regulations have been relaxed some.

Twin bore running tunnels driven approximately 4,500 route feet by a Mitsubishi Heavy Industries (MHI) EPB Tunnel Boring Machine link the West Portal and East Portal on this complex Light Rail Project. One third along the way, the TBM arrives at the Beacon Hill Station which is the deepest underground “binocular” station of its kind in North America and then “walks-across” the station to be re-launched on the other side to complete the drive. This paper discusses briefly the layout and design considerations but then focuses more deeply on the approach by the Contractor to drive and supply the tunnel. The paper addresses the approach used to launch, re-launch and recover the TBM and touches briefly on muck volume control and monitoring plus settlement monitoring and the performance achieved. Also of interest is a unique solution to a difficult launch situation involving a secant pile tieback wall designed with several rows of double I-beam steel walers spanning the eye at the West Portal under the I-5 freeway.

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

An increase in the importance of low-grade materials as sources of gold and silver has led to the need for improved analytical methods on leach solutions, ores and various effluents, residues, and in-process streams. These are required by plant operators as guides to process control and for accounting pldrposes. Atomic absorption spectrophotometry (AAS) and AAS preceded by pre- concentration have been applied successfully to resolve many such problems. However, AAS is no panacea and imprecision or loss of accuracy can result if adequate precautions are not taken to prevent losses and eliminate interferences. The recent methods are discussed together with methods for overcoming difficulties. Comparisons with more classical analytical techniques are also given.

India’s steel vision of 2030 requires a huge amount of quality iron ore. The utilization of low-grade iron ores such as banded iron ores will play an important role to achieve the same production. The absence of alumina impurities in the banded hematite jasper (BHJ) ore provides it an edge over other low-grade iron ores. The conventional beneficiation techniques such as magnetic separation and washing were found to be ineffective to produce suitable feed (Fe ~ 60%) for the blast furnace. It was found that microwave exposure provides significant enrichment to the low-grade iron ore and can be used as a pretreatment step in the beneficiation of similar low-grade iron ores. The above study reveals that hematite phase is susceptible to microwave exposure which enhances the separation of iron values from impurities. Under optimum conditions, an iron-enriched concentrate with 61% Fe, 85% Fe recovery at 50% yield can be achieved from BHJ feed ~ 38% Fe. The pretreatment process for BHJ beneficiation includes only microwave exposure without any chemical additive and may prove economical and industrially feasible.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

INTRODUCTION Perhaps no other area reflects the art as well as the science of mining-engineering design quite as obviously as strata control. This is due to the fact that the design of mining structures is difficult because rock rarely behaves as a homogeneous medium. Further, the original state of stress and the mechanical proper- ties of the in situ rock are somewhat difficult to deter- mine. However, those aspects that are hard to treat mathematically can and have been successfully approached by model studies and in situ measurements. This chapter will review the fundamentals of strata- control design and will provide examples of applications to typical problems. STRESSES AROUND MINE OPENINGS A close examination of Fig. 1 reveals that, prior to mining, stresses exerted in the overburden can be in both the horizontal and vertical directions. In the example problems of Chapter 1, it was shown that the maximum compressive stress (uv) at any depth (D) below the surface can be approximated as follows: [ ] Further, the lateral stress (oh) is related to the maxi- mum compressive stress by utilizing Poisson's ratio (µ): [ ] As soon as a heading is driven, such as the one in the coal seam shown in Fig. 2, the stresses shift to the sides, or abutments, of the opening. Clearly, these compressive stresses around the opening exceed the pre-mining conditions. The problem of designing an underground opening, therefore, is to determine the maximum stresses and to note if they exceed the ultimate strength of the rock. Table 1 lists several rocks with their corresponding strengths. Figs. 3 to 5 depict the boundary stress concentrations around circular, ovaloidal, and rectangular openings. M is the ratio of the horizontal stress to the vertical stress, or as defined above, p/(l-p). This text will concentrate on the state of stress represented by M = 0.33, which corresponds to the condition of no lateral deformation in a rock having a Poisson's ratio of 0.25. For an ovaloid with an opening width-to-height ratio of 2.0 (Fig. 4), the boundary stress concentrations are at their maximum values at the comers of the opening, with values in excess of 3.0. This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.
