The Owner, Engineer, and Contractor need to have a thorough understanding of the project’s design concept, how it is going to be built, and what it is going to cost. This paper presents the opinions of three engineering professionals who are well established in their sectors of heavy civil underground public works construction. This paper will outline and summarize the considerations that the three principal contracting parties of Owner, Engineer, and Contractor need to make to obtain good price quotes at the time of bids.

The flotation limit of fine particles has been re-examined based on the effect of bubble size on contact angle, and a new surface chemistry-limited relationship describing the minimum particle size which can be floated is proposed. In this analysis the critical value of bubble-solid contact radius (re) for which there is no effective attachment between particle and bubble has to be determined. The values of re determined by extrapolation of our experimental data for contact angle versus bubble-solid contact diameter permit the prediction of the flotation limit of methylated quartz particles, with fraction-al coverage of trimethylsilyl groups from 0.07 to 0.51. The limit of fine particle flotation as determined by this theoretical approach agrees well with experimental data reported in the literature.

Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. Energy and the conversion of potential energy into alternate forms is becoming a topic of household conversation for a larger segment of the world's population as mankind's desire for products derived from the vast array of technological developments continues to expand. The world's use of steel and the high energy consumption related to the production of steel promotes an awareness of the limitations of existing technology and a search for more economical alternates. Terminology such as (BF) Blast Furnace, (BOP) Basic Oxygen Furnace, (EAF) Electric ARC Furnace, (DR) Direct Reduction, (DRI) Direct Reduced Iron and (FC) form coke is becoming commonplace as alternates are being sought to alleviate the energy crunch. Coke production by various methods was developed as early as the seventeenth century in Europe to replace the disappearing hardwood forests that supplied the initial blast furnace fuel in the form of charcoal. In 1880, the Semet Solvay by-product coke oven design was introduced to the United States at Syracuse, New York, to supply coke for use in the production of soda ash, coke oven gas and its by products as the primary source of many organic processes. Although the Semet Solvay coke oven has not been marketed for decades, these coke oven batteries are in use today producing metallurgical coke, coke oven gas, and related by-products.

The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."

Gold-bearing outcrops were discovered in 1862 by Union soldiers garrisoned at Needles, CA, near the northwest corner of the future State of Arizona. Sporadic mining began several years later, but engineered shaft sinking and mill construction were not adopted at Oatman and the neighboring camp of Goldroad until about 1900. Geological interpretations in 1915 enabled major production during the next decade. In the late-1930s, USSR&M built a new mine and mill in Gold Road and the District flourished until closure by Federal Order L-208 in October 1942. For about a decade, Oatman’s mines were among the largest gold producers in the American West.

Dust control in high production longwalls is a major problem requiring, among other things, careful attention to the design of operating practices, and ventilation schemes. Several studies have shown that the shearer is the major source of dust on a longwall face. Support movement has not been regarded as a major source of dust in U.S. longwalls; yet under certain conditions, 31 percent of the shearer operator's dust exposure can be due to support movement. Several methods have been developed for the control of shield-generated dust. Yet the need for better methods is apparent. In this paper, the amount of airborne respirable dust generated per shield move is estimated from specially designed experiments on longwall faces. A total of ten experiments were conducted in five longwall faces in four different mines. Each experiment involved one face visit and lasted three to six hours. The contribution of shield movement to the airborne respirable dust concentration immediately downwind of the shield moved, varied between 0.12 and 1. 75 mg/m3 in the five longwall faces. The mass of airborne respirable dust generated by shield movement was found to vary between 39 and 386 milligrams per shield move. The results from this study reveal that control of dust from longwall shields requires a combination of approaches involving alternative operating practices, reducing shield dust generation rate, increasing face air flow, and decreasing personnel exposure.

Red Dog, the world’s largest zinc mine, is located ninety miles north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called NANA. NANA received a subsurface title over this resource as part of their settlement lands under the Alaska Native Claims Settlement Act and subsequently entered into a Lease Agreement with Cominco in 1982. Cominco, an international mining company focused on zinc, built and operated the mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language, and traditions are as important to the NANA people today as they were through ages past. The principles of sustainable development – matching economic, environmental, and social goals through continuous communications and high commitment to efficient and effective operations – have been core values for the Red Dog Mine from the beginning. This paper will describe how a large mining operation in a remote corner of the world has been able to contribute toward sustainable development in that region.

Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27 percent of respirable coal mine dust can be attributed to longwall shield movement, and developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine the ability of the foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used: compressed air and blower air. Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For compressed air foam in 3.3 m/s (650 fpm) ventilation, 98 percent of agent A was intact while 95 percent of agent B was intact on the roof at three minutes after application. At 30 minutes after application, 94 percent of agent A was intact while only 20 percent of agent B remained. For blower air in 3.3 m/s (650 fpm) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 min after application, 74 to 92 percent of foam agent A remained, while 3 to 50 percent of foam agent B remained. Compressed air foam seems to remain intact for longer durations and is easier to apply than blower air foam. However, more water drained from the foam when using compressed air foam, which demonstrates that blower air foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able to withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control.

U.S. mining law requires such a determination for MSHA to use alternatives to existing standards. The primary issue is to demonstrate that the international standards for equipment evaluation will provide at least the same level of protection for miners as the document currently used by MSHA.

INTRODUCTION The Morenci-Metcalf district is located on the southern slope of the white Mountains in Greenlee County, Arizona. Both porphyry copper deposits are four to six miles northwest of Clifton, the county seat, and the new Metcalf mine is situated approximately one mile northeast of the Morenci open pit (Figure 1). Chase Creek, a south-flowing tributary of the San Francisco River, dissects the district and separates the two ore bodies. More than 1,200 exploration and development drill holes have been completed in the district and the Morenci-Metcalf ore bodies have been delineated on a 400-foot grid. Recently initiated drilling programs have revealed new data about deeper protore and associated hypogene alteration. This information, correlated with surface mapping and petrographic studies, was utilized to propose a plausible geochronologic sequence for this region. The reasoning behind this study has been helpful in locating new ore beneath leached capping indicative of only protore mineralization. The scope of this paper is to establish a practical solution to a highly theoretical problem of ore genesis and to familiarize the reader with stratigraphic, structural, and mineralogic events responsible for localizing ore in this district. Continued research will possibly alter the proposed time span and relative displacements, but it is doubtful that the order of events will vary significantly. Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. The application of autogenous and semi-autogenous grinding circuits in recent years has contributed toward substantial savings in capital and operating costs compared to conventional circuits, particularly for large scale copper and molybdenum operations. Such savings have been realized from the deletion of operating, maintenance, equipment purchase and substantial civil/structural costs associated with secondary-/tertiary crushing and screening, fine ore storage and conveying. In spite of the downturn in the copper- moly industry in North America, there is still an interest in autogenous and semi-autogenous grincting for copper-zinc, gold and silver ores and in the overseas market. Both single-stage and two-stage circuits are in operation. Primary circuits operate autogenously or semi-autogenously in either open or closed-circuit. Critical sizes are extracted and crushed for recycle in some cases (e.g. ABC circuit). Secondary grinding is conducted using ball mills or pebble mills.

Fluorspar was not mined in the United States during 2004, although a small amount of usable synthetic fluorspar (CaF2) was produced from industrial waste streams. The majority of fluorspar consumed in the United States came from imports or stockpiled material purchased from the National Defense Stockpile (NDS). In addition, consumption is supplemented by use of by-product fluorosilicic acid produced at phosphoric acid plants. The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.
